UK could help fund jail in Albania for offenders transferred from British prisons

The UK could help finance the construction of a prison in Albania to house offenders sent back to the country from British jails.

Albanians make up the largest foreign national group in UK jails, with more than 1,500 behind bars in England and Wales making up around 10 per cent of total inmates from overseas.

British and Albanian justice ministers Chris Philp and Etilda Gjonaj last week approved a prisoner transfer agreement that will allow offenders from either side to be sent back to their home countries to serve out their full sentences.

But Ms Gjonaj revealed in an interview with the west Balkan country’s media that the discussions also touched on the possibility of financial assistance from London to house returned felons – many of them convicted of involvement with criminal gangs active in drug-smuggling and people trafficking.

With very few UK nationals in Albanian prisons, the transfer of offenders is likely to be largely one-way, and Tirana is understood to be concerned about the additional financial burden that the arrangement could create.

Ms Gjonaj told an interviewer that British ministers “welcomed my proposal for the UK to build a prison in Albania or renovate an existing prison”.

Discussions are understood to be at an early stage, and the Ministry of Justice declined to confirm or deny whether the proposal was raised in last week’s talks.

But an offer of financial help would not be unprecedented.

In 2015, David Cameron offered Jamaica around £25m from the UK’s aid budget to part-fund a prison for offenders returned from Britain, though the deal was eventually rejected by the administration in Kingston. Since then, discussions have taken place with Nigeria about funding for a jail in Lagos, though again the proposal came to nothing.

Under the terms of last week’s agreement, Albanian authorities will have to foot the bill for housing returned offenders in its own jails, saving the UK taxpayer an average £44,600 per inmate.

Mr Philp, said: “We are committed to removing foreign criminals who have abused our hospitality and inflicted misery on our communities.

“Someone who commits a serious crime in the UK should be barred from returning so that the taxpayer no longer has to pay for them and victims can be confident justice has been done.”

No legislation is required to put the agreement into effect, and ministers expect transfers under the scheme to begin in the autumn.

Since January 2019, the UK has removed 7,985 foreign national offenders from prisons, immigration removal centres and the community.

The deal with Albania builds on an earlier agreement and means that offenders must spend at least the same amount of time in custody as they were sentenced to by a judge in the UK.

It also clarifies that prisoners can be transferred without their consent.

UK’s 2050 target for net-zero ‘too far away’, says Boris Johnson’s climate change spokesperson

The government’s 2050 target date of reducing the UK’s net carbon emissions to zero is “too far away”, Boris Johnson’s climate change spokesperson Allegra Stratton has said.

Ms Stratton said that the science was clear that faster action is needed to bring down greenhouse gas emissions in order to stop global temperature increases by 2030.

Her comments are likely to alarm backbench Conservative MPs who fear that voters are being asked to shoulder too great a financial burden to give the UK a world-leading role in the fight against climate change in the year when Mr Johnson is hosting a crucial United Nations summit on global warming.

The UK was the first major industrialised country in the world to sign the 2050 target into law in 2019, and is aiming to persuade other nations to follow suit at the COP26 summit which Mr Johnson is chairing in Glasgow in November.

Speaking on BBC Radio 4’s World This Weekend, Ms Stratton said that the technology needed to reduce emissions was becoming cheaper all the time, making the net zero target no more expensive than the previous 80 per cent target, at about 1 per cent of GDP.

And she made clear that urgency was needed to meeting the COP26 target of keeping global warming to a maximum of 1.5 degrees centigrade above pre-industrial levels.

“We have to feel the fierce urgency of now,” she said. “I feel the fierce urgency of now.

“We have to bring countries to COP26 in November in Glasgow with real substantial plans.”

Ms Stratton, who speaks on COP26 on the prime minister’s behalf, pointed to the government’s 10-point plan for a “green industrial revolution” and to pledges from FTSE100 companies to go net-zero as signs of progress towards the 2050 goal.

But she added: “Every bit of society is moving in tandem towards this net zero in 2050, but let’s be honest that’s too far away.

