Bodyguard - Chapter Forty-Two “The price of my promise”

Hello everybody, how are you? Here is chapter Forty-Two of my Story Bodyguard. I’m sorry I didn’t post for a decade but I had a lot of work to do... Now, the new chapter is ready so let’s go!

Eighth awakening in the chalet of my childhood.

But a particular awakening because it will be the last: I had decided the night before that it was time to go down to Seattle, Nathan having found an apartment with all the necessary security features. 

The feeling that greets me for this day is a mixture of apprehension and regret.

The return to Seattle was inevitable, we could not hide here indefinitely especially that officially Amelia had left to relax after the death of Richard. The threat to her was still unknown to the general public and the media, and a prolonged absence would have been difficult to justify. 

To return to Seattle was to find the “playground” of the crazy: his observations, his messages… even his actions. The last one was quite tragic so I would be twice as alert and focused. I was hoping for one thing only, the next time he acts, I’m here at the right time to stop him or play my role as protector… until the end.

Regret was also mingled: regret to leave this soothing and quiet atmosphere that offered us this remote locality of Canada.

Who had offered me a bubble of serenity that I had been deprived for many years… not to mention the complicity that was created with Amelia.

Our relationship was no longer the same.

The barriers had fallen.

The barriers are visible first of all with this familiarity that now reigned in our exchanges. 

And the barriers that are less easy to detect but which are present in more frequent, more natural contacts… until this unexpected kiss of the day before.

I tried to chase these seconds of my mind but it is clear that this moment came back to me regularly. And stirred up a whole series of questions about myself and Amelia… but I buried this event in the back of my mind, putting it on the account of spontaneity. Reducing it to a gesture where I did not have to read any particular meaning…

I close the wardrobe of my room by removing my leather jacket.

I take a last look in this room that has marked many memories of my childhood.

A burst of light then captures my gaze on my coffee table.

I go forward and my fingers automatically draw the piece of metal in question.

I slide my fingers on the chain on which this object was clinging.

I watch it for long seconds.

I had always left it on this small piece of furniture.

At this place.

Having never had a reason to change it. To use it.

Until now…

A smile spontaneously appears on my face, as I place the object in my jean pocket and I leave the room closing behind me.

I quickly perceive noise in the living room and go down the stairs.

I see Amelia back leaning over the coffee table.

She is dressed in jeans and a white lace tank top.

I notice clothes on the couch behind her while a lively sound of tape echoes in the room. 

- Do you need help? I asked as I came up to her while posing my jacket against the edge of the sofa.

She had just closed a box and a second was open in front of her, ready to be filled. As we travel by motorbike, we had to leave with few belongings, a backpack at most. I had told Amelia that she could make boxes with the clothes and things she wanted to bring back to Seattle. Boxes that we would send to Nathan’s office to avoid any leak on the new address of Amelia… we are never too careful…

- Yes, if you want. Can you write the address on the box while I fill the second? She suggests to me in a smile.

- No problem. I’m doing this for you.

I move the box on the side of the coffee table and get the marker pen next.

I write the address that I knew by heart while watching Amelia fold clothes to place them in the second box. I recognize a dress she bought at the market and the sweater she holds in her hands captures my attention. What she immediately notices.

- Uh…yes… I wanted to ask you… in addition to the two dresses that I have already worn, I spotted this sweater and two tops that belonged to your mother, she said showing me the clothes in question. Do you allow me… well… I mean, it doesn’t bother you… I understand you want them to stay here and nobody wears them…

She is obviously embarrassed by asking me: her gaze flees mine and her words are hesitant. She was particularly touching in those moments. 

- You don’t need to ask me for permission. If you like them, take them…

- Are you sure? You might want someone else to benefit?

- And who would you like me to reserve these clothes for? You’re the only person who knows this place… and who saw my mother’s creations… except for Rosie.

She looks at me for a moment, as if she still doubts her gesture.

To support my words, I decide to go beyond the words and gently take the sweater she holds in the hands and I put it in the box by raising the eyes directly to her in a smile.

- Thank you, she whispers, smiling back to me.

She focuses on the clothes on the couch and puts them in the box on the coffee table.

- You’ll have those two little boxes to send?

- Yes, just those two. I don’t really have the dressing of a princess you know, she replies in a laugh.

- You’ll quickly fix that back in Seattle.

- I don’t really need it anyway. Especially when I see the wonders that I will be able to carry thanks to the talent of your mother… perfectly to my size. It’s amazing, chance makes things right.

- Chance or something else, I whispered.

Amelia scrutinizes me after my remark but I remain immersed in my thoughts.

I never really believed at the chance: for me, everything happened for a reason.

The death of my father, it was a trial to punish me for my lack of gratitude and my carelessness. Just like my mother’s. Trials that had made sense to me for my life: giving my life for others. For my country first of all. Then for people in danger by protecting them. And all that had revealed to me our stay in this place so important to my past had given me a certain conviction: my meeting with Amelia was not trivial…

- Something else? She finally asks me after a few seconds while closing the box in front of her.

- Do you believe in destiny Amelia?

She looks at me with big eyes and then laughs weakly.

- Destiny? Are you serious?

- Well, I have my answer, you’re not a fan of the concept, I answer, smiling slightly.

- Saw my story you know, I don’t really want to tell me that all the misfortunes and all the difficulties that I lived were planned in advance. It would mean that someone up there, is really annoyed with me or plays with a little voodoo doll to my effigy.

- Should I include myself in the difficulties that you quote? I asked with a teasing air.

- No… of course not… she resumed quickly while I make her a false look shocked. You, it’s… different… I didn’t want to hurt you.

- I’m kidding Amelia, I answer laughingly.

- You’re making fun of me, she said, tapping my shoulder. You take a lot of liberties, Mr. Hunt, I think, you would never be allowed you to do that to me a few weeks ago.

She looks down at the box, then takes it off with a big smile.

