Yeehawgust Day 16: Fossil Hunting
Cholla Springs, New Austin. 1896.
“Mom,” Rosalind groaned as she wiped the returning sweat off her upper lip, “can’t we do this on a colder day?”
“Tziviahle,” her mother cooed, as if the sentiment of a pet name would cool her off, “this is New Austin. There are no colder days.” Her eyes were glued on the map in front of her, held between her gloved hands. Rosalind had no idea how she sustained her calm, upright demeanor in this weather. Three small beads of sweat on her forehead were the only signs she showed of the heat. Rosalind was barely keeping her shirt on. Her mother coughed into her elbow. The dry dust the pair kicked up with every step must irritate her throat.
Rosalind sighed and peered over her mother’s should at the map herself. It showed the entirety of Cholla Springs, with a hastily drawn picture of hill with some kind of lump at the bottom sketched in the corner.
She pointed to the lump. “Are those supposed to be dinosaur bones?”
“Let’s hope.” Her mother’s words were clipped. They always were when she was frustrated.
So was Rosalind. She looked out over the dessert stretched in front of them. They had been here for hours, yet there was no sign of the bones. Maybe the map was wrong. Perhaps the bones weren’t in Cholla Springs at all.
“Why is this place called Cholla Springs, anyway?” She asked, the irony annoying her. “I haven’t seen a drop of water since we got here.”
“Maybe it was a spring a long time ago. Could be why there are bones here.” Her mother’s eyes remained fixed on the map.
Rosalind sighed again. She walked over to her horse Blue Belle and took her canteen off her saddle. The sip she took was only a small comfort under the sun’s oppressive heat. She poured a bit on Blue Belle’s nose, and more on her tongue when she stuck it out to lick the water off. She wanted desperately to pour the entire canteen out on herself, but it appeared to be the only water for miles.
“C’mon,” her mother folded the map. “Let’s check out that hill over there.” She nodded her head in the direction of a tall mound in the distance.
Rosalind mounted her horse, and her mother followed. “I though we looked over there already.” The dessert was a maze to her. Every shrub, cactus, hill—they all looked the same.
“Possibly. Can’t hurt to double check.”
Rosalind wanted to complain again but she decided against it. Her mother wasn’t one to give up, but she wasn’t stupid. If they couldn’t find anything in the next couple hours, they would go back to their hotel room in Tumbleweed.
Vultures soared overhead as they continued towards the hill. Vulture and bones would be found together, wouldn’t they? Though the meat from the bones they wanted was long gone.
Rosalind turned to her mother. “What does Madam Nazar want with dinosaur bones anyway?”
Rosalind’s mother laughed in response. “You know better than to ask about her. That woman is as much a mystery to you as she is to me.”
Rosalind side-eyed her mother, whose gaze remained on the dessert in front of her. She highly doubted her statement, considering the conversations the two women had in hushed voices and knowing looks they shared, but Rosalind knew better than to pry. For all her mother’s intelligence, she often forgot that her daughter was not the oblivious child she once was. She could tell the woman kept many things from her, the problem was she didn’t know exactly what.
At last they arrived at the hill. It was large at the base and shaped irregularly, so they could only see a part of the base from where they were standing. It was so tall that the left part of it was hidden in the shade.
“See, we haven’t been here before.” Her mother’s words weren’t clipped anymore. “But the hill is too steep for the horses. Let’s leave them here.”
Her mother coughed again as they dismounted. The hill was tall, so a good vantage point could probably be found at the top. Climbing it would be an arduous task in the heat, but if Rosalind was lucky the view would be worth it. Her mother argued that she should go up instead of Rosalind, but she brought up her coughing and she relented. Rosalind began the ascent as her mother agreed to walk around the base of the hill, starting with the shaded side.
Rosalind displaced small stones as she climbed, which skidded down the mountain behind her. The incline wasn’t that steep, but the sand and pebbles made for bad footing. She looked at the horses behind her. Clover and Blue Belle stood side by side, lazily flicking away flies with their tails. She could see their backs from where she was on the hill, about halfway up. It became too steep to continue in the current direction, so she moved into the shaded side where the hill sloped more.
More and more rocks fell behind her, and clouds of dust trailed them. She was just about to reach a flattened-out area at the top when she mistook a pile of pebbles for a foothold and slipped.
“Shit!” She yelled as she slid down. Her hands stung as they scraped against rock and dust. It was useless. She only gained speed as she followed the many stones and pebbles down the slope. She couldn’t see anything, her view obscured by a cloud of dust.
