Last fall, Egypt was on the brink of economic collapse. A decade of debt-fueled spending on a pharaonic-scale had emptied its Central Bank coffers. By February, Cairo’s public debt was 89% of its gross domestic product. External debt had soared to 46% of GDP. The pound, its currency, was one of the world’s worst performing. Unable to import supplies and repatriate profits, foreign companies were leaving, or threatening to leave Egypt in droves. Annual inflation was over 35%, and double that for some food staples. Egypt seemed on the verge of a sovereign default—its first ever.
Then came Oct. 7.
Officials, businessmen, and financial analysts say that however horrific the war has been for Israelis and for Palestinians in Gaza, Oct. 7 has helped save Egypt from economic ruin and growing political unrest. To be sure, Egypt is paying heavily for the ongoing Israel-Hamas war on its border. Its three main sources of revenue—hard currency from the Suez Canal, tourism, and remittances from Egyptian workers abroad—have plummeted by between 30% and 40%. But without Hamas’ horrific massacre, which killed 1,200 people and took another 240 hostage, and Israel’s much criticized retaliation in Gaza, Egypt would probably not have gotten the international financial lifeline that has rescued it yet again from economic ruin, just in time.
“Just after the attack, the government began strategizing, successfully it’s turned out, about how to use the crisis to secure a bailout,” said Ahmed Aboudouh, an Egyptian expert at Chatham House, a London-based think tank. “Oct. 7 helped save Egypt’s economy, at least temporarily.”
Last February, the Abu Dhabi Developmental Holding Company (ADQ), Abu Dhabi’s sovereign wealth fund, unveiled plans to develop a city by the sea on part of the 65-square-mile peninsula of Ras el-Hekma, one of the few undeveloped areas on the Mediterranean coast, part of a sale worth $35 billion in investment and debt relief, the largest foreign direct investment deal in Egyptian history. Egypt will retain a 35% stake in the project. Since Sheikh Tahnoun bin Zayed al-Nahyan, the chairman of ADQ, is Emirati President Mohammed bin Zayed al-Nahyan’s brother and the UAE’s national security adviser, the Ras el-Hekma purchase was far more than a financial transaction. It was part of an Egyptian bailout.
Egyptians bristle at the loss of their nation’s diplomatic clout. By reviving its regional profile, Oct. 7 has bestowed another gift on Egypt.
Then in March, Cairo secured a critical $8 billion loan from the International Monetary Fund, with strong American support. The IMF infusion, in turn, opened other foreign faucets. The European Union promptly agreed to provide another $8 billion in grants and loans, ostensibly to help Egypt’s economy, but in reality, to assure Egypt’s help in preventing Arab and African migrants from reaching European shores. In total, the IMF, Europe, and the Gulf have now poured well over $50 billion of foreign currency into Egypt’s cash-strapped coffers. “The U.S., Europe, and the Gulf clearly agreed that the Sissi government could not be permitted to fail,” said Steven Cook, an expert on Egypt at the New York-based Council on Foreign Relations. “Geopolitics has taken over.”
Only months before, the IMF had not completed the review of Egypt’s loan agreement approved in December 2022, thereby withholding a tranche of the $3 billion rescue package, as the government had failed to deliver on agreed benchmarks. While the fund attributed its about-face in March to the increasing damage being done to Egypt’s economy by the Israel-Hamas war—or what it euphemistically called a “more challenging external environment”—absent American pressure on the fund and on Egypt to agree belatedly to financial reforms it had previously rejected, the IMF loan and even the Ras el-Hekma deal would not have gone through. Since Washington is the fund’s largest shareholder with a 16.5% stake, it holds sway over its key lending decisions.
The Biden administration, too, was obviously unwilling to risk the economic collapse and political destabilization of the Arab Middle East’s largest country and the first Arab state to make peace with neighboring Israel in the midst of one of the region’s deadliest wars in modern history and with other conflicts around it still raging—especially since Egyptian mediation with Hamas was crucial to White House policy. “Egypt has proven, yet again,” said Aboudouh, “that it is, as its elite believes, too big to fail.”