- No, I prefer a thousand times… now, she says. But watch out for yourself! And for the trouble, you’ll tape up me this box and put the address, she adds while slipping into the kitchen in a slight laugh.

I watch her go away while smiling.

I end up looking down at the box in front of me: I tape it and write the address as she had asked me.

I put the two boxes next to each other and join Amelia in the kitchen.

She is facing the bar, a glass of orange juice in her hand which she takes a sip.

- The boxes are ready. Do you have other things to finish?

She puts her empty glass in front of her before answering me.

- No, I already filled the backpack with two, three things I wanted to take.

- Okay, so you’re more or less ready to take the road?

- Yes, I am ready, just my jacket to recover. Even if…

I approach her by putting myself directly to her side, intrigued by this remark that she doesn’t finish.

- Even if…what?

She remains silent for a few seconds, eyes down and then finds my eyes.

- I would like to stay here, she finally whispered.

- Amelia, you know we can not stay here indefinitely…

Given her proximity, I feel her breath near me, her smell fills my nostrils, the warmth of her presence shine in front of me.

- What makes me deserve such attention?

She looks at me intensely.

Her question echoes in me, but I can not think of the last answer.  As if my brain was paused, paralyzed by the stimuli that resonate all around me.

Her eyes support mine and I almost felt she was trying to read inside me, to find that answer that I did not express her.

I suddenly feel her right hand shyly pose on my shirt against my chest, then slide gently back against me.

I see her face erase the millimeters that separate us, get dangerously closer to mine.

But I am incapable of the slightest movement, as hypnotized by her, and by the slightest gesture that she initiates.

And when the softness of her lips falls on mine, I welcome her without résistance. 

Captivated by this contact that awakens the stealthy sensations of the day before.

But this time, they do not disappear as fast: our mouths are connected for several seconds… several seconds during which they guess and then activate slightly.

I forget all the surrounds me except for that sensation of her lips which constitute my only reference point in the real… a reference that I want to prolong… that I do not want to lose.

The ringing of the entrance sounds suddenly and my conscience is revived immediately… violently…

I pull myself away from Amelia, surprised to notice that one of my hands slipped on her back to hold her against me during this moment.

The reality of what just happened between us strikes me in the face.

I avoid her gaze and rush towards the front door.

I breathe a big blow before opening as if to get a grip on myself.

It’s Rosie revealing herself behind the door.

- Hello Owen, you’re still here, I was afraid you were already gone! She exclaims, taking me in her arms.

- Hello Rosie, I answer weakly.

- I see you’re on the start, I arrived on time, I wanted to make you a kiss… Owen?

She looks at me with big eyes, I must have looked completely in the clouds at the moment.

- And where do you hide Amelia? She continues smiling.

Rosie’s remark leads me to look at Amelia naturally, who observes me in return.

- Yeah, this stay will remain unforgettable, she says, staring at me.

- This house has always worked miracles to demonstrate to all who live in it how beautiful life is, says Rosie.

Rosie’s last words bring me back to the promise I made to April as I notice Amelia nodding at her words.

Did I actually succeed and honor my promise?

But at what price?

Tingling runs through my lips.

The memory of the kiss that had just been exchanged.

At what price?

At the price of a different relationship between us.

Incredibly dangerous.

Destabilizing the bodyguard and completely cracking the man I am.

As a new test of destiny…

On March 29, Polygon, the layer two (L2) scaling solution that runs parallel with the Ethereum blockchain, has announced a new identity platform called Polygon ID. While the protocol is is still under development, Polygon ID is powered by zero-knowledge (ZK) cryptography and Polygon expects a public version of the ID wallet app and software development kit (SDK) to release by Q2 2022. Polygon Reveals ID Protocol Powered by ZK Technology Polygon has introduced a new identity platform called Polygon ID that aims to bolster zero-knowledge identity for Web3 applications. In the vast world of cryptography, a zero-knowledge (ZK) proof allows a user to leverage a cryptographic verifier that enables the user (the prover) to prove something is true without revealing unnecessary information. During the announcement concerning Polygon ID this week, Polygon said the team has made ZK tech a “centerpiece of its strategic vision and has committed $1 billion to related projects.” According to Polygon, the protocol Polygon ID utilizes the Iden3 protocol and Circom ZK toolkit. The team says that in the future, both of the projects will be sponsored by Polygon in order to bolster open source initiatives across the entire ecosystem. Mihailo Bjelic, Polygon’s co-founder, explained during the announcement that Polygon ID is a great way to highlight the benefits of ZK tech. “Polygon ID is private by default, offers on-chain verification and permissionless attestation,” Bjelic said in a statement on Tuesday. “There is nothing in the digital identity space now that ticks all these boxes. It is also a great showcase for how zero-knowledge proofs can help us create a better world.” The Polygon team has been progressing a great deal in recent times and during the first week of February, Polygon raised $450 million from Sequoia Capital India, Softbank, and Shark Tank’s Kevin O’Leary. Prior to the fundraising with more than 40 VC firms, Polygon announced the acquisition of the Hermez Network (now Polygon Hermez) for $250 million in August 2021. In mid-December 2021, Polygon acquired the Mir Protocol for $400 million in order to bolster “groundbreaking ZK rollup technology.” Polygon’s native token MATIC is currently the 18th largest crypto asset in terms of market capitalization with $11.3 billion at the time of writing. Year-to-date, MATIC has gained 361% against the U.S. dollar and during the last two weeks, MATIC has risen 14.3%. Differential pressure transmitters can be used on pressurised vessels using the same principles (9).

Level measurement using pressure transmitters cannot be deployed in primary separators as the change in temperature will impact the measurement, the change in density of the oil during operation will impact the measurement and any fluctuation of the oil/gas differential pressure control valve or pressure disturbances would also impact on the reading.

