When 2020 started, Malaysia was confidently expecting to continue its amazing growth trajectory in cosmetic surgery tourism. In fact is was projected to draw RM2bil in medical tourism revenue during Visit Malaysia 2020. The head of the Malaysia Healthcare Travel Council Sherene Azli   said “From being a hidden jewel in the medical tourism sector, Malaysia is now recognised as the world’s healthcare marvel,” Unfortunately things did not turn out as expected – we have had 4 months of Covid-19 closing down travel routes  and effectively shutting down cosmetic surgery tourism in Malaysia.
After a miserable 4 months for the medical tourism industry countries are beginning to adjust to the ‘new normal’ of post -Covid medical markets.
Cosmetic surgery tourism has been an increasingly important part of Malaysia’s economy bringing millions of dollars into the treasury.
Foreign medical tourists are to be welcomed back to Malaysia, but only if following their strict Standard Operating Procedures, one of which is registering with the Malaysia Healthcare Travel Council.  Subject to country by country agreement, it is possible that inbound medical travellers from South Korea, Singapore, New Zealand, Japan, Brunei and Australia will be allowed to visit first.  Plans are still  only at an early stage, so turning theory into practice may take some months.
Foreign medical tourists must go through the Health Ministry and register with the Malaysia Healthcare Travel Council (MHTC). They are also allowed to enter without registering with the Immigration Department, and do not have to go into quarantine but they must go direct to the hospital. They must also take a screening test at home or on arrival.
The first provisional list, subject to country agreement, of six green zone counties cover:
Australia
Brunei
Japan
New Zealand
Singapore
South Korea

Indonesia Services Dialog mencatat jumlah orang Indonesia yang berobat ke luar negeri mengalami peningkatan hampir 100% selama 10 tahun terakhir. Jika di tahun 2006 terdapat 350 ribu orang pasien, tahun 2015 melonjak menjadi 600 ribu pasien. Total pengeluaran pasien Indonesia di luar negeri pada tahun 2015 mencapai AS$1,4 miliar atau setara dengan Rp 18,2 triliun. Seperti pasien yang berobat ke Malaysia misalnya, data Kementerian Kesehatan Republik Indonesia menyebutkan jumlah rata-rata orang Indonesia yang berobat ke Negeri Jiran adalah 12.000 orang setiap tahun. Khusus untuk Singapura, disebutkan dalam data National Health Care Group International Business Dev Unit Singapura, sebanyak 50% pasien internasional di sana adalah orang Indonesia. Saat ini untuk Asia Tenggara yang paling unggul memang Malaysia. Beberapa tahun terakhir, Malaysia memantapkan diri sebagai negara tujuan untuk berobat. Sejumlah penghargaan internasional di bidang pelayanan kesehatan diraih Negara Semenanjung Malaya itu. Di antaranya, pada Mei 2017, Malaysia Healthcare Travel Council, sebuah badan koordinasi di bawah Kementerian Kesehatan Malaysia, menerima penghargaan Medical Travel Organization of the Year oleh Asia Pacific Healthcare & Medical Tourism Awards. Sebelumnya, pada April 2017, lembaga yang sama juga memperoleh pengakuan sebagai Medical Tourism Cluster of the Year Award oleh International Medical Travel Journal Award (IMTJ). Jumlah pasien luar negeri yang berobat di rumah sakit Malaysia yang terus mengalami pertumbuhan signifikan, satu di antaranya terlihat di Gleneagles Kuala Lumpur. Pada 2015, ada 1.813 pasien luar negeri dan pada 2016 bertambah hingga 2.705 pasien. Untuk pasien luar negeri ini, pihaknya membuka layanan International Lounge, yang berfungsi memudahkan mereka untuk mendapatkan jasa Gleneagles. Dari jumlah itu, yang terbesar berasal dari Indonesia. Lalu disusul Timur Tengah dan negara-negara Indo-China dan India. Mengapa Malaysia kian bersinar sebagai destinasi medical travel? ketika berobat, yang dicari keluarga pasien bukan semata mencari kesembuhan, melainkan juga kenyamanan. ISD menyebutkan bahwa hampir dua pertiga orang Indonesia yang berobat ke luar negeri memilih rumah sakit Malaysia ketimbang dua negara lainnya yang juga unggul dalam Health Care Tourism yaitu