A very important history lesson and why we have to fight back this time.
A lot of people saw the White Tears Death March at Michigan's capitol & said: "If black people did that..."
"Some mentioned Reagan's gun control law after '67 Panthers protest But there are many historical examples of white people freaking out when blacks protested.
(A thread) 
After the Not-So-Civil War, this happened ALL THE TIME.
Remember, the states that got their asses kicked were not automatically allowed back into the Union. Southern white supremacists were so scared when blacks exercised their new right to vote that they started a race war. 
In 1866, La. reconvened its Constitutional Convention because Democrats were trying to stop blacks from voting. (This was before conservative Southern "states rights" advocates switched became Republican. We'll get to that)
Of course, black people marched (but not like that). 
When the black people showed up, a group of white supremacists (Y'all call them "Confederates now — same thing) was waiting on them and opened fire.
To be fair, the black ppl weren't actually protesting, per se when the racists opened fire. They were doing something much worse: 
They were dancing and playing music.
Y'all, those racist bastards opened fire on a MARCHING BAND.
Then this happened:
Partly because of the New Orleans Massacre, Congress passed the First Reconstruction Act. Black Louisianans were guaranteed the right to vote but the act did something else that would make the racists even madder.
It took away the right to vote for any ex-Confederate. 
If you think this was bad, Georgia was even worse.
Ga. holds the distinction of being the only state that was so racist that we had to kick the ENTIRE STATE out of America.
Seriously, that happened. And it was partly because of the Camilla Massacre. 
First, you gotta remember that blacks damn near outnumbered whites in Georgia. So, after they got the right to vote, 33 black ppl were elected to the state legislature.
Wypipo wasn't having that shit.
So the white legislators called their homeboys up (Y'all call them the KKK) 
The KKK ran the DULY ELECTED "Original 33" out of office.
Then the Ga. Supreme Court ruled that black people were technically citizens, but the Ga. laws were only meant for white people, so... Black ppl, y'all need to go somewhere with that "equality" shit.*
*I'm paraphrasing
A week after they ousted the Original 33, one of the (did I mentioned DULY ELECTED) legislators organized 200-300 blacks & marched from Albany to Camilla to hold a rally in the town square
When they got to Mitchell County, whites waiting in storefronts and on roofs, opened fire 
The Camilla Massacre got Georgia kicked BACK OUT of the Union and the state had to be readmitted for a second time in 1870 after it seated SOME of the Original 33.
Why not all?
Well, 1/4 of the Original 33 were murdered or attacked. 
On October 25, 1870, 2,000 black people gathered at a rally in Eutaw, Ala. right before the Nov. election. The crowd wanted to prove they weren't of white racists.
Why would they be scared?
Well, in March, 30 masked white men had lynched James Martin, a black Republican. 
It happened again in July, but they didn't just kill Gillford Coleman, they cut his body up into pieces. The racists were afraid Eutaw Co. blacks would help elect a Republican Gov. liked they helped Grant win the county by 2000 votes the 1868 election, 
Klansman rode into town and opened fire on adults and children and promised to do it again if Black people voted.
The tactic worked.
Instead of Republicans winning, the county by 2000 votes, the Democrat Governor won by 43 votes. 
That was lame compared to the Battle of Liberty Place.
Remember when this whole "Confederate Statue" thing first started a couple of years ago? It was partly about a monument to the Battle of Liberty Place, when a whole white supremacist army overthrew the Louisiana gvt. 
In 18 months a white supremacist ARMY called the "white league" (racists are notoriously bad for coming up with nicknames) killed hundreds of Black voters in Colfax, New Orleans, Coushatta & Opelousas
This is what led to the passage of the 2nd Ku Klux Klan Act 
(Side note: The Colfax Massacre also resulted in a Supreme Court Case, which was the first time the Supreme Court said the Second Amendment guaranteed individual citizens the right to own guns)
A lot of Black folks weren't having this shit. So they formed their own armies. 
In SC, the KKK and other Dollar Tree brand racist groups were killing Blacks in the lead up to the 1876 election. In Ellenton, over 100 black voters were murdered.
But it wasn't just about politics. White people HATED when blacks told them what to do. 
You gotta remember, most southern whites were Confederates, so during Reconstruction military occupation, a lot of the soldiers were black.
On July 4, 1876, in Hamburg, the town next to Ellenton, SC, a group of black national guardsmen were drilling while black people watched 
