Despite Bosnia and Herzegovina’s progress towards European Union accession, Bosnian Serb authorities continue to “actively subvert” the state, peace overseer Christian Schmidt said in his latest update to the UN secretary general, citing in particular “unprecedented pressure” on the judiciary.

The leaked 40-page report is the sixth submitted by Schmidt, a German politician, since his appointment in August 2021 to oversee the country’s adherence to the peace deal that ended its 1992-95 war. The five others made similar complaints about authorities under Bosnian Serb strongman Milorad Dodik in the predominantly Serb-populated Republika Srpska entity.

Their threat to “paralyse” state authorities, he wrote, “is a threat to the functionality of the State and its ability to carry out its responsibilities”.

Dodik repeated the threat most recently last month in response to a German and Rwandan draft United Nations resolution that would declare July 11 an international day of remembrance for the 1995 Srebrenica genocide, a characterisation the Republika Srpska disputes.  

In March, the European Union gave the green light to the start of accession negotiations with Bosnia, a major milestone in the country’s recovery from war and integration with the bloc. But even against such a backdrop, the pressure on the state from the Republika Srpska continued.

“Besides promoting the abolishment of the BiH Court and the BiH Prosecutor’s Office, the RS ruling coalition undermines the BiH Constitutional Court as the guardian of the constitutional and legal order of BiH,” wrote Schmidt, whose official title is High Representative.

“If pursued, these actions could lead to a de facto if not a de jure dissolution of the State of BiH, which is what RS President Milorad Dodik continuously advocates. This would be a scenario with grave consequences.”

Historical revisionism

Schmidt noted that, during the reporting period from mid-October 2023 to mid-April 2024,  the ruling coalition in the Republika Srpska continued to organise rallies on the administrative line between Republika Srpska and the mainly Bosniak and Croat Federation entity under the banner, ‘The Border Exists’. 

“Besides promoting the idea of secession, these rallies create a divisive environment prone to security incidents,” Schmidt wrote in the report, which BIRN has seen. 

He also warned of efforts by Republika Srpska authorities to limit civic action and suppress political dissent via intimidation and punishment.

Dodik and the Republika Srpska government do not recognise Schmidt as High Representative, citing the abstention of Russia and China when his appointment was voted on in the UN Security Council; the report noted their continued “inflammatory rhetoric and actions” aimed at undermining his office.

The report also cited further regression in how the past is addressed as well as a rise in ethno-nationalistic historical revisionism, denial of genocide and war crimes and the glorification of war criminals. 

Such trends go hand in hand with broader declines in “democracy, human rights, and the rule of law, leading to increased mistrust and polarisation within society”, Schmidt wrote.

He cited deteriorating inter-community relations in Srebrenica over the previous two years, as well as incidents targeting returnees. 

The report should come before the UN Security Council on May 15.

Two U.S. Air Force F-16 Fighting Falcons conducted bilateral air-to-ground training with joint terminal attack controllers (JTACs) from the U.S. Special Operations Command in Europe and the Bosnia and Herzegovina Armed Forces JTACs near Tuzla, Bosnia and Herzegovina, on January 8, 2024.

This bilateral formation is an example of advanced cooperation between the military that contributes to peace and security in the Western Balkans and throughout Europe. It is also a show of force aimed at deterring the "separatist activity" of Bosnian Serbs that is in disagreement with the U.S.-mediated peace agreements, the U.S. government said.

The exercise aimed to support America's commitment to Bosnia's territorial integrity, amid growing tensions inflamed by Bosnian Serb nationalist leader Milorad Dodik, whom Russia supports.

January 9 is celebrated as Republika Srpska Day by Bosnian Serbs and marks the anniversary of the declaration of independence that started the conflict in Bosnia in 1992, which killed more than 100,000 people and led to ethnic cleansing and the massacre of civilians.

“Joint military events like this are a demonstration of the U.S.' lasting partnership with the Bosnia and Herzegovina Armed Forces,” said U.S. Air Force Lieutenant General Steven L. Basham, deputy commander of the U.S. European Command.

"American support for the Armed Forces of Bosnia and Herzegovina is inflexible, forged over years of close cooperation. For twenty years, the Armed Forces of our two countries maintained a remarkable and robust military relationship between the military," added Basham. "The United States continues to provide assistance that will help its armed forces modernize and become a contributor to security, both regionally and globally.”

The training was part of the routine efforts of U.S. forces to exchange tactics, techniques and procedures with the forces of partner countries.

The mission of the F-16 fighters assigned to the 31ª Fighter Wing of Aviano Air Base, Italy, was supported by a KC-135 Stratotanker from the 100ª Air Refueling Wing, from the RAF Base in Mildenhall, United Kingdom, which provided air refueling for the F-16s and contributed to fulfilling all training objectives.

