Emefiele: NBA condemns DSS, warders clash

The Nigerian Bar Association has condemned the fight between operatives of the Department of State Services and the personnel of the Nigerian Correctional Service over the custody of the suspended Central Bank of Nigeria governor, Godwin Emefiele. The DSS had brought Emefiele before the Federal High Court in Lagos over illegal possession of arms and ammunition. The court, however, granted bail to Emefiele in the sum of N20 million. The secret police took custody of Emefiele after a fight with officials of the Nigerian Correctional Service. However, in a statement on Wednesday by the NBA National Publicity Secretary, Akorede Lawal, the association described the actions of the government agencies as shameful. He said the NBA President, Yakubu Maikyau (SAN), called on the two agencies to take disciplinary against their personnel. “While it is difficult not to hold the leadership of the two federal government agencies directly responsible for the shameful and disgraceful conduct of the personnel, the NBA President has particularly called on the two agencies “to take immediate disciplinary measures against the officers involved in this disgraceful conduct. “In addition to this disciplinary measure, Mr. Maikyau also advised a complete overhaul of the institutions and a total reorientation of the personnel, to achieve professionalism and ensure synergy in the discharge of their respective constitutional responsibilities.” Lawal also said the lack of discipline and absence of professionalism among security institutions had impacted the ongoing fight against insecurity in the country. “The lack of discipline and absence of professionalism among security institutions continue to plague key security institutions in Nigeria, which, without doubt, is largely responsible for the limited progress in achieving a coordinated response to security concerns across the country,” the statement added. As the seven-day ultimatum Governor Rotimi Akeredolu, SAN, issued herdsmen occupying Ondo state forests expires tomorrow, the National President of Miyetti Allah Kautal Hore, Bello Abdullahi Bodejo has declared that no power remove Fulani herdsmen from the state’s forests.
In an interview with VINCENT KALU, the Miyetti Allah leader stressed that their people have settled there for over 250 years and so they are not going to obey anybody to leave the place.
He claims the Fulani ethnic group owns all the land in Nigeria. “All the lands in this country belong to the Fulani, but we don’t have any business to do with land if it doesn’t have areas for grazing; if the land doesn’t have cow food, we won’t have any business with it. We don’t sell land, we don’t farm. What we consider is the areas that have cow food. If the place is good for grazing, we don’t need anybody’s permission to go there”, he stated.
Following allegations of kidnapping and robbery carried out by Fulani herdsmen, Ondo State government has given them seven-day ultimatum to leave the forests in the state, what is your reaction?
The Ondo State governor, Rotimi Akeredolu doesn’t have any right to give such ultimatum to our people. People, including Fulani voted for him to be the governor; so he should be the governor of everybody in the state.
Fulani have been in the forests he is talking about even before he was born; they have been there for over 250 years. No matter how dangerous a forest may be, Fulani would go and settle there. After staying there for a long time and their cow dung turns the place fertile, people would begin to come there to farm and to settle and from then, they begin to make claims that our cattle were destroying their farms.
We are suing the governor and seeking injunction restraining him and others from carrying out his threat. But even at that, nobody, no power can send the herdsmen out of Ondo State.
When are you going to court as the ultimatum will soon expire?
We are making consultations with our legal team. But before then, the governor and his people should stop embarrassing our people in the forests and all their businesses.
No any herdsman will obey the governor; the herdsmen will not step an inch out of Ondo forests; they are going nowhere. We won’t obey the governor; it is only the constitution of Nigeria that we obey. We have been in that area before he was born, how can he just grow up and ask us to leave; no Fulani will leave that place.
What are his reasons for the quit notice?
He alleged that it is the herdsmen that are kidnapping and robbing people and they operate from the forests. We are not in support of any form of criminality- armed robbery, kidnapping, gun running etc. These crimes are the reasons we have the Nigeria Police Force, Nigeria Army, DSS, even Civil Defence to nab perpetrators and there are courts everywhere to try them and if found guilty, appropriate punishment meted out to them. The governor is the chief security officer of the state, there is no reason he should single out one ethnic group for the crimes committed in the state. He is supposed to accommodate more Fulani in the state and not to drive them out. Driving them out is not the solution.
I have just concluded a meeting with my fellow Fulani and we have found out that some people will adorn Fulani attire to carry out various crimes. How can Fulani man living in the forest kidnap and ask people to pay ransom ranging from N5 million to N10 million. What would he be doing with that kind of money inside forest; if you pay herdsmen N20 million, N10 million, N5 million in the forest, where would he carry the money to and what will he be doing with such money? Check the leaders of those criminals; let the governors identify who the criminals are. They are not Fulani. He just wants to use that as an excuse to drive our people away from his state. It is just giving a dog a bad name to hang it; the herdsmen are not the kidnappers, let him carry out proper investigations. Let him know this, no any person in this country can push us out of the forests. If it becomes so hot and your people decide to go, where would you be headed?
The first thing is that nothing will make us take such decision. If you apply force and out of hundred Fulani, you kill 95 of them, the remaining five will go back there and continue with their grazing. They have been there for up to 250 years. They have been there before the state was even created.

