Disability Services Providers - Putting People First
Disability services providers across the country are turning away new clients, shutting down programs and struggling to maintain quality standards. That’s according to a new survey from the American Network of Community Options and Resources.
Located on Bundjalung Country, CPL - Choice, Passion, Life offers disability support in three Northern NSW locations. Their community programs help participants develop their creative side and connect with passionate support workers. To know more about Disability Services Provider Ballina, visit the Dabba Mallangyirren website or call 0403856995.
Located in Northern NSW on Bundjalung Country, Dabba Mallangyirren is a specialist Disability services provider that puts people first. Its team helps participants achieve the outcomes that matter most, including specialised accommodation and employment. It also operates Summerland Farm, a macadamia and avocado farm that offers employment opportunities to people with disability. Its community programs foster inclusivity and empower people to explore their creative side. It also connects passionate support staff with people who need care.
The company’s support workers are well-equipped to help people with disabilities navigate the complex complexities of the NDIS and make the most of their funding. Their personalised approach prioritises genuine connections and inspires participants to add a bit of adventure to their lives. In the aftermath of the Northern Rivers flood disaster, Dabba Mallangyirren’s staff played a critical role in helping people with disability find safe accommodation and connecting them to new support networks. It now provides a range of NDIS Support Coordination services for people with disabilities in the Ballina Shire, Byron Bay and Lismore regions.
Dabba Mallangyirren is one of Australia’s leading not-for-profit disability service providers and a registered NDIS provider. The organisation works with customers to realise their potential and provides empowering, personalised services to over 13,500 people with disability, their families and carers each year.
The Northern Rivers Orthotics Service project, funded by the Newcastle Permanent Charitable Foundation, is a collaboration between Northcott, Ability Made and Northcott Innovation. This pilot program uses telehealth to deliver Orthotic care to children in the Northern Rivers area of NSW, which would usually require them to travel to Sydney, Brisbane or Newcastle.
The project is offering assessments, scanning and fitments through a video conference with a skilled Orthotist supported by highly trained local allied health professionals. The appointments can be attended by children’s parents, and any support people they wish to bring along. If you would like to find out more, contact Karen via the details above. This service can be funded through your child’s NDIS plan.
A key theme from conference presentations was the value of people with disability being involved in organisational design. This included being inducted into organisations, running self-advocacy groups and delivering training. Delegates also highlighted the importance of empowering frontline staff via award programs.
One of the ways to get support through the NDIS is by working with a Local Area Coordinator. These are partners that can help you understand your NDIS plan, create or implement your plan and review your plans as needed. They can also link you to community and mainstream supports in your local area.
NDIS Local Area Coordination partners can also work with you to develop your capacity to make decisions and choices, find the most suitable disability supports in your community, sustain informal support arrangements and build capacity of mainstream services and communities to become more inclusive. They can also provide information about NDIS, your rights and links to online resources. If you have a permanent and significant disability, you may be eligible for NDIS support coordination.
The National Disability Insurance Scheme is a way for people with permanent and significant disabilities to access funding that can help them live their lives the way they want to. This includes accessing supports that enable them to achieve their goals and participate in the community.
The process begins with creating a personalised NDIS plan, which is developed in collaboration with a planner or local area coordinator. The plan sets out the individual’s goals and the specific disability support services that will be funded to meet them. To know more about Disability Services Provider Ballina, visit the Dabba Mallangyirren website or call 0403856995.
Participants can choose to self-manage their plan, have a plan manager or have the NDIA manage it for them. Each option has its own benefits, and participants can change their management options at any time if their circumstances change. NDIS planning is dynamic and will change over time. A person’s plan will be reviewed periodically to ensure it is meeting their needs. This can include reassessing their goals or modifying the specific disability support services that will be funded.

Conclusion + My Results
Where to Buy
If your feet are prone to dry skin and calluses, keeping them smooth and soft is a constant struggle.
Welcome to my life. Over the years, I've tried countless foot creams, foot files, salon pedicures and even high-tech buffing gadgets to keep the rough, dead skin at bay. (The Emjoi Micro-Pedi seemed to work okay for a while, but having to constantly buy new replacement heads really adds up!)

Thanks for watching!
But then I heard about Baby Foot from a beauty editor friend.
This was before it went viral, mind you, and this new foot-care category—the foot PEEL—was still unheard of here in North America.
The way she described the little plastic booties, flooded with acid, was enough to get me excited. And then (spoiler alert) how it made all your dead skin shed off like a snake?!?!