The U.S. Department of Defense and the Bosnian and Herzegovina Armed Forces share a common goal of contributing to continued stability in the region and are natural partners in their global commitment to global security.

In the 1990s, NATO intervened with military force, first through the beginning of Operation Deny Flight, which aimed to impose a United Nations no-fly zone during the conflict in the Balkans, and later Operation Deliberate Force, an air campaign against the Bosnian Serbian Army. In 1995, the US mediated the Dayton Agreements, agreed at Wright-Patterson Air Base, Ohio, with Republika Srpska, of a Serbian majority, and the Federation of Bosnia and Herzegovina, of Bosnian and Croatian majority, agreeing to peace as a single state.

NATO Secretary General Jens Stoltenberg warned in November that the alliance was “concerned about secessionist and divisionist rhetoric, as well as evil foreign interference, including Russia”.

After the celebration of Republika Srpska Day on January 9, the U.S. Embassy in Sarajevo condemned the actions.

“The United States has acted to address anti-Dayton actions like this in the past and will not hesitate to do so again in the future,” the U.S. Embassy said in a statement on January 9.

EUCOM said that the Air Force exercise held on January 8 aimed to strengthen peace in the Balkans.

Onomad su se u Beogradu sastali antifašisti bivše Jugoslavije da raspravljaju o izazovima suočavanja s fašizmom u Srbiji i na Balkanu, ali nikakva konkretna odluka nije donesena osim što su malo ćaskali na kafi. Cenjena Aida Ćorović je dala izjavu za kamere ali to je nekako ostalo nedopečeno. Hrvoje Klasić je isto bio tu ali je s pravom istakao da izazovi s kojima se suočavaju hrvatsko i srpsko društvo nisu baš identični i da su u Srbiji stvari mnogo gore. Ne znam šta su Srbi očekivali. Da ljudi iz drugih republika vode njihovu bitku? Zar je bilo teško da na primer još tada (a mislim da je to bilo u vreme korone ili neposredno pre nje) definišu šta je to protiv čega se antifašisti u Srbiji bore? Da na primer definišu trenutni oblik fašizma? Kako ćeš se boriti protiv zla ako ga prvo ne imenuješ? Još tada sam hteo da uradim ovo što radim sada, da dakle definišem SRPSKI FAŠIZAM tj. kako se on ispoljava u Srbiji, BiH, Crnoj Gori i na Kosovu. Ako se politika zla ne nazove pravim imenom, onda ona dobija privid legitimnog stava. Po meni sledeće stavke sačinjavaju srpski fašizam, premda je ovo samo prvi nacrt. Prihvatam sugestije, dopune i korekcije.

Da li sam nešto zaboravio? Želim da naglasim da je, po mom mišljenju, sve ovo uzeto zajedno SRPSKI oblik fašizma u ovom istorijskom trenutku u državi Srbiji, BiH, Crnoj Gori i na Kosovu. Premda neke od ovih stavki uzete posebno ili teoretski ne podrazumevaju nužno i njihovo fašističko svojstvo ipak, većina njih to podrazumeva, a sve one uzete u celini kreiraju svojevrsnu fašističku ideologiju koja veliča srpsku naciju i pripisuje joj privilegije na uštrb drugih kultura i nacionalnih identiteta. Drugo ime za srpski fašizam je VELIKOSRPSKA IDEOLOGIJA, VELIKOSRBIJANSTVO itd. Premda ova ideologija nije sasvim sistematski i teoretski artikulisana, njen početni nacrt i embrionalni oblik je sadržan u Načertaniju Ilije Garašanina, a razrađena je i dobila oblik fašističke ideologije u delu "Homogena Srbija" četničkog ideologa Stevana Moljevića. Moljević je predložio ideju da su stvaranjem zajedničke Kraljevine sa Hrvatima i Slovencima zapravo izgubili i da je ta država za njih bila poput tamnice, a tu ideju je preuzeo Dobrica Ćosić i prilagodio kontekstu socijalističke Jugoslavije. Memorandum SANU iz 1985. godine je takođe važna prekretnica u modernom razvoju velikosrpske ideologije. Bez obzira na njenu teoretsku amorfnost, velikosrpska ideologija jasno se izražava kroz gorenavedena uverenja i delovanja. Srpski fašizam je najveća pretnja miru, stabilnosti i pomirenju naroda Balkana.

Jednom kada se grupa ljudi složi oko zajedničkih načela može da krene prozivanje fašizma. Sve ostalo je vođenje abrova uz kafu.

Posebno je pitanje kako stati na put srpskom fašizmu. Možda drugi post o tome.