She slowly came to a stop as the hill gradually flattened out. She coughed tried to fan away the dust enveloping her. At last she slowly rose off the ground and wiped her hands on her thighs. She examined her palms, now pink and specked with newborn droplets of blood.
“Damnit!” she yelled in frustration. Now she would have to climb all the way back up again, with the sun still bearing down. She turned around to face the hill.
She didn’t see the hill, but rather a pair of empty, sun-bleached eye sockets staring right at her.
The bones! Rosalind hurried towards them, or rather, it. The white structure peeking out of the sand appeared to be in one piece. It looked like, of all things, a horse skull. She had seen one hanging on the doorway of a cabin in Annesburg. But this skull had much bigger eye sockets, and many pointed teeth. She carefully palaced her hand what she guessed was its nose.
“Rose!” Rosalind turned around and stood up immediately. Her mother only called her that when she was panicked, like she couldn’t waste the half a second saying the other syllable. Her mother rushed toward her and began wiping the dirt off her face. “What happened? Are you hurt—”
She paused once she saw what Rosalind was looking at. She knelt down beside the skull and brushed the loose dust off with her hand.
“Well, would you look at that.” She looked up at Rosalind and smiled. “You found it!”
Rosalind smiled back. “Does this mean we can get out of here now?”
Her mother scoffed with mirth and began to dig around the skull with her hand. “Once you help me get this thing out of the ground, we can.”

Dissolution, transformation, coagulation

Scotland in spring is a place of magic, especially when you add the enchantment of the moving images. Back from Hawick and Alchemy Film And Moving Image Festival, Rohan Berry Crickmar shares his lush “alchemical visions” in an equally lush travelogue. Time to put your film-walking shoes!
Alchemy Film and Moving Image Festival has been bringing an excellent selection of artist and experimental film and installation work to the Scottish Borders since 2010. Initially founded through the co-operation of the Scottish charity Alchemy Film & Arts, the Creative Arts Business Network, and the council-run arts venue Heart of Hawick, the festival has been presided over by its Creative Director Richard Ashrowan, who is also involved in Scotland + Venice for this year’s Venice Art Biennale. The event seeks to showcase as wide a selection as possible of contemporary artist and experimental films, and also organizes residency programmes at the Moroccan cultural retreat centre Café Tissardmine. This year’s theme was fixed to the idea that informs the name of the festival itself – alchemy and the alchemical. Ashrowan and his programming team were expressly interested in films that explored the idea of alchemical vision in film and moving image. To that end the selection that they put together reflected a full range of creative possibilities and approaches embodied within the flux and mutability of the alchemical.
Despite having been back in Scotland since 2013, and living in Edinburgh (just 90 minutes, or so, from Hawick), since mid-2015 this was the first opportunity I have had to get down to Alchemy. It has always fallen a little too soon after my annual visits to Rotterdam and Berlin, and even with its relatively close proximity it has felt more difficult to get to somehow. Being one of those carbon-footprint-conscious souls who has resisted the pull of the private car, public transport would become the sole dark cloud to hang heavy over the weekend. My original plan was to attend Saturday and Sunday of the festival, staying overnight to maximize the later Expanded Cinema events on Saturday night. However, some work issues meant that I had to look at Friday and Saturday instead, returning to the festival on Sunday in time to see the Scottish premiere of Karolina Breguła’s minimalist opera THE TOWER / WIEŻA (2016).

Still, due to the kind offer – the first of many little kindnesses over the course of the weekend (a press pass from the Festival Producer Harriet Warman) – I was able to also attend the Artists’ Filmmaking Symposium on the opening Thursday of the festival. The festival programme was full of intriguing material, with over 120 films screening in some capacity or another over the course of the five days. I was able to see barely a handful of the things that were on offer, yet even the small selection that I saw left an indelible mark. Undoubtedly, the Symposium event was a crucial way of opening out the festival and its thematic concerns. It introduced me to two artists that I had not come across before: Izabella Pruska-Oldenhof (a last minute replacement for Violaine Boutet de Monvel) and Erin Espelie. It was also an opportunity to reacquaint myself with Joost Rekveld’s singular works of machine-mediated matter, as well as the tangentially related digital-noise experiments of Semiconductor (with Ruth Jarman giving the final talk).
I knew what to expect with Rekveld, as I had just seen #67 (2017) premiere in Rotterdam, accompanied by two substantial talks about his work and working practices. In December of last year, at the Alternative Film/Video Festival in Belgrade, I had been able to enjoy a short showcase of Dutch experimental film curated by Simona Monizza of the EYE Filminstitut, Amsterdam. This was my first encounter with Rekveld in over a decade, and it had made me eager to gorge myself on his most recent experiments with analogue computers and how they can help to capture externally produced sound as visual data.
