Convicted by camera: Cold-call scammers who preyed on the elderly

What motivates you?’ shouts a call centre manager. ‘Money!’ his team cry back.

‘What motivates me?’ the man goes on. ‘Deals. And, without deals, none of us are going to get any f****** money, are we?’

This callous exchange was captured on CCTV inside an office in Swansea, where a team of cowboy cold-callers pressurised elderly people into buying boilers that never arrived.

The gang, operating under the name Renewable Energy Centre Ltd, or REC Home Audits, offered a ‘free’ boiler under a ‘Government scheme’ with an upfront fee of £299 or £399.

But, of the 1,200 people who paid the fee, only three received boilers. Even then, the three customers, who were all elderly, did not get their boiler free of charge, as they were unwittingly signed up for monthly payments lasting 12 years.

The company’s three directors and a compliance manager have now been found guilty of conspiracy to defraud following a four-year investigation.

Kyle Lewis, Darren Palmer, David Alford and Jason Cunliff will be sentenced at Swansea Crown Court later this month.

The group called themselves The Wolves Of Wind Street after the Hollywood blockbuster The Wolf Of Wall Street, a film about corruption and fraud among stockbrokers.

Wind Street in Swansea is where the fraudsters were found to be spending up to £5,000 a week on raucous nights out, treating staff to boozy Saturday evenings.

It is thought they were making around £50,000 a week from their scam, which mainly targeted elderly people, before they were shut down.

The group were found guilty of their crimes at a criminal trial after a four-year investigation carried out by Swansea Trading Standards. They had been operating from a city centre office block in Swansea, once dubbed Britain’s cold-calling capital.

The Welsh city earned the nickname after the Information Commissioner’s Office (ICO) took action against six Swansea-based firms which had been pestering households between 2013 and 2016.

THEIR BRAZEN LIES EXPOSED…

The guise:

Caller: ‘I’ve been asked to give you a quick call from the energy centre based in Swansea as we deal with Government grant schemes.

‘You’re getting £2,500 to £3,000 worth of work done for £400.’

The pressure:

Victim: ‘I’m not interested.’

Caller: ‘No, you just don’t want a free boiler?’

Victim: ‘What’s the catch?’

Caller: ‘There is no catch. It’s Government funding, that’s all.’

The manipulation:

Caller: ‘I really want to guarantee this funding for you, OK. Just hold the line a moment please. OK?’

Victim: ‘OK, thank you.’

(The caller boasts to a colleague about the scam. After a stroll about the office and a puff on his e-cig, he returns to the phone.)

Caller: ‘Hello there, thank you so much for holding. I’ve gone to speak to one of the directors now and there is a way we can do it.’

It meant that, for years, many households associated the dialling code 01792 with nuisance calls.

Following a ‘big day of action’, Swansea Trading Standards stormed the REC Home Audits office in 2015. Once inside, they seized damming CCTV footage and thousands of phone recordings revealing the extent of the group’s operation.

In one particularly distressing video clip — aired during BBC Wales’s consumer rights TV show X-Ray — you can hear a caller dressed in jeans and a T-shirt mocking how easy it is to ‘milk’ victims.

Investigators also found what appeared to be a score chart, where staff would keep a tally of how many people each employee had managed to get money from.

Posters on the walls gave team members a checklist of questions they had to ask before they could pass on their lead — such as whether the customer knew the price. On the poster, someone has changed the £299 fee to read £399.

Victims were repeatedly reassured that the funding scheme was run by the Government, in a bid to make it appear legitimate.

In reality, you need to be on benefits to qualify for a free boiler — something callers never said. If customers tried to delay making a decision, callers piled on pressure by claiming they would miss out if they waited because the money would be gone.

In a CCTV clip, a caller gloated to a colleague about using this tactic on his victim: ‘She thinks I’m going to speak to a director now, to guarantee the funding. She wants the work done September, October. I said the fund will be gone by then.

‘So what I’m going to do is ‘speak to a director’, which I’m not. You are milking them, bull******** them.’

Callers would often try to keep customers on the phone for as long as possible in order to wear them down, with many calls lasting around an hour.

Among those left out of pocket are John and Sonia Owen, who paid REC an upfront fee of £399.

The firm sent someone out to do an audit of their smart terrace home in Rhymney, Caerphilly, South Wales, as promised — but that was it.

Under the terms of the government scheme you need to be on benefits to qualify for a free boiler — something the callers never said

John, 67, a retired long-distance lorry driver, was recovering from two knee replacements when he took the call out of the blue four years ago.

‘They told me if everything went tidy, I’d have a free boiler and a free central heating system,’ he says.

‘Someone came around and looked at the energy consumption for the whole house, double glazing, the lot. It seemed straightforward, so I paid the £399 fee.’

But the couple became suspicious when they didn’t hear anything more for several months. And when Sonia, a retired care worker, 72, went online, she discovered the company was no longer trading.

She says: ‘It made me feel bitter and annoyed to think people can do that and get away with it. I just hope they get sentenced and their assets taken off them. They should be made to pay everybody back.’

John warns elderly people to be wary of similar scams in the future.

He says: ‘They target people of a certain age. I didn’t suspect a thing. But it was a clever con and I don’t want other people to get caught out. I trusted them, but, in the end, it failed and now I don’t trust anybody.’

The couple were able to retrieve some of their money through their bank and they have now had a brand-new boiler installed by British Gas.

Rhys Harries, of Swansea Trading Standards, says: ‘It’s a problem we’ve had to deal with as we’ve had so many problem call centres in Swansea. It’s got to the point now where we’ve just got to take decisive action on these companies to stop it.

‘They were using all sorts of techniques to try to manipulate people. They would constantly pressurise people — they would put on pressure and pressure and pressure.’

The group are due to be sentenced at Swansea Crown Court on April 15. Victims say they hope the quartet will be forced to pay back the money they took.