Portable dP gauges are used to monitor the dP across strainers, online densitometers, DB&B valves, prover interchange valves, and other devices. All pressure gauges shall be equipped with calibration stickers indicating the last test or calibration date and who performed the calibration. The calibration sticker should be clearly visible and constructed of a rugged material. All recordings on the sticker should be made with indelible ink. The error at any point on the scale should not exceed ±2 psig. The maximum allowable working pressure (MAWP) of the dP gauge should be at least equal to the MAWP for the measurement facility.

Traditional strain-sensing devices include the following: capacitive cells, piezoresistive strain gauges, piezoelectric quartz material, and electromagnetic devices.

In the United States, companies such as Rosemount, Cameron/Barton, Foxboro, and Ultrasystems have provided transmitters that specialize in safety system pressure measurements. These transmitters may still function successfully on some iPWR designs, but many will have to be reengineered for different mounting configurations, size constraints, and environments. Many iPWR designers, when faced with a modification program, may choose to go with new technologies rather than modifying the old ones. The new technologies may offer advantages in size, redundancy, accuracy, and environmental resilience. Some of these new technologies include microelectromechanical system (MEMS) sensors, fiber optic sensors, and ultrasonic sensors.

In the optical fiber category, a company called Luna Innovations has developed and successfully tested fiber optic pressure sensors, like the one shown in Fig. 6.1, in a research reactor environment. These fiber optic pressure sensors have been shown to operate in radiation environments with flux levels much higher than those compatible with most electronic pressure sensors. With traditional technology, it is necessary to protect traditional electronic gauge pressure transmitter from harsh radiation conditions near the core; this requires the use of long pressure sensing lines, which limit the response time to pressure transients and increase the number of wall penetrations. Luna’s fiber optic pressure sensors are designed to operate in harsh environments. When these pressure sensors were combined with Etalon-based fiber optic temperature sensors providing temperature compensation, drift effects were minimized. The attractiveness of this technology for iPWRs is obvious, with the elimination of sensing lines, the minimization of penetrations, the small size of the sensor, the rapid response to pressure fluctuations, and the operability in high radiation fields. With these attributes, this technology bears merit for primary and secondary side pressure measurement (Dickerson et al., 2009).

Pressure or DPT transmitters have been used to measure liquid levels of open or pressurized tanks, respectively, with proper calibration taking care of the density value of the subject liquid. These types are used for level measurements of boiler drums, all heaters, deaerators, condenser hotwells, condenser surge tanks, and all dosing tanks.

For open tanks, a pressure tapping at a suitable location is connected through the impulse line, to the high-pressure port of the DPT with the low-pressure port open to atmosphere. The pressure (or DP) sensed by the DPT is proportional to the level with a known liquid density (ρ) and force due to (earth’s) gravity (g). With proper calibration, the potential transform can now be used as a level transmitter.

Regarding the pressurized tank or vessel, single-pressure tapping does not serve this purpose as it senses the pressure of the vessel and the pressure of the liquid level. To balance out the vessel pressure, another pressure tapping for sensing it is connected, through the impulse line, to the low-pressure port of a DPT so that the output will only be proportional to the liquid level only with known ρ and g.

Another new technology for pressure sensing is the polymer-derived ceramic MEMS sensor. At the forefront of this technology, a company, Sporian Microsystems, has developed a pressure/temperature sensor made to survive high temperatures (Fig. 6.2). This technology offers a solution for pressure sensing in iPWRs due to its hardy environment survivability and its small size. The small size allows for the installation of redundant units and the measurement of pressure at many points, possibly with fewer penetrations than traditional sensors.

These new technologies have attributes like small size, heat survivability, radiation hardness, fast response, and low maintenance. These attributes are highly valued in iPWR designs for obvious reasons.

The Series-211 differential absolute pressure transmitter can accurately measure positive, negative or differential pressure and send the corresponding 4–20 mA output signal to a recording system. It is not position sensitive and can be mounted in any orientation without compromising accuracy. It also features a power LED, so one always knows when the transmitter is operating. The compact, light-weight design makes installation simple and easy. Two inlets for the pressure connections are located on the front of the unit, labeled “High” and “Low”. For differential pressure measurement, the higher pressure should be connected to the “High” pressure port. For positive pressure, the “Low” pressure port should be left vented to atmospheric pressure. Periodically, it is necessary to recalibrate the gauge to maintain the accuracy. For “zero” gauge, the pressure connection needs to be removed from both pressure ports and to adjust the zero potentiometer until the output is 4 mA. To span the gauge, the full scale pressure to be applied to “High” pressure port and to adjust the span potentiometer until the output is 20 mA. The salient features of the pressure transmitter are compact design, LED power indication, 2-wire design, 4–20 mA output, ± 0.25% accuracy level, 0–90 mmHg pressure range, –25 °C to 70 °C operating temperature ranges, 2-wire output signal and 12–30 VDC power supply.

Drum level is measured by differential thermowell temperature transmitter installed in line with Figures XII/3.5-1(a,b). Note that for drum-level measurement a temperature-equalizing column has been used to ensure that in both limbs of DPTs temperatures are equal, meaning that the densities are equal. So far, the discussion has been about installation and making the two limbs’ temperatures equal. Now level is measured by because there is an incumbent pressure P1 at the top, which needs to be subtracted to get the level. So, finally, one is left with P1 at the top and P1 + pressure due to water head (P) on the other limb. Therefore DP = pressure due to water head, P = h × ρ × g.

For a particular place, g is always constant. So water head P varies with h (level) and density, which in turn depends on temperature. In the drum, incumbent pressure is due to saturated steam pressure, and for saturated steam for each pressure there is a particular temperature. Therefore, saturation pressure is chosen to compensate/correct the density effect. Temperature is a sluggish parameter, so pressure is chosen to compensate.