Nigerians should know that our association, Miyetti Allah Kautal Hore is not backing anybody who is a kidnapper, armed robber, and we are calling for law enforcement agents to go after all these criminals and deal decisively with them. The criminality all over the country is the more reason we want to fully implement our vigilante system; we want to enter all the forests in this country to check these bandits in the forests that are causing these problems and denting the good image of Fulani ethnic group. We can’t wait any longer; we are sending our vigilantes into the forests to fish out these criminals – those intimidating the herdsmen and stealing their cows and secondly, these bandits causing problems in this country. It is only the Fulani that can enter any forest and chase out these bandits.
Why can’t your people live with the people in the community instead going to live inside forests?
We don’t need cities or towns. If you dash us FCT Abuja or the city of Lagos, we won’t have anything to do with it. We want a place where we continue to practice our age long culture of cattle rearing. We inherited it from our forefathers and it will continue till the end of the world. People are using propaganda to spoil Fulani name, and desperate politicians are in the forefront. Any governor that is drumming up on the Fulani herdsmen issue, watch well, he has issue or problem whether political or otherwise in his state. It is possible that Akeredolu is fighting a political battle, it may be 2023 election and that is why he is playing up this Fulani herdsmen issue. It is the same with Benue State governor, Ortom, when he was not performing; he started to play up Fulani herdsmen and farmers issue to draw support from his people. For almost six years, he hasn’t done any work in his state; he is talking about herdsmen and his people.
Fulani can settle in any bush or forest they want the moment they have cows. We agreed that our children will pursue education and other activities other people are doing in town, but even me, I’m not comfortable staying in the city, up till now my house is inside village.
Why is it that you would not take permission from the owners of the forests before you settle there?
Which forest, who has the forest? Any person who thinks he owns any forest should be taken to psychiatric hospital. Nobody owns any forest; forests are for Nigerians. Fulani herdsmen have the right to move into any forest and settle there for their business. Why do farmers go and cultivate thousands of hectare of land and fence it, who gave them that land? Nobody is born with a land in this country; people were just moving from one place to another for settlement. Fulani are settling in every community, but we are not claiming land, we are only interested on how our cows will have food to eat.
Fulani can’t value 100 people’s lives like he can value his one cow because since he was born, he doesn’t have any business except that cow. The cow is like his own brothers and sisters. If anything happens to his cow, do you think he can leave you? You have two or three storey buildings and you park your cars , do you fold your hands and watch somebody come to that house carry your cars, your clothes, your wife, destroy the buildings? You must fight. The Fulani man values his cow just as you value your brother and sister and you go all out to protect them. They love their cows beyond description, you can’t separate them from their cows to go and stay inside town or city. The cows have names. The way you give your children names when they were born is the same way they name their cows. Even a person who has one thousand cows, those cows have individual names and he knows them by name; the cows have fathers, grandfathers and grandchildren. What you have in human beings – the ways names are given to people, the same way Fulani give names to their cows. We are cow lovers , that is why sometimes if you kill their cows somewhere they go there to look for justice, because they see like somebody has killed their brothers; they must go to see who did that and they won’t leave that person.
You said that only the Fulani will drive out the bandits in the forests, why is it that they have not done so in the forests of Zamfara, Katsina, Sokoto and Niger?
Those bandits are not Fulani, but they are damaging the name of Fulani and that is why this our vigilantes will go into all the forests in this country to chase out all the bandits. Whatever atrocity that the bandits commit is hanged on Fulani neck. These bandits are equally killing herdsmen in their numbers in various forests, but many people don’t understand this, and the moment they see herdsmen in the bush, they will tag them bandits or see them as kidnappers. This is disturbing us as it is eroding on our credibility; more so, useless people, desperate politicians and social media warriors have latched on this to poison everybody’s mind against Fulani ethnic group.
Why not your vigilante clear Sambisa Forest, which is so vast so that your people will settle and halt these conflicts in many states?
Borno State governor Zulum said he will give Fulani people Sambisa forest, we are waiting for him and when the approval is given I will be the first person to go and live there. We are also waiting for the federal government to put infrastructures there, and then we move in. Herdsmen in this country are suffering too much; as they move their cattle from one place to the other, some people who want to steal their cows will organise and even kill them, especially these people they are giving uniform in the name of vigilantes.
These people are causing confusion, you just pack some people, give them uniforms to go and drive out Fulani people in the forests. Yes, the Amotekun; I’m calling on the federal government to ban it. Since the federal government has left Amotekun, that is the reason we want to implement our own vigilante, whose operation will be all over the country, not only one state; we will operate everywhere you find Fulani people in this country, we can go there, enter the forests and chase the bandits away. We can help the Nigeria Army, the Nigeria Police Force, the federal government and relevant security agencies to end this banditry in the country. The Ondo State governor has a secret agenda for asking our people to leave his state, not the reasons he stated.

