FG To Finance 2021 Budget Of N12.6tn By N4.3tn Loan
The federal government had proposed N12.6 trillion as aggregate budget for the 2021 fiscal year.
The proposed budget will have a deficit of N5.16 trillion and will be partly financed by a total loan package of N4.28 trillion.
The proposals were contained in the 2021-2023 Medium Term Expenditure Framework and Fiscal Strategy Paper presented to the National Assembly by President Muhammadu Buhari on Tuesday.
The proposal targets N481.41 billion as statutory transfers, N5.75 trillion as recurrent expenditure, N3.33 trillion for capital expenditure and N3.12 trillion for debt servicing.
Key assumptions of the expenditure framework shows that the federal government fixed $40 as oil benchmark, targets 1.86 million barrels as oil production per day while the exchange rate was pegged at N360 to a dollar. Inflation was fixed at 11.9 percent.
Also included in the proposals are N500 billion intervention fund against COVID-19 pandemic, N52 billion for public works programme, N32.5 billion for social intervention programme, #5 billion as bailout for the aviation sector and #60 billion for maintenance of roads through direct labour across the six geopolitical zones.
Aside the N4.3 trillion loan, the FG targets the sum of N205.2 billion from privatisation proceeds to fund the budget.
In the letter accompanying the documents, the President said he is sending the proposal early so the federal lawmakers would have enough time to review it.
“I herewith forward the 2021-2023 MTEF/FSP as the 2021 budget of the federal government will be prepared based on the parameters and fiscal assumptions of the approved 2021-2023 MTEF/FSP. I seek the cooperation of the National Assembly for expeditious legislative action on the submission, ” the letter read in part.

AUTEL MK908P REVIEW ON 2006 BMW 530I N52
Today I’d like to share a high-tech scanner which many people are crazy about it in the market. That is Autel MaxiCOM MK908P.
Through searching the review and finally I bought MK908P at Obd2tool.com. I have received the package. I will show what it comes with and what actually I can do by it.
There are two different versions of the packing box: MaxiCOM MK908Pro and MaxiCOM MK908.
The MK908P comes with J2534 ECU programming device which can do a little flash, so it got the price more expensive.
Before I want to choose MK908, but I told the dealer what I will do with the BMW software and a program inside. So the dealer recommended this MK908 Pro.
I’m very happy because I can do it all no need anything else!
This is MK908P main unit, and one J2534 Box (it has been connected up), I think it has been tested can work by factory before sending.
Then you can see many OBDII adapters, BMW-20, Benz-14, VW/Audi-2+2, Benz-38, others are Nissan-14, GM/Daewoo-12, Fiat-3; PSA-2, Kia-20, Honda-3, and Mitsubishi/Hyundai-12+16, total 14 pieces adapters.
Besides that, there are many other cables and adapters, such as USB cable, power adapter, etc.
The J2534 is free for ECU programming device, it’s also a VCI so can be used for diagnosis as well.
Now let’s go to the car.
Connect J2534 box to vehicle and mk908p device, Put the key into the ignition, and press the START button
The J2534 ECU programmer light on
Enter MaxiCOM MK908P software Tap Diagnostics, select the corresponding car manufactures. Here we just go into European cars probably easier. Select BMW, then select Automatic selection
We can enter VIN manually or tap “Read” to acquire a VN
Then enter main menu automatically You can see 5 options: Diagnosis, Service, Hot functions, Programming, Vehicle profile.
Hot functions:
There are some special functions, such as maintenance, steering angle sensor, battery, brake bleed, throttle, TPMS, Window, door and roof and IMMO& keys.
I want to say it’s not got many functions as obviously, but for the average person, it’s ok. And the fact that it can do programming encoding is another bonus.
Service:
Choose Service item, here can reset all the service system and do the chassis suspension and normal power train so I can do engine electronics and the cache. You can do the things that you would be able to do in is start on the service functions but in the same sense, it hasn’t got as many options as what you’d find on your normal ways to program (diagnosis function).