A group of these Dollar Tree white soldiers called the "Red Shirts" came through trying to flex and the Black Guardsmen told them to wait to pass until they finished.
Yall know those former whip crackers weren't having that. 
A white judge told the Red Shirts that they could take the black NATIONAL GUARDSMEN's guns, they found the black militia and began opening fire.
94 white men were indicted.
0 were convicted
The leader of the Hamburg Massacre?
He went on to serve 24 years in the US Senate 
Again, it wasn't just about stopping black people from voting.
In 1887, 10,000 black workers went on strike and started forming a union on La sugar plantations.
So the plantation owners hired the KKK to come in and kill the organizers. Then, it became any black person. 
No one knows how many were killed but the official number is "enough"
Louisiana sugar plantations wouldn't organize again for another 50 years. 
On July 3, 1919, a group of black Buffalo Soldiers went to Bisbee, Ari. Now, this may have been before cookouts were invented, because the soldiers had planned to march in the parade the next day. 
Bisbee's white sheriff told the black soldiers that they couldn't walk around with their guns. When the police officers tried to disarm the Buffalo Soldiers, the refused. So they deputized all the white men in town to disarm the negroes 
The soldiers were like: "Fuck y'all lil' parade, then," and were preparing to leave when one of the deputies was like: "You can't talk to a white man like that."
He opened fire.
The other deputies did, too. 
An investigation would later reveal that it was planned.
The Sherriff and others "had planned deliberately to aggravate the negro troopers so that they would furnish an excuse for police and deputy sheriffs to shoot them down."
No word on the cookout. 
Later that same year, black cotton sharecroppers met at a church in Elaine, Ark. They were trying to organize to get better prices but white farmers showed up. After an exchange of gunfire, a white man ended up dead.
The rumor spread that there was a black coup in Elaine 
Whites from all across the South came to Elaine to literally hunt Black ppl. No one still knows how many were killed. Estimates range up to 250. You know how they finally ended it?
Federal troops arrived...
And arrested all the black people who were left alive. 
In 1945, 19 black Air Force fighter pilots were arrested for trying to integrate an all-white officers club at an Indiana Airbase. 17 more showed up. They were arrested. 25 more showed up the next night, and were arrested.
Segregation was technically against military rule 
So the Air Force gathered all 101 black airmen in a room & offered a deal: All they had to do is sign a paper saying they agree to the segregation or,
Face arrest for violating a direct order, which was technically punishable by death.
All 101 refused.
They were all arrested 
Historically, the white "patriots" who love the flag and the troops treated black soldiers like they all took a knee before an NFL game.
In August 1947, Chicago residents grew angry when they realized the gov't was giving homes to Black veterans in the white Fernwood Park area 
The day after the families moved in, on August13, the whites attacked
For 3 days, as many as 5,000 white rioters pulled Black people out of cars and beat them. They threw rocks at the homes and smashed windows. Then they started setting fires.
The police did nothing. 
In 1949, black Chicago union stewards assembled went to a meeting. There were white people at the meeting, too. The meeting was even in the home of a white couple, but a rumor had already been circulating that black people were planning to buy a house in the white neighborhood. 
By the end of the meeting, hundreds of whites were outside.
This one lasted 5 days.
An estimated 10,000 white rioters took part in the Englewood riot.
Police did nothing to stop it. 
Remember when MLK wrote about "white moderates" in the Letter from a Birmingham Jail?" Well, those protests were partially successful.
On May 11, 1963 black protesters were celebrating. The city had decided to desegregate water fountains, lunch counters, retail stores... 
On May 11, 1963, the KKK was also planning a march in Bham because...you know.
Just before 11 am, a uniformed Bham police officer got out of his car and put a package on the porch of a small house.
It was dynamite.
It exploded. 
A few minutes later, another bigger bomb at the AG Gaston motel.
Everyone knows about the 16th St. church bombing in Birmingham, but few people know that there were more than FIFTY bombings in "Bombingham" during the Civil rights era 
One section of town was bombed so often it's still called "Dynamite Hill."
Of course, the KKK marched anyway.
Oh, and that bombed house belonged to A.D. King, Martin Luther King's brother.
King had left town a few hours earlier...

