This ongoing conflict in the Democratic Republic of Congo (DRC) and throughout the region has intensified – leading to widespread displacement and raising serious concerns about the humanitarian situation in North Kivu Province in particular.
On June 28 and 29, M23 rebels in the Eastern DRC captured the towns of Kanyabayonga and Kirumba, respectively.
Kirumba residents like Tsongo Augustin say more and more people have been forced out of the area, which had become home to many who already had been displaced by the conflict.
"Kirumba is gradually being deserted by the population, and therefore the humanitarian situation is very complicated. This area has welcomed many displaced families from Rutshuru, and now they are fleeing again," Augustin said.
Strategic importance of region
Kirumba is the largest settlement in the Lubero territory with a population of over 120,000.
Kanyabayonga meanwhile is home to more than 60,000 people, but tens of thousands of people had fled there in recent months, driven from their homes by the advance of the rebels.
The region considered to be a "strategic stronghold, which is meant to block the rebels' advance towards the country's Grand North region," said Professor Adolphe Agenonga Chober, a lecturer at the University of Kisangani, who is also an expert on armed movements.
Soaring humanitarian crisis — and frustration
The capture of Kanyabayonga and Kirumba has now triggered another bout of mass displacement, compounding an already dire humanitarian situation.
"The question we ask ourselves is where will all these displaced families go?" Augustin said.
Others feel disillusioned with those in leadership. Wema Kennedy, a resident of Kirumba, complained that the community is "not seeing the government doing anything to take control of the territories captured by M23."
"Bunagana for instance has been under M23 for about two years now, and many are scared that it will not be easy for the government to retake control of Kirumba. We have the impression that M23, which started as a minor group, is today overpowering everything, and because of this, people are frustrated," she told DW.
A recent attack on a convoy in North Kivu province further exacerbated the security situation and humanitarian crisis in the area — and beyond. Two South African soldiers were kiled in such recents attack, and two members of aid staff are still missing.
The UK-based international Christian relief and development organization Tearfund said in a statement that is condemned the attack on humanitarian workers "who are working tirelessly to serve the people of the DRC."
"We urge all parties to respect and protect aid workers, ensuring their safety as they carry out their vital mission," Tearfund said.
Silence from the international community
The international community and the African Union meanwhile have remained largely silent on these latest developments amid escalating tensions. Professor Agenonga attributes this to a divergence of interests and approaches.
"The international community and the African Union are advocating for dialogue between the parties involved in this conflict — an approach rejected by the government in Kinshasa," Agenonga told DW, adding that "this also does not seem to be doing enough to change the situation and stop the M23 from advancing." The Norwegian Refugee Council (NRC) has reiterated the severity of the humanitarian crisis in the DRC. Eric Batonon, country director of the NRC for Congo, said that action had to be taken urgently.
"It is really important that the international community and all world leaders come together to try to find a solution to these conflicts, and allow millions of women and children to return home and safeguard a safe future for them," Batonon said.
Accusations against Congo's military
The Congolese army's performance, meanwhile, has also come under scrutiny, with accusations of passivity amid escalating attacks and ineffective command structures.
Augustin Muhesi, a political science professor in eastern DRC, underscored the need to reassess the army's strategy:
"This could be related to the morale of soldiers. Many have been fighting for a long time without rest. I am among those who think that we should also consider replacing these soldiers," Muhesi told DW, citing coordination issues due to overlapping command structures in North Kivu as another factor.
Alleged squirmishes among army commanders are also frustrating locals and boiling over into violence. Youth in the town of Butembo have attacked army officers, accusing them of inaction.
"We believe there is a problem with the leadership hierarchy on the front line, and that is what angers the population," Mathe Saanane, president of a network of civil society groups in Butembo, told DW.
A president in crisis mode
In response to the M23's advances, Congolese President Félix Tshisekedi convened a Defense Council meeting and reassured the nation of his commitment to preserving the country's territorial integrity.
In his Independence Day address on June 30, Tshisekedi expressed his concern forthe affected populations.
"I cannot ignore the grave security situation shaking our country. To our brothers and sisters in Kanyabayonga and the surrounding regions, I want to express my deep solidarity and compassion in the face of the suffering you endure," he declared.
However, his words of affirmation may fall on deaf ears, as North Kivu province has now been racked by violence since 2021, when the M23 rebel group first resumed its armed campaign in the region.

NORD-KIVU : Virunga Energie annonce la fin des délestages sur son réseau de distribution
La société Virunga Energie met fin aux délestages dans la ville de Goma.
Le directeur de cette société, Ephrem Balole, vient de l’annoncer, jeudi 25 janvier 2925.
Selon lui, les délestages prennent fin à la suite de la réparation effectuée sur ces matériels électriques endommagés par des bombardements dans les zones d’opérations militaires.
Les acteurs de la société civile de Goma espèrent le rétablissement rapide de la paix.
Pour eux, c’est la seule garantie d’éviter des coupures du courant de la centrale électrique de Matebe installée dans le territoire de Rutshuru, jusque-là sous occupation du M23 et ses alliés.
Des problèmes techniques enregistrés en 2023, l’année passée, au niveau de la centrale de Matebe à cause des bombardements répétitifs des lignes de cette société dans la zone sous occupation du M23.
Virunga Energie avait décidé d’instaurer le délestage dans la fourniture en électricité.