Degradation of the transmitter’s accuracy and response time (two uncorrelated phenomena) are the two most important consequences of ageing. Ageing caused by heat and humidity can cause the transmitter sealing materials to fail, allowing moisture to enter the transmitter housing. This can cause calibration shifts and high-frequency noise at the transmitter’s output, which can render the transmitter inoperable or unreliable. Though NPP I&C failure data indicates that calibration drift accounts for anywhere from 59% to 77% of all age-related failure in pressure transmitters (fow blockage, fatigue, and other factors accounting for the remaining age-related failures), a survey of the nuclear industry in the early 1990s showed that fewer than 10% of NPP pressure transmitters actually drift out of tolerance and that in a typical two-year fuel cycle only about 1–3% of transmitters suffer calibration failure.

The analog signal operates over a 4–20 mA range (0 to 5 Vdc with a 250 Ω high-precision pull-up resistor). For proper analog signal discrimination, the tertiary device should be equipped with at least a 12-bit ADC converter. Digital signals are preferred over analog signals for accuracy. However, the tertiary device must be able to communicate with the secondary devices using a common communications protocol. The status signals typically are used for indicating block valve status (fully open, fully closed, in travel), generating commands to obtain a sample (activation of sample extractor), and alarm status.

The transmitters should be equipped with a display of the current readings at the transmitter housing in appropriate engineering units. The transmitters should be equipped with both analog and digital output to the tertiary device.

For analog communications to the tertiary device, a 4–20 mA signal is preferred and requires a high-precision 250 Ω pull-up resistor (to convert from 0 to 5 Vdc). The dampening parameters should be turned off or set to its lower limit. For digital communications to the tertiary device, the update interval of the transmitter should be less than or equal to 1 second. The transmitters should be equipped with an appropriate communications protocol and the dampening parameters should be turned off or set to its lower limit.

The sensing lines that bring the pressure signals from the process to the transmitter can become partially or totally blocked due to sludge, boron solidification (PWRs), and other debris in the reactor coolant, causing sluggish dynamic performance in the transmitter. According to NRC data, blockages, voids, and leaks account for nearly 70% of the age-related problems in sensing lines. Nevertheless, the effects of ageing on response time are even less significant than the effects on calibration. The response times of 84% of transmitters tested in a 1994 study written by the author for Nuclear safety were unaffected by ageing. Of the remainder, only 4% delivered response times that could be considered failing.

Gamboula sjukhus

Jag som skriver dagens inlägg heter Josefin Henrysson, är 29 år och är precis färdig med min AT som jag gjorde på Södra Älvsborgs sjukhus i Borås. Nu i augusti ska jag börja på anestesi/intensivvårdskliniken på Mölndals sjukhus i Göteborg där jag bor sedan drygt sju år tillbaka. Jag visste redan tidigt att jag någon gång skulle vilja åka utomlands och jobba som läkare och jag valde därför att göra mitt examensarbete i Uganda. Sedan dess har jag bara längtat efter att åka ut mer. Jag vet dock inte i vilken form det kommer att blir eller i vilket land/världsdel. Kanske blir det under en längre period eller bara under kortare perioder. Vi får se vart Gud leder. Jag känner mig otroligt tacksam för att ha fått möjligheten att komma hit till RCA för att se hur vården fungerar i ett av världens fattigaste länder och min tanke med detta inlägg är att försöka beskriva hur en vanlig dag på sjukhuset i Gamboula kan se ut.

Vi börjar alltid med att personalen samlas för en morgonandakt. Vi sjunger sånger på tango (språket befolkningen talar) och därtill kommer alltid en kraftfull, härlig predikan. Jag blev så glad över att häromdagen få sjunga en av mina favoritpsalmer ”Oh, store Gud” på sango och uppenbarligen var det även en favorit hos många i personalen då jag aldrig har hört dem stämma i så kraftfullt i sång som då. Fantastiskt! Efter andakten ställer vi upp oss på ett led och hälsar på varandra i hand innan vi går bort mot salen där morgonmötet hålls.

Under mötet får vi reda på att strömmen är borta på halva sjukhuset (det är inte helt ovanligt att kirurgerna under operation tvingas ta fram sina pannlampor i brist på annat ljus). Det lilla barnet som igår kom in på akuten med en enorm undernäring och vätskebrist gick tyvärr inte att rädda.

Så var det den 22-åriga kvinnan som under två veckor haft svår huvudvärk och feber. Man tog för några dagar sedan ett prov på ryggmärgsvätskan då man misstänkte hjärnhinneinflammation. Möjligheter att odla på ryggmärgsvätskan finns inte, men i gramfärgningen har man sett ett fåtal bakterier, även om man inte vet vad det är för sorts bakterier. Hon har olikstora pupiller vilket kan tyda på högt tryck i hjärnan, men man vet inte och någon skiktröntgen finns inte. I Sverige hade hon hamnat på intensivvårdsavdelningen men här finns ingenting sådant som vi har i Sverige, istället får man observera kliniskt. Hon är medvetandepåverkad och skulle hon bli sämre så dör hon med största sannolikhet. Att intubera är inte aktuellt (att intubera innebär att stoppa ner en slang mellan stämbanden och det är det enda sättet att helt säkerställa en fri luftväg) eftersom respiratorvård inte är möjligt. Vi får rapport om att hon idag har blivit ännu sämre med 41.5 graders feber. Hon får antibiotika och kortison och så får man hoppas och be att det går bra.

Efter rapporten delar vi upp oss och jag och David hamnar akuten. Patienterna får träffa personal som är något slags mellanting mellan sjuksköterska och läkare. Vid svåra fall konsulteras läkaren. In kommer man bärande på en ung man som precis varit med i en motorcykelolycka då han varit tvungen att väja för en lastbil. Han blöder från huvudet och har ont i låret. Patienten skriker efter sin bror som var med i olyckan då han inte vet vart han har tagit vägen. Han är i alla fall vaken och stabil vad gäller andning, blodtryck och puls. Har har rejält ont över låret och vi misstänker att han kan ha brutit lårbenet. Han rullas därför in på slätröntgen och vi kan se att lårbenet inte är brutet. Plötsligt hörs ett ramaskri ute i korridoren. Jag går ut och tittar och där får jag se en kvinna, patientens mamma. Hon skriker ut sin sorg då hon precis har fått reda på att brodern till patienten, hennes son är död. Några anhöriga följer med henne bort från sjukhusområdet. Jag står där bara helt lamslagen då jag verkligen kan känna en liten del av hennes smärta. Men jag får väldigt snabbt lägga band på mina känslor för personalen har redan gått vidare med nästa patient.