(Fun fact: Angela Davis and Condoleeza Rice grew up around the corner from each other in Dynamite Hill)
On February 5, 1968, black students from SC State tried to integrate a bowling alley. They were kicked out, but this time, the police were waiting to beat protesters. 
But students kept showing up. So the governor called the state troopers and the National Guard.
On Feb. 8, while attempting to put out a bonfire, the Troopers opened fire on 200 protesters, shooting dozens of black students and protesters. 
1 high school student was killed and 2 SCSU students. Police said they thought the students were shooting,
They weren't
One person was arrested, convicted and served time, Cleveland Sellers...

In March, 1970, in Lamar SC, a mob of angry white people attacked black protesters. Well... these protesters were kinda young and they were protesting in a weird way:
They were going to school.
A judge had ordered the school district to integrate

NEW DELHI: The Supreme court on Wednesday refused to entertain Delhi police’s plea in restraining a proposed Republic Day tractor rally in Delhi by protesting farmers against the farm laws. The court was hearing the Centre’s petition seeking an injunction on the proposed rally. The apex court ruled whether to allow tractor rally or not, is solely within police domain. “It is a police matter. We will allow you to withdraw. You are the authority… It is not for the court to pass orders..,” the bench said in the virtual hearing. After the observation of the apex court, the Centre withdrew the plea filed through Delhi Police seeking an injunction against the proposed tractor. At the last hearing on January 18, SC had said that the Delhi Police should decide on the entry of protesting farmers into the capital as it was a law and order situation. “The question of entry into Delhi is a law and order issue which will be dealt with by the police,” the CJI-led bench had said on Monday while hearing the plea. Chief Justice of India SA Bobde had said that the Supreme Court was not the first authority in the matter.“Who should be allowed to enter Delhi, how many people and under what conditions is for the police to decide,” he said. Meanwhile, the eight farmer unions represented by Dushyant Dave and Prashant Bhushan told the court that the protesting farmer unions will not appear before any SC-appointed committee and that they would not participate any further in the proceedings.

Researchers at IIT Kharagpur have developed a microneedle which is capable of administering large drug molecules in a painless way, a statement issued by the institute said on Saturday.
The Institute’s Department of Electronics and Electrical Communication Engineering has not only reduced the diameter size of the microneedles but also increased the strength so that they do not break while penetrating the skin, it said.
The microneedle can be used even in COVID-19 vaccination in future, besides for insulin delivery, the statement said.

The new power tariff announced by the DERC for 2020-21, without any hike in the existing rates, will “substantially increase” the financial “challenges” and “ability” to ensure round-the-clock electricity supply by the discoms in Delhi, a spokesperson of the TPDDL said on Saturday.
The Delhi Electricity Regulatory Commission (DERC) announced the new tariff on Friday, saying no hike was considered due to the COVID-19 pandemic.
“Considering the COVID-19 pandemic, the DERC has maintained the tariff at the existing level. However, for the discoms, this tariff order will substantially increase the financial challenges and hence, the ability to ensure 24×7 power supply,” the spokesperson of the Tata Power Delhi Distribution Limited (TPDDL) said.

Flood-like situation in 4 C’garh districts, thousands shifted
Heavy rains battered several parts of Chhattisgarh over the last two days, creating a flood-like situation in some areas of at least four districts and causing rivers, including the Mahanadi, to flow above the danger mark, officials said.
Nearly 12,000 houses in various districts of the state were partially or completely damaged due to the incessant rainfall and thousands of people were shifted to relief camps, they said.