Totally disgusting. But duh! I wanted IN.
Fast-forward to the present, and I'm still Baby Foot-ing a few times a year as my foot maintenance product of choice.

Thanks for watching!

Thanks for watching!
Read on to find out how it works, how to use it and what results you can expect—including my very own Baby Foot before and after. Look away now if you're grossed out by feet!
What is Baby Foot?
Tumblr media
The Baby Foot peel.
Baby Foot is a chemical peel for your feet. A very STRONG chemical peel.
It's also the OG foot peel, created all the way back in 1997 in Tokyo, Japan.
Unlike other foot treatments, which require regular filing sessions or daily product applications, Baby Foot is something you only need to use once every couple of months.
It's THAT intense, thanks to a high concentration of alpha-hydroxy acids (AHAs) combined with alcohol, as well as various botanical extracts.
According to the manufacturer, the glycolic and citric acids break down the bonds between the layers of dead skin cells. The alcohol softens the skin (making it easier to remove), and the lactic and salicylic acids stimulate a flaking effect—all without damaging the fresh skin underneath.
Here's a look at the ingredients:
Aqua (Water), Alcohol, Isopropyl Alcohol, Lactic Acid, Glycolic Acid, Arginine, Parfum, Butylene Glycol, Peg-60 Hydrogenated Castor Oil, Glucose, O-Cymen-5-Ol, Citric Acid, Malic Acid (Apple), Citrus Aurantium Dulcis (Orange) Peel Oil, Citrus Grandis (Grapefruit) Peel Oil, Dipotassium Glycyrrhizate, Cymbopogon Schoenanthus Oil (Camel Grass), Nasturtium Officinale Extract (Watercress), Arctium Lappa Root Extract (Burdock Root), Saponaria Officinalis Leaf Extract (Soapwort), Hedera Helix (Ivy) Extract, Salvia Officinalis (Sage) Leaf Extract, Citrus (Lemon) Fruit Extract, Clematis Vitalba Leaf Extract (Clematis), Spiraea Ulmaria Extract (Meadowsweet), Equisetum Arvense Extract (Horsetail Herb), Fucus Vesiculosus Extract (Bladderwrack), Chamomilla Recutita (Matricaria) Flower Extract (Chamomile), Camellia Sinensis Leaf Extract (Tea Plant), Houttuynia Cordata Extract (Chameleon), Phenoxyethanol, Hydroxyethyl Cellulose, Salicylic Acid, Sodium Nitrate, Glyoxal, Disodium Phosphate, Linalool, Limonene.
According to the manufacturer, none of these were tested on animals (Baby Foot is cruelty-free).
The formula has the consistency of a gel, and comes pre-filled inside a set of disposable plastic booties for you to wear. That way, the booties can keep it in contact with your skin for maximum absorption. It's sort of like a sheet mask for your feet, except it is exfoliating instead of hydrating.
The results aren't instantaneous, though. It can take up to a week to start seeing the dead skin peel away—a process that I'll show you in just a second. Let me say that it is equal parts horrifying and life-changing!
Who should try Baby Foot? Anyone who experiences dry, rough skin on their soles, heels or toes. The dead skin accumulates due to pressure and friction from standing, exercising or even wearing certain shoes. (I'm know I'm definitely guilty of suffering for fashion and not wearing my orthotics like I should!)
Baby Foot Peel Instructions
Using Baby Foot is simple—you just need to set aside an hour or two to prepare for and then apply the peel.
Before you start, you may want to remove any nail polish you're wearing, because the acids will destroy the shine and make it look dull.
Alright, here's what you'll find in the box:
Tumblr media
The Baby Foot instructions.
First of all, the instructions. They can be a bit confusing, so I'm going to walk you through them here.
Tumblr media
Each Baby Foot package contains one pouch.
You also get a sealed pouch. This contains your acid-soaked booties. But wait! Before you pop those bad boys on, you want to soak your feet first.
I fill my tub with a few inches of warm water and then sit my feet in it for a good 15 to 20 minutes. The idea is to soften the dead skin, so the gel can penetrate more effectively. Amongst Baby Foot devotees on the Internet, this pre-soak step is the KEY to an effective peel.
(Weirdly, Baby Foot's instructions fail to mention this until step two, after they've already told you to put on the booties. Then, the instructions are like, by the way: "We recommend taking a footbath to enhance the effects BEFORE and AFTER using this product." So don't make the mistake I did of reading step one and thinking the Baby Foot scientists had suddenly determined soaking was no longer necessary—it is.)
