I've been working with Supervising PD Mathew Robert's office since 2016 on this case- in all it's forms- which originated from atty Lori Clark Viviano's office on real estate fraud.
My x- husband hired her & Christopher Sunnen to complete real estate and Settlements of assets on divorce in 2017.
Instead They hired investigator Mark Milton to beat me into ICU out of Blue Shield Insurance, home, kids, Support, assets, etc. And screamed "crazy" at legitimate appraisals & pre-approvals from lenders on buy out of 1067vNeptune Ave. Beachcomber in Encinitas, cA 92014.
Atty Ashby Clark Sorrenson and Paralegal Grant Funk lied about defending my real estate and family.
They're not licensed for those two important legal tasks so quit with restraining orders and attempted life with X's team of attys dozens of times coupled with slumlordingd and financial cyber abuse to hide complicit lies; similar to #FreeBritney in extreme psychologicial warfare and abuse.
I passed mental competency numerous times and what National Board of Realtors and I have found- as a Realtor for over 20 years in California- is that these attys failed to practice "Ethics" and "Race" laws with officers and judges on endless bribes and slumlordings/murders!

Why Man-Made Hazards Aren’t Deterring Buyers in Pricey Areas

Living in an environmentally hazardous area may be dangerous—but that doesn’t seem to be hurting nearby home prices.
Contrary to conventional wisdom, the appreciation of homes located in the highest risk areas with man-made hazards (e.g., air pollution) rose at a slightly higher rate, 7.4%, compared with the previous year, according to a recent report from real estate information provider ATTOM Data Solutions. Meanwhile, appreciation in the overall market was 7.1% over the same time period.
The report analyzed the price of homes in 8,665 U.S. ZIP codes that pertained to four environmental hazards: 1) Superfund sites on the National Priorities List (areas contaminated by hazardous waste that the government has prioritized cleaning up); 2) brownfields (potentially contaminated sites); 3) polluters (industrial facilities that manufacture, process, or use high levels of certain chemicals); and 4) poor air quality.
Market forces trump environmental concerns
“Market forces of low supply and high demand [have] trumped the concerns of environmental hazards in many cases,” says Daren Blomquist, a senior vice president at ATTOM. Since there are so few homes for sale nationally, “buyers are willing to go into areas that may be more risky and purchase homes.”
Home prices in hazardous areas increased 57.1% from 2012, compared with 51.1% nationally.
But Blomquist also noted that while appreciation may be higher in these areas, actual prices are lower than in environmentally safe areas.
These environmentally hazardous “areas may not have been [buyers’] first choice,” Blomquist says. “But they are close to jobs and amenities, so the buyer is willing to go into the area.”
The report also looked at the ZIP codes with the highest environmental hazard risks. They were located in Denver; San Bernardino, CA; Sheridan, OR; St. Louis; Haw River, NC; Riverside, CA; Santa Fe Springs, CA; Tulsa, OK; and Houston. (This doesn’t mean the cities were the most hazardous, only that one ZIP code within them were.)
Savvy buyers use this information to get a deal, says national real estate appraiser Orell Anderson, president of Strategic Property Analytics in Laguna Beach, CA.
“People … buy the house they can afford” even if that’s not in the most desirable areas, Anderson says. But they’ll bring up the environmental hazards ��as a point of negotiations to get a discount.”
But though many buyers will endure lower air quality, existence of brownfields, and more polluted air, they have balked at purchasing homes in designated Superfund neighborhoods, Blomquist says. These are areas that the U.S. Environmental Protection Agency has identified for cleanup because of their health and environmental risks. And that’s scary for many potential homeowners.
That may be why price appreciation is lower for homes near Superfund sites. This was the only man-made hazard that ATTOM looked at where homes in the surrounding area didn’t appreciate faster than the overall market. They increased by 7% year over year, compared with 7.1% nationally.
Foreclosures were also a little higher in these areas, by about 0.7%, compared with the overall rate of 0.4% nationally, according to the report.
Overall, though, home prices are doing well in hazardous areas. “If the price is competitive and the insurance isn’t too outrageous, the vast majority of people aren’t thinking in terms of risk,” says Chuck Watson. He’s the director of research and development at Enki Holdings, a Savannah, GA–based disaster data analytics firm.

