Mozambique Police Crack Down on Opposition Before Election Results
Tensions appear to be rising in Mozambique as the country awaits the results of municipal elections held on Wednesday. Ahead of voting day, authorities had increased security measures throughout the country, following violent incidents reported in some municipalities during the election campaign.
While election day was largely peaceful, the following day violence re-emerged in several parts of the country, as police clashed with opposition party members. In the northern Nampula province, police used excessive force and fired tear gas against a crowd of opposition supporters backing the political party RENAMO, who went to the streets to peacefully celebrate non-official results, according to footage shared on social media.
A local election observers' group, Sala da Paz, which consists of members of various civil society groups, said at least one person was killed in the incident. Violent clashes between police and opposition supporters were also reported in Cuamba, Moatize, and Vilankulos municipalities.

Brazilian mining company Vale sells coal assets to Jindal's Vulcan Minerals for $270 mn
Brazilian mining company Vale has entered into an agreement with Jindal's Vulcan Minerals to sell the Moatize coal mine and the Nacala Logistics Corridor in Mozambique for total proceeds of $270 million.
Vulcan is part of $18-billion Delhi-based Jindal Group. The deal comprises $80 million, which Vale will receive immediately followed by the balance $190 million at the close of the transaction. Alongside, there will also be a 10-year royalty agreement subject to certain mine production and coal price conditions.
"Closing of the deal is expected to take time as a lot of approvals are needed from local authorities," said sources close to the development.
The closing of the transaction is subject to the satisfaction of customary conditions precedent, including the approval of the Ministry of Mineral Resources and Energy of Mozambique pursuant to the Mining Law No. 20/2014, and the approval of the Government of Mozambique pursuant to the Concession Agreements for the change of control and antitrust, Vale said in its release.
Moatize is one of the world's biggest metalurgical and thermal coal mine sites and will help Jindal Steel become self-reliant in its supplies for its domestic steel operations. Metalurgical coal is used in the making of steel.
Currently, Jindal Steel sources nearly 60 percent of its coking coal requirements from Australia, some of its thermal coal requirement is met via its existing Mozambique mine operations and balance coking coal supplies from the open market.
There are no details regarding funding arrangements of Vulcan for the coal mine buy. Calls made to Jindal Steel went unanswered.
In April 2021, Naveen Jindal-led Jindal Steel & Power (JSPL) arm Jindal Steel & Power (Mauritius) Limited sold its balance stake in the Oman unit to Vulcan Steel in the second and final tranche. Jindal Steel owned 48.99 percent stake in the Oman unit via Jindal Steel & Power (Mauritius) Limited. The former had made the deal to exit the Oman business in September 2020.
Alongside, Vale said it is committed to work together with both Mozambique and Malawi governments to ensure a smooth transition to the new operator.
In early 2021, Vale announced its objective to no longer own coal assets, focusing on its core businesses and on its ambition to become a leader in low-carbon mining.
Over the past 15 years, Vale has worked in partnership with Mozambique and Malawi governments in the implementation of the Moatize mine and NLC’s 912-km railway for coal transportation, in addition to the revamp of general cargo operations and passengers transportation.

RIO DE JANEIRO/SÃO PAULO (Reuters) – A mineradora Vale (SA:VALE3) deverá receber em novembro ofertas vinculantes pela sua mina de carvão Moatize, em Moçambique, enquanto busca eliminar esse mineral de seu portfólio em meio a iniciativas para reduzir emissões.
A venda do negócio de carvão deve ser realizada antes mesmo de ele ter atingido suas metas de produção, afirmou nesta sexta-feira o vice-presidente executivo de Finanças e Relações com Investidores, Luciano Siani.
Os ativos de carvão foram alvo de uma baixa contábil de quase 2 bilhões de dólares no terceiro trimestre, o que contribuiu com um lucro líquido menor para o período.
Siani reconheceu que Moatize não performou ainda nos patamares de produção que a empresa vinha prometendo, mas explicou que a baixa contábil foi realizada devido aos planos de venda, vislumbrando ganhos adiante.
"Nós optamos pelo caminho mais conservador, de zerar o valor (do ativo). Aí, provavelmente, quando realizar a venda, você vai registrar o lucro, uma vez conhecido o preço real", disse o executivo, durante teleconferência com analistas de mercado sobre os resultados trimestrais.
"Nós já tivemos algumas propostas indicativas para a venda do negócio, estamos aguardando para o início de novembro as propostas binding (vinculantes)."
Siani pontuou que a Vale se viu diante de duas opções: manter o ativo por mais 12 ou 24 meses, para que pudesse atingir a meta de produção, e demonstrar sua viabilidade no longo prazo, ou vendê-lo logo.
"Nós não queremos aguardar, por inúmeras razões, a Vale não quer mais ser dona de ativo de carvão", ressaltou.
A mineradora tem traçado inúmeros compromissos, que visam objetivos ambiciosos relacionados ao meio ambiente e governança.
Siani pontuou que seria especulação falar em possível valores de venda neste momento. Mas adiantou que a empresa não deverá abrir mão de valor, embora esteja vendendo ainda um "plano e não uma realidade".
"Provavelmente, uma possível venda vai ter o que a gente chama de 'earn-out', onde esse 'earn-out' provavelmente estará relacionado a preço… e também a volume", afirmou.
Tal estrutura permitiria que a empresa possa ganhar parte do preço com base no desempenho do negócio após a aquisição, uma vez que a Vale acredita no potencial do ativo no longo prazo.

