i mean i sure can VDHDJFJ like its not anything i take too seriously just sth that caught my eye but ok ill try to explain (some minor manga spoilers incoming)

basically the idea comes from how he tends to change or play up different aspects of his personality depending on the situation, for example when he's first introduced he presents himself as basically a jackass fuckboi and plays it up as hard as he can especially w the whole harem bit

he does this bc he already wants to join senku's team but doesnt want to just come out and Say It that simply bc of his own pride, after he fully sides w the kingdom of science he never brings the harem idea back up again so its pretty safe to assume that was just sth he fabricated for the role he was playing at the moment lmao

on the other hand, very often during negotiations he will play up the doe eyed/innocent persona, probably to make himself look less threatening n make the person hes talking with feel like they have the upper hand over him

pretty much the same technique amaryllis uses to infultrate the harem

speaking of the harem, in the bit where the guys try to crossdress, out of them all gen is the only one who doesnt look Mortified at the idea and in fact is embracing the role wholeheartedly

(also u can really see inagaki stretching for a reason for gen to not be on the spy team i mean what kind of reason is "hes too tall to be a girl" GDHFK it wouldve been way easier to buy an excuse like "the master doesnt like tall girls" or sth)