“Net zero is the glide path. What we have to be doing more quickly – the science is clear – (is) we have to be changing our carbon emissions output right now, so that we can stop temperature increase by 2030.”

Amid growing concerns that the UK is lagging behind in its drive to secure international agreement on ambitious targets at Glasgow, Ms Stratton acknowledged that progress had been delayed by the Covid-19 pandemic.

But she said that plans will be unveiled when parliament returns in September for projects like the replacement gas boilers with more climate-friendly alternatives over the coming 10-15 years.

Ms Stratton admitted that minister had to overcome distrust from voters in the light of fast-changing advice on issues like diesel cars – which were promoted as environmentally-friendly for many years before the harmful effects of their exhaust became known.

“My granny says to me ‘Why would we believe government when look what they encouraged us to buy and how quickly they changed their opinion?’” she said.

“But that only underscores the reason why this has to be done properly so we take people with us because it would be so damaging to have another version of that.”

She said that the government had a “balancing act” between moving swiftly enough to respond to the scale of the challenge and taking enough time to ensure that new technology like electric cars works as it should.

“This is a long-term journey we are all on,” she said. “This is a journey to 2050.

“This is not going to happen overnight. This is going to be a conversation we have with the British people about what is fair, protecting vulnerable families from some of the more difficult decisions they will have to make.”

Ms Stratton declined to discuss reports that chancellor Rishi Sunak is holding out against green taxes to pay for action on climate change.

“What worries me and what worries members of the government is the extreme climate change and weather events that we are seeing in this country now,” she said.

“The climate has warmed by 1.2 degrees. We are trying to limit that increase to 1.5. Everyone can see that the margin we have right now is not big. We are headed for 3. If we think about the weather we’re seeing right now at 1.2, what the weather be like at 3 doesn’t bear thinking about.”

Ms Stratton said she understood public cynicism about the chances of international conferences effecting real change.

But she said: “It’s different with Glasgow. Glasgow is actually the one where they come with the plans. So we have the chance to deal with all the things that people are saying make them anxious.

“We have the chance right now. We just have to seize it.”

Secret proposals to ration care by age in pandemic branded ‘unacceptable’

Secret plans to withdraw hospital care from over-70s in the case of a catastrophic pandemic have been branded “totally unacceptable” by charities representing older people.

Confident documents produced following a pandemic planning exercise in 2016 proposed a “triaging” system to be put into operation if healthcare resources were exhausted, under which people in nursing homes could be offered “end of life pathways” instead of medical assistance.

The government said the proposals related to “hypothetical scenarios” and had never been adopted as official policy.

But Age UK charity director Caroline Abrahams told The Independent that Britain had come “perilously close” to an approach of this sort at the height of the Covid-19 pandemic last year.

And she said that the government and NHS should be clear that treatment decisions must always be based on clinical need.

The documents on “NHS surge and triage” and adult social care in the case of a pandemic, labelled “confidential” and “official sensitive”, were obtained by an NHS doctor under freedom of information legislation and published on Saturday by the Daily Telegraph.

Written in 2017 and 2018, they suggested that in the case of a serious flu outbreak which overwhelmed the NHS’s ability to respond, patients could be “triaged” – or prioritised for treatment – based on their “probability of survival” rather than “clinical need”.

In a severe pandemic, the health secretary could authorise medics to prioritise some patients over others and even stop providing critical care altogether, the documents suggested.

Ms Abrahams expressed deep concern that the approach had even been considered.

“Whatever the status of this planning document may be, we know from other reports that during the early part of this pandemic we got perilously close to triage approaches being introduced in hospitals that took age heavily into account,”she said.

“If they had been put into practice the result would have been that a relatively healthy 70-year-old would not have got access to the intensive treatment they needed – they would effectively have been written off.

“At that time there was huge uncertainty and fear, as doctors struggled to cope with a virus that was threatening to overwhelm the NHS.

“However, we said at the time and repeat now that there is no place for treatment decisions based on age in a civilised society. Whatever the pressures, these decisions should always be based on clinical need.

“To do otherwise is blatantly ageist and totally unacceptable.”