Governments are bigger than ever. They are also more useless (Economist) You may sense that governments are not as competent as they once were. Upon entering the White House in 2021, President Joe Biden promised to revitalise American infrastructure. In fact, spending on things like roads and rail has fallen. A flagship plan to expand access to fast broadband for rural Americans has so far helped precisely no one. Britain’s National Health Service soaks up ever more money, and provides ever worse care. Germany mothballed its last three nuclear plants last year, despite uncertain energy supplies. The country’s trains, once a source of national pride, are now always late. You may also have noticed that governments are bigger than they once were. Whereas in 1960 state spending across the rich world was equal to 30% of GDP, now it is above 40%. In some countries growth in the state’s economic power has been still more dramatic. All of which raises a paradox: if governments are so big, why are they so ineffective? The answer is that they have turned into what can be called “Lumbering Leviathans”. In recent decades governments have overseen an enormous expansion in spending on entitlements. Because there has not been a commensurate increase in taxes, redistribution is crowding out spending on other functions of government, which, in turn, is damaging the quality of public services and bureaucracies. The phenomenon may help explain why people across the rich world have such little faith in politicians.
Hurricane Helene on collision course with Florida (AP) Fast-moving Hurricane Helene was advancing Thursday across the Gulf of Mexico toward Florida, threatening an “unsurvivable” storm surge in northwestern parts of the state as well as damaging winds, rains and flash floods hundreds of miles inland across much of the southeastern U.S., forecasters said. Helene is expected to be a major hurricane—meaning a Category 3 or higher—when it makes landfall on Florida’s northwestern coast Thursday evening. As of early Thursday, hurricane warnings and flash flood warnings extended far beyond the coast up into south-central Georgia. The governors of Florida, Georgia, and the Carolinas have all declared emergencies in their states. The National Weather Service in Tallahassee forecast storm surges of up to 20 feet (6 meters) and warned they could be particularly “catastrophic and life-threatening” in Florida’s Apalachee Bay. It added that high winds and heavy rains also posed risks.
Biden Administration Proposes Ban on Chinese Software in Vehicles (NYT) The Biden administration announced a sweeping initiative on Monday to ban Chinese-developed software from internet-connected cars in the United States, justifying the move on national security grounds. The action is intended to prevent Chinese intelligence agencies from monitoring the movements of Americans or using the vehicles’ electronics as a pathway into the U.S. electric grid or other critical infrastructure. The move follows the same logic that resulted in the ban on Huawei telecommunications equipment and the investigations into Chinese-made cranes operating at American ports. “Many of these technologies collect large volumes of information on drivers,” Jake Sullivan, Mr. Biden’s national security adviser, told reporters on Sunday. They also connect constantly with personal devices, with other cars, with U.S. critical infrastructure and with the original manufacturers of vehicles and components.
US to send $375 million in military aid to Ukraine, including medium-range cluster bombs (AP) The U.S. will send Ukraine an undisclosed number of medium-range cluster bombs and an array of rockets, artillery and armored vehicles in a military aid package totaling about $375 million, U.S. officials said Tuesday. Officials expect an announcement on Wednesday, as global leaders meet at the U.N. General Assembly, and Ukrainian President Volodymyr Zelenskyy uses his appearance there to shore up support and persuade the U.S. to allow his troops to use long-range weapon s to strike deeper into Russia. The latest package of weapons, provided through presidential drawdown authority, is one of the largest approved recently and will take stocks from Pentagon shelves to deliver the weapons more quickly to Ukraine.