Tumblr media
The Baby Foot booties.
So here's what the plastic booties look like. These are for one-time use only. Not pictured: the peel-off adhesives that you'll use to secure the booties around your ankles.
Tumblr media
Cut along the dotted line to open the Baby Foot bootie.
Since the tops of the booties are sealed (to prevent the gel from leaking out), you'll need to cut along the dotted lines to open them up.
Tumblr media
Wearing the Baby Foot booties.
Roll up your pants and stick a foot in each bootie. Don't worry, it doesn't hurt or sting, despite all the acids.
To keep the gel in place, secure the booties snugly around your ankles with the enclosed adhesives. (If you can't find them, just use regular tape.) Since the booties are designed to accommodate up to a size 12 foot, they can be a little loose, so I like to put a pair of socks on over top, to make them fit tightly.
Also, don't do what I'm doing here, which is sticking my foot in the air. You want to be sitting upright, so the acid is pooling under your soles—not working on the tops of your feet, where there's no dead skin to target.
You need to wear the booties for ONE HOUR before you take them off and wash your feet with soap and water.
For the next seven days, do not apply any creams or lotions to your feet, and be sure to soak your feet daily. According to Baby Foot, the water is essential to activate the peeling process.
WARNING: Do not scroll down unless you want to see the graphic results!
Tumblr media
The Baby Foot peeling process starts within two to seven days.
This is what starts to happen within two to seven days after the initial Baby Foot application. The dead skin literally starts to peel off in SHEETS.
You just need to be patient and let it happen. I can still remember the first time I did this, and I was convinced it hadn't worked. Four days passed, and if anything, my feet were looking worse: much drier and more callused than before. Damn you, Baby Foot, I was thinking.
Then, a day later, I was taking off a pair of tights when much to my alarm, a whole bunch of flakes fell out on the floor. FOOT FLAKES. I was repulsed, but elated. The grotesque sloughing-off can continue for up to two weeks, so you will definitely need to change your sheets, and vacuum.
But it's all worth it, because a pair of soft, smooth and yes, baby-like feet will finally emerge!
Baby Foot Peel Safety
Tumblr media
The Baby Foot peel.
Is Baby Foot safe? For most people, yes—as long as you use it according to the manufacturer's instructions
Here are some frequently asked questions about Baby Foot safety:
Who should NOT use Baby Foot? Avoid Baby Foot if you have open cuts or sores, warts, corns or any skin disease affecting the soles of your feet. Also steer clear if you have diabetes or an immune deficiency. People with very sensitive skin may also find the strong acids too irritating.
Can you leave Baby Foot on longer than one hour? The instructions suggest one hour—any longer and you're taking a risk. A lot of Baby Foot reviewers recommend two hours, but I've found that makes areas with thinner skin, like the tops of the feet, uncomfortably itchy for days later. I think it's just too long for them to be in contact with the acid!
Can you speed up the process by peeling off skin with your fingers or a foot file? It's tempting to want to "help" things along by peeling off skin with your fingers or going at your soles with a foot file. But this could be too aggressive, and you could inadvertently take off skin before it's ready. Instead, the manufacturer recommends gently rubbing your feet with your hands after bathing.
How often can you use Baby Foot? If your feet have a lot of dry skin build-up, the manufacturer suggests a second application after four weeks. For maintenance, you can use Baby Foot about every two months.
Did I buy a fake Baby Foot? If you didn't get results, it's possible that you purchased a counterfeit Baby Foot. Before you use the product, make sure it says Baby Foot (not "Baby Feet") and that the contents match the photos here. Otherwise, the peel could be ineffective or even harmful.
Baby Foot Peel Dupes
If you're looking for an alternative to Baby Foot, you're in luck. These are the closest dupes on the market, which contain almost identical peeling ingredients:
Conclusion + My Results
Tumblr media
During the Baby Foot peeling process (left) and after (right).
So here's what my feet looked like during the Baby Foot peeling process, and after.
I was well overdue for a peel before this session, so I'm pretty darn impressed! I still have some callused skin in a few spots because I over-pronate (roll inward). I could repeat the treatment in a month to work on them some more, but it's never going to be a permanent solution.
Still, it's one that I am extremely happy with! Since Baby Foot is only removing dead skin, not living tissue, it is not traumatizing the skin in any way or encouraging calluses to build up faster.
Not only is it more effective than any other treatment I've tried, but it also involves less manual labour than filing, and is way cheaper than a pedicure.
