Foreign secretary Shringla to travel to Nepal on November 26-27
NEW DELHI: Foreign secretary Harsh Shringla will travel to Nepal on November 26-27, the clearest signal that India is ready to engage Nepal at the highest levels, despite a diplomatic row over Nepal’s ill-judged map-making that has clouded bilateral ties for the past six months. Shringla’s visit, his first in his current capacity comes after a visit by Army chief Gen M.M. Naravane and an unusually public visit by Samant Goel, chief of India’s external intelligence, R&AW. An official press statement said, “The visit is in keeping with the tradition of regular high-level exchanges between the two countries and the priority India attaches to its relations with Nepal. During the visit, Foreign Secretary will meet his counterpart and other Nepalese dignitaries to discuss the wide-ranging bilateral cooperation between the two countries.” Sources here are quick to point out that India has not diluted its opposition to what India called its “cartographic aggression”, when Nepal included Indian territories of Kalapani, Lipulekh and Limpiyadura in their map. While the Nepal PM K.P. Sharma Oli fanned nationalistic sentiment on the map issue, the trigger had been India’s decision to inaugurate a road to Lipulekh by the defence minister in May. The expected Nepalese angry reaction was dismissed by the army chief himself as being done “at someone else’s behest.” After the Nepal parliament voted to change their national emblem by including these territories, a freeze descended on high-level bilateral ties. It was a phone call by the Nepalese PM KP Oli to Narendra Modi on August 15 that signalled the first thaw. A second birthday message to Modi on September 17 added to it. India, sources said, was reaching out because the Nepal relationship was too important to stay hostage to a cartographic row. Besides, they said, the territories in question are in Indian possession, which makes it easier for India to shelve the row in view of the larger strategic relationship. India also doesn’t want to leave the space open for China to entrench itself in Nepal. There has been a lot of Chinese activity inside Nepal of late, including Chinese activism in Nepalese domestic politics. India was equally mindful of the fact that high-level diplomatic freeze between India and Nepal, while alarmingly regular, had in the past impacted India’s developmental activities in that country. So the MEA made a distinction between engaging the people of Nepal from the ruling combine. In the past months, India has rolled out a large number of their high impact, small developmental projects across the country, including connectivity projects. Nepalese leaders, particularly foreign minister Pradeep Gyawali went on record to say Kathmandu had requested for boundary talks but India had been non-committal. But sources said Shringla’s visit would not include boundary discussions. Meanwhile, the Nepal government’s assertion that China would fill the India-sized gap was marred by reports that China had already encroached upon and taken several Nepali villages — According to a report by Nepal’s own Agriculture survey department, China has illegally occupied Nepal’s land in several places spreading over seven bordering districts like Dolakha, Gorkha, Darchula, Humla, Sindhupalchowk, Sankhuwasabha and Rasuwa. During the recent visit by Gen MM Naravane, his Nepalese counterpart reaffirmed the strong bilateral ties between the two armies, indicating they had no intention of befriending the Chinese and give up the India relationship. It was a reassurance that India has reciprocated.