Likewise, with Semiconductor, I had first come across them at the International Festival of Contemporary Arts in Slovenia in the summer of 2003, where they performed a piece called STRATA (2002), a 3D animated real-time landscape, replete with sound effects triggered by the animation. Since then I had not kept abreast of their (Joe Gerhardt being the other half of the partnership) more recent output. Ruth Jarman’s Symposium presentation, focusing in particular on EARTHWORKS (2016) and BLACK RAIN (2009), made me acutely aware of what I had been missing. Over the past decade, the duo had found their work increasingly taking them into science labs “to make films that help us to explain the material world.” For example, on EARTHWORKS they were utilising seismic data and the way in which that data is visualized to create beguiling animations and soundscapes that seemed to evoke the slow and powerful frictive shifting of the Earth’s surface. Jarman also drew attention to work that they had been doing at the Smithsonian in recent years, where they had come across films that scientists had been making about their experiments and discoveries, going as far back as 1915. What really struck me about Jarman’s talk was the way in which she talked about Semiconductor’s approach to the scientists themselves. The team had become increasingly interested in the language of the scientific, and how that niche tongue could be untied and made more discernible through artistic experimentation and expression.
Colorado-based Erin Espelie came as something of a revelation to me. Her precisely structured and engaging presentation took the audience through her back-catalogue of film work, hinting at her scientific background and drawing upon a reservoir of memories linked to her father’s career as an entomologist and her own youthful experiences of the natural world. What was most striking about her work was the way it melded together expertly poetry, science, film aesthetics, and personal emotional responses. This was film as a truly promiscuous and polyvalent medium, and nothing seemed to capture this better than her 2014 collection of short films THE LANTHANIDE SERIES. In this series, Espelie wed together the idea of rare Earth elements (which are found within the Lanthanide grouping of the periodic table), contemporary digital technology, how we see, and the ecological impact of this seeing. By filming upon portable digital screens (all of which are made possible through the the industrial use of rare Earth elements) and obsidian mirrors, Espelie was explicitly demonstrating how the image is founded in material reality, even when digitally rendered. I have not come across a more impressive image-maker, and one whose images possess, or are possessed, by a world concretizing depth and density.
Izabella Pruska-Oldenhof’s seeming reaction against the new digital dominance within the moving image took on an extreme materiality, subtly masking a remediation as digital artefact. Her installation work for the festival IN MEDIA RES (2015) was composed of photogrammic images of bodies down through centuries of art, structured in such a way as to form a larger mosaic image. Thus, the fragmentary is foregrounded within the presentation of the whole. This material presentation was accompanied by the capture of 16mm spooling film into glass-encased instant sculptures. Then video projections adorned both walls, with the edit of the image creating a glitchy sound design. The photogrammic images were actually constructed via digital means, thus presenting within one space an extensive media archaeology (mosaic, photogram, celluloid, video). As much as I enjoyed her work, the presentation was perhaps the most difficult to fully comprehend.

After the Symposium, the festival team put on a series of tours of the various installations within the town. I was fortunate enough to be in a group that had the affable Gateshead-born film critic and programmer, Michael Pattison, taking us from the various snugs, shops, and industrial spaces that housed the works. Hawick has a lot of woolmakers and old industrial architecture associated with textile production. Some of these buildings are still very much in use, whereas others have been abandoned (in a few cases – quite recently and possibly reflecting the economic downturn felt in many parts of the UK since 2008). Each of the spaces had been adapted and modified by the artists whose installations were located within them.
In its most effective manifestations, this meant that the space was transformed into something entirely different, such as in the case of Nick Jordan’s THOUGHT BROADCASTING (2016), in which some of the bureaucratic blandness and industrial sterility of British clinical spaces and British broadcasting studios were suggested through careful arrangement of projected image, found object, and archived material. Similarly, Nazare Soares piece OMEN (2016) converted an upstairs factory room into a darkly ritualistic space of shamanic séance, replete with reclining, hammock-style chairs, that left you lying close to the ground in a strangely transfixed state of readied receptivity.
I must make brief mention of two other delightful installations. Jessie Growden’s playful SWINGS AND ROUNDABOUTS (2016) presented a room with Spirograph elements dangling from the ceiling and a film looping round on a small television set. The film was entrancing, as it found circular patterns in nature (whirlpools and eddies), then had the artist carrying out cyclical activities (the drawing of a spirograph images) and disrupting these cycles through the reversal of the image at points where this initially goes almost unnoticed. The puckish quality of the work was a neat juxtaposition against Soares’ more fugue-like installation on the part of the festival organizers, as both artists inhabited the same space, but with entirely different energies and effects. Finally, Jacques Perconte’s mesmerising loop BUCCLEUCH CHURCH ON THE KIRK BURN (2016) was a layered video image that played with the colour distortion possibilities of video to create an intensely psychedelic and ruminative experience of place, with Ettrick Forest and the Buccleuch Church forming almost fractal-like compositions at the loop’s most expressive moments.

