CHANDIGARH: Actor and BJP candidate Sunny Deol on Monday filed his nomination papers from the Gurdaspur Lok Sabha seat in Punjab. After paying obeisance at the Golden Temple and Durgiana Temple in Amritsar in the morning, Deol filed his nomination in Gurdaspur.Deol was accompanied by his brother and actor Bobby Deol. Punjab BJP chief and Rajya Sabha MP Shwait Mailk, Haryana finance minister and party's election incharge of Punjab Capt Abhimanyu and Akali leader Gurbachan Singh Babehali also accompanied Deol. Deol will be addressing a rally at PUDA ground in Gurdaspur later in the day. Senior leadership of BJP and SAD will also be present in the rally. In a tweet, veteran actor Dharmendra sought support of the people for the victory of his son Sunny Deol from Gurdaspur seat. "We seek your support...Support us...it will be your victory. It (victory) will be of brothers of sisters of my Punjab. The BJP has fielded Sunny Deol, a Jat Sikh, from Gurdaspur constituency. Deol is pitted against sitting MP and Congress candidate Sunil Jakhar, AAP's Peter Masih and PDA's Lal Chand in electoral fight from Gurdaspur seat. After filling his nomination papers, Deol will be addressing a rally at PDA ground in Gurdaspur. Senior leadership of the BJP and the SAD will also be present in the rally. After the rally, he will leave for Mumbai for casting his vote. Currently, the Gurdaspur constituency is represented by Congress MP Sunil Jakhar, who won the seat in the 2017 bypoll, which was necessitated after the death of Vinod Khanna in April that year. The Gurdaspur Lok Sabha seat had been represented by late actor Vinod Khanna for four-times--1998, 1999, 2004 and 2014. Sidhu is back in demand
The Aam Aadmi Party’s spectacular victory in the Delhi assembly election has infused new life into its fractured party organisation in Punjab. Not only is it now looking to win back rebels but also wooing cricketer-turned-Congress politician Navjot Singh Sidhu.
With assembly elections in Punjab just two years away, the challenge for AAP is to reinvigorate the faction-ridden state unit and overcome the trust deficit with the people. Sidhu, state AAP leaders feel, can not only be the rallying force but also rope in smaller political entities, such as Simarjit Singh Bains’s Lok Insaaf Party.
Sidhu, though, is keeping his cards close to his chest, and did not respond to messages and calls from INDIA TODAY. The Congress MLA from Amritsar East resigned from the Punjab cabinet last July amid heightened tensions with Chief Minister Amarinder Singh. He has been keeping a low profile ever since. In November 2019, Sidhu attended the inauguration of the Kartarpur Corridor, but not as part of the Punjab government delegation. He did not campaign for the Congress in the Delhi election either.
AAP leaders in Punjab claim Prashant Kishor, who strategised their party’s Delhi campaign, had a word with Sidhu. If negotiations do make any headway, a major pain point will be Sidhu’s insistence on being projected as the chief ministerial candidate and being given a free hand to pick candidates. AAP national convenor Arvind Kejriwal will also have to factor in Sidhu’s penchant for courting controversies. There’s high recall of his controversial trip to Pakistan for prime minister Imran Khan’s swearing-in ceremony in 2018, when he was seen hugging Pakistan army chief Qamar Javed Bajwa, and his unsavoury remarks on India’s air strikes in Balakot in 2019.
A key event that could shape the course of the Punjab assembly poll will be the elections to the Shiromani Gurdwara Parbandhak Committee (SGPC) next year. While the Shiromani Akali Dal (SAD) has controlled the SGPC for over three decades, the party lost a section of the panthic vote for its unconvincing stand on incidents of desecration of the Guru Granth Sahib in 2015.
AAP has attracted several Sikh politicians with an SGPC background in the past six years. Rebel Akali factions, including SAD (Taksali), are eyeing an alliance with these leaders for the SGPC poll. A defeat for the SAD in the SGPC will indirectly benefit AAP. Sidhu has clear feelers from SAD (Taksali). Sidhu is welcome to join us, but his being incommunicado does not help, says Sukhdev Singh Dhindsa, the Rajya Sabha MP who has joined forces with the outfit.
This is not AAP’s first attempt to woo Sidhu. After quitting the BJP in 2016, Sidhu had held inconclusive parleys with Kejriwal. On Kishor’s suggestion, he met Rahul Gandhi and Priyanka and joined the Congress ahead of the 2017 Punjab election.
Outside Delhi, AAP has presence only in the Punjab assembly. The party’s lone Lok Sabha MP, Bhagwant Singh Mann, represents Sangrur in the state. In the previous assembly poll, AAP captured 20 seats and a 23.8 per cent vote share. Subsequently, MLAs Sukhpal Singh Khaira and Baldev Singh quit to launch the Punjab Ekta Dal while Amarjit Singh Sandhoa and Nazar Singh Manshahia joined the Congress. Advocate-turned-politician H.S. Phoolka resigned from his seat and MLA Kanwar Sandhu remains suspended from the party. In the 2019 Lok Sabha election, AAP polled 7.6 per cent votes in Punjab and 12 of its candidates lost their deposits. Should he join, Sidhu could be the booster shot AAP needs in Punjab. But, for now, he is keeping everyone guessing.

