Lahore, September 20: Punjab Information Minister Azma Bokhari stated that the people of Punjab are sensible and pay attention to the performance of the government instead of empty rhetoric. Therefore, the founder of PTI does not enjoy the support of the masses here. Asserting that the founder of PTI is not popular in Punjab. She claimed that only people from Khyber Pakhtunkhwa attended the Jalsa in Islamabad and they just talked about disintegrating the country and threatening institutions. Azma Bokhari mentioned that people from Khyber Pakhtunkhwa have been holding rallies for six months while their province is in debt by a thousand billion rupees. Farmers’ Protests: Understanding the Swaminathan Committee's recommendations for farmers

The country faces an upside-down situation with the recent farmer's protests. This has been going on for days regarding different issues. One of the needs that has been constant since 2010 is the execution of the Swaminathan Committee's report. 

 From Punjab to Tamil Nadu, Maharashtra to Madhya Pradesh, farmers have been asking for these recommendations to be put into action.

In the capital city, there is a heavy presence of protesting farmers calling for guarantees on Minimum Support Price (MSP), the enactment of the Swaminathan Committee report, changes to the Electricity Amendment Bill, and debt relief.

The BJP-led central government explains they need to take their time to consult everyone before making a law to ensure MSP for crops. Meanwhile, Rahul Gandhi, from the Congress party, reassures farmers that if his party wins, they'll ensure every farmer gets legal protection for MSP, following the Swaminathan Commission's recommendations. In 2019, after withdrawing the controversial farm laws, the Narendra Modi government acknowledged 200 out of 201 proposals from the Swaminathan Commission, including the MSP demand. 

What is the Swaminathan Commission all about?

The late Mr MS Swaminathan, a well-known agricultural expert and recipient of the Bharat Ratna award, chaired the National Commission on Farmers. This commission issued a total of five reports between December 2004 and 2006. 

 The then government in 2007 sanctioned the National Policy of Farmers, based on the draft. 

The plan involved improving things like land and other resources and providing farmers with good seeds timely. It also included giving them enough money from banks and confirming farmers come under the national safety plan. The commission ensured fair pricing of crops, among other things. 

More insights of the commission's report:

Farmers protesting wanted a promise that crop prices would be fair, following the Swaminathan Commission's idea of the 'C2+50% formula.' This means the government should set prices at least 50% higher than what it costs farmers to grow crops. It includes things like the cost of land and capital ensuring that farmers get enough money. They also wanted the three farm laws cancelled: about trading crops, agreements on prices, and about controlling essential goods.

The panel found that problems like lack of land reforms, water issues, and farmers feeling exhausted by outdated technology were causing them to take their lives. Miserable weather conditions also made things worse. The panel wanted farming to be under both state and central government control to help. They also said corporates shouldn't take over farmland for things other than farming. They suggested rules for selling farmland too.

The commission said farmers should have fair and steady access to water for their fields. They also suggested investing more money seeing that there's enough water for farming, but this plan isn't used anymore.

To increase the productivity of Indian agriculture a group suggested putting more money into things like farm buildings and roads. They also said farmers should take better care of the land by not disturbing it too much. The practice helps the soil stay healthy.

They also talked about giving farmers easier ways to borrow money. They said the government should help make loans cheaper. They thought about Kisan Credit Cards for lady farmers so they could get loans too.

The group suggested making a special fund to help make insurance better for people living in the countryside. This fund would help pay for things to make insurance easier for them.

Union Budget is coming. Elections are in full swing in five states. The Uttar Pradesh election will decide the fate of the country. This election is crucial for Modi-Yogi. The farmers of Punjab have set their eyes on the election campaign by winning the battle. How much voters like Sidhu-Chani's chuckles here, it will be decided in one phase of elections. It is going to be known whether Dhami can create a ruckus in Uttarakhand.

In Goa, all eyes are on the BJP which has avoided Manohar Parrikar's son. So the effect of BJP alliance in Manipur will be seen by linking it to the North-East policy of the government. But in these five states, the eyes of crores of voters are definitely fixed on the Union Budget before the elections, in whose hands the fate of the country is also and the fate of political parties in the states also depends on their thinking. How much the budget just before the elections can make the common man happy. How much relief does their pocket get? How much hope of getting jobs to the hands of the youth does this budget create. How much can the fragrance of budget spread in women's kitchen.

How much relief does it take in epidemics like corona and health expenses. What are the benefits for industries? The government will be tested in the budget on electricity, road, water, roti, cloth, house and the evaluation is in the hands of the voters. So the farmer is going to take the biggest decision, will the government's efforts on their farms and barns in the budget make arrangements to throw out the bad memories of the farmers' movement from their hearts and minds? So it is certain that along with all the political equations, the role of the budget is also going to be important in forming the opinion of more than 18 crore voters of these five states.

Union Finance Minister Nirmala Sitharaman has already said that this time the budget will be like never seen before. So expect that the budget will be such, in which farmers, youth, income tax payers, students, small and big businessmen, women, industrialists, etc. will see that happiness on their faces which is not seen yet. If the budget will be full of relief and will get rid of inflation, then crores of anti-voters of five states will also have some centi. If the price of petrol and diesel is reduced, then hundred percent voters will be affected. If the price of domestic gas cylinder is reduced, then half of the population will pray. If the government brings a special package for the farmers, it will be able to woo the voters towards its party.

