Here comes the rain
J'ai touché mon allocation de loser l'autre soir. Je n'ai pas mis bien longtemps à en dépenser une partie, entre minuit et une heure du matin. Je me suis offert de gros bouquins sur les chansons de Serge Gainsbourg. Dont l'un regroupe l'intégralité des chansons qu'il a écrite pour lui ou pour d'autres interprètes. Je pense que cet ouvrage pourrait m'aider et je pourrais apprendre plein de choses en l'étudiant. Oui, j'ai encore cette idée fixe d'écrire des chansons. Je ne sais pas pourquoi, ça ne quitte pas mon esprit. Parfois j'écris quelques rimes que j'ai l'audace de trouver plutôt bonnes. Je pense qu'il y a là un potentiel à exploiter. En ce moment, on parle beaucoup de Serge Gainsbourg puisque ça fait tout juste 30 ans qu'il est mort. Je l'aime beaucoup. Il est probablement le chanteur français que j'ai le plus écouté. Je suis allé faire le pélerinage rue de Verneuil, chez lui, il y a quelques années. Aujourd'hui on parle d'ouvrir sa maison pour en faire un musée. Evidemment je ne manquerais pas de m'y rendre, dès que possible.
J'ai aussi acheté un joli costume en velours vert. Je pensais qu'il était si peu chère que c'en était suspect, mais Marz m'a convaincu en me disant qu'elle commandait souvent sur ce site, alors, j'ai commandé à mon tour, on verra bien. J'espère qu'il m'ira. Ca peut paraît idiot mais je veux soigner mon apparence. J'aime l'idée d'être élégant, comme si ça allait rattraper ma laideur. Tenez, puisqu'on parlait de Gainsboug, voilà un type pas beau mais très élégant. Il est un de mes modèles. Le Gainsbourg de la fin des années 60 était une sorte de dandy très cool, à mes yeux. J'en ai oublié sa présumée « laideur ».
J'ai aussi acheté deux billets de train pour Paris, le week-end du 8 au 9 mai, ainsi, si tout va bien, je passerais mon anniversaire là-bas. Depuis environ deux mois il ne se passait pas un jour sans lequel je ne pensais à venir à Paris, et cette envie augmentait de jour en jour. Outre le plaisir de voir mon adorable cousine, il y avait cette envie folle de rencontrer la parisienne... Honnêtement, je crois qu'on peut dire que j'ai fini par tomber amoureux d'elle, aussi puéril que ça puisse paraître. Ca me rendait plutôt gai et heureux. Je savais que c'était mal, mais, qu'est ce que je peux y faire moi ? Je n'ai aucun contrôle sur mes sentiments. L'autre soir, elle m'a parlé de tout ça. Je lui ai proposé qu'on passe une nuit ensemble dans un hôtel que j'étais prêt à payer, peu importe l'argent que ça me coûterais. Elle m'a expliqué qu'on ne passerait pas la nuit ensemble. J'ai fini par comprendre qu'en réalité il ne se passerait probablement rien entre nous, au final, en dehors d'une petite balade dans Paris. Je me suis projeté, comme un imbécile. Comme toujours. L'an dernier, c'est arrivé au moins quatre fois. Ce soir je réalise que ma vie sentimentale est une succession de désillusions. Et que ça se passera toujours comme ça, du moins tant que je demeurerais pauvre et laid, ce qui risque de durer un bon moment, puisque je ne joue jamais au loto.
J'aurais probablement dû rester avec Marz. Mais, je l'adore, certainement est elle mon amie la plus précieuse, mais je n'en suis pas amoureux. Cependant, son attitude à mon égard est étrange, rien ne semble avoir changé dans notre relation depuis notre rupture. Elle parle souvent de venir passer des vacances avec moi. Et elle a même évoqué plusieurs fois l'idée un peu farfelue d'avoir un enfant avec moi (nous avons parlé d'une sorte de pacte concernant ça). Je crois que Marz est la seule fille au moins qui puisse avoir de la considération pour moi. Elle est précieuse ! Je me suis promis de ne pas la négliger.
Ce soir je me sens à nouveau plus très très en forme. J'ai perdu en deux soirs toutes la joie que j'avais accumulé ces deux derniers mois. Je vois tout en noir, ce qui me rappelle sans nostalgie aucune les heures les plus sombres de ma propre histoire (j'ai fais ma dépression il y a maintenant 13 ans). J'ai perdu tout plaisir. J'arrive encore à lire, mais très peu, ce qui est dommage quand on sait que je vis autour des livres et que je passe mon temps à en acheter inlassablement.
La source de lumière au milieu de tout ça, c'est le dernier disque que j'ai acheté. Il s'agit du dernier Weezer, merveille pop avec orchestre à cordes, qui me ravit. Je l'écoute en boucle, plusieurs fois par jour. C'est mon oxygène. La musique ne me laissera jamais tomber. Cependant, j'ai envie de pleurer et je suis à deux doigt de craquer et d'éclater en sanglots.

Alors que les Français fêtent leurs monuments ce week-end, le gouvernement porte un coup à la préservation du bâti ancien.
