Japanese Health Ministry informed that DOCTOR’S LICENSE REQUIRED FOR PERMANENT MAKE UP, MICROBLADING, TATTOO and PIERCING. Many PMU ARTISTS were ARRESTED WITHOUT PROBLEMS. And OVER 10,000 WOMEN LOST THEIR JOB.
Suppliers were arrested and lost their job too. Because according to Health Ministry, PMU, Tattoo and Piercing TOOLS are MEDICAL EQUIPMENT. So suppliers must hold special certification and can sell items to doctors only.
Health Ministry concluded PMU is medical based on OLD MEDICAL LAW that put into force at 1949.It is just 3 YEARS LATER OF END OF WORLD WAR 2.And NEITHER DOCTORS NOR NURSES are LEARNED technique of MAKEUP and PMU.
And the notification that required doctor’s license for PMU is NOT a law. But the court has issued an arrest warrant and police have caught us. They said PMU is plastic surgery. Japanese media continued to publish news all over Japan with the artist's name and portrait. Now doctors let nurses perform PMU. Doctors and clinic took most of profits. And PMU by nurses are not caught. This is a DOUBLE STANDARD. Afraid of being arrested, we can no longer work. It sound INTIMIDATE by health ministry, courts, police and Medias.Some physicians use notifications to dominate the PMU market and offer PMU at very high prices. Even though the Circular states that a doctor's license is required, they openly nurse the nurse. The government does not caught and arrested there. Equality under the law is ignored, and double standards are expanding.
Many people want to take PMU with artists who have good sense of makeup and great technique. And PMU is huge market all over the world. But JAPANESE PMU INDUSTRY IS DYING.
