HIV WORRY - Health officials here are concerned that a number of Barbadians are turning to unauthorized providers for HIV rapid testing the diagnostic tests which use either blood sample or oral fluids, and which produces results within 20 to 30 minutes. The Ministry of Health has issued an advisory warning that only healthcare providers sanctioned by the ministry are authorized to conduct the test. The advisory is in response to reports made to the ministry about members of the public receiving inaccurate results after being tested by unauthorized providers, the Barbados Government Information Service (BGIS) said in a release issued this evening. The BGIS release said while tests may appear to be simple, they were highly prone to error, which could occur at any point in the testing process, either with the equipment or by the person performing the test. It also quoted Dr St John as explaining that the ministry had gone through a validation process to determine to the reliability of the test kits used here, and it had found that not all kits had reached the minimum standard of accuracy. As a consequence, some HIV rapid test kits led to a higher rate of false results than others, even if they were used correctly, based on the manufacturer’s instructions, the BGIS said. “The two types of HIV rapid tests currently being used by the Ministry of Health have been validated and there is an ongoing quality assurance programme to maintain accuracy of test results. “Such rigorous quality monitoring is not done for HIV rapid tests done beyond the auspices of the Ministry of Health. This is why the ministry has taken a very stringent stance on the use of this technology in Barbados to protect the health of the public,” it quoted the Chief Medical Officer as saying. The HIV rapid testing programme started in 2010 and by the end of 2016 just over 13,000 tests had been done, the majority of whom were women, the BGIS quoted Senior Medical Officer with responsibility for the HIV programme Dr Anton Best as saying. The Ministry of Health carries out HIV rapid testing at select polyclinics, the Ladymeade Reference Unit and for community outreach events. (BT)
HOSPITAL DRESSING DOWN - Frustrated with the poor standard of dress Barbadians consistently exhibited at the Outpatients Clinic of the Queen Elizabeth Hospital (QEH), staff took matters into their own hands this week. The clinic officials manufactured an “ad hoc” new dress code notice, informing visitors that with effect from April 1, those doing business at the facility would not be allowed in unless adhering to certain “rules” of attire. But the move backfired yesterday, when hospital management asked the staff to remove the unofficial notice since it did not meet the required standard of the QEH. The sign warned clinic visitors that no persons would be allowed in wearing low-cut, revealing blouses or dresses, sagging pants, frayed or cut-up pants, revealing boxers, or “pum-pum” (short) shorts. SHARE THE PRIZE POT, SAYS ARTISTES - Bashment of another kind could be brewing at this year’s Barbados Yellow Pages Bashment Soca competition. With the competition’s second edition expected to be held on July 7 at Kensington Oval, several bashment soca artistes have already created controversy by telling the SATURDAY SUN they were fed up as the competition was one where the “winner takes all”. Artistes Lady Essence, Hardware, Sherrian Norris and Stabby were all of the opinion that the $500 performance fee given to the non-winning artistes at the finals was simply not enough to offset the huge expenditure they must incur. Lady Essence said she spent over $4 000 in preparing for last year’s competition. (SS)
NO TO MUSIC BAN – Why put a ban on music? This is the general consensus of several drivers and conductors of public service vehicles (PSVs) who are against the move by Minister of Transport and Works Michael Lashley to ban the playing of music in these vehicles come June. Lashley made this announcement while speaking at the Estimates of Revenue and Expenditure last month. He linked the behaviour of students to the subculture he said was being fostered through the kind of music being played. However, his comments did not sit well with some PSV operators from the River van stand. Michael Brathwaite, who has been conducting PSVs for years, told the SATURDAY SUN he was not upset by the Lashley’s idea but stated the ban should be placed on certain genres. (SS)