Diagnosis:
But if we do auto scan and we just run a test on. So you see I’ve got two faults in my DME. There are no other forwards anywhere else. But I scalable anyway so we’re just seeing how accurate this can pick up faults.
I’m scanning the car for quite a long time so I wouldn’t know I usually scan it once a week.
Let’s see what faults are coming up. Click “Read codes”. I have got digital mode electronics, catholic conversion codes which everyone knows about there might be saying I’ve had them for a long time. This is a common problem this is due to when you’re running your car and you’ve all your burnt edges usually, the case going through the exhaust the car’s sit right when our engine is, so the oil winds up getting into the cars itself and clogging up. but we can easily delete them. Just click Erase Codes to clear all the faults.

Here it shows the completed car information incl. chassis series, model, version, year, VIN and mileage.
I also check other functions of this Autel MK908pro.
To summarize, I think that you should not need to buy this J2534 part separately. This is a VCR It can be used for programming and coding, but only can program and codes for BMW and Mercedes. You don’t need to go out and buy this one you could just find a wireless VCR or the Bluetooth one.
But I want to say Autel Scanner MK908P is perfect to quickly scan. It’s a great diagnostic tool own.

Create a Dollar Card
To create a Dollar card, select 'Cards' from the menu at the bottom of the app, then tap the yellow button with the plus sign at the bottom right corner of the screen. Choose one of the options to create a card for a specific purpose, or choose Continue to create a generic Dollar card. Enter the amount you want to fund your card with and tap Create Card.
Fund a Dollar Card
To fund a Dollar card, select Cards from the menu at the bottom of the screen, then swipe to the card you want to fund. Tap on the card to flip it and tap the Fund this Card button. Enter the amount you want to fund the card with and tap Continue.
Cancel or freeze Dollar cards
To freeze a Dollar card, tap on the card you want to freeze to flip to the Card Details page, then scroll down and tap on the Freeze Card button.

● If customer's Dollar card is being rejected, customer needs to confirm that they are not using the card for a prohibited payment or on a prohibited site such as a Money Transfer site. Some websites may have geographical restrictions in place to restrict or reject payments for users from certain locations. The support team of the merchant they are trying to pay should be contacted for details of card rejection.
● Barter Dollar card cannot be use for which are:
To send money
To buy or exchange crypto currencies, or to fund a wallet or bank account on another site.
Also Barter Dollar card cannot be us for Money Transfer and on currency trading sites.
● Barter didn't have physical Dollar Card but they are working hard to get physical cards to their customer as soon as possible.

2011 328i with 84k. Father wants to buy it off me.
Need some advice since I've read that BMWs are unreliable. I have a 2011 328i with the N52 inline six and auto trans. It currently has just under 84k miles on it and my dad wanted to buy it from me. I'm worried that it won't be reliable and will start breaking down or the engine will fail or something. I do drive it wide open sometimes for short bursts when it's warmed up.
I bought it as a CPO with 36k miles on it and since then I've kept up with maintenance. I've done oil changes every 7k miles and kept up with brake flushes and even had the diff oil, transmission oil, transmission filter, gasket and sealing sleeve changed at 62k miles. I'll be replacing shocks and struts this month and front pads and rotors will be replaced as well. It's still under warranty until April and he was planning on buying it right around then.
I have a feeling this might be awful and I'd never live with myself if it started to have big issues after I bought it. Under warranty I've had the navigation unit, a coil pack and an O2 sensor replaced. Otherwise it's been solid.
Anybody here have experience with the E90 chassis? Does this sound like a good plan or a bad idea?