Sri Lanka’s new leader must balance ties between regional powerhouses India and China (AP) The Marxist lawmaker who won Sri Lanka’s presidency faces a key challenge in how to balance ties with his country’s two most crucial partners, India and China, as he seeks to draw foreign investment and pull the economy out of the doldrums. Anura Kumara Dissanayake, 55, won the weekend election in an extraordinary political upset against an old political guard that voters blame for tipping the country into its worst economic crisis two years ago. Dissanayake must now deliver on promises to improve Sri Lankans’ lives, clean up government and ease austerity measures imposed by international lenders. Hezbollah's tunnels and flexible command weather Israel's deadly blows (Reuters) Hezbollah's flexible chain of command, together with its extensive tunnel network and a vast arsenal of missiles and weapons it has bolstered over the past year, is helping it weather unprecedented Israeli strikes, three sources familiar with the Lebanese militant group's operations said. Israel's assault on Hezbollah over the past week, including the targeting of senior commanders and the detonation of booby-trapped pagers and walkie-talkies, has left the powerful Lebanese Shiite militant group and political party reeling. But sources familiar with Hezbollah operations said the group swiftly appointed replacements for senior figures killed in Friday's airstrike in Beirut's southern suburbs. Hezbollah leader Sayyed Hassan Nasrallah said in an Aug. 1 speech that the group quickly fills gaps whenever a leader is killed. A report for the U.S. Congress on Friday put Hezbollah’s strength at 40,000-50,000 fighters. Sources said Hezbollah's ability to communicate is underpinned by a dedicated, fixed-line telephone network, which continues to work, as well as by other devices. Families of Hostages Feel Forgotten as War Heats Up in Lebanon (NYT) After six Israeli hostages were found dead recently in Gaza, shocking the country, the families of the remaining captives hoped that the tragedy might pressure Israel to accept a cease-fire agreement to secure their release. But now, as Israeli fighter jets swoop over Lebanon and Hezbollah fires rockets into northern Israel, the conversation in Israel has shifted toward a potential war in the north. Few believe that an agreement to free their loved ones in Gaza is imminent. Israel prepares for ground invasion of Lebanon (Foreign Policy) Lt. Gen. Herzi Halevi, Israel’s chief of general staff, told Israeli troops on Wednesday to prepare for a possible ground incursion into Lebanon, which could see the conflict with Hezbollah erupt into a full-scale war. The Israeli military also called two reserve units to northern Israel on Wednesday for operational missions. Cross-border attacks continued on Wednesday, with Israeli forces targeting more than 280 Hezbollah-linked sites across Lebanon, killing at least 51 people and wounding more than 220 others. Sepsis and malnutrition stalk the new mothers and babies of South Darfur (AP) Mothers and children in the Sudanese region of South Darfur are experiencing one of the “worst” health emergencies in the world, humanitarian organization Doctors Without Borders said Tuesday, one of the consequences of the violence that has engulfed the country since April 2023. One in three children short-sighted, study suggests (BBC) Children's eyesight is steadily getting worse with one in three now short-sighted or unable to see things in the distance clearly, a global analysis suggests. The researchers say Covid lockdowns had a negative impact on eyesight as children spent more time on screens and less time outdoors. Short-sightedness, or myopia, is a growing global health concern which is set to affect millions more children by 2050, the study warns. The highest rates are in Asia—85% of children in Japan and 73% in South Korea are short-sighted with more than 40% affected in China and Russia. Children should spend at least two hours outside every day, particularly between the age of seven and nine, to reduce their chances of being short-sighted, say UK eye experts. It is not clear if it is the presence of natural sunlight, the exercise taken outdoors or the fact that children's eyes are focusing on objects that are further away that makes the difference.

Woe: more Cor Lore be upon ye!!!
This time it's like... lore not a fic lol. I did poach some writing from a previous Q&A in the end but most of this is stuff in my head that I've neglected to share ------
Corda can be found in any geographic location on Earth due to the Hydra’s ability to reach any human in the world. Large population centers are typically found underground in cave networks deeper than where human spelunkers explore, with one Capital City per continent (including Antarctica!). Smaller towns and villages, also underground, supply materials that cannot be produced in the city. The North American Falsum Capital is unremarkable in age but is notable in cultural significance: the Hydra Pit is said to be close by and an instinctive draw for many Corda who may immigrate to follow the inexplicable tug. The NAFC is located approximately 8 miles outward, underneath the Atlantic Ocean coast, with the closest state being Maryland. The city itself is separated into districts with a large central district dedicated to parks (using lamps to support the plantlife) and market stalls. Corda do not have a unified currency; with the age of many individuals they work for the pleasure of their craft, bartering, and/or US currency. Homes are built in cosmopolitan styles depending on the resident, patchworking the layout with a villa here or a suburban sprawl there (so to speak). Homes are either built on the flattened cavern floor or into the walls; adventurous Corda build onto the giant natural stone column using lighter materials. The cavern walls feature connective tunnels to other civilizations, including to the surface, both natural and manmade. A series of netting covers the ceiling to prevent most rockfall debris. Bonfires are forbidden.
