The estimate to build a new airport terminal in Des Moines, Iowa: 69% higher, with a several year delay. Inflation is taking a toll on infrastructure projects across the U.S., driving up costs so much that state and local officials are postponing projects, scaling back others and reprioritizing their needs. The price hikes already are diminishing the value of a $1 trillion infrastructure plan President Joe Biden signed into law just seven months ago. That law had included, among other things, a roughly 25% increase in regular highway program funding for states. “Those dollars are essentially evaporating,” said Jim Tymon, executive director of the American Association of State Highway and Transportation Officials. “The cost of those projects is going up by 20%, by 30%, and just wiping out that increase from the federal government that they were so excited about earlier in the year.”

Britain will electronically tag some asylum seekers with GPS devices (Washington Post) Britain will start placing electronic tagging devices on some asylum seekers after they arrive on small boats via the English Channel or through what the government calls “dangerous and unnecessary routes.” The plan launched this week, which the Home Office described as a one-year pilot, may involve adults who face deportation, impose a curfew on some or allow the detention and prosecution of those who do not comply with the new rules. The British Home Office said the plan will test whether monitoring migrants with GPS devices will help “maintain regular contact” and “more effectively progress their claims,” as well as collect information on how many escape custody. But refugee advocates denounced it as treating desperate people seeking shelter as criminals. The government indicated that among those who could be tagged would be people who challenged a decision to send them to Rwanda, after a legal showdown ended this week with the British government canceling the inaugural flight proposed under the heavily criticized policy.

Macron Loses Majority (1440) French President Emmanuel Macron lost control of the country's parliament yesterday, after his centrist coalition failed to win a majority of the 577-seat body in national elections. The outcome means Macron, elected to a second term in April, will likely face significant challenges in achieving legislative priorities. Macron and his political allies in the National Assembly faced stiff opposition from both the left and the right. A progressive coalition led by veteran left-wing politician Jean-Luc Mélenchon appears on track to win around 140 seats, while Marine Le Pen's conservative populist bloc is projected to take 90 seats—a significant jump from the eight seats won in 2017. As of this writing, Macron's bloc is projected to take around 230 to 240 seats. Analysts say frustration with major parties has led to a drop in voter enthusiasm, with less than half of eligible voters casting ballots.

Germany Turns to Coal (1440) German officials announced yesterday the country would restart a number of coal-fired power plants over the coming months as part of an effort to conserve natural gas supplies amid the ongoing war in Ukraine. The move comes in response to Russia's recent throttling of gas exports to Europe. Natural gas accounts for about 25% of Germany's energy consumption, the majority of which is used for heating and industrial purposes. Roughly one-third—down from more than half—of Germany's gas supplies come from Russia.

Russian Forces Tighten Noose Around Important Cities in Ukraine’s East (NYT) Russian forces appeared poised to tighten the noose around thousands of Ukrainian troops near two strategically important cities in the fiercely contested Donbas region of eastern Ukraine on Sunday, mounting an assault on Ukrainian front lines that forced Ukraine to rush reinforcements to the area. The Russians made an initial breakthrough Sunday in Toshkivka, a small town southeast of the metropolitan area of Sievierodonetsk and Lysychansk, where vicious street-by-street fighting and artillery duels have raged for weeks. Sergei Haidai, the regional military governor, acknowledged that the Russians had “had success” in the Toshkivka area but said the occupiers “suffered defeat” after Ukrainian artillery went to Toshkivka’s defense. It was not clear who controlled Toshkivka by nightfall Sunday. If Moscow’s forces succeed in eventually surrounding Sievierodonetsk and Lysychansk, however, thousands of Ukrainian fighters defending the two cities could be stranded. That would deliver a hard-won military victory to the Kremlin and bring Russian forces a step closer to fulfilling President Vladimir V. Putin’s objective of seizing all of Ukraine’s eastern Donbas region.

