As Western nations threatened to boycott Beijing’s 2008 Olympic Games over concerns of human rights abuses in China, African countries continued to support the event.

And more recently, as the US applied pressure on telecommunications company Huawei, accusing it of being a Trojan horse for the Chinese government, key African economies including Kenya and South Africa have welcomed its presence.

“Each time the US or the West ramps up its criticism of China, the Chinese government turns back to its long-time, all-weather friendship in Africa,” says Lina Benabdallah, assistant professor in politics at Wake Forest University, specializing in China-Africa relations.

“Beijing needs its African partners to boost its image that China is not isolated or without any friends on the international arena.”

As the United States in particular pushes the narrative that Beijing is to blame for the spread of Covid-19, Africa’s support is once again vital as Beijing pushes the counter-narrative that after beating the virus it is now a leader in global health.

In March and April, China exported 71 billion yuan ($10 billion) in medical supplies around the world, including about 28 billion masks, to help fight coronavirus.

But Beijng’s so-called mask diplomacy has received a mixed reception in the West — in March, the European Union’s foreign policy chief Josep Borrell warned about the “struggle for influence through spinning and the ‘politics of generosity.'”

In Africa, governments have welcome the aid.

“Africa is home to a plethora of developing countries desperate for support to combat the health and economic impact of Covid-19,” says Ovigwe Eguegu, a Nigerian international affairs analyst.

This is not the first time China has showed up to help Africa during a public health crisis. By November 2014, China had given 750 million yuan (then $123 million) in aid to the global Ebola response. While that was Beijing’s largest ever response to an international humanitarian crisis it was still no match for Western donors. The US, UK, and Germany donated more than $3.6 billion by December 2015.

But with the US and parts of Europe among the world’s worst coronavirus-hit countries in terms of case numbers, US President Donald Trump’s public call for a cut to WHO funding, and both Europe and the US suffering economically, some African states arguably have little option but to be welcome China’s assistance.

An early rupture in relations

Despite Beijing’s continued publicity drive, the pandemic affects African lives directly — and from the beginning of the crisis there were signs that the virus could fracture the China-Africa relationship.

In late February, there was uproar in Kenya when a China Southern Airlines landed in Nairobi from mainland China, which was still in the throes of the pandemic, and 239 passengers were allowed to disembark without testing

That sparked calls in the country for flights between China and Africa to be suspended while China got its outbreak under control.

In April, African ministers asked the G20 for an urgent $100 billion package, including $44 billion of debt relief. China, which is believed to hold about a fifth of African debt, according to the London-based Jubilee Debt Campaign, replied that it would act in line with other G20 nations, offering no preferential treatment to its long-time partner.

But the biggest threat to the relationship came in April when shocking images started pouring out of the southern city of Guangzhou, in China, of Africans there newly homeless, after being evicted by landlords and turned away from hotels due to fears Africans were to blame for a local coronavirus outbreak. The city began testing and quarantining all Africans, regardless of their travel history.

That prompted the unprecedented letter to Beijing from a collective described as “the African group of ambassadors.” While the Chinese government quickly moved to put out the crisis on a diplomatic level, outrage in Africa continues to simmer, and in Nigeria government ministers have proposed retaliatory measures, such as investigating the legal status of all Chinese in that country.

“The maltreatment of Africans in Guangzhou is a stain on the Africa-China relationship,” says Eguegu, the Nigeria-based international affairs analyst. “By focusing on Africa (at the WHA), President Xi appears to be signaling to Africans that Africa is a priority for China.

“That might reassure many African leaders, but (the) majority of Africans who were offended by the videos and pictures from Guangzhou won’t hear this speech.”

Before the crisis

Before the Covid-19 crisis hit, China’s investment in Africa seemed to be entering a new, more cautious phase.

After years of largesse, which saw $140 billion in loans extended to Africa between 2000 and 2018 for everything from new roads and ports to football stadiums and parliamentary buildings, Beijing had put the breaks on some infrastructure projects, and began adding firmer terms to others.

Most noticeably, after lending Kenya $3.6 billion for the first section of a railway line envisaged to connect to a yet-to-be-realized East African Railway Master Plan, Beijing has refused to finance the $3.5 billion next part of the line, saying the project was not economically viable due to debt concerns.

In Tanzania, President John Magufuli, rejected the Chinese conditions of financing for a port, which stipulated a ban on port development elsewhere in the country.

And while the 2018 Forum for China Africa Cooperation (FOCAC), a triennial summit of African heads of state with China, saw China pledge $60 billion in aid, investment and loans to Africa, that number was a flattening of the curve of upwards Chinese investment.

Generally, Beijing had made a bigger pledge to Africa at each summit since FOCAC began in 2000. The pledge in 2015, for example, was three times the figure announced at the 2012 forum.

At the time, Jeremy Stevens, international economist for the Standard Bank Group, said many felt it would not be “politically appropriate” to pledge huge loans given the huge criticism China has faced from Western observers for allegedly overloading Africa with debt.

Next year, China and African states will reconvene for the next FOCAC, this time in Senegal, social distancing allowing, and no doubt the figure Beijing commits to will be closely analyzed, as African nations try to bring their economies through the havoc wreaked by the virus.