Anhöriga kommer inbärande på en kvinna i 40-årsåldern och lägger ner henne på britsen. Hon har rejält ont i magen, men något mer än så är svårt att få fram. Hon vrider sig av smärta på britsen samtidigt som hon kramar min hand. Hennes hand är iskall och jag kan inte känna någon puls. Personalen verkar inte vara jättestressade trots att detta är uppenbart akut. Hade hon varit i Sverige hade hon redan haft en nål i armen med ett dropp när hon kom in på rummet och man hade redan tagit ett stort batteri med prover. Jag hade haft både en medicinläkare, en kirurg och med tanke på att hon var så pass dålig, också en narkosläkare på plats. Jag och David börjar undersöka patienten. Vi vet att luftvägen är fri eftersom hon pratar. Hon andas väldigt snabbt. Magen är mjuk men hon har rejält ont när man trycker på den. Patienten har ett omätbart blodtryck. Detta är en akut sjuk kvinna och personalen verkar fortfarande inte jättestressade. Till slut sätter man en nål och kopplar ett dropp som går in i rask takt. Hon är rejält sjuk, men man vet inte varför. Troligen någon bukåkomma och förmodligen sekundär blodförgiftning. Jag försöker via David som tolkar, säga att jag tycker att man bör ge antibiotika nu direkt. Vid blodförgiftning så är det klart bättre prognos ju snabbare man får sin första dos av antibiotika.

Efter en stund skriver sjukvårdaren ner i journalen att hon ska få antibiotika. Men ingenting händer. Jag känner mig frustrerad. Jag hade dock glömt att jag inte befinner mig på en akutmottagning i Sverige. Jag är på en akutmottagning i RCA. Här måste man först gå och köpa sin antibiotika innan personalen kan ge den. Som tur är har någon av patientens anhöriga pengar och efter en stund kommer han tillbaka med ytterligare en droppåse och antibiotika. Patienten får sin antibiotika och sitt andra dropp. Här i RCA får man öppna upp magen direkt om man bedömer att det behövs. Dessvärre finns det ingen läkare på plats på sjukhuset. Den ende läkaren som finns har ansvar för hela sjukhuset ensam. Han rondar avdelningen, går rond på barnavdelningen, bedömer de patienter på akuten som behöver ses över av en läkare samt opererar. Han går jour varje kväll och eftersom han i morse stått och opererat fram till halv sex så har han nu gått hem för att vila en stund. Någon ringer och underrättar honom om läget och nu får man vänta tills han kommer tillbaka. Som ni säkert förstår så får sjuksköterskorna  här ofta ta hand om mycket saker själva då läkare inte alltid finns tillgänglig då ju en enda läkare har ansvar för allt.

När jag går från sjukhuset den dagen har jag svårt att sätta ord på vad jag egentligen känner. En blandning av trötthet, frustration och tomhet är nog kanske ändå det som beskriver närmast vad jag känner. Med facit i hand så kan jag berätta att både den 22-åriga kvinnan och den 40-åriga kvinnan jag har berättat om här ovan tyvärr nu har avlidit. Det är så lätt att känna hopplöshet när man tänker på alla de barn och unga människor som dör och som hade kunnat räddas om de hade fått den sjukvård som finns tillgänglig i Sverige.

Men vi får inte glömma hur duktiga personalen är på att förhålla sig till de resurser man har och hur skickliga de är på att göra en klinisk bedömning av patienterna. Vi får inte glömma att på sjukhuset i Gamboula så räddas det liv dagligen. Vi får inte glömma de amerikanska missionärerna som har varit här under 10 års tid för att bl.a. jobba med utbildning och hur de under de allra tuffaste omständigheterna trots allt inte har gett upp. Vi får inte glömma hur han, sjukhusets enda läkare flyttade med sin familj till Senegal för att gå igenom en sjuårig läkarutbildning och sedan flytta tillbaka till Gamboula för att kämpa för sitt folk och sitt land. Trots den enormt tunga arbetsbörda han har så ger han inte upp. Vi får heller inte glömma den sköterskan på avdelningen för undernärda barn som till och med går till sjukhuset på natten för att ge barnen den regelbundna näring som de behöver. Man gör vad man kan med det man har och i många fall så blir det ändå väldigt bra.

Det känns fint att vara här. Det känns fint att på något sätt få visa att Sverige inte har glömt bort RCA. Jag ber er därför att vara med och be för sjukhuspersonalen, patienterna och hela landet. För Gud har inte glömt RCA. Gud har inte glömt en enda människa som bor i RCA. Vår Gud som är Herre över himmel och jord och som förmår göra lånt med än vad vi kan tänka eller föreställa oss.

Scope

Section B31.4 of the ASME Pressure Piping Code prescribes requirements for the design, materials, construction, assembly, inspection, and testing of piping transporting liquids such as crude oil, condensate, natural gasoline, natural gas liquids, liquefied petroleum gas, liquid alcohol, liquid anhydrous ammonia, and liquid petroleum products between producers’ lease facilities, tank farms, natural-gas processing plants, refineries, stations, ammonia plants, terminals, and other delivery and receiving points.