It has been estimated that people are waiting for a booster dose in the economy affected by Corona. There is a possibility that the government may restructure the tax slabs and deductions in section 80C. There can be more and more allocation in the Pradhan Mantri Awas Yojana and the emphasis will be on its implementation. The emphasis is on the rural and agricultural sectors. More budgetary allocation for rural sector can be seen.

Some new provisions can be made for the agriculture sector. In manufacturing or manufacturing, the government may continue with production-linked incentive schemes for more and more sectors. We can see duty hike for imported items like electronics, tyres etc. Various items are also attracting very low import duty. The government can impose import duty on them too. The broader focus will be on promoting domestic manufacturing.

So Nirmala Sitharaman's budget will be enough to give a feeling of booster dose along with Kashi-Viswanath temple and Ram temple in the eyes of voters of Uttar Pradesh or else it will force them to think about something else. So the provisions of agriculture can also be seen trying to bring the farmers of Punjab under the BJP's stream by pouring ointment. In Uttarakhand, the tradition of swapping can be put to an end.

So Mohini can make an impact on the voters of Goa-Manipur. Let's see how much the budget package of Nirmala Sitharaman looks to tighten inflation in view of the elections of five states. Then it can also be expected that if the gift of Nirmala will be such that no one has seen it yet, then it is certain that the voters of five states will also not accept such return gift as Modi-Shah and Nirmala have done now. Farmers will continue to be treated as vote banks...

It's most unfortunate that the non-farming pressure groups outside the farming community pressurized the farm laws to be repealed by the Centre. Most of the farmers outside Punjab belt acknowledged the long term positive impact arising out of the farm laws. In the current state of farming, transformational reforms are required to ensure the farming landscape is radically changed to ensure the farmers get the access to the right markets and the right prices for their produce. More than anything else, farming needs to get out of the traditional methods and practices by making it more productive and profitable for more people to take up farming activity in India. 

It is equally unfortunate that the farmers were and are treated like vote banks during the elections by way of sops like loan waiver, free electricity and so on. No legislative measures have ever been attempted to uplift the lives of the farmers by making their practices more productive and lucrative. Such election time sops/ measures were just aimed to reap the votes of the farmers which provide temporary relief to the beleaguered farm community. 

What they actually need is transformational reforms to reap the maximum benefits out of their hard labour. In the states like Punjab, the middlemen or the arhtiyas play a major role on controlling the farmers, their produce and the agricultural mandis or the markets. They also happen to be the largest loan givers to the farmers and in return control the produce raised by the farmers by denying their rightful price. This vicious cycle of debt puts the Punjab farmers in a permanent debt trap and suffer at the hands of the arhtiyas. 

It was pretty much clear that the arhtiyas’ role in the farmers' protest was obvious given the control they wield in the political landscape in Punjab. No wonder, farm laws have become political hot potato in the upcoming assembly elections in Punjab. Added to it, none of the pressure groups which stalled the farm laws had alternative plans and proposals which could unshackle the farmers from the clutches of the middlemen and the market cartels. 

Eventually the much needed farm laws have been shelved and that does not augur well for the farmers and the farming community at large. Without the much needed transformational reforms they would continue to face battles on all the fronts, particularly on the denial of right prices and finding a fair market for their produce.The ambition of doubling the farmers income will remain a pipe dream in the absence of such transformational laws.

Pressure groups without any alternate proposals and by successfully stalling the farm laws, have again reduced the farmers to mere vote banks in the future elections too. And there seems to be no end to this vicious cycle..

Senior Provincial Minister Marriyum Aurangzeb issued details for provision of relief in the electricity bills. Relief of Rs 14 per unit in the electricity bills has started reaching to the electricity consumers ranging from 201units to 500 units. According to the details being issued, a mega relief has been provided to 35 lakk 16 thousand and 877 electricity consumers to 05 electricity companies of Lahore, Multan, Faisalabad, Gujranwala and Islamabad. 8 lakh 40 thousand electricity consumers of LESCO have been provided relief. 6 lakh 53 thousand 883 electricity consumers of MEPCO have been provided relief. 5 lakh 6 thousand 139 electricity consumers of FESCO have been provided relief. 7 lakh 31 thousand 305 electricity consumers of GEPCO have been provided relief. 7 lakh 85 thousand 550 electricity consumers of IESCO have been provided relief. 

Special relief amount being provided in the electricity bills has also been published. Senior Minister Marriyum Aurangzeb apprised that Prime Minister Shehbaz Sharif has provided a mega relief of Rs 50 billion to the electricity consumers ranging from 01 to 200 units. Chief Minister Punjab Maryam Nawaz Sharif despite facing adverse economic.conditions, has made the impossible task possible by providing a mega relief to the general public in their electricity bills.  

Marriyum Aurangzeb said that CM Maryam Nawaz Sharif by supporting the public has proved that if one carries concern for the public in one's heart then it is reflected in one's actions as well. She added that the Punjab government will provide further relief to the masses in the coming days. Making every impossible task possible, always fulfilling a promise depicts the true traditions of Quaid Muhammad Nawaz Sharif.

InshaAllah, provision of permanent relief to the public through solar energy will be launched soon. The electricity consumers using between 0 to 200 units will be provided free solar system. The electricity consumers between 201 to 500 units will be provided interest- free solar system on easy instalments President PML-N Muhammad Nawaz Sharif along with CM Maryam Nawaz Sharif announced to give Rs 14 per unit reduction in the electricity bills for the people of Punjab on 16th August.  An amount of Rs 46 billion has been allocated for the provision of mega relief to the people of Punjab, she concluded.