The Castle, named only for its design, is carved directly into the far eastern wall and contains the entrances to the Falsum Elders’ dens. Cicero, the Conduit Elder, has a straightforward path and she does not prevent visitors. Aristotle, the Cognizant Elder, supposedly connects but seems to be deliberately scrambled to prevent casual visitation. Indra and Agni, the twin Scout Elders, usually rest in their dens before wandering the streets looking for friendship and fun. Concordia, the Kindred Elder, [REDACTED INFORMATION]. The Castle itself is also home to the High Overcor, the Conduit Class Head who acts as a secretary and treasurer, overseeing administrative duties that cannot be automated or given to another worker. (Note: other towns and cities in the Underground have their own Overcorda, with villages sending their requests to the nearest Overcor. The High Overcor is the NAFC’s Overcor and the other continents feature their own High Overcorda as well.) Half of the Castle is for recreation, acting as a rec center and ballroom and features its own large kitchen if needed – the other half of the Castle is for administration.
The city also hosts a robust postage system led by Beowulf, the Scout Class Head. By far the fasted-rated Scout, he and his team run letters and packages throughout the city and to neighboring towns. The Cordial Couriers, as he calls it, has never failed a delivery. The nearby Concordia Memorial Hospital (oddly-named because he is not dead) can attest to their dedication, as Dr. Eve Aksoy the Kindred Class Head has treated many broken bones. The hospital is nonprofit and runs on donations, volunteers (in ample supply), and negotiations with nearby pharmacies. The Cognizant Labs, overseen by Qwerty the Cognizant Elder, does supply some materials in exchange for consenting medical information used for more research and improvement. The Labs are an inverted skyscraper located out of the way in the north Capital wall, delving deep into the earth by 100 floors. The top 10 floors are open to visitors and acts as a makeshift college for any Cor seeking an education they may not have, while the next 40 floors are open to visitors with strict supervision as they contain more volatile research (and Cognizants). The remaining 50 floors, downward, are more secretive and reclusive and work on equally important projects. Qwerty is at the bottom in a sort of luxury suite. The entire Lab complex is filled with Whisperers, strange blue bee-like insects, that have been taken on as pets. Warrior Class Corda also have Heads, but they are currently in the process of voting in new candidates. Warriors compete in a multi-stage process to prove empathy and capability. (Note: All Class Heads are voted in and serve “for life” or until they retire from the position.)
The legal system in the Capital is a two-layered Congress. The actual governing borrows from other countries' laws with custom laws being passed in congressional debate, usually with the Heads' cabinets present to argue and vote. Tentative decisions get passed by Elders and their input is either ignored or considered into the final decisions. There are courts with educated judges, leaving the Class Heads more free to do their normal jobs around the city. ...Unless, of course, the case is tricky and needs input. The recent Project Roots scandal required direct input from all serving Class Heads as the previous Cognizant Head, Thanatos, was immediately removed from the position for his actions. Aristotle was also involved but has faced no apparent punishment.
There a district set up for the large Warrior Classes humorously called the Barracks, but it’s mostly a section constructed to accommodate their large body type; however, there's a beloved amphitheater reminiscent of the Roman Coliseum, although the fights held there are more akin to sparring matches and the ring is also used for plays and similar performances. Some Warrior Classes live in the main city and some Common Classes dwell in the Barracks, but each find the architecture built for their size to be more comfortable. The Barracks are located close by the Lab entrance.

Upon reaching approximately 900 years of age, Corda will begin to grow wattles/dewlaps on their necks like birds and some reptiles. Corda do not have sexual dimorphism, or even genitals for that matter, so sex does not apply to the colors, size, or shape of the wattle. Typically, but not always, Scouts have warm colors, Conduits have cool colors, Kindred have pastels, and Cognizants have vibrant displays. Warrior Classes usually have “ugly” colors. Shapes are limited by the space on the throat, but over the next few centuries a wattle will maximize from beneath the chin to mid-breast utilizing the loose skin of the neck. ‘Lucrative’ Trap: Egypt Lured By Billion-Dollar IMF Deals! Cairo Is Seeking To Secure Large Foreign Loans In An Attempt To Combat Its Economic Crisis

The major economic and currency crisis that Egypt has been going through in recent years has forced the country’s authorities to take measures that may result in even greater losses.