Let’s say you’re an investor looking to buy into a new market, or into an Opportunity Zone.
Maybe you’re a mortgage broker looking to find property owners in need of refinancing.
Whatever the case may be, the right properties can be found, off-market, using Reonomy. You can search for commercial properties by location, asset type, sales history, debt history, or ownership.

You can also see the phone number, email address, and mailing address of the individuals involved in ownership if you’d like to reach out directly.
Search Portfolios by Owner Name
On the flip side, if you do know who the owner of a commercial property in California is and would like to see what other properties they own (in and outside of California), you can also use Reonomy to search by owner name or the owner of record.
To do this, simply enter the Reonomy search page and visit the Ownership tab.
Here, you can search for owning LLCs or individuals and see all of the commercial properties they own. From there, if you prefer, you can re-filter the results to sift through their portfolios more granularly.

Search California Public Records
A different approach is to combine Reonomy’s TrueOwner tool with a detailed search of California public records.
While Reonomy frequently updates its database with new public records as they become available, it’s always beneficial for people to cross-reference data by searching California public records directly.
Using a combination of tools can often be the most comprehensive way to conduct a property owner search in California.
There are a number of different public sources to review when searching for property records California. In most cases, the best places to start is the county clerk where the property is located.
Here are examples for some of California’s largest counties:
Los Angeles County Clerk
With more than 10 million people living in Los Angeles County, tracking down a specific property owner may seem impossible.
A good place to start is by searching the Los Angeles County Registrar-Recorder, otherwise known as the County Clerk. Unfortunately, at this time, the LA County Clerk’s office does not allow people to search real estate records online.
Instead, the website provides information about how to access the documents in person and/or how to request hard copies of documents by mail. A person has to travel to the Clerk’s office in Norwalk, CA between 8am and 5pm, Monday through Friday, if they want to search property records in person.
It’s not the most convenient system, but it’s a way to obtain high-quality, reliable information about commercial property owners living in Los Angeles County.
Another option is to search the Los Angeles County Assessor’s Office, which compiles information from the Assessor, Auditor-Controller and Treasurer & Tax Collector to provide records related to a property owner’s tax bill.
One of the most valuable tools on this website is the feature that allows users to search for a property by address, assessor ID, intersection or your current location. The latter two options are relatively unique as far as assessors’ databases go.
Say you’re driving by a property and don’t know its exact address. This feature will help you with your property owner search California by plugging in the nearest cross streets or, alternatively, by allowing the website to locate you on your mobile device to provide options near your exact current location.
San Diego County Clerk
San Diego County, which has experienced an explosion of commercial real estate development during this market cycle, provides a one-stop-shop for people looking for California property records located in that county.
All records, including those you’d typically find at the Assessor, Recorder, or County Clerk’s Office, are all available in one central location.
The county website allows people to search all official public records at once. Users can search by deed and/or map book and page, document type, document number, property owner name, by date or by map number. As you can see, you can search a variety of ways – but this platform assumes you have access to this information. It makes searching a general area, such as La Jolla or Pacific Beach, much trickier.
San Francisco County Clerk
San Francisco County has been a darling of the real estate community for years. San Francisco County has benefitted from a tight labor market, strict commercial development regulations, and an influx of foreign investment in recent years.
That said, those who are interested in San Francisco-area real estate can turn to the City & County of San Francisco (CCSF) Office of Assessor-Recorder to track down property owner information.
The San Francisco Property Information Map is a tool maintained by San Francisco Planning Department, which gathers its information from various city departments throughout San Francisco (unlike most other counties, San Francisco County is comprised of just the City of San Francisco).
To search the SF Property Information Map, a user must know the assessor’s parcel number (APN) or address of the property. Once again, this makes conducting a property owner search in California more challenging – especially for those who are hoping to create a list of prospects and don’t have a strong starting point.
Riverside County Clerk
Riverside County also provides a few different tools for people interested in searching California property records. The Riverside County Recorder, for instance, allows people to search using Lexis Nexis to track down any recorded documents associated with a given person’s name.
Again, you need the person’s name to begin your search; in this case, not even a property address will suffice. Moreover, the Riverside County Recorder only has records available online that date back to 1980 which can be somewhat limiting for commercial real estate professionals trying to understand ownership changes over time.
Currently, the Riverside County Assessor does not provide online access to its records. The website indicates that assessor online services will be available soon, and will include a value notice lookup and property sales viewer, among other tools and services.
Listings and Other Alternative Tools
There are a few other platforms that people can look to in certain scenarios when conducting ownership research on properties in California.
Listings platforms, for example, while generally not useful for property owner searches, can sometimes be used to connect with owners—i.e. for-sale-by-owner listings.
These tools can be valuable, but will often require quite a bit of digging.
What’s more, these online databases tend to be limited in terms of scope of information they provide about California property records and owners.
Most listings platforms include thousands of properties. There’s no limit to property coverage when it comes to public records, and unmatched depth and breadth in Reonomy’s off-market property database.