Les tickets de grattage Mission patrimoine s'arrachent comme des petits pains (2,5 millions en dix jours) et les Journées du patrimoine, qui démarrent aujourd'hui, devraient faire le plein. Mais alors que les Français sont en train de prouver leur attachement aux monuments, le gouvernement s'apprête à commettre un faux pas majeur, à travers le projet de loi Elan. Porté par le ministre de la Cohésion des territoires, Jacques Mézard, discuté en commission paritaire le 19 septembre en vue d'un vote définitif, le texte se propose d'accélérer la construction de logements neufs. Au milieu d'une foule de mesures, un article «scélérat», du moins pour le patrimoine, s'est glissé: il met fin, en quelques lignes, au pouvoir des Architectes des bâtiments de France (ABF), ces hauts fonctionnaires d'État gardiens du temple patrimonial.
Les villes d'histoire, Bordeaux, Toulouse ou Versailles en tête, ont compris l'intérêt du patrimoine pour attirer des touristes, et même des entreprises.
À chaque demande de permis de construire ou de démolir (lorsque ces derniers ont pour effet de modifier des espaces protégés), les ABF doivent se prononcer. Jusque-là, leurs avis étaient dits conformes, donc opposables. Si la loi est définitivement adoptée, leur avis pour les immeubles dégradés ne sera plus que consultatif - c'est-à-dire sans grand effet. Les élus auraient alors toute latitude pour détruire, ou construire, y compris dans les plus beaux villages de France, ou aux pieds du Mont-Saint-Michel. «Comme on dit, le maire pourra s'asseoir dessus», résume le sénateur Jean-Pierre Leleux, président de la commission des affaires culturelles et ancien maire de Grasse.
Grâce à Stéphane Bern, qui ne ménage pas ses interventions médiatiques, le sort des ABF - jusque-là plutôt confidentiel - a pris une tournure grand public. «Sans eux le Marais n'existerait plus» a-t-il avancé «et la France ne serait pas ce qu'elle est». Les Parisiens les plus anciens se souviennent de l'allure déplorable du Marais dans les années 1960, jusqu'à ce qu'André Malraux, ministre de l'époque, instaure un système de protection et de sauvegarde (loi de 1962). Depuis, le quartier est devenu un des endroits les plus chics et les plus prisés de la capitale. Partout en France, les villes d'histoire, Bordeaux, Toulouse ou Versailles en tête, ont compris l'intérêt du patrimoine pour attirer des touristes, et même des entreprises.
«Possibilité de recours pour les élus»
Pourquoi, dès lors, vouloir la peau des ABF? Lors des discussions parlementaires, plusieurs députés et sénateurs sont montés au créneau contre ces représentants de l'État qui les renvoient à un profil de vandale. «Certains d'entre eux sont remarquables mais d'autres ont créé des problèmes», a affirmé le ministre Jacques Mézard, sans autre forme d'explication. On a très peu entendu la ministre de la Culture défendre ses troupes, celles-là mêmes qui lui donnent du fil à retordre à Arles ou au siège parisien de la maison d'édition Actes Sud. «Nous avons tous connu des ABF arrogants vis-à-vis du pouvoir local, observe Jean-Pierre Leleux, mais l'introduction d'une possibilité de recours pour ces élus, ainsi que le rajeunissement des architectes, a rééquilibré les relations.»

Conservateurs des monuments historiques d'État, comme les cathédrales, les ABF veillent aux secteurs sauvegardés et aux bâtiments, sites ou parcs remarquables, y compris les châteaux privés. Leur territoire, et donc leur pouvoir, est vaste: 19.722 communes possèdent un espace protégé par le Code du patrimoine et la France possède 43.000 monuments historiques et 6.800 sites inscrits ou classés. Les réglementations «usent» parfois ceux qui voudraient être maîtres sur leur territoire, surtout depuis la décentralisation. Et donnent parfois lieu à de sacrées absurdités. Tous les bâtiments situés dans une zone de 500 mètres entourant un monument classé sont soumis à un système d'autorisation drastique. Lorsque ce monument est dans une petite commune, c'est tout le village qui est mis sous la toise, et doit respecter jusqu'aux couleurs des portes.
Les couleurs des toits? Fabien Sénéchal, président de l'association nationale des ABF, a une vision plus complexe de son rôle. «Il y a cinq ans, j'ai refusé que la Mairie de Pont-l'Abbé détruise une ancienne gare XIXe, se rappelle-t-il, cela a créé un conflit. Mais le nouveau maire, élu en 2014, y a finalement développé un projet de réhabilitation.»
Selon lui, les ABF servent parfois de «paratonnerre». Nombre d'élus sont finalement soulagés de pouvoir s'abriter derrière eux pour conserver un bâtiment que tous les habitants souhaiteraient voir disparaître. «Le maire se retrouve seul lors des projets de construction. Les chiffres contredisent par ailleurs cette idée de conflits permanents. Près de 400.000 dossiers d'autorisation de travaux sont instruits chaque année et 200.000 sont soumis aux architectes (47.000 pour la région Ile-de-France). Seuls 6,6 % d'entre eux font l'objet d'un avis défavorable. Après discussions entre les services de l'État et les élus, ce pourcentage tombe à 0,1 %.
Il n'empêche. Bien qu'il reste encore une séance de discussion, en CMP, mercredi 19 septembre, les défenseurs de la cause patrimoniale doutent qu'il y ait un retournement majeur, sur l'article 15 de la loi Elan. «Tout le week-end, on va parler de fête du patrimoine, mais c'est plutôt une défaite qui se profile. Le loto et les jeux de grattage occultent l'essentiel: sauver quelques monuments ne conjurera pas une mauvaise loi», tranche l'historien de l'art Alexandre Gady, président de l'association Sites et monuments.