Egypt’s recent agreements with world powers and global financial institutions show that Cairo aims to secure multibillion-dollar foreign loans. In order to obtain the loans, the government plans to reduce the foreign currency deficit and meet the conditions imposed by the International Monetary Fund.
Resorts And Migrants
At the end of March 2024, Egyptian Prime Minister Mostafa Madbouly announced that the IMF had approved Egypt’s loan program and expanded it to $8 billion. He also noted that in early May, Egypt would receive the second installment of funds, worth $20 billion, from the Ras Al-Hekma deal with the UAE, aimed towards the development of the Ras Al-Hekma resort on the Mediterranean Sea.
Cairo has already received the first $5 billion from the Ras Al-Hekma deal. Egypt wishes to conclude a similar agreement with Saudi investors in order to develop elite areas on the Red Sea coast near Sharm El Sheikh, including the Ras Ghamila resort. The EU intends to provide Egypt with an assistance package worth €7.4 billion ($8 billion) to support the economy. International experts directly tie Egypt’s negotiations with the EU and the IMF to the war in Gaza and the problem of illegal migration.
In November 2023, IMF Managing Director Kristalina Georgieva said the organization was seriously considering expanding Egypt’s $3 billion loan program in light of economic difficulties related to the war in Gaza. The head of the Communications Department at the IMF, Julie Kozack, also stated that “comprehensive support” must be provided to Cairo so it can cope with the influx of refugees from Gaza. EU loans are largely related to immigration pressure caused by the armed conflicts in Palestine and Sudan.
Chicken Instead of Lamb
A major financial crisis broke out in Egypt in early 2023, forcing the government and the Central Bank to devalue the Egyptian pound. Since the start of the crisis, which continues to this day, the country has faced an increasing dollar deficit and debt burden as a result of growing external debt service payments and a lack of measures to strengthen foreign exchange reserves. The situation is complicated by a chronic shortage of food and medicine, the closure of enterprises, unemployment, and stagnating productivity.
Since the beginning of 2022, as a result of the government’s plan to devalue the national currency and switch to a floating exchange rate, the Egyptian pound has lost about two-thirds of its value. Currently, Egypt’s pound remains stable at about 49.5 per dollar, but this has not prevented prices for essential goods from rising.
Food shortages force ordinary Egyptians to stand in lines for hours just to get basic products like sugar, meat, and so on. Inflation has severely affected the majority of the population. Beef has become too expensive for the average Egyptian, and chicken is now considered a delicacy.
At the end of 2022, due to the rapidly rising prices, the Egyptian authorities advised people to replace meat – which has become too costly for the average buyer – with chicken feet. Egypt’s National Nutrition Institute listed the benefits of chicken feet, and noted that they contain protein, vitamins, and minerals necessary for the restoration of skin tissues, muscle growth, and so on. This ‘propaganda’ quickly spread online and sparked controversy in Egypt.
About six months later, on the eve of Eid al-Adha, or the Feast of Sacrifice, a professor of comparative law at Egypt’s Al-Azhar University, Saad al-Din al-Hilali, encouraged the country to “promote the culture of sacrificing birds” instead of the traditional young ram or bull, which most Egyptians could no longer afford. Since the Feast of Sacrifice is one of the main Muslim holidays, many Egyptians found such statements humiliating.
Egypt’s total external debt has doubled in the past ten years. At the end of the first quarter of 2023, it amounted to about $165.4 billion. This is equivalent to 40.3% of the country’s GDP, which is less than the 50% barrier set by the IMF. Dollar debt accounts for more than two-thirds of Egypt’s obligations to creditors. Based on official data, the total annual volume of Egypt’s external debt, including installments and interest, will amount to a record-high $42.3 billion next year.