The only catch? You need to do Baby Foot when your feet are going to be under wraps (like during the winter). Sheets of dead skin falling off your feet just doesn't go well with sandals, you know?

Road trip to Tahiti
Saturday, March 2, 2019
We decided last night that we will make the drive down to Monterey. The weather might not cooperate, we’ll make the best of it. Five of us, plus dog, pile into the car and head south from San Francisco.  Our first stop is the Folktale Winery. There is a very light mist in the air. That doesn’t seem to bother the many people sitting outside enjoying their wine. As we approach the entrance we are welcomed with a glass of bubbly wine. We have a choice of doing a tasting of 5 kinds of wine, ordering by the glass or the bottle. Muzi, Mallory & Michelle opt for the tasting, Tom chooses a glass of full bodied red, and I stick with the bubbly. Just bring the bottle please. We ordered some cheese, meats, roasted nuts, and breads. Just then, then rain started to really come down. Quickly everyone picked up and moved indoors. We got a priority for seating since we were waiting for food. Having the dog could have been a problem. I grabbed my bucket of wine and headed inside. I found myself behind a huge great dane puppy. It was about 6 times taller than Dylan, so I guess dogs are allowed! We settled around a quant carved wood table and continued enjoying our wine, food, and conversation.
Tumblr media
We continued on to Monterey, the Cannery Row area. We walked around the very cute town. There was a fish restaurant on the center of the plaza selling clam chowder, which we sampled. The rain started up again, so we left the sea otters and seals playing on the beach and had another glass of wine at Carmel Ridge wine shop. This time, we hid Dylan in her carrier, until we saw the German Shepard enjoying the wine shop company.
Tumblr media
Our hotel was the Monterey peninsula hotel. Three beds were waiting for us. That last glass of wine didn’t agree with me. Too much acid, and I was feeling it.  I decided to skip dinner and stay back at the hotel with Dylan. My request was to bring me back some Chocolate Milk. I took my acid reflux medication, put my feet up, and watched Rick Steves the rest of the night.  We never did make it to the outdoor hot tub, not much fun in the rain.
Sunday, March 3, 2019 Our hotel offers a continental breakfast. Mallory was sure that meant dry cereal so she found a place for a proper brunch. When I went to check out, I found the selection of pastries looked fresh and tasty. There was fresh fruit, coffee, juice.  It would have been enough for me. Instead we drove to Crema, who’s logo shirts all say “Find your happy place”. I remember seeing the same logo in Cuba. We left the dog in the car this time. We could hear her barking for us as we walked the 2 blocks to the restaurant. Returning, we found her sleeping on the front seat.
Tumblr media
We head to the Monterey entrance of the 17 mile drive. There is a $10 charge per car full to drive the 17 winding miles through Pebble Beach Golf Resort to Carmel.  We drove along the golf course which hugs the Pacific Ocean. We stopped often for pictures and to walk on the beach.  Dylan has been to the beach before. We like to walk her at Metro Beach. She doesn’t mind the sand, but she doesn’t like the surf.
Tumblr media Tumblr media
We enjoyed time at the Pebble Beach Visitors Center.  The lodge, the gift shop, the hotels were very nice. Tom doesn’t have his golf clubs, but if he did… Mallory says we’ll make another trip here in the summer.  Although it’s expensive, Pebble Beach is a public golf course. It’s not impossible to play here, especially for a single to walk on.  Harry Ganas has played here. Tom says he’d love to play here sometime with Harry ( who is his favorite golf partner).
Capitola was the next stop. I loved this town. I could spend some time here right along the ocean. Muzi found a dog friendly restaurant. Usually dog friendly means seating outside. Not possible today with the rain. We put Dylan back inside the carrier and went to Margaritaville hoping for some fresh fish.  I ordered garlic prawns, which came with the heads on, and lots of spice. Not what my acid sensitive system likes.  I had to bail on the margaritas and stick with water. Once again. I was surprised to see dogs inside the restaurant.  Highway 1 is the picturesque winding road that mostly hugs the Pacific Coast. Today with the clouds, the rain, and the fog, the view was not at its best. Mallory, Michelle and Dylan all fell asleep while I sat in the center back singing. We drove H1 all the way back, with our last stop in Half Moon Bay. We stopped in the dog friendly brewery. Again, outside not possible. As we approached the door — a sign told us “NO PETS INSIDE”  so quickly into the carrier she goes. We found a table, put the carrier on the floor and ordered beers all around. No problem!   As we have been driving the last two days, I’m making notes of areas to check out for rentals next winter. I’d like to stay here about a month, but I’d like my own place. I don’t think we could afford anything in the city, but within an hour would be possible. Close to the BART or CAL Rail would be even better. If not, we’d borrow the car we are leaving here for the month.