Sluggish Economic Growth Characterized by Slow Recovery

In a note released by his firm last Friday, the Chief Executive Officer, Financial Derivatives Company (FDC) Limited, Mr. Bismarck Rewane, stated that the dip in the Central Bank of Nigeria (CBN)’s June manufacturing and non-manufacturing Purchasing Managers’ Index (PMI) suggests the country could be set to report that economic growth again slowed in the second quarter of this year. The latest PMI report released by the apex bank last Tuesday indicates that the manufacturing PMI eased to 57.4 index points in June from 57.8 index points in May. The report also showed that the Non-Manufacturing PMI declined in the month of June to 58.6 from 58.9 in May. NBS Q1 GDP 2019 report Data released by the National Bureau of Statistics (NBS) in May showed that the nation’s economy expanded more slowly in the first quarter of 2019 than it did in the fourth quarter of last year. The NBS, in its Gross Domestic Product (GDP) Report for first quarter of 2019, said the GDP grew by 2.01 per cent in the first quarter, compared to 2.38 per cent in the fourth quarter of 2018.   The Bureau stated: “It is worth noting that general elections were held across the country during the first quarter of 2019 and this may have reflected in the strongest first-quarter performance observed since 2015.”

IMF revises growth forecast Indeed, since the country exited recession in the second quarter of 2017, it has struggled with sluggish growth. For instance, the economy grew by only 1.9 per cent in 2018. Also, the International Monetary Fund (IMF) had last January – a few  weeks to the elections- revised down its GDP projection for Nigeria this year to 2.0 per cent from its earlier forecast of 2.3 per cent. It also projected a 2.2 per cent economic growth for Nigeria next year, lowering the initial estimate from 2.5 per cent for 2020. Although the IMF subsequently revised Nigeria’s growth for this year upwards to 2.1 per cent, in April this year, its counterpart Bretton Woods’ institution, the World Bank, early last month revised down its own GDP forecast for the country to 2.1 per cent in 2019 from its earlier projection of 2.2 per cent.   Attention turns to growth Thus, with the elections concluded and following Muhammadu Buhari’s second inauguration as Nigeria’s president on May 29, stakeholder groups and financial experts wasted no time in letting him know that his primary task was to immediately take steps to accelerate economic growth. For instance, at a roundtable session dubbed, “Going for Growth,” held in Lagos about a fortnight ago, President of the Dangote Group, Alhaji Aliko Dangote, called for an urgent solution to the problem of poor power supply in the country, stressing that Nigeria cannot achieve sustainable economic growth without adequate power supply.   He said: “How do you have economic growth without power? So, no power, no growth; without power, there can’t be growth. Egypt increased its electricity by 10 gigawatts, which is equivalent to 10,000 megawatts in 18 months.”   Dangote said that all stakeholders must come together and support government in finding a solution to power challenges in the country. Apart from power, Mr. Dangote suggested that government focuses more on three areas, which include finance, manufacturing and agriculture. According to him, the Asian Tigers   concentrated on developing these three sectors to take them to their current level of socio-economic development. He also urged the CBN and commercial banks in the country to work towards reducing lending rates as well as developing consumer credit products in order to encourage low income earners to access credit facilities.   Emefiele’s speech However, speaking at the event, CBN Governor, Mr. Godwin Emefiele, stated that while the apex bank was desirous of achieving a low interest rate regime to stimulate economic growth, this, was, however, not feasible now given the high inflationary environment in the country.   He said: “In fact, for us at CBN, achieving a low interest rate regime will give us a great sense of accomplishment. Indeed, given our determination to stimulate economic growth, it is obvious that we would want to pursue a policy of moderating interest rates. Yet, in an environment where inflation recently was as high as 18.72 per cent, it would be counter-productive to reduce interest rates because any attempt to ease interest rates under a high inflationary environment will no doubt retard growth.” He also pointed out that apart from the high inflationary environment Nigeria’s high interest regime, “reflects not only the cost of capital, but also the cost of doing business in the country.” According to him, a typical bank branch in the country provides its own security that sometimes includes permanent police presence, its own electricity supply with several generators, diesel tanks and inverters as well as its own broad band Internet services. The CBN boss explained: “For banks whose main source of income is from interest earnings, these deficiencies become costs, which it (banks) must necessarily pass on to borrowers.”