Prof Martin Green, chief executive of Care England, which represents independent providers of adult social care, told The Independent: “The NHS should not have blanket policies and every single person should be assessed on the basis of need.

“The NHS should be available to all citizens and any scenario planning for a pandemic should focus on the needs of citizens, not the needs of organisations.”

Dr Moosa Qureshi, who obtained the plans, said it was “unprofessional” that they were not given to medics.

“The Information Commissioner held that clinicians must be supported by a clear framework when allocating care during a severe pandemic, and that the framework needs public debate,” he said. “The NHS triage paper provides real guidance for front-line staff if NHS services are overwhelmed. Why did the Department of Health, NHS England and BMA keep it secret from healthcare professionals?”

An NHS spokesman said: “The NHS was asked to produce this discussion document based on a specific and extreme hypothetical scenario to inform the Government’s pandemic flu preparedness programme rather than for operational use and it did not form the basis of the NHS response to coronavirus.”

A government spokesman said the reports were “historical draft briefing papers that include hypothetical scenarios which do not and have never represented agreed government policy”.

David Cameron met vaccines minister shortly before award of contracts to company he advises

David Cameron met vaccine minister Nadhim Zahawi with representatives of a private health firm which he advises, two months before the US company won public contracts worth up to £870,000.

The meeting, uncovered by Open Democracy, is listed in official government transparency records as taking place between Mr Zahawi, Mr Cameron and Illumina on 1 March 2021 “to discuss UK genomics sequencing”.

Shortly afterwards, on 29 April, Illumina Cambridge Ltd was awarded a £697,788 Public Health England contract to supply medical equipment, pharmaceuticals, personal care products and laboratory, optical and precision equipments. A week later on 7 May, a second PHE contract worth between £34,564 and £172,824 was awarded to the company for a similar range of supplies.

Mr Cameron was appointed as an adviser with Illumina in 2018. Applying for clearance to take up the role, he told the Advisory Committee on Business Appointments that he would be paid for working two to three days a month for the company.

His role involved assisting Illumina’s engagement with foreign governments and stakeholders as the company expanded into other countries, he said, and he would also be expected “to provide strategic advice; assist with business development, particularly in an international context; and perform other duties, as reasonably requested by the Board”.

Mr Cameron informed Acoba that he would not play any role in contract negotiations between Illumina and the DHSC or Genomics England – a DHSC-owned company which he set up while he was PM in 2013.

And Acoba said he assured them that while his role might involve “some very limited contact with UK ministers from time to time”, he “would not lobby ministers or the UK government in any way on behalf of Illumina or its partners”.

The revelation of the meeting comes shortly after a parliamentary inquiry found that Mr Cameron showed “a significant lack of judgement” in his intensive lobbying of government ministers on behalf of finance firm Greensill Capital, which was seeking involvement in Treasury coronavirus support schemes in 2020.

Labour’s deputy leader Angela Rayner told Open Democracy: “David Cameron’s behaviour is evidence that the rules that are supposed to regulate lobbying are completely unfit for purpose and need a radical and urgent overhaul.

“There appears to be nobody in government who the former prime minister has not lobbied in an effort to enrich himself and his clients during this pandemic.”

A spokesperson for Illumina said: “Illumina always follows the correct and necessary process in its negotiations with customers.

“We have worked with Genomics England since 2013, when we won a competitive tender process for the £78m contract for the 100,000 Genomes Project. Our ISO-accredited facilities in Cambridge were chosen by Genomics England as being the most appropriate in the UK in terms of being able to deliver this advanced genomics programme.

“The vast majority of David Cameron’s work with Illumina is outside the UK, representing the best practices of the UK in genomics to other countries.”

The Independent has reached out to DHSC, Public Health England and Mr Cameron’s office to request comment.

Conservatives ‘receive donations worth £17,500 a day from developers’

Labour has accused Boris Johnson’s government of siding with property companies over planning law and workers’ rights, after new research showed the Conservatives are receiving donations worth £17,500 a day from businesses in the sector.

Deputy leader Angela Rayner published analysis indicating that gifts to the Tories from companies directly linked to property development have totalled just over £10m since the start of 2019.

