A small, almost sheepish article buried deep in the public announcements section of an Ishgardian newspaper, in font so small the letters seem to cringe and curl in on themselves:

NOTICE OF SCHEDULE DISRUPTION
Due to unforeseen circumstances, and coincidentally some long overdue maintenance on the roofs, it has been deemed necessary to cancel all events scheduled for the (25th & 26h of May) at the Supreme Sacred Tribunal of Halonic Inquisitory. Public sentences scheduled for these dates have already been or will be carried into execution by today within the gaol, that the spaces and resources entrusted to us might not be overrun and our devoted staff not overworked. As man's heart overflows with sin, so does our beloved city yet overflow with sinners... May the Fury's grace guide us ever toward her light.

(Sorry could not follow this up with actual RP; the long and short of it was Sui had a wild plan and was thwarted and is incredibly sore about it if you ask him about it IC any time soon. More hints under the cut bc I just really like to write:)
Any inquiries made at the Tribunal or its gaols to the whereabouts of a prisoner by the decidedly uncommon name of Sui Bian - whether discreet or direct, sweetened by coin or menaced by blade - are answered only by either the blank stares or terrified silences of the guards and jailers. But if you pay or threaten well enough, you may be nudged towards a hospice in the slums, to a girl with a bad eye, far too young to be on her own, shivering under a tattered blanket. If you ask her, she might remember hearing such a peculiar name. Perhaps a day or two ago, sleeping outside the cell her mother was detained in, she was awoken by a strange, foreign-sounding voice calling that name out loud, and a soft voice answering, almost incredulously, "Master?" in the cell next to her mother’s.
"Theys spoke on and on, of things I dinnae'stand," she will say, uninterested. And then? Why, of course, they beat him, like they did all the others; what else was anyone there in a cell for? Twenty-four lashes, two for each of the gods. Each strike sounded like thunder echoing through the small cells, so loud she wondered if the good people up in the city above could hear them.The man never made a sound until the last blow - for the goddess Nophica - upon which he let out an absolutely pitiful cry, as if he had been forsaken.
And after that? No, the girl says; she doesn't know what happened to him. Perhaps the man he called Master took him away. Perhaps he did not survive. She does not look like she cares much; even her good eye is dull, her gaze turned inward. As you begin to ask the girl what happened to her mother, one of the nurses passing by stops and shakes her head at you. Perhaps all you can do is give this waif some coin in thanks and leave her, surrounded in the cramped ward by other equally bleak and broken creatures. You may find yourself whispering helplessly as you leave: "May the Fury's grace guide you ever towards Her light." What else can anyone say?
