I'm struggling to translate her story to something in ffxiv. Alternatively I don't know if her shy, quiet and even sometimes cold personality will really give much opportunity to interact with people, combined with a military-style background there's not much for her to really talk about without giving away her entire story.

I figure Coerthas is the most suitable place for her, origins-wise. Perhaps not in Ishgard directly, (though if she was from Ishgard it would likely be in the Brumes,) but more likely her family lived up on a mountainside somewhere outside of the city. Even in her canon world she lived on a mountain where dragons were frequently rumoured to be sighted.

Perhaps it would make sense for her to be a knight, or at least a squire there, and indebted to one of the noble houses for pardoning her crime (the crime of being cursed heehoo.) Although that would deviate from the attempt at canon I've previously tried to establish before.

I would still like to keep the fact that she trained under Harlowe for a while with the immortal flames. That too is very similar to her dnd canon, only I'm not convinced the travel and training between Coerthas to Ul'dah would be approved. But ehhhhh ffxiv lore is... It likes to break its own rules a lot of the time too.

And the lycanthropy... I don't think there's a way I could ever play her comfortably as a werewolf unless the person or people I'm with are willing to heavily suspend disbelief and remain patient with me while I'm writing long descriptions and actions hrrr...

............ Yeah. I think being a knight indebted to a house would suit her very well. This gives me something to work with. Hmmmm...
