PAGCOR declares POGO operations in compounds officially prohibited, guidelines coming

With all the controversies about Philippine Offshore Gaming Operators (POGO) and their connections with criminal activities going on, the Philippine Amusement and Gaming Corporation (PAGCOR) announced that POGOs are no longer allowed to operate within  large spaces and compounds, according to a GMA Network news report. PLDT Group expands mental health awareness to indigenous communities

Pastor Benny Capuno, a tribal leader in Porac, Pampanga, knows all too well the great distress his Ayta community goes through when an earthquake strikes. In April 2019, a 6.1-magnitude earthquake devastated Porac, affecting hundreds and killing 10, five of whom were from the Ayta community. For Capuno, it reminded him and the community of the fragility of life, especially as when the same town was devastated by the 1991 Mount Pinatubo eruption.  It also reminded him of the mental well-being of those who survived.

So when the community partnered with PLDT and Smart, they co-developed a Psychological First Aid Program that catered to the mental health needs of the community. According to Capuno, the Psychological First Aid Training enhanced the awareness of the community to better address future psychological needs.

Capuno serves as a mamuun or tribal leader of the Indigenous People’s Political Structures in CADT 123 or the ancestral domain of the Ayta MagIndi and Ayta MagAntsi in Porac, Pampanga.

“Malaking pasalamat namin kasi natuto kami na kami mismo meron pala kaming kakayanan. Natuto kami kung paano makinig, ‘yung paano namin labanan ‘yung nagaganap at tsaka natutunan namin kung ano ‘yung kahulugan ng mga nagaganap [sa amin] at paano namin mapagtagumpayan at mas mapalakas pa. Natuto kami sa parte na iyon at kami mismo, kaya naming lagpasan ang mga ganitong sitwasyon,” Capuno said. (We are really grateful because we learned that we also have the capacity [to address the mental health needs of our community]. [Through the training] we learned how to listen. We learned that we can fight the difficult things that are happening to us. We learned to understand the meaning of what is happening around us and how we can overcome and strengthen these. We learned in those aspects, and we now we know that we, ourselves, can overcome these situations.)

“‘Yun ang doon sa mga pangyayaring pagkaba, takot, at ‘yung kamalayan ay natutunan namin – bagong kamalayan sa amin. Masaya kami dahil natutunan namin ‘yung akala namin ‘yung pag-aaral ng kalusugang pang-sikolohikal ay natutunan namin na akala namin, hindi puwede sa amin. Pero ngayon pala, puwedeng puwede. At kami mismo pala ay puwedeng makapagsagawa ng ganoon,” Capuno added. (Those situations [where we experience] nervousness [and] fear, we learned some awareness – it was a new awareness for us. We are very happy because we are open to learning new awareness and that we learned more about the psychological health care because we thought it was something that we cannot learn ourselves, but then, we learned how it’s possible. That it is possible for us to do it and it is possible for us to implement this kind of initiative.)

Promoting mental health strength as fundamental to digital wellness is a key part of PLDT and Smart’s continuing commitment to help the Philippines contribute to the UN Sustainable Development Goal (UNSDG) #3 that stands for good health and well-being.

On Tuesday, September 3rd, 2024, Alice Guo was arrested by police in Tangerang city in Jakarta, Indonesia; seen with an official of the illegal Philippine Offshore Gaming Operator (POGO) company Lucky South 99 that was raided in June of this year.

The screenshot, dated Aug. 20, 2024, supposedly showed Guo walking next to a man, who the BI said was an official of the illegal POGO hub based in Porac, Pampanga. Bureau of Immigration

Alice Guo, former mayor, faces multiple accusations due to her involvement with this company, such as faking citizenship, participating in human trafficking, money laundering, and illegal issuance of permits that led to her dismissal from her position as mayor. She is awaiting trial and expected to return to the Philippines on Thursday or Friday following her arrest where she could face life imprisonment and fines ranging from ₱2 million to ₱5 million. 

The case against her has become representative of the Philippine government’s crackdown on illegal POGO operations and related criminal activities. Her case may pave the way for stricter protocols. RESOURCES:

【菲龙网专讯】2024年6月21日，菲律宾移民局(BI)与菲律宾退休管理局(PRA)签署了一份数据共享协议。此协议将允许两机构共享退休签证申请者的负面记录和旅行历史，以评估申请者是否符合特别居住退休者签证(SRRV)的资格。

SRRV是一种特别的非移民签证，允许持有者多次出入境菲律宾，并提供其他福利。该签证由菲律宾退休管理局颁发给符合条件的外国退休者。

该数据共享协议引入了一个先进的在线/电子系统，设计用于促进BI和PRA之间的信息无缝交换，从而加快数据交换，简化签证持有者的程序，并为移民官员提供更有效的监控系统。

此次合作旨在加强第11032号共和国法或《2018年便利商务及高效政府服务交付法》的实施。协议有效期为五年，每两年续签一次。

菲律宾国家警察总监罗梅尔·马尔币(Rommel Francisco Marbil)周一表示，由于管辖范围内存在非法网络博彩公司以及博彩人员可能涉及的“外国人杀戮事件”未得到充分调查和报告，邦板牙省(Pampanga)警察局局长和Porac镇警察局局长现已被免职。