Quicken Loans Study Shows Slight Gap Between Owner Perception and Appraiser Opinion of Home Value
DETROIT, June 12, 2018 (STLRealEstate.News) — Homeowners and appraisers are coming closer to being on the same page, and in an increasing number of metro areas appraisals are even higher than what owners expected. In May, appraised values were 0.34 percent lower than expected, according to Quicken Loans’ National Home Price Perception Index (HPPI). This is a vast improvement from the year prior, when the gap between the appraisers’ and owners’ opinions was five times larger.
Both perceptions of home values and the appraisal values themselves are improving. Quicken Loans’ National Home Value Index (HVI) reported 0.71 percent growth in May. Appraisal values rose even more on an annual basis, jumping 6.56 percent year-over-year.
Home Price Perception Index (HPPI)
In the heart of the Home Price Perception Index (HPPI), homeowners are increasingly understanding their home values. Nationally, appraisal values are an average of 0.34 percent higher than owners expected, according to the HPPI. A slight tick up from April’s level, but a minuscule difference overall. While home value perceptions vary from city to city, more metro areas are experiencing appraisals that are actually higher than expected. This is the case in three quarters of the cities studied in the HPPI. Homeowners in San Jose, for example, are receiving appraisals that are an average of 2.82 percent higher than they expected. Homeowners in The Windy City, on the other hand, are receiving appraisals an average of 1.69 percent lower than what they estimated.
“Real estate is incredibly local, from style preferences to the direction of the market and everything in between,” said Bill Banfield, Quicken Loans Executive Vice President of Capital Markets. “Our hope is that this report can help homeowners realize that national headlines don’t always apply in their community. It’s important homeowners talk to real estate or mortgage experts who have experience analyzing their community when they’re thinking of selling, or utilizing their home’s equity.”
Home Value Index (HVI)
Home appraisal values rose 0.71 percent in May, according to the Quicken Loans HVI – the only measurement of home value changes based solely on appraisal data. Annually, home values posted healthy growth, increasing 6.56 percent year-over-year. The West was the only region to buck the trend of monthly gains – posting a 1.41 percent decline in value from April to May. All four regions analyzed show annual growth ranging from a 5.91 percent increase in the Midwest to an 8.42 percent jump in the Northeast.
“As we hit peak real estate season, the number of eager buyers continued to outpace the number of homes that were available, which has led to surges in appraisal values across the country and especially in the Northeast,” Banfield said. “The only remedy is to accelerate the pace of construction to fill this need.”