In general, the quality of gasoline is determined by many factors, with the percentage of alcohol (mainly ethanol) and the level of detergent additives becoming the key contributors. Lower levels of detergent quality and quantity may cause harmful carbon deposits to build up on vital engine components like fuel injectors, intake manifold ports and valves, and inside combustion chambers. The excessive carbon deposits eventually may reduce fuel economy, lower engine performance and may lead to various drivability complaints, e.g., misfire, rough idling and Service Engine Soon lamp illumination. 2020-2020 BMW 650i Coupe (E63) V8-4.8L (N62TU) Page 259 To prevent such conditions by keeping the engine intake system as clean as possible, BMW NA recommends an optional (customer payment basis) "Fuel Injection and Induction Cleaning with TECHRON(R) technology" to be performed as a preventive measure. Please refer to SI B13 01 07 (March 2009), found in BMW TIS, for the Injection and Induction Cleaning System tools and procedures. [NEW] designates changes to this revision SUBJECT Fuel Injection and Induction System Cleaning MODEL SITUATION Deposits found in the injection and induction system may cause the vehicle to experience a variety of drivability complaints, eventually leading to the Service Engine Soon lamp to be illuminated. Some of the possibilities are listed below. Fuel Injectors Deposits at the fuel injector's tip can impact fuel flow, disturbing the air/fuel mixture ratio. Symptoms are the following: Hesitation or stumble during acceleration, or even loss of power; poor fuel efficiency; increased emissions of HC and CO; and "Service Engine Soon" lamp illumination due to misfire faults, or lean mixture adaptations. Intake Valves 2020-2020 BMW 650i Coupe (E63) V8-4.8L (N62TU) Page 429 Deposits at the valves and on the intake manifold ports can absorb fuel during the warm-up phase, leaning out the air/fuel mixture ratio. Carbon buildup may disturb the mixture flow at low throttle conditions and/or idle speeds. Symptoms are the following: Poor drivability; loss of power; unstable and/or rough idle; increased emissions of HC, CO and NOx; and "Service Engine Soon" lamp illumination due to intermittent misfire faults. Combustion Chamber Combustion Chamber Deposit Interference (CCDI) occurs when there is contact between carbon deposits on the piston crown and the cylinder head. The noise can be confused or misdiagnosed as a ping, knock, or other noises that could indicate a mechanical failure. CCDI occurs first as a cold start noise that can fade as the engine warms to operating temperature. The noise will reoccur at the next cold start. As deposits build, there is an increase in compression temperature that may cause pre-ignition detonations. Symptoms are the following: Knocking; pinging; run-on; poor acceleration; octane requirement increase; increased emissions of NOx; and engine idle speed surges. Depending on the manufacturer, fuels may contain various additives such as: oxidation and corrosion inhibitors; metal deactivators; emulsifiers; and anti-icing agents and dyes. In addition, they are required to include some form of an intake system deposit control package. Unfortunately, not all fuels are created equal, and some additive packages are not effective enough to maintain the integrity of the intake systems in high performance engines, or engines operating under severe environmental conditions. Even worse, the intake system deposit control additives in some fuels may actually contribute to the combustion chamber deposits accumulation, and to the problems associated with those deposits, i.e., knock, run-on and increased emissions of oxides of nitrogen. To remedy these complaints, the BMW Group has developed a new special tool and cleaner concentrate to clean the fuel injectors, induction system and combustion chamber of harmful deposits. Note: The fluids and tools described in this Service Information bulletin are the only BMW approved items that can used to clean the fuel injection system, induction system and combustion chamber. Using non-approved fluids or tools can lead to premature component failure and will not be covered under Warranty. FINAL PROCEDURE FOR RELEASING THE VEHICLE TO THE CUSTOMER 2020-2020 BMW 650i Coupe (E63) V8-4.8L (N62TU) Page 433 Advise the customer that it is necessary to add one bottle of BMW Group Fuel System Cleaner Plus, P/N 82 14 0 413 341, with either TOP TIER Detergent Gasoline or Premium Fuel with a minimum octane rating of AKI 91, the next time that the vehicle is refueled. For