CMA says Vodafone and Three merger could lead to millions of customers having to pay more

An in-depth investigation by the Competition and Markets Authority (CMA) has provisionally found competition concerns over Vodafone’s planned merger with Three in the UK. The investigation, led by an independent inquiry group, has provisionally concluded that the merger would lead to price increases for tens of millions of mobile customers, or see customers get a reduced service such as smaller data packages in their contracts. The CMA has particular concerns that higher bills or reduced services would negatively affect those customers least able to afford mobile services as well as those who might have to pay more for improvements in network quality they do not value. The CMA has also provisionally found that the merger would negatively impact ‘wholesale’ telecoms customers – Mobile Virtual Network Operators (MVNOs) such as Lyca Mobile, Sky Mobile and Lebara – which rely on the existing network operators to provide their own mobile services. The merger would reduce the number of network operators from 4 to 3 making it more difficult for MVNOs to secure competitive terms, restricting their ability to offer the best deals to retail customers. While identifying these concerns, the CMA has also found that the merger, by integrating the Vodafone and Three networks, could improve the quality of mobile networks and bring forward the deployment of next generation 5G networks and services, as claimed by Vodafone and Three. But the CMA currently considers that these claims are overstated, and that the merged firm would not necessarily have the incentive to follow through on its proposed investment programme after the merger. As a result, the CMA has provisionally concluded that the merger would lead to a substantial lessening of competition in the UK – in both retail and wholesale mobile markets. The CMA will now consult on its provisional findings. It will also consult on potential solutions to its competition concerns, including the options set out in its remedies notice (also published today). These include legally binding investment commitments overseen by the sector regulator, and measures to protect both retail customers and customers in the wholesale market. The CMA will retain the option to prohibit the merger should it conclude that other remedy options will not address its competition concerns effectively. Stuart McIntosh, chair of the inquiry group leading the investigation, said: We’ve taken a thorough, considered approach to investigating this merger, weighing up the investment the companies say they will make in enhancing network quality and boosting 5G connectivity against the significant costs to customers and rival virtual networks. We will now consider how Vodafone and Three might address our concerns about the likely impact of the merger on retail and wholesale customers while securing the potential longer-term benefits of the merger, including by guaranteeing future network investments. The CMA welcomes responses to its provisional findings by 04 October 2024 and its notice of possible remedies by 27 September 2024. I went with Lebara for a bill pay sim but it’s stupid that that was like the only network that would take me. Sim only bill pay is less than £10 a month and they’re all 30 day rolling contracts so like. What fucking risk do they have that I’ll default? You think I can’t afford £10 a month?

Creating a Travelling Stone

I've taken three physical journeys with her, marked with the SAUWENDEI sigil. Today (June 7th), we embarked on our first visualised journey.
First, of course calling on the Queen and King and wearing the Breaching Talisman, I empowered this stone by retracing the sigil and speaking these words, "Lyacham, Lyalgema, Lyafaran, Lialfarab, Lebara, Lebarosin, Layararalus." I then asked the stone to aid me in clarity, lucidity, and recall within my dreams, as well as helping me travel between the worlds each time I go to sleep with her in my hand or in my bed. In return, an offering of blood and milk was gifted.
We then went on a physical, anticlockwise trip around my garden, with four spots marked by my goat and birds (who were each given water afterwards), my goat being at my window. Once this was completed, it was repeated through visualisation. The latter journey needs to be repeated twice more, then completed with a trip into the Otherworld.
I offered the Lord and Lady the rest of the milk when all was said and done.