Lok Sabha elections 2019: Will it be 3rd time lucky for DARBARA SINGH GURU?
The retired IAS officer, Darbara Singh Guru, who unsuccessfully contested the state assembly elections twice, is in the fray from the Fatehgarh Sahib Lok Sabha constituency as candidate of the Shiromani Akali Dal (SAD).
Bureaucratturned-politician Darbara Singh Guru hopes to be third time lucky in his electoral bid.
The retired IAS officer, who unsuccessfully contested the state assembly elections twice, is in the fray from the Fatehgarh Sahib Lok Sabha constituency as candidate of the Shiromani Akali Dal (SAD).
In his first election in 2012 he contested from Bhadaur assembly segment after taking premature retirement from service, but lost to Mohammad Sadique of Congress by 6,969 votes even though the SAD-Bharatiya Janata Party (BJP) alliance scripted history by retaining power.
In the 2017 assembly polls, he lost to Congress leader Gurpreet Singh in Bassi Pathana by 22,429 votes, slipping to the third position.
Despite his two straight defeats, he has been fielded from this Panthic seat, thanks to his closeness to five-time former chief minister Parkash Singh Badal with whom he worked as principal secretary to chief minister (PSCM) from 2007 to 2011.
The announcement of his candidature was flayed by the families of four Sikh youths who were killed in police firing in 1986 in Nakodar and some organisations as he was the additional deputy commissioner, Jalandhar, at that time.
TAKING NO CHANCES
Guru, a 1980-batch officer of Punjab cadre, lost to politicians on both previous occasions, but his fight is with another retired mandarin Dr Amar Singh of the Congress this time.
A year junior to Guru in service, Amar Singh, who belongs to Punjab, was a Madhya Pradesh cadre officer and worked with Digvijay Singh as principal secretary to chief minister.
The two former babus are apparently locked in a direct fight, as the Aam Aadmi Party (AAP), which won the seat in 2014, made a hash of its candidate selection by naming three different candidates in a span of just two weeks.
Guru is taking no chances and has already gone full steam in a bid to put an end to his losing streak, targeting the Amarinder government for not fulfilling its poll promises.
On Bargari sacrilege and subsequent police firing that
dented the Panthic appeal of SAD, he has his defence ready, terming it an “extremely unfortunate”.
“During SAD and Congress governments, there were desecration incidents, but both had no hand in them. In all 29 incidents between 2015 and 2017, the SAD government made arrests and the cases are in court,” he says before claiming there was politics behind the anti-Akali protests.
TRANSITION TO POLITICS
Guru, who has made total transition to politics in approach and demeanour, attributes it to his stint with Badal. “Once you serve as PSCM, then besides being a bureaucrat you also become a politician,” he says.
The non-controversial bureaucrat stayed in the state throughout his career and got good assignments irrespective of political regime.
Guru and Amar Singh have been friends for long. “When I was deputy commissioner in Amritsar, I used to get calls from him (Guru) to help Amar Singh whenever he had some personal work there,” reminisced an IAS officer.

