It's not so uncommon, you know, for the US government to set up a fake town for remote testing or keeping projects secret, only to have it slowly turn into a real town. And it's also not unusual for the US government to continue to use that town as a testing ground for whatever they want. Drugs, medical technology, weapons, surveillance technologies; literally whatever they want. And the people there think it's normal for there to be odd chemicals in the water or clearly robotic birds with cameras for eyes. And that's why no on in Amity Park thinks it's particularly odd that, occasionally, a giant green dog will wreak havoc on a engineering lab, or how some people just have green or blue or grey skin, or that wishes will just come true in the worst way possible, or how no one who's lived in the town long enough has brown eyes.
The US government, or perhaps specifically the Guys in White, built Amity -probably not built but took over an all but abandoned Amity Park as a ghost town to try and lure in ghosts and probably other cryptids and beings of questionable reality for study. But living people were there. Either the less than 30 people who never left or those who started moving into the cheap empty houses. Stores were suddenly hiring people, restaurants were suddenly selling food, and a whole bunch of scientific research firms opened - definitely unrelated to the government's loose laws on what a researcher could and couldn't do, including to research subjects or the environment around them. A lot of Amity Park is just... "research", from the big companies to the mom and pop labs. So, the GIW continued to use Amity Park as a research town. See how the living and dead affected each other, how much "contamination" makes a human inhuman, what will hurt the inhuman. Unfortunately, it made everyone in the town part of their research, and therefore proprietary to the GIW. Some people can't leave - too vital to the ongoing research. Some people can leave, but they can't take any medical records with them. Some people can't even comprehend the idea of leaving. Some people leave in the middle of the night, without saying good bye or telling people where they're going.