Long Relations With The IMF
Egypt is currently the second largest debtor to the IMF after Argentina, but things have not always been like this. Egypt joined the IMF in December 1945, and its share in the fund is about $1.5 billion. In May 1962, Cairo signed the first agreement with the IMF to obtain a loan that would help it attain economic stability. However, the negotiations were paused, and the government did not resume them until the second half of the 1970s.
Egypt does not have a long history of obtaining foreign loans. The IMF provided the first loan to Egypt in 1977-78, during the presidency of Anwar Sadat. The $186 million loan was supposed to solve the problem with external payments and inflation, which approached 8.6%. The decision was motivated by various factors and problems which the Egyptian economy faced after the 1973 Yom Kippur War.

In 1991-93, under then-President Hosni Mubarak, Egypt again borrowed about $375 million to cover the trade deficit. As a result of this agreement, 50% of Cairo’s debt to the Paris Club countries (an informal intergovernmental organization of major creditor countries) was canceled.
After 1993, Egypt did not receive any loans from the IMF for a long time, and the fund’s role was limited to consultations and technical assistance. From 2011 to 2013, Cairo requested a loan from the IMF three times. Finally, the $4.7 billion deal was almost approved, but then-President Mohamed Morsi refused to implement many of the announced reforms, and the negotiations were suspended.
In 2016, Egypt adopted a three-year economic reform program after receiving a $12 billion loan from the IMF. The financing was provided in six tranches over three years. Egypt received another $2.77 billion in 2020 as urgent assistance to overcome the consequences of the Covid-19 pandemic.
Since 2016, the Egyptian government has carried out several reforms – it transitioned to a floating exchange rate, adjusted public finances to reduce public debt, reformed energy subsidies and adjusted energy prices, reviewed social spending, and implemented measures to strengthen the business climate, attract investments, and increase employment opportunities.

In 2021, Egypt received another loan, worth 5.4 billion, to help correct the balance of payments deficit. In 2022, Egypt reached an agreement with the IMF for an additional $3 billion to help with the foreign currency shortage crisis. This loan was supposed to be provided in nine tranches over four years, but so far, Cairo has received only the first tranche worth $347 million. The IMF says that it will provide the other installments after the necessary procedures and checks.
On March 6, 2024, the IMF agreed to expand this loan from $3 billion to $8 billion, provided that Egypt implements a set of economic reforms, such as transitioning to a floating exchange rate, reducing spending on infrastructure projects, and expanding the rights and opportunities of the private sector. Prior to this agreement, the Egyptian Central Bank decided to raise the interest rate by 600 basis points, to record levels.
Where Did The Foreign Currency Go?
In December 2023, several Arab media outlets posed the natural question: What happened to Egypt’s foreign exchange earnings which amounted to $100 billion per year? These earnings would be enough to cover Egypt’s financial obligations, such as import fees and external debt.
According to Al Arabiya, Egypt’s main sources of foreign exchange income are exports (about $45 billion per year), remittances ($32 billion), tourism ($11 billion), Suez Canal transit fees ($7.9 billion), and foreign direct investment ($8.9 billion).
However, sources in Egypt’s banking sector say that the country’s foreign exchange earnings do not reach banking structures due to the existence of a parallel market for foreign exchange where exchange rates significantly differ from official ones. Also, many Egyptians open accounts and businesses abroad and transfer foreign funds there. Workers sell dollars to brokers in parallel markets in order to better provide for their families in Egypt. On top of that, Egyptian importers prefer to keep their money in foreign banks.
The major trade deficit forces Egypt to take unpopular measures to fill the shortage of foreign currency. For example, Egyptians who live abroad and want to settle the issue with their conscription status should pay a minimum of $5,000. A special dollar retirement plan has also been developed for Egyptians who work abroad. Moreover, state-owned banks have started selling high-interest dollar savings certificates.
However, the most scandalous measure was the idea to give out residence permits or even citizenship in exchange for foreign currency. On March 8, 2023, the government allowed external investors to acquire Egyptian citizenship for a non-refundable sum of $250,000, or in exchange for buying Egyptian real estate worth at least $300,000.