RUBIS: WE’RE NOT VICTIMS - Petrol stations operating under the Rubis brand have not been falling victim to unscrupulous vehicle operators who allegedly fill up and drive out – at least not to any large degree, the company’s top executive said. One local media report on Sunday quoted some petrol station operators as stating that gasoline and diesel thieves were filling up their vehicles and driving off without paying, which could force the service stations to insist on payment before serving drivers. Additionally, police said the licence plates on the vehicles involved were often fake, hence the reason there had been no arrests, the report said. However, in an interview this week with Barbados TODAY, Chief Executive Officer of Rubis West Indies Limited Mauricio Nicholls said there was nothing to suggest that Rubis-branded service stations were being hit. Nicholls added that the stations, which are operated by private dealers, remained vigilant in watching for possible thieves. “Generally speaking we have not seen much of that in Rubis,” Nicholls said, adding that he was not aware of Rubis service stations being a major target for bounce cheques. PROTEECT US - The Freundel Stuart administration is being asked to make good on its promise to implement a savings protection guarantee scheme for the approximately 183,000 members of the 34 registered credit unions here. It was last October that Minister of Finance Chris Sinckler had said a draft of the legislation to establish the scheme was being fine-tuned and should be “in the hands of all industry players” for comment before December. Sinckler had also said he had expected the Bill to go before Parliament for approval “before the Christmas break”. However, there have been no signs of progress since, and credit union officials are still awaiting an update on the matter. Sinckler was not available for comment Friday, but Chief Executive Officer of the City of Bridgetown Co-operative Credit Union (COB) Steve Belle told Barbados TODAY the issue of savings insurance has been ongoing for “a number of years” and he was anxious to see the measure put in place. The deposit insurance fund would provide protection for credit union members up to a stipulated amount if a credit union fails. There is already a similar measure in place for commercial banks, which provides cover for up to $25,000 for every account holder. A group was set up by the Barbados Co-operative Credit Union League Ltd more than a year ago to conduct research and submit findings to the Ministry of Finance to help in the process of setting up the scheme for the sector. The assets of credit unions here stand at $2 billion, according to the 2016 Financial Stability Report, produced by the Financial Services Commission (FSC), whose Chief Executive Officer Randy Graham had given the assurance early last year that the legislation would likely be in place by the end of 2016. At the time, Graham had said the FSC and the Central Bank had already looked at the funding requirements and were “actively hoping to have that in place in short order, as soon as we get the legislative framework for the deposit insurance”. EPA PLAN TO BE REPLACED – Barbados IS resetting its implementation strategy of the Economic Partnership Agreement (EPA) with the European Union as Britain prepares to exit the EU. Officials engaged in the process participated in a public/private sector partnership forum to start the dialogue that will chart the course for future engagements. But even while this was being done, Minister of Industry, International Business and Small Business Development Donville Inniss said CARICOM and the Dominican Republic, which comprise CARIFORUM, must grab hold of any opportunity despite the atmosphere of uncertainty in the EU. “We must stop sitting down here in the sunny islands of the Caribbean complaining and expecting manna to drop from heaven. It’s not going to happen,” he admonished at the start of the forum at the Radisson Aquatica, St Michael. (SS)
REPLACE IMPORTS, SAYS PAUL – Chief Executive Officer of the Barbados Agricultural Society (BAS), James Paul, wants local farmers to increase their production. And he believes that import substitution is the way to do it. Speaking during a press conference at the BAS’s Grotto, St Michael headquarters this week, Paul said if Barbados was serious about developing the agriculture sector, this was indeed the way to go. Import substitution refers to the use of domestic products to replace imported goods, or limiting the importation of industrial manufactured goods to promote domestic industrialization. (SS)
MEDIATORS GET TRAINING – Mediators across Barbados are now better equipped to solve disputes. This is thanks to a special mediation refresher course which was held recently by the Improved Access To Justice In the Caribbean (IMPACT) in association with the Supreme Court of Barbados at the Lloyd Erskine Sandiford Centre (LESC). Regional project director for IMPACT Justice Professor Velma Newton said the project was in its fourth year and had three major components. These areas were the drafting of modern legislation, legal profession upgrading and also training people in means of alternative mediation. (SS)