via Today Bharat AP has 35.7% tenant farmers, the second highest in the country, and 65-80% of farming in the paddy dominant belts of the coastal districts is done by tenant farmers. Krishna Kanuparthi Roshni Sekhar One of the major issues impacting the country’s agrarian sector and its growth is the perplexing issue of tenancy. Despite land leasing being an informal and restricted practice, it is widely practised leaving tenant farmers susceptible to exploitation by landowners. Bringing some respite to these hitherto neglected farmers, Andhra Pradesh enacted the Crop Cultivator Rights Rules Act (CCRA), 2019 and the pivotal Rythu Bharosa scheme. Agriculture accounts for 15.96% of India’s Gross Domestic Product (GDP), a major source of livelihood for more than half of its population. Its growth over the years has been wavering, from a -0.2% in 2014-15 to 6.3% in 2016-17, and then contracting to 2.8% in 2019-20. The fallout of COVID-19 and the economic ramifications has once again propelled the discussion on the need to revamp agriculture policies as demonstrated by the agrarian distress and farmer protests across the country. Aiming to empower farmers economically through market reforms, fair pricing and cash transfers, recently the Centre and state governments have initiated a slew of reforms. However, even then, at a time when farmers are grappling with the twin problems of drought and floods, the key issue remains the same – tenant farmers, who are the most vulnerable and marginalised, remain outside the safety net. As per National Sample Survey Office’s (NSSO) 2013 study, one in seven farm households is a tenant, accounting for nearly 13.65% of total farm households. According to the NABARD All India Rural Financial Inclusion Survey (NAFIS) study conducted in 2015-16, about 52% of agricultural households were engulfed in a debt trap, with an average outstanding debt of Rs 1.04 trillion. This exclusion of tenant farmers from institutional credit support is further substantiated by the recent focus group discussions with farmers conducted by Swaniti Initiative in Andhra Pradesh (AP). AP is an agrarian state with enormous production in paddy, maize and shrimp-aqua, 69.27% of the farmers hold an average landholding of 0.4 hectares and 19.31% have an average of 1.22 hectares, according to the AP Socio-Economic Survey. According to the 70th round of the NSSO report, the state has 35.7% tenant farmers, the second highest in the country, while the national average is 10.4%. It is also estimated that about 65-80% of farming in the paddy dominant belts of the coastal districts is done by tenant farmers. In this backdrop, the state also has high rates of farmer suicides, which increased from 664 in 2018 to 1,029 in 2019, as per the National Crime Records Bureau (NCRB). Addressing most of these concerns, the state government aims to prioritise farmer welfare through the flagship Rythu Bharosa scheme that emphasises inclusive growth. Through its components, the scheme empowers farmers, assuring them cash transfer, Rythu Bharosa Kendras (RBK), training and a scientific approach to farming. Benefits of the scheme Rythu Bharosa, one of the core nine pillar welfare schemes of the AP government, incorporates small and marginal farmers (holding less than 5 acres of land) and tenants as beneficiaries, a majority of whom belong to BC, SC and ST marginal communities. A sum of Rs 13,500 is provided to the farmers, of which Rs 6,000 for small farmers is borne by the Centre under the PM KISAN scheme. In the case of tenant farmers, the whole amount is borne by the state government. Three trenches of payments have been released for the year 2019-20 impacting 46,69,375 farmers, of which 1,58,123 are tenant farmers. In addition to cash transfer, farmers in the state are assured of services like 9 hours of free electricity, crop insurance, digging of free borewells, interest-free loans, help in purchasing farm inputs, and training and capacity building through RBKs. The farmers can purchase farm inputs through digital kiosks stationed at these kendras. Ramana Reddy, a groundnut farmer from Anantapur, says he saves an additional Rs 180 per week on transportation costs. With the setting up of the RBKs, which are usually located in the gram panchayats, he doesn’t need to travel to the city to buy certified seeds and urea. Incorporating some of the preparedness brought in during the pandemic, the scheme also has targets for the opening of food processing units and clusters in each constituency. This helps in corroborating the local logistics supply chain, providing adequate employment opportunities, and warehouse management. Identification of tenant farmers a key challenge One of the major limiting factors that hinder the transfer of benefit to tenant farmers is the identification of scheme beneficiaries. AP enacted CCRA, 2019, aiming at a better tenant-landlord relationship by introducing the CCR card. The card is an agreement between the tenant and landowner, and is countersigned by the Village Revenue Officer (VRO). CCRA also encompasses provisions for the tenant farmers to get bank loans, input, and other subsidies. However, Subbaiah*, a groundnut tenant farmer also from Anantapur, said that he did not receive the cash transfers as his name was not registered and his landowner was not willing to sign the CCR card. Subbaiah’s story is not an isolated incident. Despite the government’s assurance that the title of the landowner will remain unaffected, many landowners are still reluctant to sign the agreement. Way forward Rythu Bharosa serves as a model which can be scaled up in other states. The scheme also entails proposals of building Janata Bazaars, warehousing facilities, near the vicinity of the village secretariats. Recently, as a part of the same, a comprehensive land mapping survey has been announced making use of drones, rovers and marking stones. Initiatives like CCR cards should be implemented effectively throughout the country so that a tenant farmer database is maintained. The effective identification of intended beneficiaries, which is a pertinent part of the scheme to prevent leakages, will further pave the way for the doubling of farmers’ income.