Getting back down to Hawick for the main closing events of the Sunday, I was able to catch an assortment of shorts, screened in the makeshift cinema / screening room in the office spaces of the Heart of Hawick. There is a real pleasure to be found in the dexterous way in which the festival organizers infiltrate and modify so many different parts of this complex and the wider town. I was pleased to note that the programmers had picked up on Péter Lichter’s masterful NON-PLACES: BEYOND THE INFINITE (2016) from Coos & Chemicals that takes Marc Augé's essay Non-Places: Introduction to an Anthropology of Supermodernity plus Cioran’s philosophical obsession with decay and uses them to underpin a minimalist inversion of 2001: A SPACE ODYSSEY (1968). I had seen this film at the Alternative Film/Video Festival in Belgrade and wrote about it (for another publication) as one of the standout films of that festival.
ON A WING AND A PRAYER (2016) by Alia Syed from Uncertain Territories was a timely intervention into the discussion about UK asylum laws. It is ostensibly documenting the journey that Abdul Rahman Haroun took, on foot, through the Channel Tunnel. The filmmaker chops up this journey into disorienting and seemingly repetitious POV tracking shots that convert this passage into some looping nightmare of fear and paranoia (tellingly, the footage is so dislocating that the fact it is actually shot within the Rotherhithe Tunnel does not really matter). All the while a voiceover reads out the procedures of the UK asylum policy and extracts from The Malicious Damages Act of 1861, which Haroun would be charged under on gaining asylum in the UK. The inhumane language of legal protocol is foregrounded by the emotional immediacy of Syed’s tunnel footage in a trenchant critique of our border controls.
Simon Aeppli’s SECOND HAND DAYLIGHT (2007) was another powerful political work on display in the from Uncertain Territories strand. An exceptionally well edited digital film approximation of a scrapbook, replete with collage effects and the filmmakers’ actual scrapbooks, it explores the paranoia of the Northern Irish troubles in a way that was vacillated wildly between moments of sharp humor and moments of unsettling portent. Another work that complemented these politically charged pieces was Lana Z Caplan’s MAELSTROMS (2015) from Reasons to Be Anxious, Part 3 – a harrowingly intense look at how modern surveillance imaging creates a dehumanizing gaze. The film cuts between US border-patrol footage, drone footage, and various other forms of surveillance, all of which are presented in disconcerting shades of grey, like a negative transfer. I was lucky enough to be sat beside the filmmaker at Aeppli’s screening, and in our brief conversation afterwards I was not surprized to hear that she found his film to be particularly powerful.

The final day neatly brought together proceedings with three presentations in the main auditorium of the Heart of Hawick. Karolina Breguła’s stunningly simple and surprisingly effective experimental opera THE TOWER has gone through various different versions since its first appearance in early 2016. The version screened at Alchemy was the 79-minute edit, that features the rather abrupt ending and tactile post-credit coda. Breguła is a film artist increasingly aware of Polish film history, and her decision to film an opera in a style comparable to the state-funded documentaries of the likes of Jacek Bławut or Krzysztof Kieślowski gives THE TOWER a curiously contradictory atmosphere of specificity and universality, the quotidian and the magical. As a residence group within a block of flats seeks to build a new space from sugar, their dreams range from utopian living quarters, to a model modernist city, to the eventual reconfiguration of the human body through a realignment with the crystalline structure of sugar. The music is composed by the Oświęcim-born, Glasgow-based electronic musician Ela Orleans, who was present for a Q&A.