Death in Ukraine (NYT) A war can be measured by many metrics. Territory won or lost. Geopolitical influence increased or diminished. Treasure acquired or resources depleted. But for the people suffering under the shelling, who hear the whistling of incoming missiles, the crack of gunfire on the streets and the wails of loss out of shattered windows, the death toll is the most telling account of a war. In Ukraine, no one is quite sure exactly what that toll is, except that many many people have been killed. An “endless caravan of death,” said Petro Andryushchenko, an official for the devastated city of Mariupol. In its latest updates, the Office of United Nations High Commissioner for Human Rights said 4,509 civilians had been killed in the conflict. But it is clear that many thousands more have been killed. Ukraine’s chief of police, Ihor Klymenko, said this past week that prosecutors had opened criminal proceedings “for the deaths of more than 12,000 people who were found, in particular, in mass graves.” And in Mariupol, the Black Sea city flattened by Russian bombardment, Ukrainian officials in exile have said that examinations of mass graves using satellite imagery, witness testimony and other evidence have led them to believe that at least 22,000 were killed—and possibly thousands more. The casualty figures exclude the thousands believed killed in territories held by Russian forces. And even where Ukraine has regained control, Mr. Klymenko said, it was premature to calculate the dead in mass graves, as more are found every week.

South Asia floods hampering access to food, clean water (AP) Floods in South Asia wreaking havoc Monday hindered authorities’ efforts to deliver food and drinking water to shelters across Assam in northeastern India and north and northeastern regions of Bangladesh. More than a dozen people died across Bangladesh since the monsoon began last week, authorities said. The government called in soldiers Friday to help evacuate people, and Ekattor TV station said millions remained without electricity. Assam has been reeling from massive floods after heavy torrential rains over the past few weeks made the Brahmaputra River break its banks, leaving millions of homes underwater and severing transport links. The Brahmaputra flows from China’s Tibet through India and into Bangladesh on a nearly 800-kilometer (500-mile) journey through Assam.

New park in central Bangkok gives Thais needed green space (AP) Bursting with trees, ponds, plants and birdlife, a new inner-city park is delighting residents of Thailand’s bustling, congested capital. Every day, crowds visit Benjakitti Forest Park to savor a taste of nature in the heart of Bangkok. It’s part of a drive to create a greener, more livable Bangkok by 2030, by bringing shade, peace and quiet to the hot, cacophonous city. Another park adjacent to the site was built in the 1990s, with a vast, man-made lake. But the new, semi-wild, 41-hectare (101-acre) extension has captured the capital’s imagination. On weekends up to 12,000 people a day use its nature trail, walkways and cycling paths, snapping photos from its viewing platforms to fill their social media feeds. Surrounded by concrete and steel, city residents currently enjoy just 7 square meters (75 square feet) of urban green space per head, according to the Bangkok Metropolitan Authority. The aim is to increase that to 10 square meters (108 square feet) by 2030 through a much-touted park-building program, and by planting more trees.

Israel to dissolve parliament, call 5th election in 3 years (AP) Israel’s weakened coalition government announced Monday that it would dissolve parliament and call new elections, setting the stage for the possible return to power of former Prime Minister Benjamin Netanyahu or another period of prolonged political gridlock. The election will be Israel’s fifth in three years, and it will put the polarizing Netanyahu, who has been the opposition leader for the past year, back at the center of the political universe. “I think the winds have changed. I feel it,” Netanyahu declared. The previous four elections, focused on Netanyahu’s fitness to rule while facing a corruption investigation, ended in deadlock. While opinion polls project Netanyahu, who is now on trial, as the front-runner, it is far from certain that his Likud party can secure the required parliamentary majority to form a new government.

Over 200 Feared Dead in Ethiopia Massacre (NYT) An Ethiopian rebel group massacred more than 200 members of the Amhara ethnic group on Sunday, according to officials and news reports, the latest atrocity amid a civil war that threatens to tear apart Africa’s second-most-populous nation. Witnesses and officials told The Associated Press that at least 230 people were killed when members of the Oromo Liberation Army attacked Tole, a village in Oromia, Ethiopia’s largest region. The Oromo Liberation Army, a rebel group known as the O.L.A. that is designated as a terror organization by the Ethiopian government, denied carrying out the killings and said they were committed by a militia aligned with the regional government supporting Prime Minister Abiy Ahmed. The attack was among the worst ethnic violence to roil the country since November 2020 when the government and its allies began trying to suppress a rebellion that began in the northern region of Tigray. The Tigrayans, an ethnic minority that long held outsized political power in the country, revolted against efforts by Mr. Abiy to do away with the country’s system of ethnic federalism. The conflict soon exploded into a civil war, cleaving the country along ethnic lines and leaving thousands dead and injured and millions hungry and displaced. Fighters on both sides of the conflict have committed war crimes, including ethnic cleansing, mass killings and sexual violence.

