Welcome to the Madness
Original costume design by Sagiri Yuuko (Chacott)
I thought that Yurio probably doesn't really like the costumes that they made him wear for his competitions, that's why for his EX, I designed a glam rock-like costume that he himself could like to wear. The gloves and knee-high boots are made from a stretchy fabric that imitates synthetic leather. The fabric the jacket is made of is chambray - on the outside it's in animal print, while inside, it has a different color. The sleeves and the collar are turned over. There is a slit on the back with studs and stones attached along the line of the spine. Stud and stones are also attached on the back of the gloves. Underneath the jacket, we have a wide mesh fabric that looks transparent. I thought that the rhinestones around the neck etc. should be the kind that sparkles in different colors, like green, pink and orange, depending on the angle.

The order was "Yurio's self-indulgence to the max", so I thought that it would be nice to have a design that looks much different when the jacket is taken off. The tank-top has widely open back, and the hem has many cuts, like clothes that goths wore in the past - it's a fine line between 'sexy' and 'tacky' (laugh).

⚙️ Moonlight Cookie is a Legendary Magic Cookie who is prioritized towards the Middle. She was added to the game alongside Milky Way Cookie as one of five new Cookies in the “City of Wizards” series of updates. As of late, she is also the ONLY remaining guardian of the City of Wizards after the Wizards all disappeared. What caused them to disappear? Don’t ask me, I don’t have anything to establish a base for further research into this! She is well-versed in dream magic and has the ability to conjure a floating moon whenever she wants. Moonlight Cookie also has in-depth knowledge of dreams and acts as a protector of Cookiekind’s dreams from the World of Dreams. She’s also one the few Cookies that can equip resonant Moonkissed Toppings with Epic statlines and improved bonus stats. She also knows what I’ve been dreaming of since… FOREVER?! Does that mean she knows about that one time I hugged one of Black Raisin’s crows because I was having a nightmare-!

Moonlight Cookie's graceful wavy hair shines under the night sky, elegant and mystical as ever. She was created by the ancient wizards and learned the secrets of the City of Wizards. Now, all the wizards are gone and she is the only one left to protect the city. She is the strongest while in her dreams, therefore is able to protect the city from intruders. Whenever she feels sad, she falls asleep, where she is able to lean by her friend Moon and draw in the night sky with her Star friends to cheer up.

⚙️ Moonlight Cookie’s basic attack targets one enemy from modest range by attacking it with her staff, which shoots a star projectile at her target. Being a dweller of the World of Dreams, she isn’t susceptible to the damage inflicted upon awakening from Sleep by the effects of Beckoning Dreams and Dreams of Doom. She also self-heals after her skill and when a Sleep debuff expires after being inflicted on her.

Skill: Dream of the Night Sky
Moonlight Cookie falls asleep in the night sky and dreams a dream where stars fall onto the enemies' heads, dealing damage and applying a DMG Increase debuff. Then, bright moonlight illuminates the battlefield, dealing damage to the enemies and putting them to Sleep. Enemies that didn't fall Asleep become Drowsy and will eventually fall Asleep when their resistance statuses wear off. When Moonlight Cookie awakens, she will restore her own HP. She will also restore her own HP upon awakening from Sleep effects cast by enemies. Being a dweller of the World of Dreams, Moonlight Cookie is not susceptible to the Beckoning Dreams & Dreams of Doom effect. (DMG relative to Max HP is capped at 300,000)
⚙️ Moonlight Cookie’s skill consists of two phases. Her skill’s first phase makes her fall asleep and scatter a lot of stars over the entire enemy formation, dealing damage over multiple ticks while inflicting an unstackable Weakness debuff. This star attack inflicts bonus damage proportionally against opposing Cookies’ Max HP, but this doesn’t apply to Cookie bosses or rival encounters.

☁️ *“Ignoring DMG Reduction” might be a bit confusing because of its wording. But after discussing it a bit with a friend, I can try to give an explanation on how it works. Basically, my source claims that in this context, 40% of the damage dealt by Moonlight Cookie’s Starlight attack will bypass Damage Resistance/Reduction. The remaining 60% is subject to reduction from any Damage Reduction and Resistance. This essentially makes it the same as a similar factor in Black Pearl Cookie’s skill. If this is wrong, let us know ASAP!
⚙️ The second phase of Moonlight Cookie’s skill covers the field in bright Moonlight, led off by the pulse denoted by the golden crescent moon in front of her once it zooms off towards the enemies (see left image). This crescent moon pulse deals additional damage to all enemies in its wake and puts them to sleep (see center image- HEY! WHO USED THE HOLOGRAM OF MY PAST SELF FOR THIS?!), immobilizing them for a short time.
Regular enemies receive more instant damage from the crescent moon pulse, while Cookies suffer True Damage proportional to their Max HP. Enemies that don’t immediately fall asleep because of temporary resistances against interrupting effects become Drowsy (see right image where the red arrow is pointing; trying to capture this debuff was harder than you think), lowering their ATK SPD and Movement SPD while their resistances are active, then putting them to sleep once these resistances end.

⚙️ Upon awakening from her sleep caused by this skill or an enemy Sleep debuff, Moonlight Cookie heals herself automatically (see above-left image and passive).

While Moonlight Cookie’s skill is active, she is completely intangible to enemy attacks. In this state, she can’t be attacked, damaged, or interrupted by almost ANYTHING, similar to Squid Ink Cookie’s skill and the skills of every Ambush Cookie. See Raspberry Cookie’s ever-vaunted Raspberry Reprise?! Dodged with ZERO DAMAGE TAKEN.

Toppings
Moonkissed Toppings: Preferably use them if you have them in either variety below; they have better bonus stats than Epic Toppings.
Searing Raspberries: To maximize her damage output overall, this should be your main set for raw damage, best used for PvE modes like World Exploration and Tower of Sweet Chaos.
Swift Chocolates: To exploit her 8.5% Cookie Max HP damage and Sleep/Weakness debuffs more often in any mode, this should be your go-to option.
Sub-Bonuses: Damage Resistance should be considered for Kingdom Arena due to the nature of specific teams like one-shot and scam groups, as well as opponents like Eclair Cookie who can single out high-ATK targets with his skill. If you’re running a full set of Swift Chocolates, shoot for -20% Cooldown overall to maximize her capability to put enemies to sleep and cast Weakness more often, usually staying until Moonlight casts her skill AGAIN for +25% added Starlight damage from the Weakness debuff.
Conclusion
⚙️ Moonlight Cookie is much more complex than Sea Fairy Cookie in every way despite both of them having the same role: deal heavy damage to everyone and stun them. Moonlight Cookie has a self-heal passive, can cast Weakness, has a unique stun effect in the form of Sleep, can effectively dodge every attack while her skill is active (negating the need to resist interruptions), and can chip away proportionally against Cookies’ max HP in two sweeping motions. While they both have a similar function, it’s all down to personal preference on how you want to stun, soften, and destroy everything in front of you:
Stun 5 targets, then deal massive raw splash damage to a nearby horde of enemies in minimal time? 🌊
Or
Float away from danger and damage enemies at an even pace over a slower timeframe while casting Weakness, then sleep and sweep away everything in sight all at once? 🌖
Both of them have their place in the game, but the choice is yours. Or better yet, USE BOTH OF THEM and keep enemies down in a longer stunlock! But then again, if there’s a special stat buff or a class restriction, it’s good to have alternatives.