It came as separate research published in the Financial Times found that gifts from a wider group of companies and individuals with an interest in property development – also including groups like hotel and care home operators – now make up around a quarter of all donations to the Conservatives, totalling almost £18m since Mr Johnson became leader in 2019.

Transparency International calculates that the share of property-sector cash in Tory donations has risen from annual figures between 4 and 12 per cent under Mr Johnson’s predecessors Theresa May and David Cameron.

Ms Rayner told The Independent that Mr Johnson’s government had consistently “put the interests of the donors who bankroll the Conservative Party ahead of the interests of the public”, whether through “crony contracts”, tax breaks for developers or reforms to planning rules which Labour has denounced as a “developers’ charter”.

But she said that the government’s favours for the sector also extended to resisting the expansion of rights to work flexibly, which are opposed by many property tycoons.

Even at the height of the coronavirus pandemic – and in the immediate post-election period when donations usually fall – the Conservatives were still taking in £200,000 a month from the property industry in 2020, said Labour. And donations from the sector rose to £282,000 a month in the first quarter of this year.

Ms Rayner said this coincided with the government kicking a manifesto pledge on making flexible working the default “into the long grass” and Mr Johnson issuing calls for workers to go back to the office.

As the UK emerges from a prolonged period of enforced working from home due to Covid-19, Labour is demanding the right to flexible working for all workers as a default and the ‘right to switch off’ to enable workers to disconnect from work.

Ms Rayner said: “There is no question that the companies that bankroll the Conservative Party have a financial interest in maintaining the status quo, whereas working people want the right to work flexibly after the pandemic.

“By refusing to give people the right to work flexibly, yet again Conservative ministers have shown they are only interested in acting in the interests of their mates and their donors, not working people.

“As we emerge from this pandemic we need to fundamentally change working practices for the better and to improve the lives of working people.

“The ‘new normal’ must mean a new deal for working people that enables them to enjoy the benefits of flexible working, from a better work-life balance to spending less time commuting and more time with their family.”

A Conservative party spokesperson said: “Government policy is in no way influenced by donations the party receives. They are entirely separate.”

Prime minister Boris Johnson warned of allowing Covid variant to ‘run rampant’ by easing travel restrictions

Boris Johnson risks allowing a new Covid variant to “run rampant” through the country by further easing restrictions for EU and US travellers, Labour has warned.

People visiting from the US and the EU who are fully vaccinated against coronavirus will be allowed to enter England without the need to quarantine from next week.

The new rules will come into effect at 4am on Monday, with transport secretary Grant Shapps expressing hopes the US will become more relaxed about allowing Britons to visit “in time”.

But following an encouraging few days in which Covid-19 case numbers in the UK have fallen from above 50,000 on 17 July to 27,734 by 9am on Wednesday, Labour sounded warnings over the impact of the travel changes.

Shadow transport secretary Jim McMahon said: “The government’s track record on our borders has been one of recklessness and confusion.

“They are in danger of continuing this by setting out changes in policy, applying to England only, without the scientific data and criteria we need to make sure we don’t see another Johnson variant run rampant through the country and damage the effort of the British public.

“We want to see international travel opened up safely.

“Ministers need to be clear on what progress has been made on reaching reciprocal agreements for Brits travelling abroad – particularly regarding the NHS app being accepted as proof of Covid status.

“We also need a clear green and red list and the country-by-country data to back it up.”

The rule change will also apply to fully vaccinated EU and US visitors to Scotland from Monday.

The Welsh government said it “regrets” the move to remove the quarantine requirement in England, but added it would be “ineffective” to have different rules for Wales.

Ministers in Northern Ireland will consider their position on the charge at Thursday’s meeting of the powersharing executive.

Currently, only travellers who have received two doses of a vaccine in the UK are permitted to enter from an amber country – such as the US and most of the EU – without self-isolating for 10 days, except those returning from France.

Professor Christina Pagel, director of the clinical operational research unit at UCL, said she was worried about variants that are better at infecting people who are already vaccinated given that those who are fully vaccinated could still catch and pass on the virus.