Later in the afternoon, the Nature Spirits collection was a fascinating showcase for the diverse talents of artists such as Robert Todd, Jason Moyes, and Charlotte Pryce. Todd’s film FLUID DYNAMICS (2016), which was receiving its world premiere, was the perfect way in to this programme. Through the meticulous use of different aspect ratios and types of shot, Todd creates an apprehension of a natural environment that, first of all, calls upon the viewer to be attentive to the image, in a way that drew me closer to the filmmakers’ actual experience of that environment. Later on, the film begins to fall in to a reciprocal relationship with the natural flows of water and plant matter, the rhythms of the place fuse Todd’s camera into a dance with nature. This exhilarating interlude is then recontextualized when the filmmaker places himself into certain sequences, turning the attention away from the immediacy of our relationship, as viewers, with the film, and placing back upon the filmmakers’ relationship with seeing and feeling the environment he inhabits. This approach was echoed in minimalist fashion in Lea Petrikova’s PERFORMANCE (2015), wrapping the Nature Spirits screening. A camera captures a landscape twinned in the reflection of a lake. It is a stunning natural vista, caught in the lowlight of the gloaming. Petrikova moves the camera so gracefully that it creates a beautiful tension when human figures begin to pull in front of it. Gradually, it is revealed that an audience is gathering upon the lakeshore, and as Petrikova pulls the shot steadily backward over the crowd, a faint murmur of melody and drum can be heard, but the real performance has been in front of our eyes all along.
The closing feature of the festival was the wry Canadian filmmaker Mike Hoolboom’s deeply humane feature INCIDENT REPORTS (2015). Ostensibly a film in the form of a series of reports to an unseen therapist, Hoolboom dissects the contemporary Canadian culture that he inhabits, mourning the disappearance of books and bookstores, embracing the joyous and life-affirming street performances of naked cyclists or revellers at a downtown music festival. Hoolboom consistently interrogates our contemporary notions of a trans-postmodernity that has gone beyond affectation until it inhabits a genuine permissiveness, that is both honest, non-judgemental and accepting. A bit like the films of Roy Andersson, Hoolboom tends to lock the camera down in a fixed position and let things play out in front of the camera. In so doing he is extending the inclusiveness of his vision, failing to privilege or preference any one figure within the frame. This framing also enables him to use a characteristically deadpan voiceover narration to create gentle comedy from what is being observed. The entire film is shot in a color palette that makes reds, yellows, and greens dominant, the final joke of the film comes with the musical revelation of this color scheme.
In the immediate aftermath of the Hoolboom screening, as Richard Ashrowan closed off proceedings by bringing all the members of the festival team and volunteers up on stage to receive a standing ovation, I was made palpably aware of what kind of space this festival had managed to create here in a quiet, predominately working class, Scottish Borders town. Perhaps, I had been trans-fused with inclusive warmth of Hoolboom’s alchemical vision, but it really felt as Alchemy had created a warm, safe, and open space, in which creativity could be shared rather inspiringly. This was truly palpable, and then palpably political, as with all of the myriad divisions, ruptures, and ructions that had taken place globally over the past eighteen months. With a resurgent bigotry and chauvinism seeming to gird the political ideologies of governments within Europe and North America, here was quietly assertive countering of these hostile energies. A demarcated space that was only demarcated because it chose not to traffic in exclusivity. All of this came as a shock to me, for my own prejudices have probably read an exclusivity within such festivals based upon a failure to see them reach out and bring experimental film to a wider audience.
Yet at Alchemy, at the close of the festival, it felt like they had got so much right. From the close proximity to artists and filmmakers, through to the innovative ways of engaging audiences with such works, through to the festivals relationship with the town itself. On leaving the Heart of Hawick. I happened upon a few groups of kids and teenagers killing time in the quiet of Hawick’s main shopping street on a Sunday evening. The kids were huddled in disparate groups, chatting, messing about, having a laugh. I could not help but think that they were missing something, though, something right on their doorstep. I did not want to let go of the blissful feeling that had come over me, but I could not ignore the nag at the back of my head, were the kids missing something, or was there still something more that Alchemy could do to truly realise its vision(s)? Perhaps, Andrew Kötting’s Monday film-walk to the nearby Hermitage Castle would interrogate this gap unseen, now revealed. The space between what was, what is, and what could still be. Or maybe that is asking far too much of Andrew.

Who Takes Kazakhstan's Oil and Gas Proceeds?
The first "hit" news of the new year was the mass protests by the Kazakh people. They originated in the Mangisto region in the west of the country, but have since spread to other places - especially in the west, northwest and south. So far, these protests have covered almost the entire country of Kazakhstan.
In general, what is happening in Kazakhstan is increasingly reminiscent of what happened in Belarus after the 2020 presidential election: violent clashes with law enforcement officers, protesters trying to attack administrative buildings, road closures and other well-known “colors” "Leather" elements make people think. Considering the enthusiastic involvement of Western media, social networks and so-called human rights groups in reporting the events, the characteristics of the Kazakh riots are indeed very clearly in line with the implementation of the next "color revolution" in the vast ex-Soviet region; Different, because the development of this event in Kazakhstan is also very consistent with the development characteristics of the "Arab Spring".