ISTINA IZNAD SVEGA - ANALIZA SADRŽAJA SAHARSKE KIŠE: Reakcija Narodnog kriznog štaba BiH i advokata Mirnesa Ajanovića povodom video objave Saše Borojevića, o analizi tzv. saharske kiše, zbog prezentiranja dezinformacija SREDSTVIMA INFORMISANJA Narodni krizni štab BiH i advokat Mirnes Ajanović su 8. 6. 2022. godine prvi u svijetu objavili komparativnu analizu tzv. saharske kiše i pijeska iz Sahare kako bi se utvrdilo da li ima prisustva teških metala i u jednom i u drugom uzorku. Izvještajem o ispitivanju Instituta za hemijsko inženjerstvo Tuzla od 24. 5. 2022. godine, broj: 361-02/22 dokazano je da u tzv. saharskoj kiši ima - od više desetina do više hiljada čestica teških metala nego u pijesku iz Sahare što implicira da sadržaj teških metala tzv. saharske kiše NE dolazi iz Sahare. U ispitivanom uzorku iz BiH nalaze se 24 elementa, a u odnosu na Pravilnik o utvrđivanju količine štetnih i opasnih tvari u zemljištu FBiH utvrđen je sadržaj veći od dozvoljene granične vrijednosti, jer u odnosu na pijesak iz Sahare tzv. saharska kiša sadrži Arsena 44 puta više, Bariuma 660, Nikla 2500, Cinka 64 i Željeza 23 puta više, a uzorci sadrže Aluminijuma u pijesku iz Sahare 14.2 mg/kg dok pijesak iz prljave kiše u BiH sadrži 10342 mg/kg, što je 728 puta više Aluminijuma. I ovom prilikom tražimo od Vijeća ministara BiH da se u cilju zaštite građana i okoliša izvrši opsežna analiza terena u BiH, uključujući i toksikološke analize da li je došlo do apsorcije u organizmima, kako bi se djelovalo u cilju zaštite građana i ekosistema. Međutim dužni smo objaviti i demanti jer je došlo do nedopustivih manipulacija Izvještajem o ispitivanju od strane lica koje ga prisvaja i proizvoljno mijenja što nanosi veliku štetu svima, te iz tog razloga reagujemo kako se više ne bi ponovilo prezentiranje dezinformacija jer šteti ISTINI, a bez nje ne možemo pobijediti sve što je usmjereno prema svima. DEMANTI Gosp. Saša Borojević (Republika Srbija) u svom videu o tzv. saharskoj kiši iznio je niz netačnih tvrdnji koje smo dužni demantovati jer se pozvao na dokument analize Narodnog kriznog štaba BiH i advokata Mirnesa Ajanovića, sa vodenim žigom. 1. Saša Borojević potpuno pogrešno prezentira rezultate analize iznoseći povišene brojeve i vrijednosti, a pri tome ne objašnjava u odnosu na šta su povišeni brojevi čime zamagljuje tačne podatke. Takva tvrdnja je u kontradikciji i sa zaključkom njegovog videa gdje tvrdi da je saharska kiša RADIOAKTIVNA!?! Postavlja se logičko pitanje: Kako će isti uzorak iz Sahare u isto vrijeme biti i kontaminiran i čist. Nikako! Pojašnjenje: Povišene vrijednosti nađenih metala u tzv. saharskoj kiši su izrazito povišene u odnosu na uzorak pijeska donesen iz Sahare!!! 2. Tvrdnja da je tzv. saharska kiša radioaktivna zato što su po Borojeviću u Sahari rađeni eksperimenti potpuno urušava logiku svega što su dokazali Narodni krizni štab BiH i advokat Mirnes Ajanović! Mi smo upravo dokazali da je uzorak uzet u Sahari gotovo čist od teških metala što implicira da kiša koja pada i koju zovu saharska kiša ne sadrži teške metale porijeklom iz Sahare!!! Mi nismo utvrđivali stepen radioaktivnosti uzoraka koje smo poslali na analizu. 3. Komparativnu analizu saharskog pijeska i tzv. saharske kiše uradio je Narodni krizni štab BiH sa advokatom Mirnesom Ajanovićem, a gosp. Saša Borojević nije član Narodnog kriznog štaba BiH niti je ikada bio, iako se predstavlja da je učestvovao u izradi analize. Analizu saharskog pijeska nije radio niko ni iz Hrvatske ili Srbije kako se navodi, radili su je isključivo državljani Bosne i Hercegovine. 4. Gosp. Saša Borojević u svom izlaganju ne spominje Narodni krizni štab BiH koji je zaslužan za kompletan rad na analizi što je krajnje neetično, jer se u videu prezentira naš nalaz koji on predstavlja kao svoj, uz netačno prezentiranje i dezinformacije na štetu svih nas. The government of the Serb entity in Bosnia and Herzegovina (BiH) has called on Serbs to withdraw from the country’s electoral body as the entity looks to adopt its own election law and form a separate election commission and related structures to protest changes recently imposed by a Western-backed envoy ahead of the upcoming municipal elections in October, DTT-Net reports.