Speaking to the Guardian, she said a “worrying new variant could emerge” in the US or Europe – or “a variant that emerges anywhere will spread everywhere” if travel were less inhibited between those places and the UK.

Hailing the policy change, Mr Shapps said: “Whether you are a family reuniting for the first time since the start of the pandemic or a business benefiting from increased trade, this is progress we can all enjoy.”

Asked whether he was confident the US and Europe would reciprocate in allowing fully vaccinated travellers from England without needing to quarantine, Mr Shapps said: “I’ve just spoken to my US counterpart today and in the US they still have an executive order which prevents travel from the UK, from Europe, from several other countries to the US.

“So we’re saying, ‘You can come here, you can come visit, you can come see friends, you can come as a tourist if you’ve been double vaccinated and follow the rules without quarantine’.

“We can’t change that on the other side but we do expect that in time they will release that executive order, which was actually signed by the previous president, and bans inward travel.”

World won’t be vaccinated against Covid until 2024, says UK government

Britain’s announcement that it is sending 9 million surplus doses of coronavirus vaccine to developing countries has been denounced as “shamefully inadequate”, on a day when the UK again blocked moves to enable poorer nations to start producing their own supplies.

The People’s Vaccine Alliance said the consignment amounted to little more than 1 per cent of the amounts needed to meet the African Union target of protecting 60 per cent of the continent’s people, describing the gift as “a bit like sending a block of cheese to a food crisis”.

And campaigners noted that it came on the day that the World Trade Organisation’s general council deferred a decision on waiving intellectual property rights to Covid-19 vaccines until October, following continued opposition from rich-world countries led by Germany and the UK.

More than 3 million people have died with coronavirus worldwide since India and South Africa proposed the waiver last October, and campaigners warn that three months’ delay could cost another million lives. Just 0.3 per cent of the estimated 4bn vaccines administered globally have been injected in the 29 lowest-income countries, home to 9 per cent of the world’s population.

Foreign secretary Dominic Raab said he hoped the UK’s donation would help speed up a vaccination drive which at current trends will not see the world protected until the end of 2024.

But the UK government was accused of failing to put pressure on big pharmaceutical companies to share the technology and know-how needed to end a situation described by South African president Cyril Ramaphosa as “vaccine apartheid”.

Meanwhile, Oxford University’s regius professor of medicine Sir John Bell warned that leaving the poor world unvaccinated will create a petri dish for the emergence of new variants which could bypass existing vaccines.

While the UK’s decision to send the first batch of doses abroad was welcome and “long overdue”, there was “more heavy lifting to do” in helping poorer nations put distribution systems in place, said Sir John.

“If you want variants, you’ve got the perfect storm for that, and it is not in Watford – it is in Zimbabwe and Rwanda and South Africa,” he warned.

Leaders of the major industrialised nations at the G7 summit chaired by Boris Johnson in Cornwall pledged more than 1bn doses of Covid-19 vaccine – 870m shared directly and the rest through funding to the UN-led Covax initiative.

But aid groups said the pledges failed to meet the scale of the challenge, which requires at least 11 billion jabs to protect the world. Former prime minister Gordon Brown called it an “unforgivable moral failure”.

In response to today’s UK announcement, People’s Vaccine Alliance senior health policy advisor Dr Mohga Kamal-Yanni said: “The 9 million doses the UK is sending are around 1 per cent of the doses currently needed for Africa, so it’s a bit like sending a block of cheese to a food crisis.

“All countries are struggling with new waves of the virus. While the UK and other rich countries are protected by vaccines, developing countries are not. Millions of doses are needed right now and we need to see a proper redistribution of doses going to people at risk in all countries, rather than small acts of charity.

“To vaccinate the world, all qualified manufacturers in the global South need to be enabled to produce Covid-19 vaccines, by sharing the technology and knowledge which is being kept under pharma monopoly.”

Aid campaign Global Justice Now condemned Mr Raab’s statement that some 20 per cent of the donated jabs would be distributed on a a “strategic basis”, arguing that it should not be up to the foreign secretary to decide the distribution of vaccines according to the UK’s national interests.