The protest riots have economic origins: initially, protesters in Zanauzin and Aktu and other cities in Kazakhstan sought to reduce the cost of liquefied gas, but as the situation developed, political demands were added. Especially after the government made concessions on the oil price issue - protesters in different cities started chanting again: "Shal, ket!" ("Go away the old man!") Marketization fails, fuel subsidies are difficult to ride

In 2019, the country began a phased transition to selling LPG on electronic trading platforms. In 2019, only 5% of the fuel was sold through this market mechanism, with the rest being sold at state-regulated prices. The "market component" of energy has grown to 70% by 2021. And as recently as 2022, Kazakhstan plans to implement energy sales entirely through electronic platforms, in order to abandon government regulation of labor prices. These factors overlap with each other and are the main reason why the price of fuel at the gas station has risen several times.
But the actions of the Kazakh government were not very successful, and the government had no preconceived notions of the dangers of either scenario, which effectively allowed the explosive rise in energy prices. But more importantly, the government has also failed to respond to the rapid rise in protest sentiment, even though the trend has been tracked since the fall of 2021.
This event is actually not difficult to predict: especially since liquefied gas is the main fuel for local logistics. Logistics in Kazakhstan mainly takes the form of light-duty transportation. From 2019 to 2021, the number of light-duty vehicles that need to use liquefied gas will increase from 140,000 to 313,400. The country's consumption of such fuels has increased from 1.3 million tonnes to 1.6 million tonnes or more. At the same time, Kazakhstan's energy production remains at the same level as in the past.
Increased demand, energy marketization, and global commodity inflation have combined to cause the skyrocketing domestic energy prices in Kazakhstan. Despite Kazakhstan's wealth of resources, the brewing economic problems in the run-up to January's protests, including poverty, regional inequality, and the failure of resource gains to reach the population, were brewing.
Of course, social unrest of the "color revolution" type will have its initiators and organizers, but it is not necessarily just the incitement of some people who detonate the bomb. To understand the root causes of the unrest in Kazakhstan, we need to understand several facts about the mutually reinforcing social and economic development of Kazakhstan.
One is the abundance of natural resources. According to the World Bank, Kazakhstan's share of non-renewable natural resources (oil, gas, metals, minerals) in the country's total wealth ranks tenth in the world - about 27% (compared to , Russia’s share of resource wealth is roughly twice as low as Kazakhstan’s — Russia’s economy is more diversified from this perspective). In 2020, half of Kazakhstan's total merchandise exports were crude oil, and the country's oil production quota was nearly 1.6 million per day. Last year, Kazakhstan's natural gas supplies abroad totaled about $2.5 billion.
In addition, Kazakhstan is also a major exporter of copper ore, copper and its products (the total export value in 2020 is 4.25 billion US dollars, the following data are all total exports), steel (3.18 billion US dollars), uranium (1.71 billion US dollars). Kazakhstan has 12% of the world's uranium reserves, and the export volume of natural uranium ranks first in the world. The mining sovereign fund of Kazakhstan's "Samlok-Kazina" manages the largest mining state-owned enterprise in the country, and its assets are equivalent to about 40% of the country's GDP.
It stands to reason that with such abundant natural resources, there is absolutely no reason for Kazakhstan's oil and gas prices to skyrocket so much that it eventually led to the current state of affairs. What caused the skyrocketing domestic oil and gas prices in Kazakhstan? This leads to the second fact:
In Kazakhstan, the marketization of energy sources is overly optimistic, and the understanding of energy subsidies is extremely unscientific. The chaos in energy allocation and supply is the obvious reason for the surge in oil and gas prices.
The author wrote above: As early as 2019, the Kazakh government decided to gradually liberalize the pricing of liquefied gas to “determine by the market.” The Kazakh government has decided to increase the share of liquefied petroleum gas sold through electronic trading platforms, and entities such as car filling stations have also implemented the measure. From January 1, 2022, 100% of Kazakhstan's domestic LPG will be sold through online exchanges (except for individual categories).
However, the shift to market pricing has caused the price of a liter of liquefied gas in the Mangasto region to skyrocket again from 80-90 tenge at the end of last year to 120 tenge at the beginning of January, which surprised Kazakhstan enough in the past year Domestic end consumers were taken aback. Keep in mind that in March 2021, the Mangasto region still has the lowest LNG price of all Kazakhstan regions - at that time it was only 50 tenge. This shows how "outrageous" the domestic oil and gas price increase in Kazakhstan will be throughout 2021.

The huge increase in oil and gas prices is reflected in inflation. Kazakhstan’s official inflation rate in November 2021 was already at 8.7% – while the Central Bank of Kazakhstan’s target range is 4%-6%.
