Film Review: Dawn Raid – Southside and the Polynesian Sound
Documenting the rise of the legendary Polynesian document label in 90s’ and 00’s Aotearoa/NZ towards a backdrop of racism, this is a vital and entertaining movie about tradition and identification, says Sonja Hammer.

Radio waves reaching growth bins in South Auckland garages within the 90’s had been saturated with American Hip Hop and RnB. Suburbs like Mangere, Manukau, Papatoetoe and Otara had been branded as ‘the ghetto’. ‘[With] all of the crime, folks suppose it’s the scariest place in NZ,’ says Andy Murnane ,one half of the duo who created the unique Polynesian document label Daybreak Raid Leisure. The opposite half is Danny ‘Brotha D’ Leaosavai’i, and Daybreak Raid is the brand new documentary that tells their story.

Oscar Kightley, in his directorial debut might be higher identified to Australians by his work in tasks like Bro’city (The Bare Samoans animated TV collection) and Sione’s Wedding ceremony (as co-writer and actor). He’s himself a Polynesian pioneer of movie, stage and Tv. 
The origin story informed in Daybreak Raid begins at Manukau Technical School advertising class, circa late 90’s, the place Brotha D and Andy the Southside ‘palagi’ (Samoan time period for white individual) meet. Family names with ‘the Polynesian sound’, hip hop pioneers like Che Fu and King Kapisi seem right here, however disappointingly the absence within the movie of the Wahine within the music scene like Moana Maniapoto and Teremoana Rapley weakens the storytelling. Sure, the Daybreak Raid crew dared to dream massive in taking goal on the American hip hop market and we witness heartfelt musings of Brotha D and Andy reminiscing about how they related with the best artists from Southside: Deceptikonz, Adeaze, Mareko, Savage. However it’s disappointing that ‘Polynesian Princess’ Aaradhna is the one feminine artist depicted.

Conversations in Creative Cultures (CCC) Week 10 Notes
Reflection: Really interesting lesson. Lots that was new to me. I had heard of the Dawn Raids but had little to no idea what they were. Watching the videos made me more appear of the large amount of New Zealand histories that are not taught at primary or high school level, and often high school history doesn't expand beyond the Treaty, (as important as the Treaty/Te Tiriti is and should be taught). Also learnt to spell it as Pasifika as includes letters that are recognised in Polynesian languages?

What do I already know? 
Polynesian possesses a similar mythology, connections between the Pacific Island Region and Aotearoa. 
Some language overlap between Māori and Polynesian languages. 
What we don’t know and might want to find out?
How people made their way to the Pacific. That potential connection to South America through kumara.

Labour shortage, NZ encouraged Pasifika people to come work in New Zealand in the 1960s, being able to bypass the the regularly necessary permits to live/work in NZ. 
Auckland being the Polynesian capital of the world. Many Polynesians moving to Auckland/New Zealand for better paying jobs and better education or their children. They were paid better in New Zealand than Samoa. There was a big lifestyle difference from living in the islands opposed to living in NZ. Working for a pay cheque is order to live/survive. Less forgiving in NZ? Sometimes money people made wouldn't go to the church or back to the family/home and would be spent on alcohol. 
NZ economy struggles, lots of unemployment. The blame is placed on Pacific Islanders taking NZ jobs. Originally welcomed without residents permits to fill labour gaps, then flipped and deemed unwelcome when New Zealand felt it. Became the scapegoat. “Can’t let a flood come here...” “Keeping to British stock”. “New Zealand cities were once seen as quiet, clean and a nice place to raise children in before immigration.” They took a couple Polynesian individuals and used their minute image to stereotype and present the entire NZ Polynesian population as possessing the same negative reputation. White/Pakeha people also has similar problems but was not highlighted or used against them in the same way as they were in control of society and what was recognised in the media. 
Dawn Raids: Police came to their homes at early hours of the morning or came to people’s work places to take them away for being overstayers. Bias ads and news information, news broadcasting, which fuelled public fear. 
Police had a bad reputation, known for being racist, thugs and by no means friends to the Pasifika people. Whereas Pakeha people saw them as protecting their rights. Stopping people in the street, asking for papers. As if people just carry their passports around. 
“How can you tell if someone’s an overstayer” Minister of Immigration 1976: “I can tell a jersey from a fresian.” Dehumanises the people. Also suggestive of being derogatory if being suggestive of either cow representing Polynesians. 
Police would go to the areas which were largely populated by Polynesian people. Would question their identity and bring them in for questioning. Good relations between police and Polynesians was destroyed. Would go to hotels and billiard halls popular with Polynesians. “Random” checks. Would target Polynesian areas over European areas. 
When police came into the pub, men would leave out the back and be caught by police. All would be citizens and police would look stupid, so they'd be done for taking the pub glass outside of the facility, theft of property. An attempt to cover for rounding up Polynesians. 
1970s-80s overstayers were mostly Europeans and North Americans. 2/3 of overstayers were European heritage but 2/3 of prosecuted overstayers were Pasifika. 
Polynesian Panthers. Similar to Black Panthers, look a likeness. Racial and poverty issues. Used the image so they would be taken seriously. They weren't a gang and ha dot work hard to destroy the image/ides that they were. Had to organise and promote positive initiatives, eg homework club, fine arts, taking care of the elderly. 
The idea of being Un-Polynesian to speak up and challenge authority. Older people didn't understand why younger Polynesians born in NZ or otherwise were making such a fuss. Idea that “Police knew best” when they really didn’t. Polynesians, legal or not legal, were worried about being targeted, being next. “Heads down, arses up, keep working. Don’t make a fuss.” People in the Pasifika community tried to encourage overstayers to reapply for sake of others, for sake of everything the community was going through. People would report on their cousins, brothers, family members etc. “Coming home drunk too much...” or “Not sending money back home...” 
Targeting all brown people: Māori, Cook Islanders, Niueans and other legal New Zealand citizens. Polynesian Panthers documented police to highlight racism or discrimination. Rob Muldoon, (PM at the time) and Allan McCready, (Minister of Immigration at the time) were trying to say there weren’t random checks and discrimination towards Polynesians in and around 1976. Evidence of “random” checks meant police and the government could not longer cover up what was happening and the way they were handling overstayers. 
NZ loved saying after WW@ how multicultural we were and everyone got along so well when in reality that wasn't the case. Large problems with racism. 
When younger NZ born Pasifika people asked their parents and other family about the Dawn Raids or specifically about making it into a play, the older Polynesians figured it was better not to talk about it, and leave it in the past. Younger people are recapturing the idea of the Dawn Raids.