India-China relations and Trump
Both the US and India are on the same side of the fence when dealing with China.

TRUMP
2016 has not been a good year for India-China relations. Seething frustration and simmering anger against China has been evident in India in recent months. Bilateral ties have deteriorated because the Indian establishment, media, civil society, academia and common people have found the Chinese leadership, party-controlled media, and think tank community to be dismissive of India’s most fundamental concerns in the area of terrorism, territorial sovereignty and desire to play its due role in international affairs. This is demonstrated by the “technical hold” that China first imposed on designating Maulana Masood Azhar as a terrorist by the United Nations and subsequently converted it into a veto. This inexplicably hostile action is compounded by China’s strident opposition to India’s membership of the Nuclear Suppliers Group. The last straw on the camel’s back is the protection that China continues to provide to its “all-weather ally” Pakistan even after conclusive evidence of the string of terrorist attacks engineered by it against India, starting with the Pathankot air-base attack on 1 January, 2016, culminating in the gruesome Uri attack on 18 September 2016. The fact that China has continued to shield Pakistan on the issue of terrorism notwithstanding the incontrovertible proof that is available against Masood Azhar, Jaish-e-Mohammad and Lashkar-e-Taiba for attacks in Punjab and Kashmir has not only emboldened Pakistan to continue on this path with impunity, but has also severely eroded China’s credibility in its fight against international terrorism and exposed its double standards on this vital issue. India’s reasoning with China on these critical matters in bilateral, regional and international appear to have fallen on deaf ears. At the bilateral summit during the first visit of Chinese President Xi Jinping to India in September 2014, Prime Minister Narendra Modi had asserted that a “climate of mutual trust and confidence; respect for each other’s sensitivities and concerns; and, peace and stability in our relations and along our borders are essential for us to realise the enormous potential in our relations.” India’s reasoning with China on these critical matters in bilateral, regional and international fora appear to have fallen on deaf ears. During his visit to Hangzhou, China, for the G20 Summit in September 2016, PM Modi in his meeting with President Xi said: “India and China must respect each other’s aspirations, concerns and strategic interests.” He added — “The response to terrorism must not be driven by any political consideration” — and that countries sponsoring and supporting terror should be isolated and sanctioned and not rewarded. It was being cautiously hoped that President Xi’s visit to Goa for the BRICS summit in October 2016 would help to allay concerns, settle ruffled feathers and impart new dynamism to bilateral ties. These hopes have been belied. Xi resisted all references to cross-border terrorism or even indirectly pointing to Pakistan although PM Modi had described Pakistan as the “mothership of terrorism” in his plenary address. China’s strident opposition notwithstanding India was able to register significant gains in the Goa declaration with the strongest ever language used to condemn terrorism, unequivocal support for finalising the Comprehensive Convention on International Terrorism, and exhortation to all countries to ensure that their territories are not used for terrorist actions. More recently, the declaration at the Heart of Asia Conference on Afghanistan at Amritsar on 4 December 2016 proclaimed: “We remain concerned.. by the high level of violence caused by the Taliban, terrorist groups including ISIL/DAISH and its affiliates, the Haqqani Network, Al Qaida, Islamic Movement of Uzbekistan, East Turkistan Islamic Movement, Lashkar-e-Taiba, Jaish-e-Mohammad, TTP, Jamaat-ul-Ahrar, Jundullah and other foreign terrorist fighters. Acknowledging the support that terrorism derives in our region, we demand an immediate end to all forms of terrorism, as well as all support to it, including financing of terrorism.. we strongly call for.. dismantling of terrorist sanctuaries and safe havens in the Heart of Asia region, as well as disrupting all financial, tactical and logistical support for terrorism.” This was the strongest indictment of Pakistan at any international gathering. The declaration was adopted in the presence of Chinese delegation. It is not very likely that China will change its unwavering support for its “iron friend” with whom its relation is higher than the seas and deeper than the skies, or the other way around, or modify its position on India’s membership of NSG or UN Security Council in a hurry. It is not very likely