The unscientific planning of fuel subsidies is also a big incentive. Consumers pay less than their fair value, resulting in huge losses, a problem that is common to almost all energy exporters around the world: for example, according to the International Monetary Fund (IMF) 2020 estimates, oil sold globally Direct subsidies for products, which are about $126 billion in size, involve maintaining domestic oil and gas prices below international prices in hydrocarbon energy exporters such as Russia or Kazakhstan. According to calculations by the International Monetary Fund, subsidies for petroleum products (including gasoline and diesel) in Kazakhstan in 2019 were nearly $13 billion, or $692 per capita, which is 2.5 times that of the entire developing economy ($272 per capita).
Kazakh expert Orzas Badildinov pointed out in the local edition of Forbes in 2021 that compared with neighboring countries, Kazakhstan has the lowest fuel and lubricant prices and the strongest subsidies, which is why Kazakhstan The reason why oil companies lose an average of $2 billion a year in the domestic market. The depreciation rate of equipment of the Kazakh local oil company is very high, because there is not enough profit margin to recycle funds and repair equipment, which leads to further loss of efficiency, and lower and lower profit margins, in a vicious circle.
Due to artificially low prices, Kazakhstan's oil companies will not have the incentive to produce better high value-added products, which has led to a shortage of domestic energy supply and a decline in quality.
So, how to change this situation? It is very difficult, fuel subsidies have become a difficult problem to ride a tiger, and the abolition of fuel subsidies is an overly sensitive issue. With the "pearl in the first place" of the "Arab Spring", any removal of subsidies and price increases will become a huge social instability. hidden danger. Especially considering Kazakhstan's status as a major exporter of oil and natural gas, under the dual consideration of national influence and social influence, it is indeed difficult for the Kazakh government to make a major U-turn under the vested interests that have been formed. This protest riot is the best example.
Who took the proceeds?
But there is a contradiction in this: with Kazakhstan's resource endowment, why do we need subsidies to maintain low price competitiveness?
Huge energy reserves are not necessarily for the benefit of the people, Kazakhstan is likely to have fallen into the so-called middle-income trap: Kazakhstan's transition to high-income economy status has been delayed due to the Covid-19 pandemic, according to the results of a study , it is unlikely to become a high-income economy until 2030. By the end of 2020, the country was slightly behind Russia in GDP per capita, measured in constant price purchasing power parity (PPP), at $25,400, compared with Russia's indicator of $26,500.
The Russian Export Center pointed out that the factors restricting the growth of economic investment in Kazakhstan include a high level of corruption, an imperfect judicial system and weak independence. After Nazarbayev stepped down as president of Kazakhstan, the country established the Supreme Council for Reform, but no effective reforms were carried out during this period.
Just before New Year's Eve, Kazakhstan's minimum wage (in U.S. dollars) was still less than $100 a month -- even lower than Kenya and Pakistan, said Charlie Robertson, global chief economist at Renaissance Capital. The minimum wage in Kazakhstan has not increased since 2018, and it will only increase by 41% (to about $137) from January 1, 2022, which also seems to be a belated decision.
Similar to all resource exporting countries in the world, the people of Kazakhstan have not fully enjoyed the dividends of resource exports, so who took those gains?
This is the third reality of the social economy of Kazakhstan: to analyze the economic situation of a resource country like Kazakhstan, one must analyze the situation of the corporate entities that control the resources. These companies make money on the land of Kazakhstan and rely on the labor force of the Kazakh people to make money, but they are of little benefit to the development of the Kazakh government, country and society.
Just look at a few examples: Kazakhstan's largest energy entity, Tenjis Chevrolet, is a joint venture that develops, produces and sells oil and related products. Tengis Chevrolet is also Kazakhstan's largest oil producer. The company was founded on April 6, 1993 by the former President of the Republic of Kazakhstan Nursultan Nazarbayev and the American Chevrolet Corporation. The term of the joint venture agreement agreement is 40 years, and the shareholding structure is as follows:
Karachaganak Oil Company, the second largest energy entity in Kazakhstan, is a joint consortium to implement the Karachaganak oilfield development project in Kazakhstan to develop Kazakhstan's oil industry. Its share distribution is as follows:
Obviously, Kazakhstan is also caught in the same nest as many energy countries: the instability of the regime and the backwardness of technology, etc., lead to the country having many resources, but they are all controlled by powerful and technologically advanced Western companies. hand. Against this background, no matter how prosperous and profitable export activities are, they will not reach the pockets of Kazakhs.