Immigration New Zealand exceeded its budget for deportations in the first part of this year and required an additional injection to the budget. They have since obtained a further $500,000.
It has been reported that given the financial circumstances, at one point this year it was determined that INZ could only deport certain named individuals, including 22 inmates due to be released from prison, 48 alleged criminals and 14 individuals whose refugee claims had been rejected. The cost of deporting these people alone would amount to $564,883.
The total budget for deportations was $1.2 million for the 2017/18 year, a $500,000 cut from the $1.7m the previous year. The reason for this decrease was unknown, even to Alistair Murray, a senior Immigration NZ manager in Auckland, considering they had spent nearly $1.8m the previous year, and $1.6m the year before that.
Assistant General Manager, Pete Devoy the assistant general manager, guessed the reason for the cut was that deportations were viewed as an area where the budget could be cut and not have a visible impact on INZ’s business. He said the budget shortfall posed several risks to Immigration New Zealand’s reputation “in particular for those migrants who are considered the highest harm”.
There was concern about INZ having to reduce deportation activity to only high-risk individuals. They mentioned the impact reduced budget would have on their compliance work being done in the Bay of Plenty where a number of unlawful Indians were being deported.
Instead of actual deportation of illegal migrants, compliance officers were working on enforcing voluntary departure, requiring overstayers to leave at their own expense.
Part of the increased costs were due to airlines demanding more security – up to three escorts – and deportations to more expensive parts of the world to travel, such as Africa and the Middle East.
In March 2018, the compliance manager Nicola Hogg successfully obtained a further $500,000 for the deportation budget, allowing deportation activities to continue as before.
Deportations Statistics
2012/13 – 791 deportations cost $1,532,091
2013/14 – 660 deportations cost $1,229,294
2014/15 – 523 deportations cost $1,317,707
2015/16 – 529 deportations cost $1,611,130
2016/17 – 727 deportations cost $1,778,196
2017/18 – INZ had budget of $1,278,000 but spent $914,000 by January. Only had $363,868 to last until the end of June. Received an extra $500,000.

Some basics about deportation liability
If your visa expires  and you do not have an interim visa or application is declined, you become unlawful. You become liable for deportation, generally 42 days after becoming unlawful and do not have to be served a further deportation liability notice. You can be arrested and taken into custody at any time and put on the next available flight to your country.
If you are unlawful, you have no right to stay or apply for a visa, but can request a visa under special provisions of the Immigration Act, most commonly under Section 61. This does not technically give you the right to stay and prevent deportation but gives you a chance of staying if visa granted. We have assisted many clients in these circumstances.
Other grounds for deportation include:
Criminal offending (including drink-driving, assault etc) – for residents for offences for which imprisonment can be imposed even if it were not)
Breach of visa conditions (eg working while on a visitor visa)
Visa granted in error
Visa held under false identity or fraud, forgery etc
Concealing relevant information in an application
The exact grounds depend on whether you are on a temporary or resident visa.
Permanent residents can also be liable for deportation in some circumstances.
In cases where you hold a visa, a deportation liability notice would be issued and you would have 14 days opportunity to give reason why deportation should not take place
You may also appeal to the Immigration & Protection Tribunal against deportation on humanitarian grounds, but must lodge this within 28 or 42 days depending on the type of deportation liability.
Note that being deported does not just give you a free trip home! You would be required to repay the costs, sometimes at your home airport or at least if you want to return. You would then have a ban on returning to NZ for 5 or 10 years.