RIO DE JANEIRO/SÃO PAULO (Reuters) – A mineradora Vale (SA:VALE3) já recebeu propostas indicativas para a venda de seu negócio de carvão e aguarda ofertas vinculantes para o início de novembro, afirmou nesta sexta-feira o vice-presidente executivo de Finanças e Relações com Investidores, Luciano Siani.
A decisão por vender sua mina de carvão Moatize, em Moçambique, segundo Siani, tem inúmeros motivos, sendo um deles o fato de a empresa ter decidido não ter mais ativos desse mineral, em meio ao avanço da companhia com compromissos ligados ao meio ambiente.
"Nós já tivemos algumas propostas indicativas para a venda do negócio, estamos aguardando para o início de novembro as propostas binding (vinculantes)", afirmou o executivo, durante teleconferência com analistas de mercado sobre os resultados do terceiro trimestre.

63m SuRi Completes Revolutionary In-Water Refinish
Legendary 63.40m expedition yacht SuRi has completed an innovative in-water repaint as part of an ongoing project underway at Gold Coast City Marina & Shipyard (GCCM).
Australia’s climate, and particularly its winter season in the sub-tropical areas, is ideal for refinishing projects. The weather is stable, warm and dry. Increasingly, yachts are seeing the efficiency in undertaking paint projects during the Australian winter. The most recent to do so is M/Y SuRi yet there is nothing standard about the current project at GCCM.
SuRi last completed a repaint in 2016 yet with such an extensive cruising itinerary and as a steel yacht, the paint wears quickly so in early 2020, it was time to paint her again. At 63 metres and 1355 gross tonnage, the process of repainting the hull and superstructure of a yacht this size would usually require a drydock or slipway. Yet with a little bit of creativity and investing in some innovative scaffolding, SuRi was able to complete the work in the water at their preferred yard, GCCM.
Captain Juan Koegelenberg explained: “We had previously been to GCCM three times and each maintenance period was a success made so by all the services and trades we require being on site. Just about everything a superyacht needs is a one minute walk away from the vessel. There is also a great deal of flexibility in how we can manage our projects at the yard so planning is so easy. It also goes without saying the crew enjoy being on the Gold Coast close to beaches, theme parks and all the coast has to offer.”
In 2017, GCCM augmented their hardstand facilities with a 75-metre superyacht service berth sitting alongside the hardstand. Designed to accommodate yachts completing work on the water, it is easily accessed by forklift and boom lifts from the hardstand as well as being within a stone’s throw of the on-site trades.
Juan had extensively researched scaffolding as, on SuRi, they build the scaffolding top down rather than the traditional method from the bottom up. He settled on Layher cantilevered scaffolding and was so impressed with the system system his Gold Coast based company, Liquid Yacht Support, purchased it outright. It is the only one of its kind in Australia.
“I purchased the gear myself as it is much more cost effective to paint a vessel in the water than to haul it out. Especially when you have a crew of 17 and need to accommodate them all. Yet when the vessel remains in the water, the crew can live aboard and continue with normal day to day maintenance in addition to painting. I foresee more yachts coming to the GCCM to undertake work in this manner and if so, I will be ready to build scaffolding to any of their needs,” explained Juan.
As a long-term customer of the facility, GCCM were happy to welcome Juan and SuRi back with the scaffolding system. “We love working with SuRi as the crew is professional, know what they want and set about getting it done. Juan has provided the scaffolding yet our onsite tenant, Sweep Marine Services, is providing the encapsulation whilst some of contractors are working with the crew on other internal jobs. It is a pretty good working arrangement,” stated Kevin Altera, GM of Business Development and Operations.
Aside from the superyacht work basin, GCCM houses a full hardstand serviced by a 250 tonne travelift, eight enclosed superyacht refit sheds and 80 onsite marine businesses employing 700 individual tradesmen.
“The superyacht work basin has been invaluable as it augments the shipyard services. Yachts can use the berth for pre and post refit work and, in the cases of SuRi, The Star, Moatize, Loretta, No Comment and Dragonfly, GCCM can accommodate a larger and broader range of yachts for in-water work. SuRi has proven that does not need to be limited to minor works either,” continued Kevin.
GCCM is celebrating its 20th anniversary in 2020 and has been gaining momentum in the market as a leading refit destination in the Asia Pacific region with a number of successful refits under its belt. Its future developments in a second stage will more than double the yard’s footprint and increase its lifting capacity by 400%.
