NEW DELHI, Nov 3 (Reuters) - India's capital New Delhi was wrapped in a thick layer of toxic haze on Friday and some schools were ordered closed as the air quality index (AQI) plummeted to the "severe" category.New Delhi again topped a real-time list of the world's most polluted cities compiled by Swiss group IQAir, which put the Indian capital's AQI at 640 in the "hazardous" category on Friday, followed by 335 in the Pakistani city of Lahore.Regional officials said a seasonal combination of lower temperatures, a lack of wind and crop stubble burning in neighbouring farm states had caused a spike in air pollutants.Many of New Delhi's 20 million residents complained of irritation in the eyes and itchy throats with the air turning a dense grey as the AQI hovered around 480 in some monitoring stations.An AQI of 0-50 is considered good while anything between 400-500 affects healthy people and is a danger to those with existing diseases."In my last 24 hours duty, I saw babies coughing, children coming with distress and rapid breathing," Aheed Khan, a Delhi-based doctor, said on social media platform X.There were fewer people in the city's parks such as Lodhi Garden and India Gate, popular with joggers.Residents snapped up air purifiers. One service centre for the appliances said there was a shortage of new filters and fresh stocks were expected on Monday.
Officials said they saw no immediate improvement in the air quality.
"This pollution level is here to stay for the next two to three weeks, aggravated by incidents of stubble burning, slow wind speed and cooling temperatures," said Ashwani Kumar, chairman of the Delhi Pollution Control Committee.
Farmers in the northern states of Punjab, Haryana and Uttar Pradesh typically burn crop waste after harvesting in October to clear their fields before sowing winter crops a few weeks later.
This year, attention on the worsening air quality has cast a shadow over the cricket World Cup hosted by India, with financial capital Mumbai also suffering from a spike in pollution levels.
Delhi hosts a World Cup match on Monday between Bangladesh and Sri Lanka.
A concentration of toxic PM2.5 particles, which are less than 2.5 microns in diameter and can cause deadly illness, was 53.4 times the World Health Organization's annual air quality guideline value in New Delhi on Friday, according to IQAir.
While junior schools in the capital were ordered shut for Friday and Saturday, they were open in the suburbs and children boarding school buses were forced to wear masks that had been put away since the end of the COVID-19 pandemic.
Poor air quality also caused respiratory problems, irritation in the eyes and restlessness in pet animals.
"Breathing trouble can develop into pneumonia or other ailments in younger animals. If possible, avoid taking pets out on morning walks for a few days till the air improves," said Prabhat Gangwar, a veterinarian at animal welfare NGO Friendicoes.

The ecological distress has challenged the functionings of the environment. The process of breathing was made to circulate the oxygen in the body, thereby eliminating carbon dioxide which allowed the blood to reach the capillaries surroundings alveoli. Vehicular emissions

According to the recent survey, around 603780 people got infected from COVID 19, and approximately 16,622 lost their lives. This count is quite high.
The spread of hyper mutated #Omicron COVID variants has stressed the election commission about how to plan for the upcoming elections of the Punjab assembly. On Wednesday, the chief election commissioner Sushil Chandra visited Chandigarh for 2 days election commissioner Rajiv Kuma to discuss Punjab assembly elections.
Given this, the Punjab health department decided to send around 300 #COVID samples to GMC Patiala after every 15 days. Before this, around 15 samples were already sent for examination. Also, the election commission has rolled up sleeves to take every measure to promote social distancing. Special training is being given to the district-level officers on maintaining adequate distance between the voters in the booth.
Chief electoral officer Karuna Raju said that about 25,000 booths in the state would be equipped with masks, PPE kits, sanitizers, and gloves. Also, votes will be appropriately screened on the entry gates, and the count of voters in the polling will be no more than the specified limit.
Raju also said separate exit and entry gates would be made to promote social distance. The entry to each voter will be given after proper thermal scanning and checking. Any person with a body temperature exceeding the ideal limit will not be permitted to enter the voting area and will be isolated instantly. However, they will be allowed to vote at the end wearing PPC kits.
The election commission is working hard to enforce political parties to follow the safety guidelines created by the health department. Also, it’s tying up with the Punjab Pollution Control Board to reduce the biomedical waste generated from the masks and gloves. The chief election commissioner said that the dedicated team would dispose of all the waste in one of the five waste treatment plants located in Pathankot, Amritsar, Ludhiana, Mohali and Muktsar.

Punjab gets lion’s share of central fund, yet farm fires spiked

NEW DELHI: Punjab received 46% of Rs 1727 crore central fund for curbing stubble burning in the last three years, but saw a 15% spike in farm fire incidents over 2017 figures while Haryana and Uttar Pradesh significantly reduced crop residue burning incidents during the same period, the Centre informed the Supreme Court on Tuesday. The ministry of environment, forest and climate change, through solicitor general Tushar Mehta and additional solicitor general Aishwarya Bhati, gave details in an affidavit about the steps taken by the newly set up Commission for Air Quality Management in the National Capital Region and Adjoining Areas. It said feedback has been sought from the Punjab chief secretary on making available Crop Residue Management (CRM) machines at farmers’ doorsteps as well as popularising the use of Pusa bio-decomposer technology along with CRM machines for in situ management of stubble. MoEF said after a surge in incidents of stubble burning in Punjab, Haryana and Uttar Pradesh in 2017, the Centre had decided to fund a programme for promotion of agricultural mechanization and in situ management of crop residue for three years from 2018-19. The Centre allocated Rs 1,727 crore, of which Punjab got Rs 793 crore, Haryana Rs 500 crore, UP Rs 374 crore, Delhi Rs 4.5 crore, Indian Council of Agricultural Research and other central agencies Rs 55 crore. Though Punjab received the lion’s share, the farm fire numbers went up by 15% in 2020-21 as compared to 67,079 stubble burning incidents in 2017-18. MoEF said both Haryana and UP saw significant reduction in stubble burning incidents over the years. The Commission has also advocated coordination between “Indian Space Research Organisation, Punjab State Remote Sensing Application Centre, its counterpart in Haryana and National Crop Forecasting Centre for identification of farm fires on real time basis for quick administrative response/action.” On managing Delhi’s air quality and reducing the pollution caused by heavy vehicles, the Commission has directed South Delhi Municipal Corporation (SDMC) not to permit any commercial vehicle without RFID tag to enter Delhi at 13 toll plazas where RFID system and infrastructure is in place since January 1. MoEF said the Commission along with other stakeholders like Central Pollution Control Board and Delhi Pollution Control Committee (DPCC) carried out a comprehensive review of potential use of indigenously developed “Photonics'” based air quality mapping and monitoring system called Air-Quality Unique Monitoring (AUM) system for a pilot trial in Delhi. “CPCB and DPCC have been requested to fund this pilot project,” it said. The Commission has asked all thermal power plants in the areas under its jurisdiction to adhere to timelines for installation of Flue Gas Desulphurisation (FGD) system, it said.