Last week, during a joint press conference with Hungarian Prime Minister Viktor Orbán while on a visit to Bosnia and Herzegovina, Republika Srpska President Milorad Dodik said he was ready to make a decision on RS independence if pressure on the republic from foreign actors continues.

According to the constitution proposed in the General Framework Peace Agreement for Bosnia (Dayton Agreement), BiH consists of two entities: the Muslim-Croat Federation of Bosnia and Herzegovina (about 51 per cent of the country’s territory) and Republika Srpska (about 49 per cent of the territory), as well as the Brcko District.

Three main peoples are proportionally represented in the system of state administration: Bosniaks (Slavs who converted to Islam), Serbs (Orthodox) and Croats (Catholics).

Waarom we naast 'Sarajevo', ook nog spreken van 'East-Sarajevo' is wellicht een heel gevoelige etnische en politieke kwestie (East-Sarajevo is de hoofdstad van de Republika Srpska-entiteit van BiH, grenzend aan de hoofdstad Sarajevo van die andere entiteit, de Federatie BiH). Dus laten we het vooral toch maar bij het judo houden dan.

Maar liefst 9 Belgische seniors zagen een opportuniteit, maar helaas, slechts 2 konden er 'scoren': - Jente Verstraeten (°01; /-48kg; IGW) verloor de finale tegen de 19-jarige Rebeka Rita Koszegi (°03; Hun), na 2 eerdere winstpartijen. - Vicky Verschaere (°00; /-78kg; JC Evergem) won brons dankzij in totaal 3 overwinningen, en een nederlaag tegen de andere bronzen judoka.

While most politicians in Bosnia and Herzegovina have remained silent on yet another halt to the opening of accession talks with the European Union, its citizens reacted with sorrow to the most recent delay on the EU path. 

While opening talks with Ukraine and Moldova on Thursday, prime ministers of EU member countries meeting in Brussels said they would only open talks with Bosnia “once certain criteria are met”. They meanwhile granted candidate status to Georgia. 

Congratulating Ukraine, Moldova and Georgia on X (Twitter), a senior analyst with the European Stability Initiative, Adnan Cerimagic, said that his “wish this evening is for all three not to fall into the Western Balkans EU accession trap of endless process… or even worse: to end up going through decades of EU discrimination and being put down, as Bosnia has.”

While many were surprised that war-torn Ukraine has been given the green light to start talks, Cerimagic drew a comparison to Bosnia. 

“For my Bosnian friends: my first thought was to imagine where we would have been today if our then war-torn country had been given EU candidate status in December 1992 and started talks in December 1993? Or at least in 2002 and 2003,” Cerimagic said. 

“My much more realistic take: friends, buckle up, this will be a much longer ride and 2024 will be even bumpier than previous year,” he added.

Bosnia submitted its candidate application in February 2016, after which it had to undergo 14 key reforms. Conditional candidate status was granted in December 2022, when the European Commission set a condition of eight crucial reforms which the country needs to make before opening accession talks.

Bosnia’s state-level government has fully adopted only four of the eight since then. However, the EU has said that Bosnia has until March 2024 to adopt the remaining measures. 

Milorad Dodik, president of Bosnia’s Serb-dominated Republika Srpska entity, one of two in the country, put the blame for the delay on the slow pace of adoption of reforms by Bosniak and Croat politicians. 

“All the priorities that the EU set before BiH, which were directly under the jurisdiction of the ministries led by personnel from Republika Srpska, were successfully implemented,” he insisted.

“All negotiation and reconciliation processes led by the staff from Republika Srpska ended with an agreement,” Dodik added on X. 

“This testifies to the true determination of Republika Srpska for BiH’s membership in the EU. Unfortunately, those who swear by the EU do not show that readiness but block the European path of Bosnia and Herzegovina,” he said. 

The decision came after EU leaders met in Brussels. Hungary’s Prime Minister Victor Orban notably abstained from the voting process on Ukraine, backing down on threats to veto it. Hungary, which cherishes ties to Moscow, has taken a strong stand against Ukraine’s membership.

The Appellate Chamber of the Court of BiH overturned the judgement convicting Sretko Pavić and sentencing him to 13 years in prison for crimes against humanity committed in the summer of 1992 in Rizvanovići in the Prijedor area and returned the case for a retrial.