Luxury By The United Arab Emirates
In February 2024, it was announced that the Abu Dhabi Development Holding Company PJSC (branded ADQ) intends to invest $35 billion in a large-scale real estate development project on Egypt’s Mediterranean coast. This step is directly related to the IMF loan, since it can provide the country with the foreign currency needed to obtain new financing from the IMF. According to the plan, ADQ will build a tourist and financial center in the Ras al-Hekma area, spanning 170km.

“The significant investment marks a pivotal step towards establishing Ras El-Hekma as a leading first-of-its-kind Mediterranean holiday destination, financial centre, and free zone equipped with world-class infrastructure to strengthen Egypt’s economic and tourism growth potential,” ADQ said in a press release.
The new and ambitious project, which looks more like the sale of territory to the UAE, sparked controversy, particularly among ordinary Egyptians. Over the past decade, the Egyptian government has spent huge amounts of money on luxury infrastructure projects, including on the New Administrative Capital, which has so far cost the country over $58 billion.
However, just a few days after the Ras al-Hekma project was announced, it turned out that Cairo and Riyadh have been holding informal negotiations on the development of the Ras Ghamila coastal zone near the Sharm el-Sheikh resort on the Red Sea coast. This initiative is also aimed towards increasing Egypt’s foreign exchange resources.
In February, Samir Sabri, an official representative of the Local and Foreign Investment Committee of the government’s National Dialogue initiative, said that “a massive project on the Red Sea, rivalling the scope of Ras El Hekma [is] imminent.”
Loans For Curbing Migration Flows
In mid-March 2024, Egypt and the EU announced that their relations have grown to the level of strategic partnership. This happened during the visit of an EU delegation headed by the president of the European Commission, Ursula von der Leyen, to Cairo. The agreement concluded between the EU and Egypt included a €7.4 billion aid package to support the economy amid fears that the war in Gaza and the conflict in Sudan may worsen Egypt’s financial problems and thereby increase migration pressure on Europe.
Under the agreement, the EU guarantees Egypt loans up to €5 billion until 2027, investments worth €1.8 billion in various fields, as well as grants totaling €600 million. Moreover, the countries reached an agreement on combating terrorism and illegal migration. The EU will allocate €200 million to resolve the migration issue.
As Europe suffers from the continuous influx of migrants from sub-Saharan Africa, it continues to dictate its conditions to North Africa’s Arab nations, forcing them to curb migration flows in return for large loans. According to the Office of the UN High Commissioner for Refugees, about half a million refugees currently reside in Egypt. Therefore, Europe’s concern about migration from Egypt is one of the reasons for signing the agreement.
History Repeats Itself
Apparently, Egypt has forgotten the mistakes of the colonial era. In the 19th century, the situation that eventually led to the country’s enslavement unfolded in a similar way.
Cairo received the first loans from European banks in 1833, during the reign of Egyptian ruler Muhammad Ali, but by 1840, Egypt already had accumulated a debt of 80 million francs. At around the same time, thousands of foreigners settled in Egypt. By 1863, its external debt had grown to 367 million francs – mainly due to the huge costs of building the Suez Canal, but also because of other prestigious projects, including the luxurious palaces of the Egyptian rulers. Dishonest speculation by European intermediaries, loan sharks, bankers, and so on also contributed to the growing debt.
In 1876, Egypt officially declared itself insolvent and creditor countries established control over it. This gave rise to many patriotic movements that proclaimed ‘Egypt is for Egyptians’. However, Ismail Pasha of Egypt, who resisted the European powers, was soon replaced by Tawfik Pasha (1879-92), who strictly followed the orders of Great Britain. The patriotic movement of officers led by Colonel Ahmed Ourabi was defeated in the course of the Anglo-Egyptian War of 1882, which marked the beginning of Britain’s occupation of Egypt.
Despite the fact that following WWI, Egypt formally became a free nation, it was still ruled by pro-English kings, and the Suez Canal remained under Franco-British (and later British) control. England controlled navigation in the Suez Canal until 1956, when President Gamal Abdel Nasser announced the nationalization of the canal. This led to the outbreak of an armed conflict and the invasion of British, French, and Israeli troops into Egypt and the start of the week-long Suez Crisis. The Soviet Union’s intervention saved Egypt from a full-scale war – Soviet leader Nikita Khrushchev threatened to launch thermonuclear strikes on the territories of the invading countries.