that China will change its unwavering support for its “iron friend.” Election of President Donald Trump and his inauguration on 20 January 2017 has introduced huge uncertainty in relations between US with most major powers of the world including Russia, China, Europe, Japan and to some extent India. While relations of US with Russia and India are expected to improve in the coming days, it would appear that relations with China are in for a huge setback. What is clear is that it is not going to be business as usual as far as US-China relations are concerned. The writing is on the wall for everyone to see. During the election campaign, Trump had strongly castigated China as a currency manipulator, for stealing American jobs and being the reason for shutdown of American factories. It was hoped and expected that President Trump would be different from candidate Trump and that after the election, Trump would significantly moderate and temper his declarations. This did not happen. In fact, soon after his election but before being sworn in, Trump took a congratulatory telephone call from the Taiwanese President Tsai-Ing-Wen, the first time since 1979 that any US President-elect or President had a direct interaction with Taiwan. To China’s strong adverse reaction, Trump retorted that he was fully within his right to take a courtesy call from Taiwan which is a significant buyer of billions of dollars of defence equipment from the US. Moreover, he added, China does not seek US approval when it manipulates its currency or when it constructs islands in the South China Sea. This episode was quickly followed by Trump’s interview to Fox News on 11 December 2016 where he questioned the salience and validity of the One China Policy which has been the edifice of US-China relation for the last forty years. On being reminded that this is the political foundation of bilateral ties, Trump sad: “I fully understand the One China Policy, but I don’t know why we have to be bound by a One China Policy unless we make a deal with China having to do with other things, including trade.” A few weeks after that, Trump made a comment in the
Wall Street Journal
in which he said: “Everything is under negotiation, including One China.” China pushed back strongly against this comment saying that the One China Principle is non-negotiable. The situation witnessed further deterioration when during his Senate confirmation hearings, Rex Tillerson, nominee for Secretary of State, said that US is opposed to China’s construction of new islands and militarisation in the South China Sea and would block China’s access to these islands. This was countered belligerently by the Chinese Communist Party sanctioned tabloid
Global Times
with the comment that “unless Washington plans to wage a large scale war in the South China Sea, any other approaches to prevent Chinese access to the islands will be foolish.. If Trump’s diplomatic team shapes future Sino-US ties as it is doing now, the two sides had better prepare for a military clash.” The official response by China’s Ministry of Foreign Affairs to Tillerson and Trump’s attacks was more muted than the fiery rhetoric in China’s press. The above developments do not bode well for US-China relations. It, however, needs to be noted that US-China ties in trade and economy are sturdy. Both countries are tied at the hip in bilateral trade in goods and services. While the bilateral trade turnover in 2015 was USD 659.4 billion (exports were USD 161.6 billion; imports were USD 497.8 billion). Trade deficit against US stood at USD 336.2 billion. In addition, China holds more than a trillion dollars of US government bonds. There is huge interdependence between the two economies. Both will suffer if the applecart is jolted, even if not upset. It is however generally felt that China has more to lose in the economic arena if relations between the two countries deteriorate. Trump has moved out of the Trans-Pacific Partnership Agreement. He has also not spoken on the pivot to Asia that was launched by Obama. Both of these were major initiatives by Obama designed to curtail the China’s geostrategic ambitions. The future, however, is uncertain and unpredictable. It is not clear what concrete actions Trump will take to contain the growing influence of China in economic, political, military and strategic terms. It is, however, obvious that both the US and India are on the same side of the fence when dealing with China. Increased pressure by the US on China would hence have beneficial consequences for India as it would reduce the space available to China to assert itself and dominate the region and beyond. While collaborating with the USA, India will need to ensure that it continues to retain its strategic autonomy which would
inter alia
include improving relations with China in non-contentious areas.