Will TDP win 2019 elections in AP?
There is no doubtful or confused answer for this question from the people. That is “ABSOLUTELY YES”   Hearing such answer from the people; we dug deeper for the reasons which are put in the later story. Current Andhra Pradesh is the piece left out with the revenue deficit in 2014 by then central government. Everybody knows the bifurcation is an injustice to the current state. It left the people of Andhra Pradesh with no capital, no institutes, no revenue, etc. This made the people of Andhra Pradesh to elect Mr. Chandrababu Naidu as the first chief minister of residual Andhra Pradesh. People recollected his 40 years of experience, his administration skills, his hard and smart working style, his previous achievements, his dedication towards development, etc., which are much needed for the newer capital less state. Now, it's 2019, the time for another election festival in Andhra Pradesh. Every citizen in AP is busy predicting the winners and losers, seats each party wins. But, when someone asks this question who is winning next to the people, most of them answering TDP is the next winner though there is tough fight from the opposition parties Y S Jagan led YSR Congress and Actor turned Politician led Janasena. Everyone admits that the opposition parties in AP have been working hard in their style and gained a lot of traction in the people. In the September, 2018 many surveys have come out saying the oppositions have edge in this time elections. Then the question among the people was “who is winning the elections in 2019?” but, the people came out from that influence of paid surveys and realized the hard work put by Mr. CBN and the question now turned out to be “will TDP win elections in 2019” and “with what majority of seats?” and the latest surveys on the elections in AP has given that confidence to the people on TDP. The reasons we found in our trial are many, but we consolidated all the answers by the people into 5 reasons. Here they are: 1.     Development People are feeling proud of themselves for electing TDP to rule and lead the state of Andhra Pradesh in 2014 and applauding Mr. CBN for proving their decision correct. The development happened in the state compelling people to say so. The state has seen development in every aspect. a.      Capital City: It’s sad that the state had left with no capital in 2014. People of AP felt very sad. The minute TDP came into ruling it started focusing on building a world-class capital city.  Though there is a chance of staying in Hyderabad for 10 more years, the government took this decision no development can be achieved without this. Steps for the same were taken rapidly. Selected the perfect place for the capital, framed the best land pooling policy ever in the world, recruited the best architects in the world and designed a well-planned and a beautiful capital city. Started building it in the 3rd year of their 5-years of ruling term. Now the capital city is equipped with Assembly, Secretariat, High Court, world-class educational institutions, and many IT companies. The capital city has gotten shape in just 2 years from it started. b.     Roads and Infrastructure: During this TDP regime from 2014-2018, 23,500 kms of cc roads has been laid, which benefitted almost every village in the state. Many airports were developed. Few of them are: Kurnool, Vizag, Renigunta, Gannavaram, and Nellore. The bus stations were renovated into best bus stations in India. The schools, hospitals were allocated funds to turn them into best class. Digital classrooms in every government school were introduced making poor students also experience the best educational system.   c.      Irrigation: Irrigation was given the highest priority from the day Mr.CBN is in the chair. Worked hard and completed many irrigation projects. Top of them are: Polavaram – 70% compelted in just 4 years, which is a record till now, compelted pattiseema project which brought water to the Rayalaseema and wiped the tears of farmers. Galeru Nagari, Mucchumarri, etc., are a few to name. As of now, 62 projects are ongoing as such, which makes the state GREEN and AGRI-FIRST on completion.   d.     Indutries: Mr. CBN proved himself again as the synonym for attracting the investments and industries to a state. It was happened in last regime till 2004 in combined state of Andhra Pradesh. Then brought Microsoft to the Hyderabad, first time in India and outside of the USA. Such things are repeating now in the current state. Till now, he have attracted industries like HCL, MI Mobiles, Celkon, in IT and Communication sector, Isuzu, KIA, Ashok Leyland, etc., in transportation to the state. KIA is the first ever plant in India and is a proud achievement for a newer state with revenue deficit.        This answers the question "Will TDP win 2019 elections in AP?" 2. Welfare:     TDP after came into ruling continued their mark of welfare schemes like 2 rupees Kilo Rice, Aadharana Scheme etc., as they did in previous regime of 1994-2004. Now more such schemes were launched which benefits every section of people: Older people, Unemployment, Women empowerment, Farmers, and Backward Classes. NTR Bharosa: First time ever in the country, Mr.CBN has launched the pension of Rs.2000/- to the older people who are above 60 years of age under ‘NTR Bharosa’ scheme. This has brought light into their lives as their dependency on their children is eliminated. This empowered older section of people in the state. Annadatha Sukheebhava: ‘Annadatha Sukheebhava’ scheme is the boon for farmers in the state as they get Rs.15,000 per acre as input credit for the cultivation. This reduces their dependency on loans and make them financially independent and empowered. Pasupu Kumkuma: The main objective of this scheme to empower the women in the state and make them financially independent to be self-employed. Under this scheme, all eligible applicants get Rs.10,000/- which can be used for starting up a new venture of their idea. This is the most popular scheme in these 5 years among all the government schemes. This the scheme which is directly emotionally connected to the women in the state. This made the women look at Mr.CBN as their brother. Adarana-2: This scheme is the continuation of Adarana scheme introduced in the previous term of Mr. Chandrababu Naidu. Under this scheme, the people of backward classes get working tools based on their occupation on subsidy from the government.     These are a few among many schemes introduced by the TDP government from 2014-19. These shemes answer the question "Will TDP win 2019 elections in AP?" 3.     Crisis management:      Mr. Chandrababunaidu has proven again during this rule that he is unbeaten in the administration skills and Crisis management skills. Best example is the HudHud Cyclone, which affected the financial capital of Andhra Pradesh state in October 2014. It devastated the beautiful city, Roads, Buildings, Power, Transportation, Food everything is affected. Usually, for such huge disasters, any government would take months to restore the situation. But, can you believe for the god sake that Mr. Chandrababu Naidu with his 40 years of experience, impeccable crisis management skills, restored the whole situation in 1 day.This is the proven record of CBN. It is still fresh in the minds of AP people.          At the time of HudHud Cyclone: After Restoration:            This answers the question "Will TDP win 2019 elections in AP?" 4.     Financial Management: The residual Andhra Pradesh has been left out with revenue deficit of 16,000 crores. Any other person then CBN had been the CM of the state, would have left the state as it is as the no financial resources are with the state. But, the people were wise and chose the right candidate to be the CM of the state. Mr, CBN, who has the proven records of fund raising, raised loans and investments to the state. One among such is the 13,000 crores loan from AIIB (Asian Infrastructure and Investments Bank). The investments raised, the financial health of the state has become well. The debt came down by 10% while the telangana state’s debt has gone up by 9% which was left with abundant budget while bifurcation. People are still looking for the continuation of these financial measures and will choose Mr. Chandrababu Naidu and his Telugu Desam Party again in 2019. This answers the question "Will TDP win 2019 elections in AP?"
5.     Fight with BJP for implementing the AP Reorganization ACT: The state of Andhra Pradesh has been deceived and backstabbed by then central government by executing injustice bifurcation to the state. Then opposition party BJP has raised their voice in favor of Andhra Pradesh and demanded then government to come up with AP Re-Organization Act. This mainly stresses on Clearing the Revenue Deficit, Special Category Status, New Railway Zone, Funds for Capital City, etc., but BJP also proved after coming into power that they are no less than Congress Party in cheating the people of AP. The Prime ministerial candidate of BJP in 2014 during campaigning has promised AP people on implementing the AP Re-organization Act. But not even one promise have been fulfilled till date. They backstabbed AP in terms of Special category Status. They said the SCS is being withdrawn for all the states which are enjoying such status and so, we award special package to AP. They continued the status for North-Eastern states and deceived AP where the whole country is witnessing it. Realizing that, Mr. Chandrababu Naidu withdrawn the support to BJP and came out of NDA protesting the deceit. He held ‘Dharma Porata Deeksha’ and fought against the central government. He united all the opposition leaders in national level and brought on one platform and made them question BJP about SCS. This is still continuing and will definitely achieve the special category status without fail after coming into the power again. He is the only candidate in AP to do so.

