I feel like a lot of that is very much in the text though, to be honest. Like, a lot of the talk online about it has been dictated by men who view "Tortured magical girls how edgy!!1!" as the be all end all of discussion while simultaneously claiming it totally "deconstructs" the magical girl genre because god forbid they actually admit to liking works made for women. But like, the DNA for that in the text has always been there. The aspects of magical girl as a subgenre it does earnestly engage with in the text have always had these themes. Even as far back as Sally the Witch it's always been in part about the way young girls are allowed or not to engage each other or the agency they have (or don't have) and what their "responsibilities" are as they get older. I'm not really familiar with a lot of Urobuchi's work. I heard somewhere before working on the show he had little experience with the genre, but I think regardless this sorta thing is baked into the text given the kind of work that it is.
PMMM is ultimately a story about how society rips the innocence away from little girls (specifically young lesbians who don't quite know who they are yet) and how this sews needless confrontation between them despite clearly caring for each other. Homura is seen constantly trying to save the people who "hate" her even at her most demoralized and when she finally embraces her love for another girl, those around her see her as an antagonist (Homura sees herself as a demon, cuz ya know, Catholic girl) because of lesbianism being seen as bad. Is this ultimately what Gen Urobuchi meant by all this? Probably not but frankly it's a better read than everyone's "wow torturing little kids how edgy 🙄" interpretation of the series.