The group’s director Nick Dearden said: “Britain’s donations today are shamefully inadequate. And the government wants to use this as a form of diplomacy, offering many doses on the basis of their strategic interests. This is a global health crisis, not an opportunity for vain self-promotion.

“Worse still, this shoddy piece of PR went out on the very day the UK is blocking real solutions at the WTO that would allow many of these countries to produce their own vaccines in far greater quantities than donations will ever achieve.”

The WTO’s 164 member states take all decisions by consensus, so a minority of nations have been able to block the waiver despite support from the US and China.

Speaking at the two-day general council meeting in Geneva, WTO spokesman Keith Rockwell said there was agreement on the need to ramp up production quickly, but disagreement on how to do it. While surplus production capacity exists in countries like Senegal, Bangladesh, India, South Africa, Thailand, Morocco and Egypt, local manufacturers need access to technology and know-how from the industrialised world for local production of vaccines to be possible.

“Getting production in developing countries to a higher level so that more shots can go into more arms in Africa, Latin America and Asia, is of critical importance to everyone here,” Rockwell said.

Mr Raab said that the first batch of excess UK vaccines will be start being shipped to vulnerable nations and Commonwealth allies this week, with Indonesia receiving 600,000 doses and Jamaica 300,000. Some 817,000 are to be transported to Kenya, whose president Uhuru Kenyatta was meeting Mr Johnson at his Chequers country retreat.

“I think what it shows, as well as the domestic rollout and the importance of coming out of the lockdowns in the UK, is that global Britain is also a lifesaving force for good in the world,” said the foreign secretary.

Speaking during a visit to the Oxford Biomedica factory, which produces the AstraZeneca vaccine, Mr Raab said: “We know on the current trajectory the world will only be adequately vaccinated at 2024, at the end.

“We want to get that date back to the middle of next year, and that will make a massive difference to those countries affected.”

Romilly Greenhill, UK director of the One Campaign, said the delivery of the doses was “encouraging”.

But she added: “Sadly, we are still only scratching at the surface of this crisis, leaving millions of people dangerously exposed to a pandemic that is very far from over.”

Responding to protests over Britain blocking of the so-called TRIPs waiver, a government spokesperson said: “The UK is proud to be playing a leading role in the global effort to create and distribute Covid-19 vaccines. The government supported the development of the Oxford AstraZeneca, which is being made available at cost worldwide.

“We are engaging constructively with the US and other WTO members on the waiver issue and will carefully review any proposal submitted to the TRIPs Council, but we need to act now to expand vaccine production and distribution worldwide.

“The UK wants to push ahead with pragmatic action, including voluntary licensing and technology transfer agreements for vaccines, support for COVAX, and solutions for production bottlenecks and supply chain issues.”

Wait until end of August for promised 2,000 testing sites to beat ‘pingdemic’

Only around 200 of the 2,000 daily testing sites for key workers promised by Boris Johnson to beat the “pingdemic” are in operation and hundreds of them will not be in place until the end of next month – two weeks after the 16 August date when the requirement to self-isolate will be lifted.

The delay was blasted by business figures, with one haulage industry leader telling The Independent it made the scheme “entirely pointless” and accusing the government of “running the clock down” to 16 August rather than helping truckers get back to work.

Facilities to allow key workers to carry on working after being identified as contacts of Covid-positive people were first announced last week, following warnings that the economy risked grinding to a halt with as many as 600,000 employees a week being told to stay home.

But companies have complained that they are unable to register workers or access testing sites, with the Road Haulage Association on Tuesday branding the scheme a “shambles”.

Now official Department of Health figures show that little more than one-tenth of the 2,000 sites planned across the UK are up and running.

The figures reveal that 800 sites have been identified for use and are being prepared for mobilisation as fast as possible, with something over 200 of them currently conducting testing.

But a further 1,200 are yet to be “onboarded” in the first step towards preparation for operations, and the department does not expect the full complement of 2,000 sites to be in operation until the end of August.