‘Day Zero’ water crisis looms on South Africa’s eastern cape (Washington Post) Activists in Gqeberha have long warned of “day zero”—the moment when the taps in this South African coastal city will run dry. Years of severe drought and municipal mismanagement have edged Gqeberha closer and closer to that reality. Now, day zero is nearly here. On Monday, city officials announced that one of its four major dams had reached a level so low that barges trying to extract water sucked in mud instead. Another dam is expected to fail in the next two weeks, a third in about a month. Large parts of the city could be completely without running water by the end of the month, according to local officials. For many in South Africa, water shortages have long been a way of life. Recurring droughts in the region—which experts say are almost certainly exacerbated by climate change—combined with decaying infrastructure and poor maintenance, have led to repeated water outages in Nelson Mandela Bay, where Gqeberha is located, as well as in other cities.

I am so disappointed and irritated! We had really hyped ourselves up to go see Mount Rushmore.  I knew in advance that the Visitor Center, Avenue of Flags and a small portion of the Presidential Trail was closed due to COVID and renovations.  I was prepared for that, but Dennis had gone just last week and had hiked to the base of the memorial using the Nature Trail and the open portion of the Presidential Trail.  We knew that the parking fee was $10.  I had done my research.  So off we go yesterday to see this great work of art.  Upon arrival, we were happy to see that there weren’t a gagillion tourists. We walked up to the entrance after parking and saw that the bookstore and ice cream shop was open (as the website said.). We took some pics and headed toward the Sculpture Studio.  A lady was giving a talk at a small viewpoint area about the park and land.  We went on to the studio and another ranger was giving a talk about the sculpture. We decided to go ahead and hike before it got any hotter but had trouble finding the trail.  We decided to ask a ranger and he said it was closed due to preparation for the Independence Day celebration.  SAY WHAT?!? I didn’t see any posting about that anywhere.  The guy said he realized that and apologized.  We were (and still are) really upset with the park administration. There were a lot of upset people. We could have chosen any day/week between May and October to go and we picked a day that they decided to close all of the trails without warning.  I am trying to get a free parking pass for a return visit (or a refund) but I’m not going to hold my breath that they even care.  We plan to return when my parents and sister come in July, but we had hoped to see what the hike was like before they arrived.  We did get some nice pics and listened to 2 ranger talks before heading back to pay our $10 parking fee and heading to Keystone for lunch.  One ranger talk was rather thought provoking. The ranger had done a lot of reading and research on the topic of Indian tribes in the U.S. He talked about the mistreatment of the Indians back in the day of Custer and about how the government destroyed the buffalo population so they would remove the food supply for the Indians.  He told of the government sterilizing all Indian women 15-25 so that the Indians would cease to exist.  He was very passionate about his feelings about the U.S. vs the Indians. Apparently a lot of money sits in the treasury that the Indians in South Dakota could have but if they take even $1 of it, they will be accepting the sale of the land and they refuse to do that. So the money just sits.  The ranger postulated that they Indians just want respect and recognition; not money.  And they want their land back.  I understand his viewpoint, but I also don’t completely agree with him.  I agree that the Indians were mistreated and had their land taken away from them and were forced to live in reservations. I do not agree that the government was 100% at fault for the situation that resulted in them being forced into reservations.  I know everyone has differing opinions on this and that’s ok.  The other ranger talk was more about how the monument was created.  I didn’t realize that the monument wasn’t ever completed.  Apparently, they ran out of money and Gutzon Borglum (the mastermind) died before he could attain more funds so they just did what they could with the remaining money and quit.  So, I guess the trip wasn’t a complete bust but for people living on a budget, the lack of updated park information didn’t allow us to make an informed decision on when to go.