SPREADING MESSAGE OF PEACE – For the past three years Neville Samuels has been driving around Barbados with a message affixed to the back of his vehicle – it is a plea to put the guns down now! The message reads: “God wants to use you. Nothing matters more than having God’s will for your life – Please put the guns down now! Samuels told the SATURDAY SUN that as he travels throughout Barbados in his red open-back truck he knows that people read the message which is written in bold black with a marker. “As a Christian I love the Lord and my aim is to spread the gospel; it doesn’t matter what media or what medium – just spread the gospel. That is what God put us here for,” he said, pointing out that people usually acknowledged his message with a tooting of their horn or a thumbs up as he drove by. (SS)
NIS SCARE – The National Insurance Scheme (NIS) could face serious financial problems and challenges to meet pension payments by the year 2067 – or even earlier – if the current trend of an ageing population continues, Minister of Social Security Dr Esther Byer-Suckoo Friday revealed. The minister made the disclosure to Barbados TODAY even as she sought to ease the fears of senior citizens who are worried that their pensions are being placed in jeopardy by the NIS’ continued funding of Government programmes. “The fact that Barbados is an ageing population, our retirees and pensioners will live longer and at the other end the younger persons who would be earning and contributing there are less. At this point it is not a concern, but if the trend continues we could see that in another 50 years, or maybe even less, there would be a challenge in the balance in persons contributing and persons receiving benefits, mainly the pension benefits,” Byer-Suckoo said. The Barbados Association of Retired Persons (BARP) said it was “very much concerned” about the stability of the NIS and the safety of pensions, and it was keeping a close eye on the scheme. Its fears are driven by the NIS’ financing of the Freundel Stuart administration’s social programmes. The scheme last year contributed $123 million to Government’s financing needs, according to the Central Bank of Barbados report for 2016. (BT)
MYERS: WE’RE NOT HOARDERS - The tourism sector here is not hoarding money. That was the emphatic position of Chairperson of the Barbados Hotel and Tourism Association (BHTA) Roseanne Myers as she firmly dismissed claims that private sector tourism officials were secretly stashing away large amounts of foreign exchange while the island continued to struggle with low international reserves. Far from hoarding, the sector was fighting to keep revenue in line with the increased visitor arrivals, Myers yesterday told a trade forum themed Beyond The Border: A Practical Approach to Economic Sustainability, at the Radisson Aquatica Resort. She said those making the accusation were simply afraid that the economy could get even worse. Myers did not point fingers, and it was not immediately clear to whom she was referring, although a former Central Bank senior economist recently accused the hotel sector of shipping critical foreign exchange out of the country, although she made no claims of hoarding. GOVTS BLAMED FOR NOT WILLING TO SHARE – If regional governments were more forthcoming, the Caribbean would have a lot less issues, said the head of the regional body representing labour. During the lunch break of its annual general council meeting yesterday, held in the Barbados’ Workers Union Solidarity House, president of the Caribbean Congress of Labour (CCL), Jennifer Isaacs-Drayton, chastised some regional administrations for withholding information from organisations such as hers, information necessary for progress. “I think in many of our countries, the lack of Government sharing information with their social partners – the workers, the employers . . . we would not have had many of the issues which have been raised regarding things like the CARIFORUM/EU Economic Partnership Agreement (EPA) because the social partners would have been at the table to negotiate it. LITTLE OF LOWE’S PERFORMANCE - The comfortable majority which Dr Denis Lowe enjoyed in Christ Church East in the 2013 general election is under threat, with many of his voters rubbishing his performance as Member of Parliament, when Barbados TODAY went on a three-hour Pulse of the People visit to the constituency Friday. The majority of the people with whom Barbados TODAY spoke were longstanding supporters of ruling Democratic Labour