The scope of ASME B31.4 also includes the following:

Primary and associated auxiliary liquid petroleum and liquid anhydrous ammonia piping at pipeline terminals (marine, rail, and truck), tank farms, pump stations, pressure-reducing stations, and metering stations, including scraper traps, strainers, and prover loops

Storage and working tanks, including pipe-type storage fabricated from pipe and fittings, and piping interconnecting these facilities

Liquid petroleum and liquid anhydrous ammonia piping located on property which has been set aside for such piping within petroleum refinery, natural gasoline, gas processing, ammonia, and bulk plants

Those aspects of operation and maintenance of liquid pipeline systems relating to the safety and protection of the general public, operating company personnel, environment, property, and the piping systems

ASME B31.4 does not apply to:

Auxiliary piping such as water, air, steam, lubricating oil, gas, and fuel

Pressure vessels, heat exchangers, pumps, meters, and other such equipment, including internal piping and connections for piping except as limited by Paragraph423.2.4 (b) of ASME B31.4

No início de 2020, ainda que a economia mundial não estivesse em um momento de desempenho brilhante, sinais de retomada de ímpeto estavam sendo observados (Souza Júnior et al., 2020). No Brasil, particularmente, apesar de que, já em fevereiro, estivessem em queda discreta as expectativas de crescimento do produto interno bruto (PIB), havia sinalização de que estava por vir um movimento de recuperação mais amplo e sustentável para 2020 e os anos seguintes (Bastos, 2020).

O mês de março trouxe, contudo, a confirmação da situação de pandemia causada pelo novo coronavírus (Sars-COV-2), e a necessidade de que deliberadamente partes substanciais da economia mundial fossem colocadas em situação de hibernação, dado que a própria diminuição do contágio pelo vírus seria contingente à redução expressiva de interações sociais e econômicas. Ficou-se, assim, diante de uma reversão completa de expectativas para o ano, face às incertezas ainda presentes em relação às possibilidades de retomada segura da atividade econômica: medidas de isolamento social ou quarentena abrangem quase todos os países, numa escala e velocidade nunca antes vistas, nem mesmo em períodos de guerra (Souza Júnior et al., 2020). A contração da economia mundial era esperada em abril deste ano em ao menos 4,9% pelo Fundo Monetário Internacional (FMI).1

O Brasil convive, desde então, com a pandemia e suas implicações sanitárias, sociais e econômicas. O momento marca uma crise caracterizada pela confluência de desafios simultâneos.

Naturalmente, coube ao Estado o encargo emergencial do gerenciamento da crise e de seus impactos. Seguindo um movimento adotado por grande parte dos governos, a prioridade inicial no Brasil foi o combate à pandemia, assim como a assistência às pessoas e empresas em situação de maior vulnerabilidade. Esse movimento obviamente ensejou despesas extraordinárias, em sua quase totalidade temporárias, mas elevadas, após a aprovação pelo Congresso Nacional do chamado “orçamento de guerra”. 2 Trata-se aqui, de fato, de um conjunto de medidas emergenciais e urgentes.

Se o país já contava com um cenário fiscal bastante restrito, a consequência imediata dessa atuação – inevitável, ressalte-se – foi o forte aumento da dívida pública e um desequilíbrio financeiro ainda mais agudo dos estados e municípios, que ao mesmo tempo limitava o recurso a novos financiamentos internos.

Assim, em poucos meses, passamos de um cenário razoavelmente promissor para o contexto atual, em que previsões indicam a possibilidade de retração da economia brasileira em até 6%.3 Evidentemente há grande incerteza sobre a magnitude exata da queda da atividade econômica, mas não há dúvida de que esta foi considerável.

Os impactos foram sabidamente heterogêneos, permeando os diversos segmentos das atividades produtivas. O setor mais atingido foi o de serviços, que representa 70% do PIB nacional. Seguiu-se a ele o setor industrial, nomeadamente a indústria de transformação, enquanto o setor agropecuário, por suas características próprias, ainda conseguiu manter crescimento positivo, conquanto mais reduzido que as previsões do começo do ano. Certamente heterogêneo será também o processo de retomada nesses diferentes segmentos – um aspecto importante, que deve ser considerado pela atuação do Estado no processo de recuperação.

A taxa de investimento mantém-se relativamente estável, ao nível de 15%, mas insuficiente para garantir crescimento da capacidade produtiva potencial acima de 3% ao ano (a.a.). Há, portanto, que dar atenção a medidas de estímulo à formação de capital. Um componente especialmente nocivo desta crise é a ocorrência simultânea de um choque de oferta (paralisação de grande parte das atividades produtivas) e de demanda (fortes quedas de emprego e rendimentos) em nível global, o que fez com que os indicadores de preços atingissem os menores níveis da história econômica, bem abaixo das metas de inflação programadas pelo governo.

No Brasil, o setor externo foi, de certa forma, preservado das piores consequências da crise, com crescimento significativo das exportações, nomeadamente de produtos do setor agropecuário, mas com forte concentração nos mercados importadores da China; por seu turno, as importações, como era razoável supor, sofreram contração, o que beneficiou o saldo comercial. No entanto, verificaram-se saídas líquidas de recursos externos, pelos efeitos da crise em si ou pelas fortes reduções das taxas de juros, que praticamente anularam o chamado carry trade.

Esse cenário reforça a relevância do fortalecimento da integração econômica do Brasil com o mundo, dentro da agenda estrutural de reformas da economia brasileira já propostas pelo governo, e com foco em ganhos de produtividade, na redução de concentrações de mercado e na ampliação da competitividade internacional do país.

Ainda nesse aspecto, é oportuno destacar que o agravamento da restrição fiscal pela crise faz com que o aumento da capacidade de investimentos no Brasil dependa ainda mais intensamente da atração de investimentos externos.

A complexidade do contexto atual indica que o país está vivendo um momento crítico e de potencial inflexão para a trajetória nacional de desenvolvimento. Nesse sentido, propostas de políticas públicas e evidências robustas e objetivas são insumos críticos para norteamento da ação governamental de curto, médio e longo prazo.