We had stopped briefly in Keystone on our train ride and it looked Iike a cute town, so we wanted to go back.  Mount Rushmore is very close to Keystone, so we decided to head there next.  We were a little disappointed there too.  It has several pizza places, a few other eating establishments and some touristy shops but that’s about it.  The Rushmore Borglum Story museum is closed right now due to COVID but most everything else was open.  We walked from the top of the town to the bottom.   Our lunch was so-so.  I had read that the food was expensive there for what you got.  The picture of Steve on the wooden motorcycle is at a place where they do chainsaw art in Keystone.  We do want to go back because we can get a free 18 course mini golf ticket, a free ticket to the presidential wax museum, and a free pass to a place that has an alpine slide, ski lift, zip line and ropes type course.  We plan to check all of those places out in time.

Monday. we went on our bi-weekly expedition to Rapid City to go to Walmart.  We decided to run to Kohl’s and the mall for a bit as well.  It was so nice to go into a mall and do some shopping. We haven’t really done much “shopping” since we went full-time but it’s one thing when you choose not to and another when you can’t.  About ½ of the stores at the mall were still closed but we were able to get what we needed to.  

Next week is 4th of July week.  We are still getting calls for reservations and we are still full.  We are selling sites that we don’t usually sell; so our next work week will be a busy one.  We aren’t sure how we got so lucky as to have ALL of the summer holidays fall on our work days this year!  

Steve has solidified his plans to drive for a company in North Dakota for the month of October. He will be delivering sugar beets to a processing plant.  We decided to do this instead of working at a processing plant or have Steve drive for a farmer.  He will instead be working for a trucking company which he thinks will give him a chance to ease into the trucking business before we get back to Arizona where he plans to work full-time for Knight Transportation.  He will work 5 on, 1 off, 12-hour days while in North Dakota. We have reservations at a campground there and I hold down the fort while he works that month.  After that we plan to check out our land in Colorado and spend a couple of days in Amarillo going to doctor appointments before heading to Arizona.  I just found out that my niece won’t be playing college softball next school year after all due Arizona running scared and closing down sports programs.  I know this is a sore subject for people and another area where there are varying opinions but I think it’s DUMB.  It’s time to get on with life and get back to normal.  Let the virus run its course and let’s stop worrying about masks and social distancing.  I have heard that Arizona has had a number of new cases recently. From what I’ve seen, Arizona has been fairly strict on their following the pandemic guidelines so why are they having issues when other states aren’t?  I wonder if that’s more due to the number of elderly people who live there than a loosening of restrictions.  I did make sure that my job at the RV resort in Arizona is secure no matter what happens with the pandemic in the fall.  My boss said there will be plenty for me to do not matter what.  That made me feel better.

As I mentioned earlier, my sister has decided to fly in and join us while mom and dad are here visiting. We also learned this week that Steve’s brother and sister-in-law are going to bring their RV up here to Big Pine Campground in September for a visit/vacation.  Looking forward to our company in this beautiful place!

What the Water Gave Me

Santiago’s particular brand of immortality is heavily inspired by the ABC show ‘Forever’ which aired in 2014. It only ever got one season, in spite of it being pretty awesome. So, enjoy!

    No one really ever gave him much more than a passing glance. A mechanic is sort of a given, given the scale of the Society’s operations, Santi thought. And he was perfectly happy to work in the background. Someone had to help the less adept agents with the upkeep of their chosen mode of transportation. He mostly left Agent Arizona to her own devices, same for Agent Sprite. All he really did for them was machining and fabrication of spare helicopter parts and weapons.     But the real work was tech like that which was found in the engine of a certain half-angel’s motorcycle, and the real fun was the upkeep of the classic and modern cars, both for the agents on assignment, and those who needed a reliable ride to get them wherever they needed to go to forget the horror and not-so-happy endings they faced on a monthly, weekly, or even daily basis.