NEW DELHI: A day before the Supreme Court-appointed committee holds its first meeting to discuss modalities to carry forward consultations with farmers, one of the members, Anil Ghanwat of Shetkari Sanghatana, on Monday said a policy could be designed in such a way that those who want freedom (to sell outside regulated markets) should get it and those who want support (price and otherwise) should get what they want. “We can come together, sit together and discuss what farmers want. We can deliver what they want. Policy can be designed to accommodate the wishes of both sides,” he told TOI in a conversation on how to take forward the process when the unions opposed to the laws have said they will not appear before the panel. The committee members will meet among themselves on Tuesday and will start consultations with farmers’ representatives from January 21. Meanwhile, the 10th round of talks between the Centre and the unions, scheduled for Tuesday, has been postponed to Wednesday. Though the SC-appointed panel’s consultations, to begin with, will involve those farmers who want to discuss the issue with it, Ghanwat did not rule out the possibility of reaching out to the protesting farmers at their biggest protest site. “We’ll keep inviting them (unions opposed to the laws). If they continue to maintain their stand of not appearing before the panel, we may even try to reach out to them at Singhu border as we sincerely want their suggestions,” he said. Agriculture agri economists and policy experts Ashok Gulati and P K Joshi are the other two members of the panel. The fourth, Bhartiya Kisan Union chief and ex-Rajya Sabha member Bhupinder Singh Mann, opted out of the panel. Besides meeting farmers, the panel will also hold discussions with traders, exporters, millers and other stakeholders before finalising its report, Ghanwat said. Ghanwat’s remarks showing flexibility in the panel’s approach assume significance, given the stalemate where both the government and the unions have refused to budge. While the government has made it amply clear that repeal of the laws was not on the table, farmers’ leaders want nothing less than repeal. The talks on Wednesday will be held in the backdrop of the unions’ criticism of the Centre over notices by the NIA to those who have been supporting the farmers’ movement.