Monday, March 4, 2019 I have a meeting with Dr. Alicia Knee, DPM today. I found her online. Reading all the reviews, there wasn’t a single bad one for her. I’m not looking forward to a cortisone shot in my foot. My DPM at home has wanted to inject my foot since my first appointment. I keep putting it off, but my foot hurts so much I’m ready for the shot. I’ve been wearing custom orthotics and a toe spacer. They do help, but when I walk it feels like I’m walking with a large bolt under the ball of my foot. My second toe has been fixed in a curved position for a week now. The pain feels like my toes are on fire. It hasn’t stopped me from walking, which is the only exercise I actually get. I just keep putting one foot in front of the other refusing to give in to the pain.
Tumblr media
Did I mention the doctor was a professional dancer? She is also gorgeous, with the posture of a ballerina. She examined my foot and said I need surgery to correct whats going on. She says my big toe needs a fusion to stop the progression of the deformity the is changing the shape of my foot. The second toe needs a “shortening” procedure in order for it to lay flat again. Dr. Knee tells me she is not going to inject anything into my foot, and adds, if any surgeon suggests that, find another doctor.  If she injects cortisone into my foot, it could cause the ligaments to collapse meaning immediate surgery would be necessary. This means a non weight barring recovery time of 6 weeks. That means crutches. I have a frayed rotator cuff and advanced arthritis in my left shoulder that requires a shoulder replacement. Not just any kind of replacement, a posterior placement which is a specialty procedure. No, Donna can’t just have any run of the mill replacements…they need to be “special”. I just saw a specialist at University of Florida in January that delivered that news. Dr. Knee doesn’t think foot surgery is a good idea until I can use crutches. She asked me to consider which procedure I feel needs to be done first.  In the meantime, she is sending me to a fit specialist to get new shoes. The sketchers I love need to be replaced with something that has a 4” rocker plate in the front and a built up metacarpal pad.. I think that means “ugly shoe”.
I need to call this entry “All my shoes are black," because that is my new shoe wardrobe  This shoe shopping was nothing like my last excursion. When I was given the orthotics and toe spacer I was on my way to stay with Mallory in New York. The new Canadian owners of Lord and Taylor decided to close the flagship store on fifth avenue. They sold the beautiful building to WEWorks.  No more beautiful Christmas Windows at Lord and Taylor. They had a huge closing sale and I spent an entire day there looking for shoes that would fit the new insoles and the toe spacer, and still look good. I thought I was buying my last new shoe wardrobe. The prices were good, I bought quite a few pairs and had to borrow a suitcase to get them all home.  Little did I know that I would be doing that again, today, at “On The Run”. I need a shoe that has a stiff sole from the ball of the foot to the toe. Unfortunately, all the shoes I own, especially all the ones in my suitcase here in California, bend. I wasn’t given much choice of colors or styles. Mark and Tim., the fit specialists, spent almost two hours with me. I walked out owning 2 pairs of the ugliest shoes I have ever owned, and one that isn’t so bad. Definitely the most expensive shoes I have ever worn. Mark tells me I may find the shoes so comfortable my foot won’t hurt and thus avoid surgery. I’m thinking, I’ll bet you say that to all the girls Mark! Trouble is, the cutest pair is on a higher platform than I usually wear. That may bother my hip, so I have to walk around in them inside to decide. If they work out, they do come in red, so that might be a plus.
Mallory runs a “shoes off” house. She’ll have to make an exception for me. I was told I can NEVER walk barefoot. I plan to wear a pair of the uglies only inside, like slippers, so Mallory won’t mind. I wonder if I needed to get a doctors note to be allowed to wear my shoes indoors? I’m not sure I can give up the feeling of sand between my toes. Walks on the beach are not a daily event, yet anyway. I’m sure once in a while it will be okay?

During the conflict in Vietnam, American bombers dropped some two million tons of bombs over the country as part of a covert attempt to wrest power from communist forces.
The U.S. bombing of Laos (1964-1973) was part of a covert attempt by the CIA to wrest power from the communist Pathet Lao, a group allied with North Vietnam and the Soviet Union during the Vietnam War.