So, when he finally came out of his garage to join the agents in the manor for dinner on a spring day, he’s a little shocked to be regarded with such curiosity. He’s always been here, they just never really noticed. Particularly the younger agents that were apparently Elfin and Jackalope’s kids. How time flew... Last time he thought about Tiffany, he had just watched her drive off in a tricked-out powder blue Cadillac. And then a year later watched Agent Nephilim park that same car in the corner of the garage as a sort of memorial to an agent who wasn’t allowed to remember. It was still there, as far as he knew, safe under her dust cover. 

    “So, how did you get here? And how long ago? What’s your ‘Thing’?” Carter asked across the table, unaware of the unspoken agreement that Santi had with pretty much every other agent present.     “I- well- longer than you’ve been around, for sure.” he replied, not really wanting to get into it at the moment. Especially not in front of that cute new recruit. Bracken, wasn’t that his name?     “Carter…” Joan rumbled, a tone of warning cast the boy’s way, and a look of concern for his friend. Memories of cold water and darkness sprang to his ancient mind, and he couldn’t imagine what memories Santi must hold.

     “Whaaat? I can’t ask questions now? That’s not fair.” Carter pouted, wincing when his sister lightly whacked his shoulder.     “Not everyone has to answer your questions.” Parker said coolly. “Sorry.”     “No, it’s fine. I just- Yeah. It’s not exactly a topic for dinner conversation. Don’t- Don’t feel bad. You couldn’t be expected to know.” Santi pushed back his plate and sat back in his chair for a split second before taking off for the door.  Joan gave Carter a look and followed after Santi. He went back to the garage and up to his room in the loft above, locking the door and sitting on the floor in front of it so no one could come in and disturb him.       “Davies, there’s still someone in there. Ed is still in there. We have to get him. Please.” one of the firemen begged, clinging to his arm as the floor started to pitch at a growing angle. Santi shooed him away and struggled to lift the heavy door.

This boat was supposed to be unsinkable. This wasn’t meant to happen. This was wrong. As if the fire burning uncontrollably in the hull for the past two days hadn’t been enough of an omen.  There’s a sharp lurch as the steel buckled further, and the water continued to flood the holds. Santi pushed the men away.     “Get to the boats if you can, the lot of you. Hurry. There’s not much time. I’ll get him and meet you on deck.”     “Yes sir.”     “Godspeed.” Santi thought to himself, finally managing to crack the door, only to be met with a rush of steam as the water put out the engines. “Ed?!? Ed, come on, we’re getting you up to the deck.” He shouted above the hissing steam and the screech of warping metal. No response. Upon further scouring of the scene, Ed’s limp form was visible, floating facedown in the ash-blackened water. Santi was about to turn back, when he thought better of it. The ship was lost. He wouldn’t want to be trapped in the hull for eternity. This was no decent grave. He slipped into the icy water and hauled the body up onto his shoulders. At least they could both be recovered and given a decent burial if the distress signals were ever received by anybody. It took some doing, but he managed to get up to the lower deck. 

Not nearly far enough. 

Nowhere near the boats. He had to leave Ed behind. He could hear men and women calling for help, all third class passengers who had been left to fend for themselves. He had to at least try to help some of them. It’s 1:30 AM on April 15th, 1912.

Joan knocked on the bedroom door. “Davies? Open up. Please.” He rested his forehead against the door.     “Not now. I can’t. No-” He said, fighting to control his breathing.     “That’s an order.”

Santi wordlessly scooted over so the door could swing inward.     “I can still hear them.” he whispered after Joan settled on the floor beside him. Somehow, the man still towered over him even when sitting down. “Why can I still hear them?”     “I wish I could tell you. But you’re here and they’re not. Let the dead stay dead.” he said solemnly. All those innocents left for dead because of class difference and poor timing; it still upset him if he thought on it for too long.

     “I should have died. Why couldn’t I have stayed dead? Surely one of them deserved what I ended up with…” Santi dragged a hand over his face as he got his breathing under control. Joan nodded in agreement.     “I’m sure one of them did. But you survived, and they didn’t. There’s bound to be a reason for that.” 

     “Oh, I’m sure being the eternal mechanic is a grand destiny.” Santi snarked, wiping at his nose with the back of his hand.     “Hey, maybe it is. You don’t know. And you might not ever know for sure. But in the meantime, you do pretty nice work.”     “You just say that because of that bike I rigged for you back in the day.” he laughed, forgetting the sadness and the mystery of his situation for a moment. It still gave Joan a pretty puzzle to ponder over.

