2017-08-23 SGPRC Board Meeting
I delivered the following statement as public comment to the SGPRC Board of Directors at their regular meeting.
Public Comment to the San Gabriel Pomona Regional Center Board of Directors Meeting By Carl Argila August 23rd, 2017 Posted for Public Review at www.SGPRC.net
1.  My son Cavan is now in his eleventh month of homelessness.  He is currently residing at a Motel 6 (Rosemead, CA) partially funded by the SGPRC under crisis intervention services.  He continues to be the target for exploiters and drug users.
Last month I reported that Cavan went missing for three days.  A missing persons report was filed by your vendor.  We now know that Cavan was arrested and jailed during that time.  So, in addition to the devastation which your failed vendor services have inflicted on Cavan’s life, Cavan now has an arrest record.
2.  Reminder:  On May 22nd, Cavan was the victim of an assault by one of the drug addicts who has become a part of his life.  I have still not received a copy of the Special Incident Report which was supposed to have been filed regarding this incident.
3.  The SGPRC eventually completed a CES housing assessment for Cavan.  After nearly a year of Cavan living in motel rooms, the SGPRC has paid a lien on Cavan’s credit report—the result of his last eviction.  However, Cavan still resides in motel rooms and your vendor seems to be unable to find an apartment for Cavan.
4.  Once again, I urge the Board to consider how a Deaf, intellectually disabled person, who lived independently for fourteen years, worked productively for nine years, is now homeless and unemployed.  I urge the Board to consider how the cost of providing services for Cavan has increased by 120%, to $10,000 per month, since the termination of family provided services.
Once again I ask that this Board intervene to protect Cavan from coming to further harm.

Recently Cavan went missing for three days. A missing persons report was filed by your vendor.  Cavan’s physical well being is declining rapidly.  He has lost a great deal of weight, his language has become muddled and I believe he is experiencing hallucinations.  (For example, being followed by the FBI.) Reminder:  On May 22nd, Cavan was the victim of an assault by one of the drug addicts who has become a part of his life.  I have still not received a copy of the Special Incident Report which was supposed to have been filed regarding this incident. The SGPRC eventually completed a CES housing assessment for Cavan.  After nearly a year of Cavan living in motel rooms, the SGPRC has now learned that there is a $5000 lien on Cavan’s credit report—the result of his last eviction.  To put this matter in perspective: Your failed vendor services resulted in my son’s eviction, and my son is now being charged $5000 for your failed vendor services.  I’m told that the SGPRC is a negotiating a “settlement” with the apartment management company.
2.      I urge the Board to consider how a Deaf, developmentally disabled person, who lived independently for fourteen years, worked productively for nine years, is now homeless and unemployed.  I urge the Board to consider how the cost of providing services for Cavan has increased by 120%, to $10,000 per month, since the termination of family provided services.