The biography of a chocolate bar

• 1.) Chocolate Liquor: Cocoa beans with their shells removed that have been fermented, roasted and ground until they liquefy. This liquid is made up of cocoa butter and cocoa solids; both are naturally present in the bean.
• Cocoa Butter: Natural fat from the cocoa bean; extra cocoa butter enhances chocolate’s flavor and mouthfeel.
• Sugar
• Lecithin: An emulsifier, often made from soy, that makes the ingredients blend together.
• Vanilla or vanillin and other flavors.
• 2.) Chocolate is made from cocoa beans, the dried and fermented seeds of the cacao tree (Theobroma cacao), a small, 4–8 m tall (15–26 ft tall) evergreen tree native to the deep tropical region of the Americas.
3.) The process involves harvesting coca, refining coca to cocoa beans, and shipping the cocoa beans to the manufacturing factory for cleaning, coaching and grinding. These cocoa beans will then be imported or exported to other countries and be transformed into different type of chocolate products (Allen, 1994). Chocolate production starts with harvesting coca in a forest. Cocoa comes from tropical evergreen Cocoa trees, such as Theobroma Cocoa, which grow in the wet lowland tropics of Central and South America, West Africa and Southeast Asia (within 20 C of the equator) (Walter,1981) . Cocoa needs to be harvested manually in the forest. The seed pods of coca will first be collected; the beans will be selected and placed in piles. These cocoa beans will then be ready to be shipped to the manufacturer for mass production.
• 4.) Cocoa farmers´ low income leads to serious violations of human and labor rights on cocoa farms. Because of their poor income, farmers cannot pay sufficient salaries to the workers and provide them with acceptable accommodation and health care. Furthermore, workers and farmers are often exposed to hazardous working conditions: they handle pesticides without protective clothing, work with dangerous tools and have excessive working hours. They face gender and ethnic discrimination and suffer from poor nutrition. Communities lack access to education, drinking water and effective community management.
• 5.) Importers either sell the cocoa to buyers in the country where they are located or re-export them to other European countries. In most cases, importers have long-standing relationships with their suppliers. Around 90% of cocoa beans is produced by small farmers. Importers in the commodity segment handle large quantities and have contact with exporters in producing countries who are not necessarily cocoa farmers themselves. However, some importers deal directly with these producers and are specialized in dealing with smaller quantities, particularly in the specialty segment.
6.) While the profits of multinational chocolate companies have increased since the 1980s, the world market price for cocoa beans has declined by half (inflation-adjusted). Another part of the problem is that cocoa farmers receive only a part of the world market price for beans, due to local trading structures, taxes and also the quality of the beans. For example, over the last ten years farmers in the Ivory Coast attained only between 40 to 50 % of the world market price for their beans. Farmers are rarely organized and lack insight into market trends for cocoa prices. They have to sell their cocoa at prices dictated by the intermediaries.

• 9.) Throughout history, chocolate has been marketed differently to different consumer types. Some companies like to show their customers that their chocolate has the most weight, by using digital scales and then showing what the price computing scales read on the actual package label. • 12.) According to the CNN Freedom Project, over 200,000 children are working in fields on the Ivory Coast to produce my favorite dessert. Some are earning a very meager paycheck to help support their families, while others are trafficked and sold to farmers for free labor. These children are typically between the ages of 12 and 16, but reporters have seen children as young as five. These kids work from six in the morning well into the evening, using chainsaws, machetes and knives to clear forests or cut down cocoa beans.

Not all child work is considered labor, but a child cocoa laborer may be kept out of school to do physically harmful work, such as carrying heavy loads (often on the head), using dangerous tools such as machetes and handling harmful substances, such as pesticides. Despite efforts to curb it, child labor has only increased in recent years. In Ivory Coast, for example, child worker numbers in cocoa grew 51 per cent to 1.3 million between 2009 and 2014. Major chocolate manufacturers, under threat in 2002 of labelling legislation in the United States, promised to remove slavery from their supply chains by 2005. That stretched to 2008 and then 2010. A 2018 report on the $100-billion global chocolate industry claims that not a single company or government is anywhere near the current goal of reducing child labor by 70 per cent by 2020.
