Random thought but did Behemo have an ulterior motive for reincarnating Allen? Since technically he wouldn’t and didn’t be born as an irregular counterpart to Rin (who was born human) and irregulars by themselves are destructive in nature.

I don't know it's confirmed that Rin was a normal human (though I'm hard pressed to think of how she would have been an Irregular). Rahab certainly seemed to think she was an Irregular (she thought there would be a world-ending event if the two of them met, which turned out to be false).

I'm not sure what the general risk is for Allen being destructive on his own. It certainly wasn't a concern of any parties involved for Lemy (though idk if that was a concern of mothy's even at the time of writing Pierrot). I think the issue of a singular Irregular is less that any Irregular on their own is dangerous, and more that an Irregular who doesn't and never had a counterpart is inherently destructive--like Ma, who never and would never have a twin to balance her out. Allen still had a counterpart in Riliane, even if she was Rin at the time.

To put it another way, I don't think Allen was able to do a Re_Birthday event on his own without Riliane there, whereas the danger with Ma is that she could start a Re_Birthday event on her own, but it would never finish in the "Re_birth" part because she was not originally part of a pair.

Anyway, to answer your question, I don't remember if Behemo's true motives for incarnating Allen are explored in depth outside of "you wanted to see your sister so I thought what the heck". It's possible that tricking Allen into performing a Re_Birthday was the plan, but I don't think it works that way (and Behemo would know that).