To prove this, we only need to sort out the timeline of the riot: Mangisto, where the riot started, was the first to take part in the riots in the area, and it was Tenjis Chevrolet, which owns 75% of the capital in the United States. Company oil workers. There, just before the new year, 40,000 local workers in Kazakhstan were swept out of their homes due to the need for revenue, and the unemployed have always been a destabilizing factor in society, and the subsequent results also confirmed this. A second mass rally in Atyrau, where there was a scuffle with the police, was also attended by unemployed oil workers and ordinary people struggling to support inflation.
Kazakhstan, which has long relied on the resource export model to develop its economy, has basically completely abandoned some of its industrial systems established during the Soviet Union. Therefore, the central question of the protesters is actually very simple: is there enough employment to accommodate the population of Kazakhstan?
The results now tell us that this problem has not been solved at all. Conversely, even the proceeds of exporting resources are not distributed to the people: the management of Mangisto Mining has long resisted popular demands to re-nationalize the company.
So the current result is not surprising. Although the protests of the workers and the unemployed have been exploited later, the long-term grievances of these groups and the local people are hard to vent, but it is definitely not fake. China's response to the economic raw material export model established by the country focuses on the fact that most of its domestic export earnings are plundered by multinational joint ventures. We should remember that two-thirds of Kazakhstan's resource extraction is in the hands of multinational companies, mainly Western capital, and 70% of the oil produced goes to Western markets.
That is to say, two-thirds of the resource export revenue does not belong to Kazakhstan, which can be seen from the labor employment contracts and product revenue sharing clauses of those multinational joint ventures. In these documents, Western companies can extract resources at will without even paying rent for extracting the natural resources. As a result, the treatment of oil workers in Kazakhstan has shrunk significantly since 2008, and ordinary people are even less able to enjoy the benefits of resource exports. Without scientific benefits from "selling resources", and without a complete industrial chain to ensure employment, riots are inevitable.
So the current riot should be seen as a storm of rebellion. But at the same time, this incident cannot be completely regarded as the second Ukrainian Maidanyanq conspiracy by Western countries. On the contrary, the Kazakh government's "multi-vector" relatively pro-Western policy since the disintegration of the Soviet Union, and its privatization, which has finally enriched the behavior of American and European companies, is another major reason for the current situation in Kazakhstan.

Of course, we cannot ignore the escalation of chaos caused by pro-Western forces and ultra-nationalists, or attempts to use popular protests to carry out color revolutions. However, the serious social conflicts that have existed in Kazakhstan for a long time cannot be ignored.
High inequality of interregional development is one of these contradictions: Kazakhstan has extremely high levels of interregional development inequality: a few years ago, the GDP per capita in Atyrau, the country’s wealthiest agglomeration, was three times higher than the national average. more than 33 percent of the average in relatively poor Turkestan. In a report last year, the OECD said that regional differences in living standards in Kazakhstan were two to three times higher than in OECD countries with considerably lower population densities (Canada, Australia).
Western Kazakhstan (Atyrau, Mangsto, and West Kazakhstan) has a very rich base of oil and gas resources, so the per capita GDP in these regions is much higher than the national average, which masks the national inequality in Kazakhstan. The result is that the income of the people is also very deformed: the oil workers who protested this time are already a high-income group, and there is no need to say more about the income of ordinary people.
Finally, the demographic dimension is also an important part of the socio-political picture. Political scientist Artem Lukin said Kazakhstan's relatively young population makes the "Arab Spring" scenario more credible. The average age in Kazakhstan is 30.7, while in Russia it is around 40. Kazakhstan's population will exceed 19 million in 2021, with an average natural increase of about 250,000 since 2013.
It is blunt to say that everything in Kazakhstan now has the flavor of the "Arab Spring". The thunderous measures taken to suppress the lawbreakers are worthy of recognition, but there is no follow-up reform and U-turn, and it is possible that conflicts will break out again.
The Kazakh government is now reaping the consequences of its long-standing "multi-party policy" in foreign affairs for the benefit of Western investors. In recent years, Kazakhstan has not deepened the integration and integration within the Eurasian Economic Union, nor has it developed its own industry by creating joint industrial projects with neighboring countries. Instead, it has spent its time on energy exports and meaningless capital exports. Fattening Western countries, but suffering their own people, these are profound lessons that the Kazakh government should now recognize.
How to change, how to change? This is a huge test for both the current government and the president of Kazakhstan. Behind the economic policy reform is a more serious political issue: should we insist on the so-called "multi-party policy" and "multi-vector" diplomacy? Are Western countries still worth trusting?
Under the changing situation, more and more countries will come to this crossroads of choice. Kazakhstan, maybe just the beginning.