California judge blocks new rule that would forcibly out trans police officers

A California judge has temporarily blocked a new state rule that requires police officers to share their gender identities when reporting the traffic stops they made to the state’s antidiscrimination board. Officers are required to report demographic information about the folks they stop in accordance the state’s Racial and Identity Profiling Act. On January 1, Attorney General Rob Bonta (D) added the requirement that the police officers themselves must report their own gender identities as part of the disclosure requirements. The Peace Officers Research Association of California (PORAC) told the San Francisco Chronicle that under the new rule, officers could be fired if they refuse to share their gender identity and could lose their license if they lie about it. A lawyer involved in the suit, David Mastagni, pointed out the contradictory stances Bonta has taken on the forced outing of trans folks. He has been against forced outing policies of students in schools, claiming they violate state law and challenging them in court. In August, Bonta filed a lawsuit against the Chino Valley Unified School District on Monday over its policy requiring schools to out transgender and nonbinary students to their possibly unsupportive parents. The suit claimed the policy violated the California Constitution’s protections of equal rights, privacy, and freedom from gender-based discrimination. At the time, Bonta blasted the school for taking “great pains to go out of their way, despite our warnings of the illegality of this action beforehand, to trample the rights of students, to trample the rights of children.” Mastagni called it paradoxical that his office has “refused to afford peace officers these same privacy rights.” http://dlvr.it/T1t0BP

Curbing Overloading: North Luzon Expressways Boosts Weighbridge Sites!

NLEX Corporation has set up more weighbridge stations for truckers entering North Luzon Expressways (NLEX), Subic-Clark-Tarlac Expressway (SCTEX) and NLEX Connector to help them comply with the government’s anti-overloading policy.   Kit Ventura, assistant vice president for corporate communication of the Metro Pacific Tollways Corporation (MPTC), told the local media on Monday that NLEX also aims to promote motorist safety and prevent early deterioration of roads caused by overloading. "The management said having these weighbridge sites in place will help reduce overloading incidents which threaten the safety of motorists as the extra load may affect the driver’s control of the vehicle. This will also protect roads from further damage and improve the efficient movement of cargo," Ventura said. The tollway company is strictly enforcing the anti-overloading provisions of Republic Act 8794 otherwise known as “An Act Imposing a Motor Vehicle Users Charge on Owners of all Types of Motor Vehicle and for Other Purposes”.   Likewise, Ventura said it is implementing the 33-ton weight limit on the Candaba Viaduct southbound as affirmed by the Department of Public Works and Highways and the Department of Transportation. The new weighbridge stations are located in SCTEX Porac, Pampanga and Concepcion in Tarlac. Privately-owned ACB Truck Scale Services weighbridge in Dinalupihan, Bataan has also been opened to all trucks from Monday to Sunday, 8 a.m. to 5 p.m. where truckers need to pay a PHP400 to PHP600 fee. The North Luzon Expressways Corporation said it is also eyeing to open more stations in the coming months to further promote safety and convenience.  

New Locations

The locations will be in SCTEX Floridablanca in Pampanga and Dinalupihan, Bataan as well as NLEX Marilao, Karuhatan and Mindanao Avenue. At present, there are 12 existing locations along the entire stretch of North Luzon Expressways and four satellite locations in partnership with private firms. The private stations are the TAG Metal Weighbridge in Ninoy Aquino Highway, Barangay Sta Maria, Mabalacat, Pampanga; Clark Development Corporation Weighbridge in Clark Freeport, Mabalacat, Pampanga; Subic Bay International Terminal Corporation Weighbridge in San Bernardino Road, Subic Port District, Subic Bay Freeport Zone, Zambales; and Mega Subic Terminal Services, Inc. weighbridge in NSD Compound, Subic Bay Freeport Zone, Zambales. Instead of lining up at NLEX-SCTEX interchanges, trucks can be weighed closer to their respective bases and if ever they go beyond the weight limit, they can easily go back and adjust their load. Last year, NLEX partnered with stakeholders in the business sector to set up weighbridge stations closer to their respective bases as part of its initiative to ease the daily operations of various companies while advancing road safety. It has also implemented the 33-ton weight limit on the Candaba Viaduct southbound as studies showed that continuous heavy loads caused great strain on the bridge. Meanwhile, motorists are advised that there will be lane closures at the Candaba Viaduct northbound to give way to the concreting works and curing period. During the concreting works, the middle and rightmost lanes are closed while the leftmost lane is passable from May 29 and June 1, 3 and 5 every 7:30 p.m. and 9:30 p.m. During the curing period, all three lanes (middle, rightmost and leftmost) are closed from May 29, June 1, 3 and 5 every 9:30 p.m. to 5 a.m. Northbound motorists will use one zipper lane at the southbound portion of the Candaba Viaduct, the North Luzon Expressways further said in its advisory.
