It is a certificate manufacturers need if they wish to dispense safe and good-quality products in the Indian market. Another similar but law-required certificate to possess is the BIS certificate for toys: the growing trepidation surrounding safety for consumer products for children increasingly stipulates such requirements.

Understanding BIS Certification
Bureau of Indian Standards (BIS) is the national standards body of India to the Ministry of Consumer Affairs. It sets the standard for a product and ensures that the standard is met. Like shoes, also toys fall under the list of mnodified compulsory certification. Since both form electric and non-electric toys, these toys have to comply with requisite required parameters of IS 9873 and IS 15644.
This would work towards eliminating the sale of unsafe toys made of hazardous materials or ignored some of the basic tests of safety. Every toy needs to undergo product testing; a manufacturing unit also gets inspected before being certified by BIS.
This certification also covers Indian-origin and imported toys, thus imposing such mandatory compliance before a toy is put up in the Indian market.