Santi struggled to keep his footing as the ship began to go down bow-first. He was lucky enough to be near a railing. He closed his eyes, hearing the panicked screams of those who slid down the length of the deck into the water below. The lights on board slowly flickered out, causing even more of an outcry amidst the rush of water and the thrashing of the unfortunates floating in the freezing water. Alone, in the dark, flares ignored, and with no functional radio to call for help. Santi braced himself as the ship slid beneath the surface. The impact with the surface seemed to be the worst of it. And then he realized how little control he had over his limbs.

He had never been so cold in his life. The pull of the water took him under briefly with the ship.

He couldn’t help the reflexive gasp that filled his lungs with bitter water. And then he was gone. Or so he thought. He awakened at the surface, sans life-vest. Sans...clothes in general. But as the minutes ticked by, the cold seeped in, muscles seized, and he couldn’t keep afloat for long. Cardiac arrest set in and he sank below the waves again.

Would there be no end to this? What was happening? It was so still; bodies floated past him in life vests, blank eyes staring up at the stars and into eternity, and Santiago Davies had never wished more for a permanent death. Men, mostly, but a fairly large number of women and children had met their demise in the black water. Santi braced himself for the end again, sobbing in relief when the darkness took over. And then he awoke again.

When the RMS Carpathia arrived in the area and sent out lifeboats to search for any unlikely survivors, Joan had almost decided against joining the effort. Let the dead tend to their dead, he thought. But the little voice in the back of his mind wouldn’t shut up long enough to let him rest easy. So many lost... 

Anger, sadness, but mostly pure shock took over. No survivors, except those in the boats. Did the Creator really think so little of His own creation to let them destroy themselves like this through their own foolish pride? Joan was ready to guide his rescue boat back to the ship when he heard a splash and a pained sob. Sharp dark eyes scanned the water. A survivor? How? The ship sank nearly two hours before, and many died in the first 10 minutes following.     “Over there! Hurry!” Joan ordered the men at the oars. Santiago stared up from the water, shuddering violently, and starting to slip under again.     “Oh no you don’t…” Joan muttered, reaching to grab him by the shoulder and haul him into the boat, but he was no longer there. 

Vanished.

     “What the hell?”  His head snapped up when he heard another splash as the boy reappears.     “Help- Please, God, please…” Before he can go under again, Joan has reached down and drags Santiago over the gunwale, ignoring the nudity, and draping his own greatcoat over his bare shoulders. Santiago curled in on himself, groaning in pain as he shivered.     “What are you?” Joan asked, immediately suspicious.     “A man. I think. I don’t know- I don’t know. I should be dead. I died. I died. Over and over- fuck.” The memories of being stranded in the watery void brought tears to his eyes and a ragged sob tore loose from his blue lips.

     “Breathe. Just breathe. You’re safe now. We’ll sort this.” Joan replied, trying not to ask too many questions. The man has obviously been through a lot. “What’s your name, son?”     “Santiago. Davies.” He looked up at his rescuer. “You?”     “Joan. Just Joan.”

Santiago stands slowly after a few minutes of simply sitting there and breathing. Joan watched him get up and nodded once.     “Better?” He asked, following suit. He could sense Josie waiting just outside the door, and he glanced over. “Jo’s worried. Can we let her in too?” he asked.     “Sure.”     “Santi…” Josie immediately flew through the door, pulling the boy into her arms. “You okay?”

   “I will be, eventually. Maybe. Just need a bit.”    “Of course, of course. But Carter is beating himself up, and he feels pretty bad about starting all of this.” Josie said, shaking her head in amusement. Her cousin’s son took everything so seriously when he thought he’d messed up.    “I’ll head back to the manor in a minute. Promise.”    “Good.” Joan slipped an arm around Josie’s waist and guided her back out and across the lawn to the manor. Santi stared at the now-vacant doorway.He supposed he had a few apologies to make for his abrupt departure. But compared to everything else he’s seen and done since that night when Joan pulled him from the water, Carter’s prodding was small fish. He’d get over it.