CBN gov’s 2nd term agenda In fact, in the wake of his reappointment for another term of five years, Emefiele, last Monday, held a press conference where he disclosed that one of the key objectives the CBN would pursue during his second term in office would be work with the fiscal authorities to achieve double digit growth for the country in the next five years.   MPR cut In fact, in order to boost economic growth, the CBN’s Monetary Policy Committee (MPC) had at its meeting in March, cut the benchmark interest rate- the Monetary Policy Rate (MPR) by 50 basis points from 14.00 to 13.50 per cent. CBN had left the rate unchanged at 14 per cent since July 2016. However, since that reduction in MPR, the inflation rate has risen from 11. 25 per cent in March, to 11.37 per    cent and 11.4 per cent, in April and May respectively, thereby compelling the MPC to leave rates unchanged at its last meeting.   Planned recapitalisation of banks Another important announcement that Emefiele made at the press conference was that the CBN will pursue a programme of recapitalising the banking industry to ensure that the country’s lenders rank among the top 500 banks in the world. According to him, the recapitalisation of Nigerian banks was long overdue because the last time such an exercise was carried out was in 2004 when the capital base of lenders was raised from N2 billion to N25 billion. Emefiele said: “In the next five years, we intend to pursue a program of recapitalising the banking industry so as to position Nigerian banks among the top 500 in the world. Banks will therefore be required to maintain higher level of capital, as well as liquid assets in order to reduce the impact of an economic crisis on the financial system.”   He also noted that the last recapitalisation exercise: “resulted in positioning Nigerian banks not only in Africa but also being among the top banks in the world in terms of capitalisation and also helped to increase and strengthen the banks’ capacity to take on large ticket transactions and those are some of the things we badly need today.” Specifically, he said: “If you relate it, N25 billion in 2004 exchange rate, which was about N100/$, N25 billion is almost about $200 million today, if you relate N25 billion at 360, you can see that it is substantially lower than $75 million so what we are trying to say is that the capitalisation has weakened quite substantially, and there is a need for us to say that it is time to recapitalize Nigerian banks again.”   MFBs minimum capital requirements Interestingly, CBN had, in the first quarter of this year, reviewed the minimum capital requirements for micro-finance banks (MFBs) in the country. The regulator, last October, raised the minimum capital base for the three categories of MFBs with December 31st 2020 as the deadline for compliance. The minimum capital base for national MFBs was raised to N5 billion from N2 billion, state MFBs was increased to N1 billion from N200 million while that of Unit MFBs was increased to N100 million from N20 million.   