Party (DLP) and had helped Lowe defeat Wilfred Abrahams of the Opposition Barbados Labour Party (BLP) by 3,455 votes to 2,487 when the two went head to head in the last election. But with a general election due in a year or so, many of these same voters are no longer sure Lowe is their man. While these DLP faithful had not thrown their support behind the BLP, their dissatisfaction with their representative meant they had moved to the “undecided” category. Sargeant, who lives near Round Rock, Silver Sands, had a litany of complaints, including broken promises to build a bridge over a stream in Round Rock and the provision of a crane at Oistins to haul boats. The fisherman said boat owners were forced to travel as far as St John to haul their vessels during inclement weather, leaving them as much as $3,000 out of pocket. For example, architect Julian Harding of 4th Avenue, Chancery Lane North said he was terribly unhappy that Lowe had not followed through on a promise to install street lights in his area, which is extremely dark at night. The 67-year-old Harding’s business has “hit rock bottom” and because he had not contributed sufficiently to the National Insurance Scheme, he does not qualify for a pension. Farmer and businessman Harrinarine Ramossar, who has a fruit and vegetable stall along Chancery Lane Main Road, also left no doubt about his feelings for the Member of Parliament. “He is no use,” Ramossar declared, adding that Lowe’s stewardship of the constituency was poor.In Parish Land, the unemployed Cameron Brewster was adamant there must be a change of Government, while in the same area, pensioner Keith Cox, a BLP supporter since he was 14, said he would like to see the back of both Lowe and the DLP. Two other BLP faithful who were at the same house made no secret who they would back at the next election. One of them, a middle age man who wanted to remain anonymous, was so sure the present Government, including Lowe, would lose, he was prepared to bet his life on it. As he spoke, the other unidentified resident chimed in, “I know there is one person who ain’t getting back in . . . the Prime Minister.” (BT)
CAVE SHEPHERD BEEFS UP CARD SECURITY – Cave Shepherd & co. Limited is ramping up security on its visa credit card to further protect against fraud. Director of the Card Services Unit Alison Browne-Ellis said they would this month introduce a Transaction Alert Service that would send text or email messages to cardholders when cards are used at the point of sale, online or for telephone purchases. “This feature is an additional layer of security that protects the cardholder’s family against credit card fraud,” she said, explaining that the card already has chip technology, which is an international security standard that allows cardholders to shop with greater confidence. Browne-Ellis made the announcement yesterday during the signing of a memorandum of understanding with the Barbados Institute of Management and Productivity (BIMAP) that paves the way for educational financing of students and alumni of the Wildey institution through the Cave Shepherd Visa Credit Card. POLICE SEARCH FOR MISSING CHRIST CHURCH BOY - Police are searching for 16-year-old Jevon Elcock of Gibbons Boggs, Christ Church who went missing last night. Elcock was last seen by his mother Anna-lisa Elcock around 11 p.m. at home. At the time he was wearing a turquoise ‘Hollister” short sleeved tee-shirt, dark blue long jeans pants, and red and blue “Hollister” slippers. Jevon is five feet, 11 inches tall and is slim. He is light brown in complexion and walks with an erect appearance. Jevon has thick lips, large ears, both of which are pierced, small eyes, and a twisted hair style. He also has a tattoo on the right side of his chest with the initials “OTS”. Anyone with information on the whereabouts of Jevon Elcock is asked to contact the Oistins Police Station, at 418-2612, or 418-2658, police emergency number 211 or the nearest police station. (BT)
ST. JOHN MAN WHO FIRED AT POLICE REMANDED – Twenty-year-old Torion Bryan Holligan of Pool Land, St John has been remanded to jail after being charged with two counts of endangering life. According to police, Holligan and another man opened fire at officers at Todds Land, St George on March 30th, 2017. Holligan appeared before Chief Magistrate Christopher Birch in the District ‘C’ Magistrate Court on Thursday. He will reappear in the District ‘B’ Magistrate court on April 11, 2017. The second man is currently in custody assisting police with investigations. (BT)
