Amidst repeated awareness of the (Central Pollution Control Board) (CPCB), recently several Indian states were found defying the Extended Producers Responsibility guidelines for managing plastic waste in the country.
Unfortunately, the name of Gujarat comes first within the list of those Indian states that were allegedly found defying Plastic Waste Management Rules (PWM) Rules, mentioned under EPR regulatory compliances for managing and operating plastic waste in the state.

Shocking Acts of EPR for Plastic Violation in Gujarat:
Known as one of the cleanest cities in India, Gujarat won multiple awards and accolades from CPCB for fostering sustainable ways of managing plastic, dead EEEs and all other types of waste covered under EPR regulations.
However, new examples of defying EPR for plastic regulations were found very recently, bringing multiple plastic recycling units of Gujarat to the limelight on defying Extended Producer’s Responsibility guidelines for handling plastic waste as per PWM Rules in the country.
Taking a closer view of defying EPR law for plastic regulatory compliances traced by GPCB (Gujarat State Pollution Control Board)-
Certain recycling plants were found sharing false information about the recycling capacity of the plant
 Some recycling plants with a recycling capacity of 5000 tons, shared a recycling capacity of 12,000 tons that compelled CPCB to impose 5000 INR as a penalty for Environment Damage Compensation
According to mediasources, fake EPR certificates were issued to various companies by certain entities
Apart from that, traces of sharing fake information about the manpower capacity of the recycling plant have been found in the audit reports that claimed the presence of 30 workers in the unit, which was found to be 8 in the post-audit plant inspection
According to GPCB data,around 1000 cases were noticed that mentions about defying EPR for plastic regulations came under in 2023. It was expected to be 500 in the previous year
According to reports, GPCB charged a huge penalty of around 5 crore INR from a Gujarat based company for severe violation of EPR for plastic regulations
 
GPCB’s Response to Acts of EPR Violation
The growing number of people defying CPCB regulations for managing plastic waste compelled GPCB to take strict actions on finding any offender neglecting EPR guidelines to manage plastic waste in the country.
Apart from mandating an EPR certificate for plastic waste management, GPCB took some of the following initiatives to fight the violation of Extended Producer’s Responsibility guidelines in India-
Trial runs were conducted in cement mills to calculate the percentage and number of plastic usages in the kiln so that exact figure of plastic consumption can be estimated
Prohibiting every kind of manufactured, import, stocking, distribution, sale and use of plastic carry bags having thicknesses more than 75 microns
Recently, GPCB raided and seized 70 tons of plastic waste that was to be used as fuel
Phasing out single-use plastic completely from the country
Initiated the launch of a program where participants of religious ceremonies were urged to collect plastic waste in return for a reward scheme.
Impact of Imposing EPR For Plastic Waste Management Regulations
The idea of fostering a plastic collection scheme amongst pilgrims while taking part in a religious walk to Ambaji temple, back in 2016, ended up with the collection of 5,800 tons of plastic waste
Banning the usage of single-use plastics in Gujarat resulted in a successful reduction of plastic waste like plastic cutleries, straws, etc. by 80%
Gujarat witnessed multiple eco-friendly alternatives of plastic, by promoting start-ups and SMEs which are into manufacturing jute, cloth bags, paper bags, and other forms of biodegradable plastic products
Fostering Extended Producer’s Responsibility by imposing EPR policies for handling, collecting, and recycling plastic waste
GPCB has implemented EPR for plastic registration for Producers, Importers, and Brand owners, and mandated EPR filing for plastic compliances, in each quarter.