optimum cleaning, advise the customer to add one bottle every 3,000 miles when refueling. Refer to SI B13 05 06, BMW Fuel System Cleaner Plus. Listed below are the approximate time allowances for performing the cleaning service (two applications) on various model and engine types: TOOL WARRANTY INFORMATION The use of non-approved materials voids the warranty of the Fuel Injector and Induction System Cleaner Applicator Kit, P/N 82 14 0 429 692, and its contents. All of these tools are returned for inspection. If materials causing damage to these tools have been identified, then the tool will be returned to your center and a replacement credit will not be applied. When the tools described above are returned for warranty reimbursement, the tool must be accompanied by contact information and a reason for return in the shipping carton. Using a non-approved material can lead to deterioration of the tool, resulting in incorrect operation and a possible safety concern. The Fuel Injector and Induction System Cleaner Applicator is constructed with materials that are compatible with gasoline and the Fuel Injector and Induction System Cleaner Concentrate, P/N 82 14 0 428 376, only. Refer to Parts Information bulletin PIBO6 03 02 for tool warranty details. Procedure - A SI B13 01 07 - Procedure - A Vehicles equipped with the M54, N51, N52 and N52K engine 1. Run the vehicle to operating temperature. 2. Remove the engine cover to gain access to the fuel rail pressure port. 3. Hang the application cylinder from hood striker using hook and chain. 2020-2020 BMW 650i Coupe (E63) V8-4.8L (N62TU) Page 434 4. Install the EFI Quick Disconnect Fitting to the fuel rail (1). Connect the application cylinder quick connect to the fuel rail adapter (2). 5. Close the shutoff valve on the applicator (1). Press the pressure relief button (2) on the applicator to bleed 1 liter of fuel into the plastic bottle supplied in the kit. Install the cap on the bottle. Note: It may be necessary to start and run the vehicle during this step. 6. Remove the fuel pump fuse; refer to the vehicle electrical schematic. Allow the vehicle to run and stall to bleed residual fuel pressure. 7. Remove the applicator quick connect (2) from the fuel rail adapter (1). 2020-2020 BMW 650i Coupe (E63) V8-4.8L (N62TU) Page 435 8. Pour 400 ml of fuel (1) and 150 ml of cleaner concentrate (2) into the beaker supplied in the kit. 9. Unscrew the top portion of the applicator and pour the mixture inside the tool. Reinstall the lid hand-tight and hang the cylinder from the hood striker. 10. Disconnect the fuel line from the fuel rail connection (1). The cleaning procedure should last approximately 12-14 minutes. If the vehicle begins to run roughly or misfire turn the vehicle oft. Connect the shop air supply (2) to the application cylinder (1). 23. Adjust the pressure regulator to 70 PSI if needed and open the shutoff valve at the bottom. 24. Start the vehicle; the vehicle should idle smoothly. The cleaning procedure should last approximately 12-14 minutes. If the vehicle begins to run roughly or misfire then turn the vehicle off. The applicator is nearing empty or is empty: remove the applicator quick connect from the fuel rail. 25. IMPORTANT! Remove the shop air supply hose from the applicator before removing the lid or releasing pressure from the applicator. 26. Release the pressure from the applicator cylinder with the pressure release button (2). Close the shutoff valve (1). 27. Remove the application tools and reassemble the vehicle. 28. Refer to the final procedure before releasing the vehicle. Procedure - B SI B13 01 07 - Procedure B Vehicles equipped with the M56 (SULEV) engine 1. Run the vehicle to operating temperature. 2. Remove the fuel pump fuse; refer to the vehicle electrical schematic. Allow vehicle to run and stall to bleed residual fuel pressure. 2020-2020 BMW 650i Coupe (E63) V8-4.8L (N62TU) Page 439 3. Lift the vehicle to access the fuel system connection adjacent to the fuel tank. Open the connection and install Special Tool P/N 81 11 0 394 963 (3). Refer to SI B16 05 04 for additional information. Install the EFI Quick Disconnect Fitting (1) to the adapter. Connect the application cylinder quick connect to the fuel rail adapter (2). 4. Reinstall the fuel pump fuse and start the vehicle to allow the fuel system to re-pressurize. 5. Close the shutoff valve on the applicator (1). Press the pressure relief button (2) on the applicator to bleed 1 liter of fuel into the plastic bottle supplied with the kit. Install the cap on the bottle. Note: It may be necessary to start and run the vehicle during this step. 6. Remove the fuel pump fuse again; refer to the vehicle electrical schematic. Allow the vehicle to run and stall to bleed residual pressure. 