The judicial crisis in Kiribati shows no sign of ending, three years after it began. The Kiribati Government has been trying in that time to remove a judge it had appointed, David Lambourne, who is challenging his removal through the courts. In March, drug law amendments will impose a life sentence on anyone carrying over 10 grams of methamphetamine. The Cook Islands Government has paid $5.4 million to Air New Zealand following a High Court case in Rarotonga. The court ruled in the airline's favour and said Air New Zealand taxes should be paid in New Zealand instead of the Cook Islands. Tonga "Overstayers" continued to look for work and social services in wake volcanic eruption last year. The first Conference of Pacific Education Ministers will be held in March in Auckland, to discuss key education challenges and identify areas of action in the region. Those in attendance are set to include Pacific Islands Forum Education leaders, senior government officials, development partners, civil society organisations, policymakers, students, and educators. They are expected to also discuss how the region is progressing towards the goals of the Pacific Regional Education Framework 2030 Agenda. The parents of a New Zealand aid worker killed in Ukraine say they're struggling to cope with his death, but are very proud of what he has done. Andrew Bagshaw had been delivering humanitarian aid since April last year, but went missing early January. Consumer prices rose 1.4 percent for the three months ended December with the annual rate unchanged at 7.2 percent, Stats NZ said, largely in line with forecasts. The main drivers continued to be household costs, such as rents and maintenance, higher food prices, and building cost. In case you were wondering what it's like to be a New Zealander right now...
In case you were wondering what it's like to be a New Zealander, it's currently impossible to get into the country for any NZ citizens (not an exaggeration). The government has mismanaged mandatory quarantine to the extreme - spots are booked out 5 months in advance and so limited that people pay thousands of dollars & give their passport information to internet strangers to have them also attempt to book spots on their behalf to see if they can get even a tiny advantage over everyone else - it's become a booming industry. The NZ government's response to this exploitative & dangerous (re: identity theft) practice is to simply say it is legal and people should "exercise caution".
The NZ government has repeatedly refused to advise the public about when new spaces will be opened up, so it's a complete guessing game. The government said today it releases "hundreds" of spaces daily - there are people who run bots which give you a Twitter notification every single time a space comes available - yesterday only 25 rooms were released. I'm unsure how "hundreds" = 25, but there you go. These rooms are booked within milliseconds of appearing.
The system punishes those who are unable to sit & refresh the site 24/7 - I am not exaggerating when I say that I have not slept for more than 55 minutes in a row over the past month. Every single hour (yes, including from midnight to 7am) I wake up to an alarm so I can check the website hourly to see if new spots have opened up. I get panicky if I have to put my phone away for something (e.g. if I'm going out or am in a place with a poor signal) because that could be the moment spots are released & therefore I miss out.
Emergency spots are also impossible to obtain. Currently, those who are in a situation like mine with an overseas visa soon to expire are being told to country hop around the world on tourist visas once your overseas residence visa expires. We are told that an expiring visa & the risk of becoming an illegal overstayer is "not enough to warrant an emergency place", but we just have to keep trying to book a spot ourselves while moving from country to country on tourist visas as each one comes to an end.
There have been notorious cases in NZ media over the past 6 months of NZers who are dying (as in, diagnosed as only having 2 months left to live) being rejected an emergency spot to come home and see family, get support etc. These people have had to go the media & kick up enough bad press for the government to finally step in & change its tune in regards to their case.
The icing on the cake is that today I pretended I needed to go through the UK quarantine system to see what it is like. I obviously didn't actually book anything, but would have been able to book a quarantine space for THE VERY NEXT DAY should I have needed it, with no hassle at all.
Obviously not everyone coming into the UK has to quarantine, like in NZ. But let's be real - the numbers have to be pretty relative considering how tiny NZ is.
There is no ethical justification for the way NZ has been treating it's own citizens needing to return home & excuses from the government about "fairness" and "we just can't do it" are laughable given the success of other international quarantine systems.
This is NZ's only protection against Covid, yet they refuse to expand or invest in it because more people returning = higher number of cases arriving & being stopped at the border. Lower border cases are apparently more important than the mental, physical, social and emotional well-being of Kiwis stranded overseas.
This isn't something new - this has been an issue since the beginning of the pandemic & overseas Kiwis have been complaining about it since the system was put in place 1 & 1/2  years ago, and yet the NZ government still refuses to make changes or take the issues seriously.
Basically, I didn't want to just complain for complaining's sake to the void because this is just the reality of my life over the past few months - but I just had to say something after seeing how smooth & easy it is to book spots in other country's quarantine systems.
I sincerely look forward to the day when I can sleep for multiple hours in a row & my anxiety isn't just through the roof every waking minute