In a circular it issued in March, the banking watchdog announced a graduated extension of the deadline to April 2021, even as it categorised Unit MFBs into two namely Tier 1 Unit MFBs and Tier 2 Unit MFBs. According to the circular: “Unit microfinance banks shall comprise two tiers; Tier 1 Unit MfBs, which shall operate in the urban and high density banked areas of the society; and Tier 2 Unit MfBs, which shall operate only in the rural, unbanked or underbanked areas.”   Furthermore, while the minimum capital base for Tier 1 Unit MFBs was retained at N200 million, that of Tier 2 MFBs was adjusted downward to N50 million. CBN also stated: “To aid the process of recapitalisation, all MFBs shall be required to comply with the following: Tier 1 MFBs shall meet a N100 million capital threshold by April 2020 and N200 million by April    2021. Tier 2 Unit MFBs shall meet a N35 million capital threshold by April 2020 and N50 million by April 2021. A State MFB shall increase its capitalisation to N500 million by 2020 and N1 billion by April 2021 and National MFB shall hold capital of N3.5 billion by April 2020 and N5 billion by April 2021.”   Moody’s stable outlook for banking However, while the DMBs may indeed need to strengthen their capital base, they still received a largely positive report from one of the world’s leading credit rating agencies, Moody’s Investors Service. In a recent report, the agency announced that it was keeping its outlook on the Nigerian banks stable to reflect the industry’s resilient capital buffers and stable deposit bases, with high risks likely to subside as the economy is expected to strengthen. “Nigerian banks’ asset risk and profitability will remain key rating challenges, but we expect these challenges to gradually decline in 2020 as the economy picks up,” said Peter Mushangwe, Analyst at Moody’s.   “Banks’ funding and liquidity profiles will remain stable thanks to solid deposit bases.” In the report, the rating agency predicted that non-performing loans (NPLs) will decline to between seven and eight per cent over the outlook period from 11.7 per cent at year-end 2018 – but still at a high level; and that system-wide tangible common equity will be stable at 16 per cent of risk-weighted assets at year-end 2018, thereby sufficient to bear losses. The report also pointed out that “banks revenue will be restrained by subdued loan growth while cost pressures, due to IT investments and AMCON levy2 and higher staff costs will slow pre-provision profitability.”

Besides, it stated: “Moody’s expects Nigeria’s real GDP to expand 2.3 per cent in 2019 and 2.8 per cent in 2020, up from 1.9 per cent last year, but well below the level required to improve living standards. Lending growth will recover in the second half of the year following a contraction in 2018, but it will remain subdued and will not appreciably boost banking revenue.”   Last line The consensus in financial circles was that while the outlook on the banking system may be stable, especially given that Access and Diamond banks successfully concluded their business combination in the first half of this year, the prospects of the economy would depend on if President Buhari appoints brilliant individuals into his cabinet who will ensure that the fiscal authorities and CBN work together to accelerate growth. Alhaji Abdulrahman Yusuf, the chairman of Traders Association in Plateau, told newsmen in Jos that over 270 shops with properties worth millions of Naira were destroyed.