Singapura dan Thailand. Kemenkes RI pun melihat fenomena ini sebagai sebuah tantangan besar. Bagaimanapun juga warga negara Indonesia diharapkan memilih layanan kesehatan di negeri sendiri. Namun untuk mengembalikan pasien-pasien Indonesia untuk berobat di sini juga tidak gampang. Layanan kesehatan di Indonesia masih perlu berbenah untuk bisa diakui oleh masyarakat. Miris memang, tapi itulah kenyataannya. Pasien-pasien di Malaysia maupun di Singapura jarang ada yang berobat di luar dari negaranya. Kecuali kasus berat, baru merujuk pasien ke Amerika, Inggris, atau Jerman. Larinya pasien-pasien Indonesia ke luar negeri tentu menunjukkan ada sebuah krisis dalam layanan kesehatan di Indonesia. Karena itu rumah sakit di Tanah Air perlu berbenah diri. Sebab sebetulnya, rumah sakit dan dokter di Indonesia sanggup memberikan pengobatan dan pelayanan sebaik rumah sakit luar negeri. Banyak pasien di kalangan ekspatriat, umumnya mereka cukup puas dengan pelayanan kesehatan di Indonesia. Berarti sebenarnya sudah ada kemajuan dan perubahan kualitas pelayanan kesehatan di Indonesia. Hanya saja, masih lebih banyak orang meragukan kualitas itu. Pasien kini banyak melakukan perbandingan kualitas rumah sakit di Indonesia dan luar negeri. Contohnya, soal kualitas mutu pelayanan, keamanan, dan pengawasan, rumah sakit luar negeri dianggap lebih baik. Misal, di negeri kita untuk mendapat pelayanan kesehatan harus antre panjang dalam waktu yang lama, bisa sampai 4-6 jam. Sedangkan di luar negeri hanya perlu antre selama 15 menit hingga satu jam saja. Cerita keamanan juga, di Indonesia masih ditemukan kasus kehilangan barang di rumah sakit. Sedangkan di luar negeri, kasus-kasus seperti ini sangat minim. Bahkan hal-hal sederhana soal kebersihan, rumah sakit Indonesia masih tertinggal.

Malaysia Provides Opportunities for Indonesian Patients to Get Treatment in There, Malaysia Healthcare Announces How!
The corona virus pandemic has not ended yet. Every day, patients who are positively infected with the corona virus must increase, especially in Indonesia. However, there are also countries that are starting to carry out normal activities as usual because cases have started to decline, such as in Malaysia.
Currently, Malaysia has entered the recovery phase of the Recovery Movement Control Order (PKPP) starting from June 10 to August 31, 2020. The Malaysian Ministry of Health has been proven to have succeeded in reducing the positive patient chart for corona significantly.
In line with these conditions, the Malaysian Government has also announced the reopening of international borders for health tourists from abroad on 19 June 2020. The Malaysia Healthcare Travel Council (MHTC) conveyed a number of procedures that have been approved by the government regarding health care in Malaysia.
"We welcome the government's decision to reopen international borders for health tourists following very strict health controls and protocols. This marks very positive progress for the Malaysian economy as well as the revival of our health tourism industry," said Yazmin Azman, Chief Commercial Officer. MHTC.
MHTC opens opportunities for medical tourists who require special and intensive care, including patients from Indonesia, can apply for entry to Malaysia during the PKPP period. Patients are required to make an appointment with a MHTC member hospital. Then, the hospital will apply for a 'Malaysian Entry Permit for Medical Treatment' via MHTC.
Patients who will be carrying out health care are required to comply with the immigration regulations facilitated by MHTC. Patients also have to undergo isolation for 14 days at a MHTC member hospital.
Patients from abroad with health care goals are divided into three phases, as follows
Phase 1, during the PKPP period and the imposition of restrictions between nations. Medical tourists are also required to use medical evacuation aircraft, chartered flights, or private planes.
Phase 2, can be used by green zone countries using commercial aircraft, but does not rule out the possibility of using medical evacuation planes and private jets.
Phase 3, after the restrictions between nations are no longer enforced.