EX-CON ON DRUG CHARGES FOUND GUILTT – An eight-member jury today found Shawn Barker of #7 Two Mile Hill, St Michael guilty of three drug offences. Barker was on trial in the No. 5 Supreme Court for possession, possession with intent to supply and trafficking of 227.5 kilogrammes of cannabis. The offence occurred on May 3, 2013 while he was in the country’s territorial waters. The jury took just over an hour to return the verdicts after weeks of hearing evidence from several police witnesses and Barker. His conviction record showed that his criminal career began in 1996 when he was sentenced for possession of a pipe gun and had amassed five other convictions, including possession of cannabis. His sentencing hearing continues on June 6 when a probation officer is expected to reveal the findings of a report into Barker’s life, which was ordered by Madam Justice Jacqueline Cornelius. Principal Crown Counsel Anthony Blackman prosecuted the case, while the accused represented himself. (BT)
FOOLISH FIGHT! - A man and a woman who faced a Bridgetown Court on a charge of causing a disturbance at One Accord Plaza car park yesterday have been ordered to keep the peace and be on good behaviour for the next three months. If Zandy Nowen Jones of Lower Estate, St Michael and Roseann Joyann Hunte of #6 Jackson Terrace, Lower Estate, St Michael breach the order they would have to pay the No. 1 District ‘A’ Magistrates’ Court $750 forthwith or sentenced to one month in prison. Furthermore, Jones who was separately charged with assaulting Hunte, will have to pay $100 within a week in compensation for Hunte’s injuries, or spend seven days at HMP Dodds. According to prosecutor Station Sergeant Neville Reid, police responded to a report of two people fighting at the car park in Jackson, St Michael. Jones, who was a passenger in a truck, hit Hunte’s car with the door of the truck. This led to a verbal exchange, which turned physical. The two, who are known to the law courts, were arrested and charged, and pleaded guilty before Magistrate Douglas Frederick this morning. In addressing the court Jones wasted little time in apologizing for assaulting Hunte saying: “I should know better.” However, he said Hunte had “provoked” him because of “her attitude and aggression”. “The manner in which she approached me, her hand all up in my face. She provoked me, Your Honour. I choked her, your honour, I did not hit her, I just hold her, I refused to hit her. . . . But I is a big man I should know better. “I am really truly sorry for putting my hands on her. I have sisters, a mother and two daughters, I don’t disrespect women,” Jones told the magistrate. However, Hunte denied provoking Jones. “I did not provoke this man, this man provoked me first,” she insisted. “He start to choke me; all the marks on my neck. Sir, I couldn’t do anything if a man has my neck lock off,” she said, adding that Jones also “went for a piece of pipe”. “You are a liar,” Jones replied to that accusation. Frederick, in handing down his sentence, pointed out that the two had caused an unnecessary scene in Warrens over a “foolish matter”. (BT)
FRANCHISE FOOTBALL COMING TO THE REGION – Regional football is on the cusp of receiving a major professional boost. The 2017 Islands Cup Open was launched at the Usain Bolt Sports Complex Friday with plans to introduced franchise-type football to the region which will see several of the Caribbean’s greatest players as well as marquee internationals involved. Though not stating financial specifics, an official document subsequently distributed by Anderson-Joyeau indicated that the annual operational budget would not exceed US$17 million per year in the first three years but there would be an increase in the fourth year estimated at US$25 million, and also with an increase in franchise teams. Anderson-Joyeau said Barbados would be the training base for the 12-week tournament that runs from July 6 to 16. The teams to compete this year are Combined Islands, Trinbago Oilers, Suriname Gladiators, Jamaica Ruffnecks and Barbados Challengers. Scouting and recruiting have already commenced. Anderson said eight franchises would be involved. (BT)
BRIDGETOWN BURNING NEXT SATURDAY – The 18th Bridgetown Burning International Martial Arts Championship kicks off at the Lloyd Erskine Sandiford Centre on April 15 at 2 p.m. The event will feature international Chinese kickboxing (Sanda) athletes from Canada, Bermuda and Barbados and Trinidad and Tobago. The disciplines will also include Taekwondo, Olympic wrestling, sports, kung fu and karate. Guest of honour will be Minister of Tourism and International Transport Richard Sealy. The main event will be contested between Sentwali Woolridge of Bermuda and the number three world ranking Zack George of Canada. Woolridge will not have far to look for “inside information” before his main event bout at Bridgetown Burning in Barbados next weekend.