É precisamente nesse sentido que o Ipea, como instituição cinquentenária e think tank governamental, e na qualidade de principal órgão de pesquisa e proposição de políticas públicas do Estado, toma a iniciativa de compilar, no documento que ora se apresenta, diversas contribuições. Nossa intenção é prover subsídios para que o governo possa planejar a recuperação da atividade econômica, com vistas à melhoria das condições de emprego, de renda e das condições de vida das populações mais vulneráveis, assim como oferecer possibilidades concretas de proteção social e de políticas públicas de fomento setorial e regional, e úteis à sobrevivência das empresas, em especial daquelas mais vulneráveis em razão do porte e do setor de atuação.

Buscou-se aqui especialmente apresentar propostas de ações concretas que atuariam no nível tático e executivo das políticas públicas, de modo que, em virtude da emergência sanitária, social e econômica, este documento concentra-se em programas ou instrumentos específicos, e não em estratégias genéricas.

São contribuições de caráter indicativo e propositivo, que possam ensejar aos tomadores de decisão a realização de escolhas robustas, posto que ancoradas em um acúmulo institucional único de conhecimento sobre políticas públicas no Brasil, as quais se pretendem simultaneamente factíveis e compatíveis com os recursos públicos e privados disponíveis.

Como já amplamente reportado em análises feitas pelo instituto desde o início da crise, a pandemia e as suas necessárias medidas de enfrentamento atingem mais fortemente os segmentos sociais e os territórios mais vulneráveis, que tendem a possuir menor capacidade de absorção dos variados impactos que as medidas de enfrentamento à crise podem provocar.4 Assim, esse conjunto de contribuições enfatizou especialmente sugestões de políticas sociais, com fulcro na necessidade de amenizar o inevitável aumento das já elevadíssimas desigualdades da sociedade brasileira. Reputamos como essencial que a combinação de respostas do governo seja capaz de preservar a saúde da população e apontar o melhor caminho possível para a economia, considerando-se concomitantemente a questão das desigualdades.

Dedicou-se ainda atenção especial ao setor externo, tendo em vista principalmente as restrições que poderão advir das novas condições da economia mundial e de possíveis rupturas das cadeias produtivas globais; igualmente, foram focalizados os aspectos institucionais passíveis de favorecer ou dificultar a recuperação plena da atividade econômica.

Finalmente, no contexto macroeconômico, o Ipea desenvolveu projeções e simulações indicativas para os caminhos da recuperação, com ênfase especial nas trajetórias de mais longo prazo, além de elaborar cenários de caráter conjuntural de curto prazo. Para tanto, foram utilizados exercícios de modelagens macroeconômicas, em grande parte já adrede desenvolvidas, mas que foram atualizadas e “calibradas” para as circunstâncias atuais das economias brasileira e mundial.

Reforçamos que se trata aqui de um documento com propostas de curto e médio prazo, mas não menos essenciais no momento atual, dada a gravidade da crise. Este esforço soma-se a mais de quarenta publicações específicas já feitas pelo Ipea desde o início da pandemia,5 e conta com o envolvimento de todas as áreas de atuação do instituto.

Esta contribuição atual, de ordem, digamos, mais “cirúrgica”, não obsta nosso entendimento sobre a necessidade de que, para além da crise, o país siga buscando um projeto de desenvolvimento nacional baseado na elevação da produtividade dos fatores de produção e na eficiência alocativa. São exemplos que apontam nessa direção as reformas e as propostas já encaminhadas pelo governo federal referentes ao sistema previdenciário e ao “pacto federativo”.

Trata-se de um projeto que certamente transcende a pandemia e seus efeitos, mas que é o caminho fundante de uma trajetória de crescimento e desenvolvimento sustentáveis. Há que ressaltar, também, a contribuição do Ipea com propostas de ordem mais estruturante e transversal, consolidadas em centenas de publicações disponibilizadas à sociedade e ao Estado.

ÄR JAG FÖR DJUP?

Nu är det inte många dagar kvar, innan julafton slår till. Denna dag, som genom allas våra liv varit så fyllt av liv. För de flesta kanske en dag sprängfylld av förväntningar på paket, som både skall ges  och tas emot… å var detta allt, eller nej, det här var svårt. Det gillar jag inte.  Blir inte mottagaren så glad som man önskat – … Upplevelsespektrat är stort. För många är det en helg, där fylla, bråk och misshandel också är en verklighet. Det är inte för inte, som många pratar om en vit jul i många bemärkelser.

Att julen för de flesta är långt, långt bort från hur dess ursprungsberättelse sprang fram – i ett stall i Betlehem, där detta lilla gossebarn, som har kommit att få en otrolig betydelse över hela världen, föddes. Jesusbarnet.  

Julen har blivit något så annorlunda. Kommersens högtid. Är det den tid på året, då dagskassorna slår alla rekord? Det väcker många tankar och frågor i mig. Jag vill så gärna ha ett förhållningssätt, där det är det, som jag verkligen värdesätter, som står på önskelistan. Presenter, som jag i djupet tror är värdefulla. Som är upplevelserika och berikande. En massa julmat? Nej, det är ett tag sen jag tände på det. Jag och de flesta med mig bor ju inte på landet längre, där slakten tvingar fram många olika recept och sätt att ta vara på skörden, djuren etc. Smaka på allt och julbordet är där. Nej, jag vill leva minst lika hälsosamt på jul som annars. Kanske t o m bättre, när tiden är mer på min sida. De allra godaste salladerna och gröna rätter, som kan ta lite längre tid att göra i ordning. Kola och karameller? Nej, nej, nej. De blir inte bättre för att det är jul. Äter jag dom? Jo det händer, men de står inte på önskelistan.

Ena sonen sa till mig vid ett tillfälle: du är så djup, mamma. Du måste förstå, det är inte alla, som gillar det. Ja, så kan det mycket väl vara. Och samtidigt det är svårt att inte reflektera från de ställen, där min själ är van att vara och tycker är meningsfullt att vara. Att föras bort från mig, från reflektionen och det perspektivet. Det är fel i mig. Och jag helt enkelt trivs inte. Jag vill att det skall vara möten.