Why Man-Made Hazards Aren’t Deterring Buyers in Pricey Areas

Living in an environmentally hazardous area may be dangerous—but that doesn’t seem to be hurting nearby home prices.
Contrary to conventional wisdom, the appreciation of homes located in the highest risk areas with man-made hazards (e.g., air pollution) rose at a slightly higher rate, 7.4%, compared with the previous year, according to a recent report from real estate information provider ATTOM Data Solutions. Meanwhile, appreciation in the overall market was 7.1% over the same time period.
The report analyzed the price of homes in 8,665 U.S. ZIP codes that pertained to four environmental hazards: 1) Superfund sites on the National Priorities List (areas contaminated by hazardous waste that the government has prioritized cleaning up); 2) brownfields (potentially contaminated sites); 3) polluters (industrial facilities that manufacture, process, or use high levels of certain chemicals); and 4) poor air quality.
Market forces trump environmental concerns
“Market forces of low supply and high demand [have] trumped the concerns of environmental hazards in many cases,” says Daren Blomquist, a senior vice president at ATTOM. Since there are so few homes for sale nationally, “buyers are willing to go into areas that may be more risky and purchase homes.”
Home prices in hazardous areas increased 57.1% from 2012, compared with 51.1% nationally.
But Blomquist also noted that while appreciation may be higher in these areas, actual prices are lower than in environmentally safe areas.
These environmentally hazardous “areas may not have been [buyers’] first choice,” Blomquist says. “But they are close to jobs and amenities, so the buyer is willing to go into the area.”
The report also looked at the ZIP codes with the highest environmental hazard risks. They were located in Denver; San Bernardino, CA; Sheridan, OR; St. Louis; Haw River, NC; Riverside, CA; Santa Fe Springs, CA; Tulsa, OK; and Houston. (This doesn’t mean the cities were the most hazardous, only that one ZIP code within them were.)
Savvy buyers use this information to get a deal, says national real estate appraiser Orell Anderson, president of Strategic Property Analytics in Laguna Beach, CA.
“People … buy the house they can afford” even if that’s not in the most desirable areas, Anderson says. But they’ll bring up the environmental hazards “as a point of negotiations to get a discount.”
But though many buyers will endure lower air quality, existence of brownfields, and more polluted air, they have balked at purchasing homes in designated Superfund neighborhoods, Blomquist says. These are areas that the U.S. Environmental Protection Agency has identified for cleanup because of their health and environmental risks. And that’s scary for many potential homeowners.
That may be why price appreciation is lower for homes near Superfund sites. This was the only man-made hazard that ATTOM looked at where homes in the surrounding area didn’t appreciate faster than the overall market. They increased by 7% year over year, compared with 7.1% nationally.
Foreclosures were also a little higher in these areas, by about 0.7%, compared with the overall rate of 0.4% nationally, according to the report.
Overall, though, home prices are doing well in hazardous areas. “If the price is competitive and the insurance isn’t too outrageous, the vast majority of people aren’t thinking in terms of risk,” says Chuck Watson. He’s the director of research and development at Enki Holdings, a Savannah, GA–based disaster data analytics firm.

DETROIT/ Jan. 9, 2018 (STLRealEstate.News) — The views of homeowners, and those who appraise their properties, are continuing to move closer together. Home appraisals were an average of 0.5 percent lower than what owners expected in December, according to the National Quicken Loans Home Price Perception Index (HPPI). These two data points have moved closer together since November, when appraised values were 0.67 percent lower than homeowners’ estimates, and far improved from one year ago when there was a full 1 percent difference in valuation.
Increasing equity continues to be another source of good news for homeowners. The National Quicken Loans Home Value Index (HVI) reported the average appraisal value climbed 0.65 percent higher from November to December, and jolted ahead 6.17 percent compared to the previous December.
Home Price Perception Index (HPPI)
Appraisals in December were an average of 0.5 percent lower than what homeowners estimated at the beginning of the mortgage process. Although the average appraisal continues to lag homeowner estimates, the gap between the two numbers was narrower in December than it has been since March 2015. The current narrowing trend is in its seventh-straight month. While perceptions vary between metro areas, they are improving at the metro level. A negative value, which indicates that appraiser opinions are lower than homeowner perceptions, was only indicated in a quarter of metro areas measured by the HPPI.
“Appraisers and real estate professionals evaluate their local housing markets daily. Homeowners, on the other hand, may only think about their housing market when they see ‘for sale’ signs hit front yards in the spring or when they think about accessing their equity,” said Bill Banfield, Quicken Loans Executive Vice President of Capital Markets. “This is reflected in the HPPI. The housing markets that are rising quickly, like those in the West, are having appraisal values increasing above owner estimates because owners don’t realize just how quickly those markets are advancing.”
Home Value Index (HVI)
The HVI, the only measure of home value change based solely on appraisal data, showed promising growth. Values rose 0.5 percent from November to December, and 2017 ended on a strong note with the HVI rising 6.54 percent from January to December. The Northeast is the only region to show a monthly dip in value, but all regions reported annual growth – topping out with a 7.42 percent jump in the West.
“Homeowners received the gift of added equity this holiday season,” said Banfield. “With several years of growth, owners may have more equity than they realize. Many consumers use the tax season at the beginning of the year to reevaluate their entire financial life. It also provides a good opportunity for them to consider how best to take advantage of their equity while mortgage interest rates and borrowing costs are still near record lows.”