The final list of Congress candidates for the February 4 Assembly polls in Punjab will be out by January 9, state party chief Captain Amarinder Singh said.
Rahul delays announcing complete list of names
The Congress has so far declared candidates for 77 out of the total 117 Assembly seats. Party insiders say the delay occurred as Congress vice-president Rahul Gandhi is out of the country and the party is waiting for him to come back before announcing the complete list of names.

Rahul has been taking a keen interest in candidate selection and cricketer-turned-politician Navjot Singh Sidhu has also been in direct talks with him for his entry in the Congress.
Congress to pitch Navjot Singh Sidhu from Amritsar (East)
Sidhu's candidature for the Amritsar East constituency, from where his wife is the sitting MLA, is still to be announced. His wife has indicated that she would vacate the seat for Sidhu.
However, Amarinder dismissed criticism that the Congress is late in declaring the last list of the remaining 40 candidates. "Even the BJP has not declared any candidate so far. The last list of Congress candidates will be out by January 9," he said here.

"Either Navjot Singh Sidhu or his wife Navjot Kaur would be fielded from Amritsar (East)," he said, adding that Sidhu will be a star campaigner for the party.
Amarinder also appeared unperturbed on reports that the Shiromani Akali Dal (SAD) is contemplating fielding former army chief JJ Singh against him from Patiala. "It would be for the first time in the history of the army that a captain defeats the general," he quipped.
Captain rubbishes Kejriwal's claims

Amarinder admitted that dissent takes place every time candidates are declared by the party. He further said that those who are left out and support the party nominee will be suitably accommodated after government formation in the state.
He asserted that the party would not budge from its stand of giving one ticket to each family. Around 28 leaders from SAD, 11 from AAP and six from BJP have joined the Congress, he said, adding that all of them could not be allotted seats.
No politics over religion
On the Supreme Court's verdict of keeping religion away from politics, he said the Congress is a secular party and the decision would affect the SAD most. "Akalis take people to Gurudwaras and ask them to pledge to give vote for their candidates," he alleged.

Chandigarh:-Aam Aadmi Party (AAP) today fielded former Akali leader Upkar Singh Sandhu as its candidate for February 4 Amritsar Lok Sabha bypoll.
Sandhu (63) is a former Amritsar district president of Shiromani Akali Dal.
He is also a former Chairman of Punjab Energy Development Agency, a party release issued here said.

Rahul Gandhi's tour delays Congress Punjab list
The final list of Congress candidates for the February 4 Assembly polls in Punjab will be out by January 9, state party chief Captain Amarinder Singh said.
Rahul delays announcing complete list of names
The Congress has so far declared candidates for 77 out of the total 117 Assembly seats. Party insiders say the delay occurred as Congress vice-president Rahul Gandhi is out of the country and the party is waiting for him to come back before announcing the complete list of names.

Rahul has been taking a keen interest in candidate selection and cricketer-turned-politician Navjot Singh Sidhu has also been in direct talks with him for his entry in the Congress.
Congress to pitch Navjot Singh Sidhu from Amritsar (East)
Sidhu's candidature for the Amritsar East constituency, from where his wife is the sitting MLA, is still to be announced. His wife has indicated that she would vacate the seat for Sidhu.
However, Amarinder dismissed criticism that the Congress is late in declaring the last list of the remaining 40 candidates. "Even the BJP has not declared any candidate so far. The last list of Congress candidates will be out by January 9," he said here.

"Either Navjot Singh Sidhu or his wife Navjot Kaur would be fielded from Amritsar (East)," he said, adding that Sidhu will be a star campaigner for the party.
Amarinder also appeared unperturbed on reports that the Shiromani Akali Dal (SAD) is contemplating fielding former army chief JJ Singh against him from Patiala. "It would be for the first time in the history of the army that a captain defeats the general," he quipped.