“We have one trader in this market that lost goods worth over N20 million.
“So, it’s a huge loss and it’s quite devastating, ” he lamented.
Yusuf called on government to come to the aid of the traders, to enable them bounce back to business.
The News Agency of Nigeria (NAN) reports that the market which was in 2001 razed by fire, now has petty traders with make-shift shops as occupants.
Mr Adie Undie, the Plateau Police Commissioner, told newsmen that the fire started around 1:30a.m, and the cause was yet to be ascertained.
“This incident happened around 1:30.a.m and our men and that of the Department of Fire Service responded promptly.
“The nature of the market really hindered the men of the fire service from accessing it with ease, but they did their best.
“My officers were able to cordon the arena and ensure hoodlums didn’t take undue advantage of the situation to loot, ” he said.
The commissioner said he would liaise with relevant authorities to unravel the cause of the fire.
He said his men would remain at the scene to ensure miscreants do not take undue advantage to loot.
Mr Philip Nyam, the Transition Implementation Committee (TIC) Chairman of Jos North Local Government Area, described the incident as unfortunate.
He commiserated with the affected traders and promised government support.

THE Interim Management Committee, IMC, of the Niger Delta Development Commission, NDDC, has said that if it releases the list of those involved in looting the commission, the country will break.

The IMC has also accused members of the National Assembly of plotting to stall the forensic audit ordered by President Muhammadu Buhari.
The Executive Director in charge of Projects at the NDDC, Dr. Cairo Ojougboh, who made the allegation while speaking to Vanguard in Abuja, said that Nigeria would be shocked if the commission releases the names and calibre of persons involved in contract scam in 2017 and 2019 especially among members of the National Assembly.

Recall that the Federal Executive Council, FEC, meeting presided over by President Muhammadu Buhari on Wednesday last week approved the forensic auditing of about 12 thousand NDDC contracts. But Dr. Ojougboh alleged that the recent pressure by the National Assembly to probe the activities of the IMC was instigated by the fear of the forensic audit.
He said that the mission of the IMC to the NDDC and the Niger Delta region is to ensure that every naira that had been put into the region through the commission is accounted for and vowed that the committee would dare every odd to ensure that the mission is accomplished, not minding whose ox is gored.

The NDDC Executive Director on Projects took a swipe at the National Assembly for condemning the N51 million monthly imprest for the office of the Acting Managing Director of the Commission and the N18 million imprest for his office, saying that such monies are not personal money but for the upkeep of the place especially in security.
He alleged that a highly placed member of the National Assembly from the South-South whom he accused working against the IMC has a cumulative imprest of about N100 million monthly without the kind of security challenges the NDDC management faces on daily basis. According to him, “My MD feeds 100 policemen every day and in Port Harcourt as an executive of NDDC, you need security more than anything, till tomorrow, you know of it.

When they are sending these policemen, the instruction is fed them, cater for them, that is what is in the letter the police hierarchy sent. “So people are talking about 51 million of imprest for the MD, it is a security vote, it’s not for his personal pocket, the money does not go to the MD’s account. Myself, N18 million, it does not go to my account, it goes for security and other expenses and it is retired, there is no fraud in it.”

“So, when I explained, I told Mr. President to look, my job here is very simple. Mr. President looks, even if it is the only thing I achieve in my life to make sure that things are put right for the people of the Niger Delta to have the benefit of the NDDC. He further alleged that the National Assembly had planned to truncate the progress of the forensic audit through various means; first by using the probes by the committees and later by refusing to sign the budget, saying the refusal to sign the budget is an instrument of blackmail against the IMC. We brought everything that they’ve asked us to bring, but they used the budget as the instrument of blackmail. “So they have blackmailed the nation and the Niger Delta in the last 20 years, that is why you see that you cannot go to the Niger Delta today and see ten kilometres of dualised roads done by the NDDC, no. What do you see, 500 meters here, 200 meters there and all of them one billion each”, he said. He, however, said despite efforts of the National Assembly to muzzle the IMC and frustrate the forensic audit, the audit process had progressed as the first leg of the job had already been concluded and the second and final leg would soon kick-off.