The Cauvery River Dispute: The Final Judgement

The Supreme Court on Saturday gave its much-awaited verdict on the Cauvery river water sharing dispute between Tamil Nadu and Karnataka. The verdict came in favor of Karnataka whose share of water was increased while Tamil Nadu’s share was decreased. Karnataka will now release 177.25 TMC - thousand million cubic feet - to Tamil Nadu instead of 192 TMC. Supreme Court lawyer, Brijesh Kalappa told reporters, "The allocation of Karnataka which used to be 270 TMC has been increased to 284.75 TMC. About 10 TMC of water which had been found in the beaches of Tamil Nadu has been reckoned and therefore the share of Tamil Nadu has been reduced. "

The Cauvery River has its river basins both in Tamil Nadu and Karnataka. The inflow of the river from Karnataka is 425 TMC ft whereas that from Tamil Nadu is 252 TMC ft. The controversy between these states started as a result of the two agreements made in 1892 and 1924 between the then Madras Presidency and the then kingdom of Mysore.  According to Karnataka, these agreements were heavily skewed in the favor of the Madras Presidency and since the Madras Presidency does not exist anymore, the pre-independence agreements have been deemed invalid. Karnataka demands its due share from the river based on the inflow and asks for a renegotiated settlement based on ‘equitable sharing of water’ by both states. However, Tamil Nadu pleads that it has already developed almost 3,000,000 acres (12,000 km2) of land and as a result has come to depend very heavily on the existing pattern of usage. Any change in this pattern, it says, will adversely affect the livelihood of millions of farmers in the state.

Negotiations were taken place over decades and they had no effect. The Government of India then constituted a tribunal in 1990 to look into the matter. The tribunal heard the arguments of both the parties for over 16 years and then passed its final verdict on 5 February 2007. According to the verdict, 419 TMC of water was annually allotted to Tamil Nadu, 270 TMC to Karnataka, 30 TMC water to Kerala and 7 TMC to Pondicherry by the tribunal. This judgment, however, did not stop the conflict as all the parties decided to file review petitions seeking clarification of the order and possible renegotiation of the order. The Supreme Court’s judgment on the Cauvery river dispute has increased the bitterness between both the states. Tamil Nadu expresses deep resentment of this order.  The Supreme Court has further made it clear that the increase in the share of Cauvery river water for Karnataka by 14.75 TMC was done in view of the increased demand for drinking water by Bengaluru and also for the state's industrial activities. Bengaluru, the capital of Karnataka has emerged as the big gainer with 4.75 TMC allocated to it. Since Karnataka ended up with the bigger piece of the cake in the verdict, the state counsel Mohan V Katarki told reporters, "We are very happy with the verdict. This is a balanced verdict which protects the interest of both the states. This is a good judgment which will go long way in ensuring peace in both the states."