However, the global focus has most certainly shifted towards the post-lockdown period. As governments start to map out how this will take effect within their own countries, we are working with administrations across the UK to explore how dental activity can increase in a safe and effective manner.   As part of this process we are exchanging information with the Council of European Dentists (CED) and numerous dental associations around the world to understand and review the approaches they are taking. In this blog we aim to summarise this information. It is a rapidly changing situation and our intention is to provide a snapshot look at other countries, using information that is publicly available (often in the original language). Many national efforts will be linked to a country’s ongoing restrictions, which may vary, and to the level of infections nationally as well as the availability of testing and tracing methods. We will update frequently however please also refer to the national dental associations guidance for the very latest changes.   Cochrane Oral Health have also published a detailed rapid review on 8 May 2020. It looks into practice considerations, PPE for personnel, clinical room management and the approach towards dental procedures. It also includes some of the national guidance in detail.   The issues to consider for post-lockdown The issues affecting dentistry in other countries are very similar to those in the UK. Government protocols state that a patient’s COVID-19 status must be assessed first. Those who are likely to be infected, or are demonstrably ill, are expected to go to hospital.   Steps for patient management Most countries have also provided guidance on patient management. This includes the following steps (with some variation):   Telephone triage Patient completes questionnaire of COVID-19 history Appointments are arranged On arrival, patients are requested to wash/disinfect their hands. In some countries the patient will also have their temperature taken Waiting rooms are adjusted to adhere to social distancing policy Appointment timings are staggered to allow for social distancing and preparing of treatment room Disinfection / airing of treatment rooms takes place after every appointment Protective screens and masks for reception staff provided Before departing from the clinic patients are requested to wash/disinfect their hands.   Accompanying persons are asked not to enter the premises unless absolutely necessary – in which case they must also follow steps 4 and 9.   Special arrangements will be made for patients in high-risk categories (older people or those with underlying health conditions). This includes appointments at the quietest times of the day and avoiding all use of the waiting room.   Country-specific information   Australia The Australian Dental Association (ADA), in conjunction with the government, has developed a framework corresponding to national restrictions.   After having been at level three for some time, Australia moved to level two at the end of April and progressed to level one in May. This means that dental treatments can be provided using standard precautions for people who do not meet the risk factors for COVID-19 infection transmission. However, for people who do meet the symptom criteria for COVID-19 risk, or are confirmed as a COVID-19 case, non-urgent treatment is to be deferred.  I woke up thinking of Yehudiet. How lucky we were that for Oscar we have the funeral and the shiva. Strange how fate works our heads.

 The nights are still the worst. I have been taking one to one and half sleep tablets at night. But I realise that I have to cut down otherwise they will lose their effect. It is at night that the thoughts come. Not of the illness, not of fear but of being in a closed environment. Granted much better that we can go out but it is still closed. How did the Holocaust survivors survives their holes, their attics I tell myself but it doesn’t help. I do Reiki. I don’t want to go and sit in front of the tv because if I fall asleep there I will not sleep when I got back to bed.

  It is so quite during the day that one can hear the wings of the birds as they go past.

 Holocaust day. The bereaved father who said that they would storm the cemeteries. I wonder if he saw the ceremony last night of Yad Vashem as we never thought to see it. The bereaved father this morning who claimed that there is no corona. What is the matter with them.

I walked in the garden yesterday. The pavestones are not always straight and I fell. I banged my head on a stone and immediately swelled up into a beautiful egg. A woman heard me and she wanted to call one of the workers but I said not necessary as I remembered exactly what had happening and was not dizzy or sick. She phoned later in the day to ask how I was and again this morning and I told her I was fine. That I now had a soft boiled egg on my head.

 Having walked in the area I realise that my floor really is a bit fucked.  The top floors from 9-13 are evidently for couples and all seem to have gardens. The 8th floor has an expanse, large but not comfortable to walk on but with sun during the day. The 7th where I am and the 5th have nothing besides the corridors. The 6th has a small balcony, for all that is but not big. The 4th which is the entrance leads out into the garden and there is the main entrance which we do not go out and which people bringing goods can leave it at the reception desk. You can also see people down there for a short time but it is not good as it makes problems for those at the desk. The third though I have to check this out again also has nothing. The second floor where the animals are has a balcony where you can meet one or two people but I have not seen that it gets sun. The first  floor you can go out to the area where the trucks come in. Fairly big and sunny but the rubbish bins are there

 Some people walk around here without a mask or gloves so I just keep my distance from them. I don’t tell them what they should be doing. I am sure that often people forget when they go out. I know I do so I keep my mask down on my body and put the gloves with my key. But I really object to one woman who seems to think it is her job to keep everyone in line. I have less time for her too because once when I asked her if she knew what  happened to the foreign helpers who were ill she said it did not interest her as it would not help her to know. I am proud to say of Nofim when I went to help the social worker here about the young Indian woman who had looked after my neighbour who died she said she was recovering well. I asked what would happen to her afterwards and they said that they had had an opening for her here in Nofim but it had not been suitable but they were contacting other retirement homes or people who could employ her. Lucky for them that this is not the woman who said basically she did not know and she did not care. 

 I did not want to put what I think on Facebook but here I will.   He recovers after his actions or rather lack of actions sent close to 200 people to their death and caused thousands of other to fall sick. And Netanyahu again makes him Minister of Health in his new government. And Gantz, the traitor to his voters, is supporting the attempt by the right, of which they are now true members or should one say capos, to stop the law to prevent Netanyahu from becoming prime minister again.  Truly we are the Titanic.