Sveriges Television sände för någon vecka sedan ett program, som fick min själ att fullkomligt gå i extas. Arkitektur i det vilda – om Todd Saunders. Hela programmet var underbart. Arkitekturen, inredningen, filosofin om hur ta vara på öns företräden. Det var ett lyckorus som gick genom hela mig, och där och då bestämde jag mig. Jag vill inte dö utan att ha varit där. En resa dit är satt på önskelistan.

Kanske vill jag det än mer, efter veckorna som har gått. Jag fick en påknackning som sa… du har en gräns för vad du klarar att hantera också. Det har jag svårt att tro. Inte för att jag brukar spränga alla gränser, för jag respekterar att jo, nu är det dags att sätta punkt för dagen. Absolut. Jag tränar, så att jag uppfyller min önskan. I stora drag äter och lever jag som jag önskar och tror gör gott för mig,  och i det perspektivet tänker jag på jorden också. Och ändå…det är väl inte sant. Jo, jag fick syntax error i hjärnan. Den mäktade inte hålla ihop alla trådar, utan valde att koppla ur. Och när styrcentralen kopplar ur, då är det skarpt läge. Som tur var, jag hade ett par klienter här, som såg det händer något konstigt nu, och fick iväg mig till sjukhuset. Där tappar jag kontakten helt med det, som hände.

Jag, Eva Vadenmark, sjukhus, medicinering, hjärtövervakning, hjärnskanning. Alla de prover. Nej, det kan inte vara sant. Det kan inte, eller… jo, det var jag. Jag kom ihåg mitt personnummer. Jag som satsat så på hälsa, toppnäring, balans i livet… hur skall jag förklara detta för mig själv? Alla prover är jättebra. Jag vet nu – jag har jättefina kärl, hjärtat är starkt, inga infettningar i hjärnan eller kärlen i övrigt. Inte stroke, inte hjärntumör, inte virus i hjärnan. Det är ju toppen. Men ändå…

Jag kan inte annat än säga, jag har hittat på så många roliga saker i mitt liv och hittar alltjämnt på. Det känns kreativt och levande. Jag säger ja till mycket utveckling. Det vore fel att inte skriva TACK – mamma och pappa som verkligen stöttade… satsa på din utbildning. Ta vara på, att du har möjligheten. Det är inte självklart. Har inte varit självklart – inte heller här i detta lilla land. Så tack alla, som har gått före.  I dessa dagar är frågan ännu synligare, genom att  Malala har tagit emot Fredspriset just för hennes kamp, för att flickor skall ha rätt till utbildning.

Anthony Robbins, Brandon Bays, David Neenan, Jim Rohn, Herbalife. Vilka människor ni är och var! Jag älskar alla perspektiv förskjutningar som jag fått genom er. Potentialen Eva Vadenmark är så mycket mer tillvaratagen tack vare allt detta. Jag älskar dessutom alla fysiska utmaningar jag tagit, att jag hoppat fallskärm, att jag gått på de glödande kolen, att jag kan simma långt. 3-4 km så där för att det känns underbart och är fint i naturen och jag bara njuter. Att skapa äventyr med någon av mina cyklar. Hmmm, säger min själ. När jag får vara med mina söner och dela lite livsinnehåll, det är också hmmmm. Och nu också med små töser , små barnbarn – Olivia och Wilhelmina som är egna små sorter.  En glädje i djupet. Och det är det med många av de vänner, som jag har också. Liksom när jag hittar på saker som jag helt enkelt bara vill göra själv. Två Tjejklassiker och Tre Halvklassiker – det är roligt att ha diplomen och jag samlar på medaljerna.

Vad i hela friden handlade det då om? Hjärnkollapsen. Att jag håller på att bli gammal? Råden som jag fått är många, varav många just går ut på det. Du måste inse att du inte är ung. Att du är gammal. Skall du inte gå i pension. Ta det lugnt etc. Sitt inte så mycket framför datorn. Var inte uppkopplad hela tiden etc.

Men nej, det träffar inte rätt hos mig. Livet är ett äventyr, och det skall få fortsätta att vara ett äventyr.

Däremot borrar jag mig fast i återhämtning som ett ord. Jag behöver ge mig mer obokad tid. Tid med luft, där hjärnan kan hinna komma ikapp, och liksom arbeta färdigt med frågorna. Tanken slår mig, att det är  lite symptomatiskt, att jag, när jag jobbar med datorn, och det inte händer direkt, ger ett nytt kommando och vill att det skall hända nu, och så blir det liksom trassligare istället. Orkar ibland inte vänta ut processerna. Så har det nog varit lite för mycket. Jag har inte gett hjärnan tillräckligt med arbetstid att jobba färdigt med frågorna. Utan många, många frågor har funnits som bollar i hjärnluften. Den pusselbiten skall på plats nu, så länge jag och mitt gäng har mig.

Så julen – den skall bli mer på mina villkor. Göra sånt jag tycker om? Åka längdskidor – ja, här verkar det mer lägligt med cykeln. Hjulcykling? Men skidor? Jo, absolut.  Äntligen åka ner och åka utför. Utför så där obrutet i flera kilometer. Det längtar jag efter, och det skall jag göra. Till Livigno. Och tänk att jag dessutom hittade en lekkamrat som inte heller hade gjort det på länge och tyckte förslaget var roligt. ”jag följer gärna med”. Vilken grej.

Och så skall det bli JULBAD… den traditionen i ny tappning. I mitt spabad på uteterrassen 10 våningar upp. Vilket äventyr det är. Varmt och mysigt och vare sig det är stjärnklart eller snöar, helt underbart att bara krypa ner i det där varma vattnet, låta massagesprinklerna puffa på musklerna lite här och där. Hmmmm, det känns som en härlig tanke… så GOD JUL till er alla som delat mina tankar.