The officially neutral country became a battleground in the Cold War between the United States and Soviet Union, with American bombers dropping over two million tons of cluster bombs over Laos—more than all the bombs dropped during WWII combined. Today, Laos is the most heavily bombed nation in history. Here are facts about the so-called secret war in Laos.
Where is Laos?
Laos is a landlocked country bordered by China and Myanmar to the North, Vietnam to the East, Cambodia to the South and Thailand and the Mekong River to the West.
Laos' proximity to China made it critical to President Eisenhower to defend against communism.
Its proximity to Mao Zedong’s China made it critical to Dwight D. Eisenhower’s Domino Theory of keeping communism at bay. “If Laos were lost, the rest of Southeast Asia “If Laos were lost, the rest of Southeast Asia would follow,” Eisenhower told his National Security Council. On the day of his farewell address in 1961, President Eisenhower approved the CIA’s training of anti-communist forces in the mountains of Laos. Their mission: To disrupt communist supply routes across the Ho Chi Minh Trail to Vietnam.
Eisenhower’s successors in the White House: John F. Kennedy, Lyndon B. Johnson and Richard Nixon, all approved escalating air support for the guerrilla fighters, but not publicly. The 1962 International Agreement on the Neutrality of Laos, signed by China, the Soviet Union, Vietnam, the United States and 10 other countries, forbid signees from directly invading Laos or establishing military bases there. The secret war in Laos had begun.
History of Laos
Long before the Cold War, Laos had a history of interference from its neighbors. Fa Ngum founded the first recorded Lao state of “Lan Xang,” or “The Kingdom of a Million Elephants,” in 1353. From 1353-1371, Fa Ngum went on to conquer most of today’s Laos and parts of what is now Vietnam and Northeast Thailand, bringing Theravada Buddhism and Khmer culture from the kingdom of Angkor (in today’s Cambodia) with him.
Over the centuries, his conquered neighbors fought back, and the Thai people dominated large swaths of Laos from the late 1700s to the early 1800s. What we know as Laos today was built from an assemblage of different ethnic groups with distinct languages and cultures.
A man walks past a 30+ year-old bomb crater in the middle of a village in Laos. Decades-old craters are all over the village.
Europeans entered the fray in 1893, when France declared Laos part of French Indochina. To the French, having Laos as a protectorate was a means to control the Mekong River, a valuable trade route through Southeast Asia.
France’s grasp on Laos first slipped in 1945, when the Japanese occupied Laos in the closing days of World War II. When atomic bombs fell on Japan, Laos declared its independence under the short-lived Lao Issara (“Free Laos”) government of Prince Phetsarath in 1945. The French regained power the following year.
Laos achieved full independence in 1954 following the victory of communist Việt Minh leader Ho Chi Minh over the French at the bloody Battle of Điện Biên Phủ. The ensuing Geneva Accords split Vietnam into North and South Vietnam and stipulated that the French relinquish their claims in Southeast Asia. The agreement was not signed by the United States, who feared that in the absence of French influence, Southeast Asia would fall to communist forces.
Laos Civil War and the Pathet Lao
The United States watched closely as the Pathet Lao gained popularity in newly-independent Laos. The Pathet Lao was a communist group founded at Viet Minh headquarters in 1950 during the French war. Largely dependent on Vietnamese aid, their leader was Prince Souphanouvong, the “Red Prince.” Born to a prince of Luang Prabang and a commoner, his education in Vietnam led him to become a disciple of Ho Chi Minh and, later, to lead the opposition against his half-brother, Souvanna Phouma, who was Prime Minister of Laos five different times (from 1951-1954, 1957-1958, in 1960 and again from 1962-1972) and preferred a coalition government balancing the Pathet Lao with more conservative forces.
An armed guard (far right) standing next to (L-R) Souvanna Phoum, Neutralist Premier of the Laotian Coalition Government,  his pro-communist, half-brother, Souphanouvong, and General Singkapo, commander-in chief of the Pathet Lao Army, 1963.
Phouma’s hold on power was tenuous at best. Under his rule, government troops and the Pathet Lao began to clash in the Northeast along the border of Vietnam. Publicly, President Kennedy announced his support for neutralizing Laos—though what neutralization looked like on paper was far different from what it was in practice.
The CIA’s Secret Army
In 1960, the CIA approached Vang Pao, a major general in the Royal Laotian Army and a member of the Hmong minority in Laos, to be the chief of their secret army to push back the communist Pathet Lao. The Hmong made up an ethnic group that had originated in China and lived in the remote mountains of Laos, often in extreme poverty, and had a history of evading authority. They had been at odds with the lowland Lao majority for centuries, and the CIA exploited this history of conflict to their benefit.