Top court lawyer A Navaneethakrishnan, who represented the state of Tamil Nadu, told reporters, "We believe in the verdict of the court and respect it. Surely, this is not enough. We have raised the shortfall of water with Union Minister Nitin Gadkari who has two plans to address the issue, one of which is linking river Godavari with Kallanai." A bench headed by Chief Justice of India, Dipak Misra pronounced the verdict on the appeals filed by Karnataka, Tamil Nadu, and Kerala against the 2007 order of the Cauvery Water Dispute Tribunal (CWDT) on the sharing of Cauvery river water. The Cauvery is also known as the Ganga of southern India. The situation became tense between the states when the top court in 2016, directed Karnataka to release 15,000 cusecs of water daily for a period of 10 days to Tamil Nadu. Succumbing to political pressure and the wave of public protests, the Karnataka government had then filed a plea to modify the order.A week after its previous order, the Supreme Court made modifications and asked Karnataka to release 12,000 cusecs Cauvery water per day to Tamil Nadu till September 20, which was promptly refused by the state citing its own requirements and low water availability due to scanty rainfall. On October 18, 2016, the Supreme Court asked Karnataka to release 2000 cusecs of Cauvery water per day to Tamil Nadu till further orders. On January 9, 2017, the Tamil Nadu Government sought a compensation of Rs 2,480 crore from Karnataka for not releasing water to the state despite getting the Supreme Court directive to do so.

Overall, it can be said that the rift between these two states has not shown any signs of reducing after this judgment. If something, the rift has become worse. The ruling parties of the states have called for a meeting to discuss the order in their respective states. “Cauvery verdict is a setback. We will study the entire order and take appropriate action," said AIADMK MP A Navanatheekrishnan. DMK leader M.K. Stalin called for an all-party meeting over the SC verdict. NEW DELHI: Farmer unions opposed to the central farm laws on Tuesday said the stay on implementation of farm legislations was not a solution as it could be undone any time and therefore they would continue their protests on two key demands — repeal of laws and a legal guarantee to MSP — and go ahead with a march in Delhi on Republic Day. Union representatives criticised the composition of the committee, saying all four members are pro-farm laws and against the repeal demand. They ruled out any truck with the SC-appointed panel even if it is expanded to include wider representation, underlining that they would rather engage with government to get the laws repealed. They made it clear that the unions would participate in talks with the government on January 15. “We won’t accept any committee formed by the SC for mediation. We knew that the government will get a committee formed through SC to take the burden off its shoulders. That’s the reason we issued a statement last night, saying we won’t appear before any committee,” said Darshan Pal, chief of Krantikari Kisan Union. “Everybody knows about the pro-government approach of the committee members. They had been writing in support of the farm laws. It seems to be a ploy of the government that instead of forming a committee on its own, it has made the apex court do so, but we will not fall in the trap. We will not accept any committee…,” said farmer leader Balbir Singh Rajewal echoing Pal. “The SC shortlisted eight farm organisations out of 32 Punjab bodies and impleaded us. Our lawyers had represented us in that capacity only,” a leader said. Farmer representatives Prem Singh Bhangu, Jagjit Singh Dallewal and Jagmohan Singh said the government wanted to put their demand of repealing the laws into cold storage by forming a committee. “We’ve made it clear we do not need any mediation from a panel. The matter should be discussed in Parliament,” they added. Reacting to the SC order, unions’ umbrella body, Samyukta Kisan Morcha, issued a joint statement saying suspending the implementation of the laws as an interim measure is welcome but “is not a solution and the farmer unions have not been asking for this solution, given the fact that the implementation can be reinstated at any time.” The Morcha was also critical of the composition of the committee and said, “It is clear the Court is being misguided by various forces even in its constitution of a committee.”
