Hard Work with the French Bureaucrats

Tuesday 12 September 2017 (Wayne)

 Well that very long lunch on the left bank in the 13th arrondissement did eventually end, although I am very pleased to say that ridiculously long lunches lounging around French restaurants has become the new norm for both Megan and me now, we have continued with the new tradition every day since last Tuesday.  In fact I think we were doing it last week too, how time flies. Well how can we have another gastronomic tour of Western Europe without these long lunches.  This is our job for a month.

 The afternoon was intense at le Bureau des Cartes Grises et de la Prefecture des Police.  We met our new 'best friend' Karina out front of the building, who would be our tour guide through the French bureaucracy in basically importing our shiny new red machine into France from the Pays Bas (Netherlands).

 As the three of us were becoming acquainted we entered the building and were immediately put through airport style screening by a dozen or more of the biggest strongest black dudes you have ever seen.  Oh yes I forgot Paris has been subject to terror attacks and all public buildings have stringent access processes.  Karina negotiated the initial barrage of questions and got a number (200) which put us into the right queue.  While we were awaiting our number to come up I was filling out the French form Karina had bought along while at the same time the three of our were becoming acquainted.

 Eventually our number came up and we proceeded to the counter.  There was a man in the stall next to us who was becoming increasingly angry and aggressive in his tone toward the lady bureaucrat and a few of those big muscly black dudes came up behind him and with a few words performed a stellar job in making it clear aggression of any kind will not be tolerated inside the Prefecture des Police.  Notwithstanding this our neighbour continued with his outward displays of disappointment and anger, but he did fall just short of aggression

 A large black female was our bureaucrat for this session, she seemed nice, capable and willing to be helpful, to a point.  Phew, we didn't get an indifferent bureaucrat who would treat us with vague indifference. Our bureaucrat listened to our request then started flipping through our significant ream of documents which we had bought with us.  At first I thought we were stuffed because she had a tendency to draw conclusions too soon and kept assuming that we simply didn't have some of the very basic requirements.  Her confident dismissals of our request was intimidating because with my lack of knowledge and inadequate language skills I simply could not keep up with her. Thankfully Karina, who has had no experience with anything like this before was calm and consistent as our bureaucrat worked her way through all the documents successively and finally summarised that we were missing the following.

1. Un justificatif de domicile recent (moins de six mois) a vos nom et prenom

2. Le quitus fiscal (a retirer a votre centre des imports)

3. Le certificat de conformite europeen securese ou l'attestation d'identification

 Okay we were down to three documents and apparently if I can come back in the future with those three documents in hand then I should….. be able to register the bike in France.  Our bureaucrat also advised that if we waited until after the 28th of September to attempt to register the bike then it would have been 12 months since the purchase of the bike and there would be no need to wait for 2 weeks before we could register the bike.  I know this is confusing but I think she told us we would have to wait for two weeks to register the regardless of whether we lodge now or in two week so since we don't have all the documents yet it was clear Megan and I should get the documents sorted quickly then go down to the South of France for two weeks before returning to Paris to have a final go at importing the bike into France.

 Number 1 of the above requirements was just bloody annoying because we did provide them with a recent letter from  our electricity provider in France with our Paris address that had my full name on it but they wanted more than just the letter part of the bill they needed to see the entire bill.  Okay I will take the entire bill next time, no problem.

 Number 2 above was the quittus fiscal.  Oh dear, how would I get one of these and where would it come from.  Thankfully Karina's French is far better than mine and she was able to determine that these could be provided by le Centre du Public Finance and she was even able to later contact them and set up an appointment for the next day.

 Number 3 appeared to me to be an unsurmountable problem however after I made some inquiries with Martijn who advised that the certificat is not necessary for bikes manufactured prior to 1996 then again Karina showed her value as early the next day she trawled the French internet and uncovered a French website where I could apply on line, pay EUR150 by card and they would send the certificat to my French address in the mail.  What could go wrong???  Fingers crossed it will arrive in the next 14 days.
