MT New Diamond To Be Towed To Gujarat And Its Captain To Appear In Court
The stricken crude oil tanker, MT New Diamond, which caught fire off the coast of Sri Lanka, is being towed to Vadinar, Gujarat where the crude oil will be pumped out at the offshore oil terminal of the Kandla Port Trust. Meanwhile, the Captain of the ship was brought before the Colombo Magistrate’s Court at Hulftsdorp.
On September 17, a notice had been issued by the Colombo Additional Magistrate Priyantha Liyanage for the Greek Captain to appear before the court on 28 September considering a request made by Deputy Solicitor General Dileepa Peiris, who appeared for the Criminal Investigation Department (CID). The Attorney General instructed the CID to name the Captain as a suspect for committing offenses under the Prevention of Marine Pollution Act No. 35 of 2008.

The Panamanian flagged tanker was carrying 270,000 tonnes of crude and 1,700 tonnes of diesel to Paradip port in India from the port of Mina Al Ahmadi in Kuwait. The operation to tow the vessel will be therefore be closely monitored by the Indian Coast Guard. The state government has also been informed since the will pass the coast of Goa too.
“The operation of towing the vessel has already commenced. It will take 12 days for the vessel to reach Gujarat.” said a coast guard official.
A senior coast guard official said that the ship is being towed by two tugs contracted by the salvor of the vessel, that was on fire for seven days off Sri Lankan east coast.
The fire had erupted in the engine room on Sept 03 morning in the deep sea about 38 nautical miles off Sangamankanda Point in Sri Lanka.
One member of the ship’s crew was killed and another seriously injured crew member was rescued by the Sri Lanka Navy. Other crew members, which consisted of 3 Greek and 16 Philippine, were rescued from the tanker by another merchant vessel plying nearby and were brought safely ashore by the Navy.

Sri Lanka Seeks Rs 340 Million As Compensation From Oil Tanker MT New Diamond, Captain Faces Charges
Sri Lanka confirmed that they will file pollution and negligence charges on oil tanker MT New Diamond that leaked heavy fuel oil (HFO) off the nation’s coast after a week of fire.
The country is seeking for compensation on the basis of firefighting efforts and has also planned for charges against the captain.
A spokesperson from the Attorney General’s office said that they are seeking compensation from the owner of the ship for ongoing recoveries and costs incurred in firefighting.
Sri Lanka sought an initial compensation of Rs. 340 million (approx. USD $2 million).

Though 270,000 tonnes of crude oil cargo was unaffected by the fire, some 1700 tonnes of heavy fuel oil was poured into the Indian Ocean which created an oil slick covering approx. 2 kilometres.
Much of the oil slick has been cleaned and further no leakage of oil have been found from the oil tanker.
There is a breach on the port side of the superstructure and a crack in the hull above the waterline. Although divers have gone down to the bottom of the ship to fix the crack in the hull to prevent any further leakage of oil from the ship.
According to the Sri Lankan Navy, the vessel is owned by Liberian-registered Porto Emporios Shipping Inc. and managed by Greek shipowner, New Shipping Limited.
Sri Lanka has asked the shipowner to tow the oil tanker beyond the exclusive economic zone, which extends 220 nautical miles (approx. 370 km) from its coast. The tanker is now located at 70 miles east from Sri Lankan coastal town of Batticaloa.
The Sri Lankan environmentalists were fearing that transferring of cargo oil to another ship might cause a maritime disaster which will affect their coast. As the coast is used by Sri Lankan Navy, Air Force and Coast Guard for various purposes.
The fire was caused due to an explosion in the boiler of the ship, which killed one Filipino crew member out of 23 crews present onboard. Rest 22 crew members were rescued safely and are now quarantined at a hotel in Galle and under the supervision on Navy.

VLCC Carrying 270000 Tonnes Of Oil Catches Fire Off Sri Lankan Coast
A very large crude oil tanker (VLCC) ship which is carrying 2,70,000 tonnes of oil cargo coming from Mina Al Ahmadi in Kuwait, caught fire off the east coast of Sri Lanka.
The ship – MT New Diamond, which was built in 2000 with 300,000-dwt capacity, was heading to the port of Paradip in India where the Indian Oil Corporation operates a 300,000 barrel-per-day refinery. The tanker has been chartered by Indian Oil Corp (IOC).
To assist in fire fighting and rescue actions, the Indian Coast Guard and Sri Lankan Navy are carrying out a joint operation.

Srilankan Navy has deployed two navy ships and an aircraft to the accident site to help in the rescue effort.
“The Sri Lanka air force has scrambled an observation aircraft and the navy has sent in two ships to help with rescue efforts,” navy representative Commander Rajapaksa told Reuters.
Sri Lanka’s Marine Protection Authority are taking appropriate steps for prevention of possible oil spill from the tanker.