My x- husband hired her & Christopher Sunnen to complete real estate and Settlements of assets on divorce in 2017.
Instead They hired investigator Mark Milton to beat me into ICU out of Blue Shield Insurance, home, kids, Support, assets, etc. And screamed "crazy" at legitimate appraisals & pre-approvals from lenders on buy out of 1067vNeptune Ave. Beachcomber in Encinitas, cA 92014.
Atty Ashby Clark Sorrenson and Paralegal Grant Funk lied about defending my real estate and family.
They're not licensed for those two important legal tasks so quit with restraining orders and attempted life with X's team of attys dozens of times coupled with slumlordingd and financial cyber abuse to hide complicit lies; similar to #FreeBritney in extreme psychologicial warfare and abuse.

Transportation Corridors
A transportation corridor is a long, narrow strip of property that includes surface, subsurface, and air rights. It often connects two or more areas restricted to surface, subsurface, and air rights, for the deportation of goods and passengers.
Some examples of transportation corridors are: railroad and mass transit lines, public and private roads, pipelines, including oil, gas, water, and sewer lines, fiber optics, pedestrians pathways, aqueducts and canals, television cables, and electrical transmission lines.
How to Appraise a Transportation Corridor
There are different methods that can be used when appraising a transportation corridor, including Replacement Cost New Less Depreciation (RCNLD), Corridor Value (CV), Sales Comparison Approach, Across the Fence Value (ATF), Net Liquidation Value (NLV), and Going Concern Value (GCV). [1]
Replacement Cost New Less Depreciation (RCNLD) is based on the principle of substitution and is more commonly referred to as the “cost of assemblage.” It includes the cost of the part taken, appraisal costs, negations costs, title costs, grading costs, project management costs, and the acquisition and demolition of buildings. According to Dolman and Seymour, this cost can range from two to six times the Across the Fence (ATF) value. The Court of Appeals in People v. Southern Pacific Transportation Company (1978) held that “the cost of reproduction is an acceptable approach to a determination of just compensation.”
When several similar commensurate commodities, goods or services are available, the one with the lowest price attracts the greatest demand and the widest distribution. Corridor Value (CV) is determined by multiplying the ATF value and the enhancement factor. The enhancement factor is arrived at by dividing the sales price of a corridor by its ATF value.
Sales Comparison Approach is applicable when there are several sales or comparables that have sold in the subject’s market area. This approach is seldom used since there are relatively few transactions of transportation corridors that sell in the same market area.
The underlying assumption in the Across the Fence (ATF) method is that land in the transportation corridor is equal to the value of adjoining lands. When using this method, the property is divided down the centerline and each half is joined to the adjacent parcel along with the adjacent property’s highest and best use and unit value. The ATF is the sales comparison approach modified to the degree that shape, size, topography, and access are disregarded. The State Board of Equalization, railroad companies, utility companies and public agencies use this method more than others when assessing value of operating and non-operating property, ground rent, and public and private streets.
The Net Liquidation Value (NLV) is the present value of the net amount the owner will realize if the corridor is sold piecemeal over a reasonable time period. Net proceeds are determined after administrative, marketing, real estate taxes, and cleanup costs are deducted from the gross revenues.
The Going Concern Value (GCV) is the expected future profits discounted to today’s value at a rate reflecting the quantity, quality, and durability of the income.
Appraising transportation corridors is a challenging endeavor, but can be accomplished by using one or more of the methods outlined above.

I've been working with Supervising PD Mathew Robert's office since 2016 on this case- in all it's forms- which originated from atty Lori Clark Viviano's office on real estate fraud.
My x- husband hired her & Christopher Sunnen to complete real estate and Settlements of assets on divorce in 2017.
Instead They hired investigator Mark Milton to beat me into ICU out of Blue Shield Insurance, home, kids, Support, assets, etc. And screamed "crazy" at legitimate appraisals & pre-approvals from lenders on buy out of 1067vNeptune Ave. Beachcomber in Encinitas, cA 92014.
Atty Ashby Clark Sorrenson and Paralegal Grant Funk lied about defending my real estate and family.
They're not licensed for those two important legal tasks so quit with restraining orders and attempted life with X's team of attys dozens of times coupled with slumlordingd and financial cyber abuse to hide complicit lies; similar to #FreeBritney in extreme psychologicial warfare and abuse.
I passed mental competency numerous times and what National Board of Realtors and I have found- as a Realtor for over 20 years in California- is that these attys failed to practice "Ethics" and "Race" laws with officers and judges on endless bribes and slumlordings/murders!