7. Unscrew the upper portion of the pressure adapter. Install the high pressure threaded male plug to seal the fuel system (1). Install the high pressure threaded female cap on the adapter (2). 2020-2020 BMW 650i Coupe (E63) V8-4.8L (N62TU) Page 440 8. Pour 400 ml of fuel (1) and 150 ml of cleaner concentrate (2) into the beaker supplied in the kit. 9. Unscrew the top portion of the applicator and pour the mixture inside the tool. Reinstall the lid hand-tight and hang the cylinder from the closest lift arm securely using the chain/hook. 10. Connect the application cylinder quick connect (2) to the EFI Quick Disconnect Fitting (1). 11. Connect the application cylinder quick connect to the fuel rail adapter (2). 4. Hang the Application Cylinder from the hood striker using the hook and chain. Allow the vehicle to run and stall to bleed residual fuel pressure. 7. Remove the applicator quick connect (2) from the fuel rail adapter (1). 8. In general, the quality of gasoline is determined by many factors, with the percentage of alcohol (mainly ethanol) and the level of detergent additives becoming the key contributors. Lower levels of detergent quality and quantity may cause harmful carbon deposits to build up on vital engine components like fuel injectors, intake manifold ports and valves, and inside combustion chambers. The excessive carbon deposits eventually may reduce fuel economy, lower engine performance and may lead to various drivability complaints, e.g., misfire, rough idling and Service Engine Soon lamp illumination. 2010-2020 BMW 550i Sedan (E60) V8-4.8L (N62TU) Page 260 To prevent such conditions by keeping the engine intake system as clean as possible, BMW NA recommends an optional (customer payment basis) "Fuel Injection and Induction Cleaning with TECHRON(R) technology" to be performed as a preventive measure. Please refer to SI B13 01 07 (March 2009), found in BMW TIS, for the Injection and Induction Cleaning System tools and procedures. [NEW] designates changes to this revision SUBJECT Fuel Injection and Induction System Cleaning MODEL SITUATION Deposits found in the injection and induction system may cause the vehicle to experience a variety of drivability complaints, eventually leading to the Service Engine Soon lamp to be illuminated. Some of the possibilities are listed below. Fuel Injectors Deposits at the fuel injector's tip can impact fuel flow, disturbing the air/fuel mixture ratio. Symptoms are the following: Hesitation or stumble during acceleration, or even loss of power; poor fuel efficiency; increased emissions of HC and CO; and "Service Engine Soon" lamp illumination due to misfire faults, or lean mixture adaptations. Intake Valves 2010-2020 BMW 550i Sedan (E60) V8-4.8L (N62TU) Page 411 Deposits at the valves and on the intake manifold ports can absorb fuel during the warm-up phase, leaning out the air/fuel mixture ratio. Carbon buildup may disturb the mixture flow at low throttle conditions and/or idle speeds. Symptoms are the following: Poor drivability; loss of power; unstable and/or rough idle; increased emissions of HC, CO and NOx; and "Service Engine Soon" lamp illumination due to intermittent misfire faults. Combustion Chamber Combustion Chamber Deposit Interference (CCDI) occurs when there is contact between carbon deposits on the piston crown and the cylinder head. The noise can be confused or misdiagnosed as a ping, knock, or other noises that could indicate a mechanical failure. CCDI occurs first as a cold start noise that can fade as the engine warms to operating temperature. The noise will reoccur at the next cold start. As deposits build, there is an increase in compression temperature that may cause pre-ignition detonations. Symptoms are the following: Knocking; pinging; run-on; poor acceleration; octane requirement increase; increased emissions of NOx; and engine idle speed surges. Depending on the manufacturer, fuels may contain various additives such as: oxidation and corrosion inhibitors; metal deactivators; emulsifiers; and anti-icing agents and dyes. In addition, they are required to include some form of an intake system deposit control package. Unfortunately, not all fuels are created equal, and some additive packages are not effective enough to maintain the integrity of the intake systems in high performance engines, or engines operating under severe environmental conditions. Even worse, the