By that time, the “pingdemic” is expected to be over anyway, as there will no longer be any requirement from 16 August for fully-vaccinated people – currently more than 70 per cent of the adult population – to self-isolate if identified as a contact by NHS Test and Trace or pinged by the smartphone. Only unvaccinated workers, those with one jab or those waiting to complete two weeks after their second jab, will need to use the sites.

RHA managing director for policy and public affairs Rod McKenzie told The Independent: “This follows the pattern of the government’s actions ever since these measures were announced – confusing, badly thought-through and, as many of our members are saying, entirely pointless.”

The haulage industry has been lobbying for double-jabbed and negative-testing drivers to be automatically exempted from self-isolation instructions in order to keep supermarket shelves full and factories supplied, he said. The industry regarded the government’s solution to the pingdemic as “unworkable” from the start.

“Now it seems that what they have been doing is running down the clock to 16 August in the hope of being seen to do something, even if it’s completely impractical,” he said.

Liberal Democrat health spokesperson Munira Wilson said: “The government needs to get a grip so we can get our lives back to normal. Businesses are on their knees as staff self-isolate and millions of kids have missed school due to Covid.

“Our priority needs to be making sure schools can return in September and businesses can operate safely. The government’s inability to get more testing centres up and running puts that in jeopardy.”

Daily testing was first announced on 19 July, after a week in which half a million people were off work self-isolating as contacts, with the scheme initially open only to critical workers including railway signallers and air traffic controllers who were fully vaccinated.

Three days later on Thursday last week, amid growing clamour from businesses for employees to be allowed to go to work, the scheme was extended to an estimated 10,000 food industry workers, with no requirement to be inoculated and the number of planned sites increased to 800.

Then on Monday, another expansion was announced, with a further 1,200 testing sites promised at workplaces around the country in sectors such as prisons, waste collection and defence.

Health secretary Sajid Javid said at the time that daily contact testing would play a “vital role” in helping minimise the potential for disruption caused by rising cases of Covid-19 while keeping staff protected.

Until now, however, there has been no official timetable for how soon all 2,000 would be in operation, with Downing Street saying only that they believed 500 would be up and running by the end of this week.

Labour frontbencher ‘fighting fit’ after being declared cancer-free

A rising star in Keir Starmer’s shadow cabinet today announced he is back at work after successful treatment for kidney cancer.

Wes Streeting announced in May that he was taking time off from politics to undergo an operation for a lump on his kidney which was spotted in March and diagnosed as cancerous shortly afterwards.

In a video message, the 38-year-old MP for Ilford North declared that he is now “cancer-free” after treatment at north London’s Royal Free Hospital and can return to duties.

The shadow secretary of state for child poverty said that his cancer was discovered came when he had a scan in hospital for a suspected kidney stone, and came as “an enormous shock”.

In his video message, Mr Streeting said: “The sun is shining, it’s a beautiful day and I’m really pleased to let you know that I’m back at work, fighting fit and cancer-free.”

He said he “can’t wait to get cracking” and resuming his work as an MP, adding: “I just count my lucky stars really. I’ve lost a kidney but I’ve also got rid of the cancer.

“No chemotherapy, no radiotherapy. I’m just really lucky.

“So, I’m back, back in action here in Ilford North working for my constituents and back in action in Labour’s shadow cabinet too.”

Mr Streeting said he and his family received an “overwhelming” response from well-wishers after his diagnosis went public.

“The first thing I want to say, from the bottom of my heart, is a massive thankyou to everyone who got in touch – friends, family, colleagues but also loads of people I’ve never even met who were generous enough to share their stories about battling cancer generally and kidney cancer specifically, and gave me all sorts of words of encouragement at a time when they really mattered most,” he said.

“Of course, I also want to say, probably the biggest thanks of all to Ravi Barod, David Cullen and all of the NHS staff at the Royal Free Hospital, who supported me throughout my treatment. And also closer to home the NHS staff at King George and Queens Hospitals because they caught the cancer really early and without that early action the conversation would be having might be a very different one.”

Mr Streeting, a former president of the National Union of Students, is regarded as a staunch ally of Sir Keir.

He was an outspoken critic of former Labour leader Jeremy Corbyn over his failure to tackle antisemitism in the party.