Charismatic and prone to pacing while he talked, Vang Pao had experience fighting both the French and the Japanese. His followers praised him for his bravery in fighting alongside his men. The CIA’s Operation Momentum armed and trained the Hmong to take on the Pathet Lao in the growing proxy war.
The U.S. Bombing of Laos
A ground war in Laos with U.S. forces was not on the table. President Kennedy wrote as early as 1961 that, “Laos…is a most inhospitable area in which to wage a campaign. Its geography, topography, and climate are built-in liabilities.” Bombing Laos was seen as a safer means of cutting off communist supply lines into Vietnam before they could be used against American troops.
The U. S. and Laotian governments permitted newsmen a rare glimpse of a military base in Laos with 250-pound bombs used to fight against the North Vietnamese in northern Laos.
The U.S. Air Force began bombing targets in Laos in 1964, flying planes like AC-130s and B-52s full of cluster bombs on covert missions based out of Thailand. The United States eventually dropped the equivalent of a planeload of bombs every eight minutes, 24 hours a day, for nine years, according to Al Jazeera.
The bombing focused on disrupting communist supply chains on the Ho Chi Minh Trail and Sepon (also spelled Xépôn), a village near a former French air base now controlled by North Vietnam. In 1971, Sepon was the target of the failed Operation Lam Son, when the U.S. and South Vietnam attempted to block access to the Ho Chi Minh Trail.
Dave Burns, a member of the U.S. Air Force’s 16 Special Operations Squadron, flew missions over Laos out of Ubon, Thailand. He recalls, “Sepon was the one place in Laos that we did not want to fly into. The village was at a crossroads of three highways leading in from Vietnam: the Mu Gia Pass, the Ban Karai Pass, and the Barthelme Pass. The highways then headed south to the Ho Chi Minh Trail. It was highly defended with all sorts of anti-aircraft guns. Going there was a guarantee of being hit or being shot down.”
Air America
Air America was the lifeblood of the CIA’s Laos operation, transporting personnel, food and supplies to and from remote bases. As a former CIA officer explained: “We’d negotiate with the tribal groups. If you don’t make a deal with them, give them aid, the communists will do it, and then they’ll join with the communists.” The CIA set up medical facilities with doctors, started schools and offered protection from rivals.
Air America was also transporting more illicit goods. In the 1979 book Air America by Christopher Robbins, later immortalized in the fictional "Air America" movie starring Mel Gibson and Robert Downey, Jr., Robbins reports on how opium from Lao poppies was transported on American planes.
Laos Bombing Casualties and Legacy
By 1975, one-tenth of the population of Laos, or 200,000 civilians and members of the military, were dead. Twice as many were wounded. Seven hundred and fifty thousand, a full quarter of the population, had become refugees—including General Vang Pao himself. Declassified documents show that 728 Americans died in Laos, most of whom were working for the CIA. The secret war in Laos, or the Laos Civil War to many who lived through it, set a precedent for a more militarized CIA with the power to engage in covert conflicts around the world.
Cooperative Orthotic and Prosthetic Enterprise (also known as COPE) is a learning center where visitors can inform themselves about the UXO problem in Laos.
In Laos, the legacy of U.S. bombs continues to wreak havoc. Since 1964, more than 50,000 Lao have been killed or injured by U.S. bombs, 98 percent of them civilians. An estimated 30 percent of the bombs dropped on Laos failed to explode upon impact, and in the years since the bombing ended, 20,000 people have been killed or maimed by the estimated 80 million bombs left behind.
In 2016, President Barack Obama became the first sitting U.S. president to visit Laos. He pledged an additional $90 million in aid to remove unexploded ordnance on top of the $100 million that had been spent previously. The work of cleaning out unexploded bombs from the soil continues.

Style Concepts
When we used to live in Guam in the 70′s and early 80′s, three of my Lunch Group girl friends opened a fine women’s apparel boutique in Tamuning that we visited often. We would try on new arrivals of dresses and shoes. The clothes were a tad better and a level higher than what we could find at our neighbourhood Townhouse or Gibson’s Department Stores.
In Aparri, our family business was the Manila Bazaar with general merchandise arriving almost weekly from Manila.  I remember being in the shoes stock room and trying out new styles all the time. And I was only 4 or 5 years old.