He said, “It has started. Why are we here if it has not? The National Assembly wanted to truncate it, they said they will not pass our budget. You know the forensic audit is in two stages; we have procured the lead auditors and they are at work, they have all the files of all the contracts at the NDDC from inception till date.
“The second stage is to send the various auditors to each of the states, the National Assembly people know that’s where they are culpable so they stopped our budget, but the President said the forensic audit must continue that he will fund it.

“The lead auditors have finished their initial job, they have written their report, now each of the states will have one auditor looking at all the contracts and projects in it. That’s what we came here for today. These auditors will now go back to the states tomorrow, once we finish here today and the Council approves it.”
On the allegations of misappropriation against the IMC by the National Assembly committees, Ojougboh said the allegations were just another attempt at blackmail, explaining that the IMC had not awarded a single contract, but had been sorting out what he described as obligatory debts of the NDDC to its contractors.

“That’s the problem. The reason they are touting those multiple billions is just to give us a bad name, the multiple billions that are payments for obligatory debts.
The payment is not for me, every year the NDDC spends as much as four to five hundred billion, it is the debt we met on ground. “People have done their jobs, are we going to say they should not be paid? We have not awarded one contract, people are taking us to court every day. So we look at the projects, we clear them and we pay. They said we spent, but we didn’t spend, rather we paid historic debts”, he explained.

He further said, “They are talking about COVID-19 payment, the federal government is given every citizen N30,000 each, do you know how much federal government has spent? The CBN and many other corporations have been giving COVID-19 allowances, which are within their purview, just like NDDC did. “In the National Assembly, each of the senators got N20 million, while the House of Representatives members got N15 million for COVID-19 from the National Assembly.

They all received COVID19 allowances.” Asked if the money spent by the commission on COVID-19 palliatives was budgeted for, he said the money was spent under emergency. He said, “It was not budgeted for because it was an emergency, it’s allowed.
It comes under emergency. The N30,000 per person that the federal government is giving to the citizen, was it budgeted for? Did anybody budget for COVID-19? Nobody budgeted for COVID-19. The SGF is the Chairman of the COVID-19 Task Force in Nigeria, was that task force budgeted for? It’s an emergency and it’s allowed.

A source, who escaped from the scene, told newsmen in Ado Ekiti that the couple were seized at Efon Alaaye, headquarters of Efon Local Government Area of the state late on Friday.
A petrol station manager of Bovas Petroleum and Gas in Ekiti State, Mr D. Alalade and wife have been kidnapped by unknown gunmen.
A source, who escaped from the scene, told newsmen in Ado Ekiti that the couple were seized at Efon Alaaye, headquarters of Efon Local Government Area of the state late on Friday.
According to the source, who pleaded not to be mentioned, the couple’s family have been contacted about the abduction and a sum of N20 million ransom was being demanded by the abductors.
The source said the six kidnappers, with sophisticated weapons, dressed in military camouflage and waylaid the victim’s vehicle between Efon Alaaye and Erio Ekiti.
“As they waylaid their car, the occupants of the vehicle coming behind them quickly ran into the bush to take cover.
“They even shot into the air to scare us and ensure that we waited, but we ran for our  lives. We even thought they were robbers until we learnt that they have called the abductors’ family,” he said.
NAN recalls that before now, the thick forest between Efon Alaaye, a border town with Osun State to Iwaraja, an Ijesa town, had been branded as a black spot by security agencies.
Prominent indigenes of the state, including the State Financial Secretary of the Peoples Democratic Party, Mr Kayode Oni, was kidnapped in that axis recently.
Men of the Nigeria Army a couple of weeks ago also combed the bush to arrest criminals taking cover in the forest.
When contacted, the Police Public Relations Officer (PPRO), Ekiti Command, ASP Caleb Ikechukwu, said he has yet to be briefed about the incident and promised to give details later.