intake system deposit control additives in some fuels may actually contribute to the combustion chamber deposits accumulation, and to the problems associated with those deposits, i.e., knock, run-on and increased emissions of oxides of nitrogen. To remedy these complaints, the BMW Group has developed a new special tool and cleaner concentrate to clean the fuel injectors, induction system and combustion chamber of harmful deposits. Note: The fluids and tools described in this Service Information bulletin are the only BMW approved items that can used to clean the fuel injection system, induction system and combustion chamber. Using non-approved fluids or tools can lead to premature component failure and will not be covered under Warranty. The shop air supply should be dried using a general purpose filtering system; the tool is not recommended for use with a lubricating system. FINAL PROCEDURE FOR RELEASING THE VEHICLE TO THE CUSTOMER 2010-2020 BMW 550i Sedan (E60) V8-4.8L (N62TU) Page 415 Advise the customer that it is necessary to add one bottle of BMW Group Fuel System Cleaner Plus, P/N 82 14 0 413 341, with either TOP TIER Detergent Gasoline or Premium Fuel with a minimum octane rating of AKI 91, the next time that the vehicle is refueled. For optimum cleaning, advise the customer to add one bottle every 3,000 miles when refueling. Refer to SI B13 05 06, BMW Fuel System Cleaner Plus. Listed below are the approximate time allowances for performing the cleaning service (two applications) on various model and engine types: TOOL WARRANTY INFORMATION The use of non-approved materials voids the warranty of the Fuel Injector and Induction System Cleaner Applicator Kit, P/N 82 14 0 429 692, and its contents. All of these tools are returned for inspection. If materials causing damage to these tools have been identified, then the tool will be returned to your center and a replacement credit will not be applied. When the tools described above are returned for warranty reimbursement, the tool must be accompanied by contact information and a reason for return in the shipping carton. Using a non-approved material can lead to deterioration of the tool, resulting in incorrect operation and a possible safety concern. The Fuel Injector and Induction System Cleaner Applicator is constructed with materials that are compatible with gasoline and the Fuel Injector and Induction System Cleaner Concentrate, P/N 82 14 0 428 376, only. Pour 400 ml of fuel (1) and 150 ml of cleaner concentrate (2) into the beaker supplied in the kit. 9. Unscrew the top portion of the applicator and pour the mixture inside the tool. Reinstall the lid hand-tight and hang the cylinder from the hood striker. 10. Disconnect the fuel line from the fuel rail connection (1). (Pictured with the engine removed - do not remove the engine.) 11. Adjust the pressure regulator to 70 PSI and open the shutoff valve at the bottom. 15. Connect the vehicle to an exhaust removal system. 16. Start the vehicle; the vehicle should idle smoothly. The cleaning procedure should last approximately 12-14 minutes. If the vehicle begins to run roughly or misfire turn the vehicle oft. Lift the vehicle to access the fuel system connection adjacent to the fuel tank. Open the connection and install Special Tool P/N 81 11 0 394 963 (3). Refer to SI B16 05 04 for additional information. Install the EFI Quick Disconnect Fitting (1) to the adapter. Connect the application cylinder quick connect to the fuel rail adapter (2). 4. Reinstall the fuel pump fuse and start the vehicle to allow the fuel system to re-pressurize. 5. Close the shutoff valve on the applicator (1). Press the pressure relief button (2) on the applicator to bleed 1 liter of fuel into the plastic bottle supplied with the kit. Install the cap on the bottle. Note: It may be necessary to start and run the vehicle during this step. 6. Remove the fuel pump fuse again; refer to the vehicle electrical schematic. Allow the vehicle to run and stall to bleed residual pressure. 7. Unscrew the upper portion of the pressure adapter. Install the high pressure threaded male plug to seal the fuel system (1). Connect the application cylinder quick connect to the fuel rail adapter (2). 4. Hang the Application Cylinder from the hood striker using the hook and chain. Close the shutoff valve on the applicator (1). Press the pressure relief button (2) on the applicator to bleed 1 liter of fuel into the plastic bottle supplied in the kit. Lift the vehicle to access the under body cover protecting the low pressure connection (1) near the left frame rail. 3.