While growing my adolescent years in Manila and watching my mother travel to the United States on her vacations, I came to know US brand named apparel as she would bring home Casual Corner and other branded outfits for us and also buy clothes and accessories that my sister, Nena, sold in her “Pussycat” store in Shaw Boulevard.
Mom loved Gucci, B Magli, and S Ferragamo shoes, handbags, scarves, and accessories.  Her clothes were custom-tailored by Wang Chi, a Chinese woman fashion designer, who had an atelier in downtown Manila.  We, all six sisters, began flocking to Wang Chi also, making her our go to couturier.  As we matured, and our design taste changed, we started switching to Oskar Peralta, an up and coming designer at that time.  Mom still went to Wang Chi until she fell ill with her third and major stroke in the late 70′s.
Living in the Bay Area the last 32 years, we learned how to dress according to the day to day changes in season and weather.  A summer in San Francisco can still be winter-like, thick fog, cool climate, and chilling winds.
John and I had an early morning appointment at the diagnostic laboratory recently for our annual blood tests.  I wore an elbow-sleeved printed grey dress (to conveniently draw blood without fussing). To cover my legs, those charcoal coloured grainy polyester woollike leggings looked just cottony enough for spring. A long-sleeved mid-thigh length cotton black cardigan that can shield my butt from the 50 degree Fahrenheit cold was just right for the job. Elevated navy blue orthotic sandals to lift and lengthen my torso and my blue Moreau bag on my arm was coordinated. The attire did not make me look like I was crazily covered for winter.
To a party in April, with temperatures in the 70s, I wore a 3/4 length-sleeved boatneck bodice-sequinned lace shift dress. It was a Mike de la Rosa dressy dress which I had for almost a year. The maroon colour was just right for the celebratory mood. However, I could not find an ideal pair of dressy sandals that could match. There would be a lot of standing and some running around and so I wore my white triple-strap Birkies. Because the dress had a hem split at the back, I also wore a crop-length cherry mocha legging under my dress for modesty for when I was bending. I must have looked ridiculously funny or I clashed somewhere because I noticed some looks.
For Church, I like to keep the style factor to a minimum, especially, jewellery, Friends and family know that I am blessed to have plenty. I once wore a long jade necklace hung on a simple cloth cord to Mass, over a tunic blouse and pants. I received compliments which I thought was unnecessary attention and I was embarrassed.
Simply, my style concepts can thus be summarised:
1) Be happy in your own skin. Comfort comes first before style.
2) Let not trends and fads dictate. Modesty, simplicity, age appropriateness are style and dignity combined.
3) Prepare coordinated outfits in advance, hung on clothes hanger and kept in the closet so they can easily be spotted.  Accessorizing is last; depending on mood, necessity, or occasion for scarf, necklace, and handbag/shoes.

Foundation raises thousands to help local children with costs not covered by insurance
OVERLAND PARK, Kan. — Dozens of golfers teed it up for a good cause Tuesday night at Overland Park’s Top Golf.
But in a nearby bay, 8-year-old Jonah Seacreas was just happy to make contact and be standing upright.
Seacreas  was diagnosed with Wolf Hirschorn syndrome as an infant. It’s a rare chromosomal disorder that results in developmental delays and low muscle tone.
One of the family’s most pressing medical needs was orthotics to help strengthen and support his ankles so he could learn to walk properly. Like most durable medical equipment, the $2,000 cost was not covered by insurance.
“Who has $2,000 sitting around for a medical device?” Jonah’s mother Melissa Seacreas said.
Just like any child and shoes, he grew out of them quickly.

“He’s a big kid, so it was about once or twice a year we had to get a new pair because his feet were growing so fast,” Seacreas said.
The prosthetic company that makes the orthotics and the $350 inserts he now uses told the family to reach out to United Health Care’s Children’s Foundation.
“There’s families that are going through tough times. They’ve got a kid with something they are struggling to make sure that they have not just the medical treatments their child needs, but now they’ve got to figure out how to pay for it,” said Michael Margherio, United Health Care’s VP of communications.
The organization has donated $45 million to families nationwide to help children with everything from wheelchairs to kidney machines to nebulizers.
Locally, $225,766 has been donated to 95 families across Kansas and Missouri.
“There’s dozens of reasons you might need something above and beyond what your health plan covers,” Margherio said.
The fundraiser was expected to raise enough money to supply grants of up to $5,000 to 10 area families. Since the foundation started in 2004, 75% of the grants written have gone to patients not served by United Health Care.
More information about how to apply, eligibility requirements and exclusions is available at the foundation’s website.