I congolesi si preparano a un voto incerto
Sulle elezioni presidenziali, legislative e amministrative previste il 20 dicembre nella Repubblica Democratica del Congo regna ancora l’incertezza. Secondo Colette Braeckman, reporter di lunga data del quotidiano belga Le Soir, i problemi logistici, politici e militari si moltiplicano, e la corte costituzionale si deve pronunciare il 15 dicembre su un eventuale rinvio. Ma Denis Kadima, il presidente della commissione elettorale indipendente, non ha ancora gettato la spugna, scrive Braeckman, nonostante le difficoltà nel consegnare il materiale elettorale in alcune regioni rese inaccessibili dalle forti piogge di questa stagione.
Inoltre le continue violenze nell’est del paese – dove sono attivi più di 120 gruppi armati – rendono impossibile il corretto svolgimento del voto. In due territori della provincia del Nord Kivu, quelli di Rutshuru e di Masisi, gli elettori che si sono registrati per votare sono pochissimi, e addirittura nel primo non ci sono candidati. In tutto il paese sono attesi alle urne 44 milioni di votanti, mentre i candidati ai vari incarichi, nazionali e locali, sono più di centomila.
Nonostante i rischi, la campagna elettorale ha visto i principali candidati visitare le città dell’est del paese, tra cui Goma, dove il presidente in carica Félix Tshisekedi ha lanciato un duro attacco al presidente ruandese Paul Kagame, chiamandolo l’“Hitler africano” per rimproverargli il sostegno fornito alla milizia ribelle M23, una delle più attive e pericolose. Questi attacchi verbali del presidente sono forse legati al rapido deterioramento della situazione militare nel Nord Kivu, commenta Braeckman: i ribelli dell’M23 hanno preso il controllo di Mushaki, a pochi chilometri da Goma, e si stanno avvicinando alla miniera di Rubaya. Le forze armate congolesi non riescono a fermarli, e nel frattempo alcuni dei contingenti internazionali presenti in questo territorio hanno cominciato a rientrare nei loro paesi.

Molti osservatori sono convinti che Tshisekedi, nonostante il bilancio non proprio entusiasmante del suo primo mandato, potrebbe facilmente assicurarsene un secondo. Per vincere gli basta il 40 per cento dei voti, può contare su molti alleati nella commissione elettorale e l’opposizione non è riuscita a presentare un candidato unitario. Contro di lui, si sono schierati Martin Fayulu – l’imprenditore che, secondo i suoi sostenitori, ha vinto le contestate elezioni del 2018 –; Moise Katumbi, ricco uomo d’affari ed ex governatore della regione mineraria del Katanga, che può contare su importanti mezzi economici e su un’ampia base elettorale, ma è al centro di una campagna diffamatoria che mette in dubbio la sua nazionalità congolese; e Denis Mukwege, noto medico e attivista per i diritti delle donne, premio Nobel per la pace nel 2018, molto stimato all’estero ma senza un reale sostegno in patria.
C’è chi fa notare che Tshisekedi ha comunque superato le aspettative. Dopo la sua elezione controversa nel 2018, molti lo consideravano una figura debole, la cui unica forza era l’eredità politica lasciatagli dal padre Étienne, storico oppositore congolese. Sembrava destinato a diventare il burattino del suo predecessore, Joseph Kabila, ma in realtà è riuscito a eliminare i suoi avversari politici, anche molto più esperti di lui. Allo stesso tempo, fa notare Phillip van Niekerk sul Daily Maverick, Tshisekedi è riuscito a tenere testa anche alla Cina, mettendo in discussione un importante accordo per la fornitura di minerali in cambio di infrastrutture che aveva stipulato Kabila quindici anni prima. Intanto l’Rdc è diventata uno snodo centrale del più importante progetto infrastrutturale degli Stati Uniti in Africa, il corridoio di Lobito, una linea ferroviaria che dovrebbe servire a trasportare minerali preziosi dalla Rdc allo Zambia, poi in Angola e da lì nel resto del mondo.
Proprio questi minerali, scrive Simon Allison su The Continent, sono uno degli elementi che rendono la Rdc un paese chiave per la lotta contro la crisi climatica. Nel sottosuolo del paese si trovano i più importanti giacimenti al mondo di cobalto, un minerale cruciale per la transizione alle energie verdi. L’Rdc ha anche la seconda foresta fluviale più grande del pianeta, e riuscire a preservarla sarebbe un grande aiuto per la nostra atmosfera. Il resto del mondo dovrebbe quindi augurarsi che il 20 dicembre i congolesi eleggano un leader capace di affrontare delle sfide che determineranno non solo il futuro del paese, ma quello dell’intero pianeta.