February 10th, 2024
We used my tablet for the alarm because all of our phones were charging in the kitchen, the only room with power. My sister was ready to go in 30 minutes, but I needed some more time to pack up all of my things in the dark.
One bike and train ride later we were in Amsterdam with some time to kill before my friends came. We decided to head to China Town because it's Chinese/lunar New Year and we wanted to see if there were any celebrations. The streets were very empty when we arrived, which was surprising even despite it being in the morning.
We walked around and looked through store windows (and in one rubber duck shop) before deciding to go inside an Asian grocers where Zoe bought Katsu curry and not rice even though she can only find instant rice and it makes her stomach hurt.
Eventually we decided we wanted some bubble tea and went into a cafe to get some, but to my horror I discovered that despite the door being unlocked the shop was closed. Humiliated, we fled from the shop and wandered around looking for a bubble tea shop that google said was open. Unfortunately, despite circling the address multiple times it did not appear this shop existed. Defeated, we headed back in the direction of the original bubble tea shop to wait for it to open and to be a place where my friends could find us.
They had arrived and were attempting to call and text me, but because Lebara has issues with me using my phone outside of Germany for god knows what reason I wasn't able to respond to their calls and sending texts was slow and unreliable. Zoe and I ordered tea (brown sugar for me, passion fruit for zoe) and before they were done being made, the Australians and former Italian roommate had arrived.
We tried to catch the parade, and we were able to hear it in the distance, but unfortunately we had to leave before it came to our street. We had tickets to the Van Gogh museum, which was our big plan for the day.
I always forget how much I know about random things until I'm in just the right environment to trigger it, mueseums are one of those places. I became a little bit of a tour guide talking about history and technique and how personal taste is different from the worth of a piece of artwork. This is the second time I've been to this museum, but I've always loved his work and in particular the evolution of his work so I can't complain. I have watched roughly 2 episodes of doctor who but I have looked up the scene of Van Gogh being shown his work in a museum more times than I'd like to admit. The museum really highlights his relationships with others which I really appreciate.
We were in the museum for hours and I had been tired before they had even shown up, so we made one of the biggest travel mistakes possible. We went to the first restaurant we saw as soon as we walked out of the museum. Oof.
Overpriced food for undersized portions.
I had some kind of mushroom toast thing and a ginger tea which was just a huge slice of ginger stuck in hot water. That's the 2nd time that's happened to me, and only in the Netherlands. Whatever.
After that we walked around for a bit taking in the sites. Everyone yelled at me for walking in the mud at the park, even though I think a little moment of joy and whimsy doesn't hurt anyone and I could not care less if my shoes get dirty. My sister and former Italian roommate were taking a ton of photos, which is nice because I barely take any. I keep saying I need to get better at that and I am trying on this trip. Hopefully there'll be some good ones of me.
We then headed over to the hostel (private room because there was 4 of us!) and checked in. It was a cool place and clearly used to be something else. There was a lecture hall that they had turned into a bar and lounge area that we hung out in for a bit trying to figure out what to do.
My sister qas saying she was going to head home, but when I found out it was because she felt like she might be overstating her welcome we insisted she stay for dinner.
That turned out to be a Japanese restaurant (at like 9pm lol) with incredible food, good portion sizes, and good prices. Hell yeah. I'm not normally the biggest ramen fan (I'm an udon girlie) but I had some black garlic ramen that was incredible. I did want to get taiyaki but by the time we ordered it they were all sold out! What a disgrace. My sister signed up for the rewards programme to take advantage of us spending ~200 as a group. Maybe she'll come back to Amsterdam soon and get a free ramen.
Despite authentic Australians snores, falling asleep was easy and I slept hard. This is exactly what I've been needing.

Vodafone / Three deal could leave consumers and businesses worse off

Vodafone UK (which is owned by Vodafone Group Plc) and Three UK (which is owned by CK Hutchison Holdings Limited) are two major providers of mobile telecommunication services in the UK. Last year both businesses announced a new joint venture agreement which would bring their 27 million customers under a new, single network provider. The Competition and Markets Authority (CMA) launched its initial Phase 1 investigation in January after it was notified by Vodafone UK and Three UK. This 40 working day review is designed to identify whether the deal may lead to a ‘substantial lessening of competition’ – focusing on the potential impact on consumers and businesses in the UK – and therefore requires an in-depth, phase 2 investigation. Phase 2 investigations allow an independent panel of experts to probe in more depth initial concerns identified at Phase 1. The CMA is concerned the deal, which combines 2 of the 4 mobile network operators in the UK, could lead to mobile customers facing higher prices and reduced quality. The CMA’s Phase 1 investigation found that Vodafone UK and Three UK provide important alternatives for mobile customers. Both have made significant investments in their networks in recent years – which includes the rollout of 5G. Three UK is also generally the cheapest of the four mobile network operators. The CMA is concerned that combining these two businesses will reduce rivalry between mobile operators to win new customers. Competitive pressure can help to keep prices low, as well as provide an important incentive for network operators to improve their services, including by investing in network quality. The CMA is also concerned that the deal may make it difficult for smaller mobile ‘virtual’ network operators such as Sky Mobile, Lebara and Lyca Mobile to negotiate good deals for their own customers, by reducing the number of mobile network operators capable of hosting these ‘virtual networks’. When announcing their deal last year, both Vodafone UK and Three UK claimed that combining both businesses would result in significant benefits to customers as well as speed up the deployment of new technologies. These types of claims can sometimes justify clearing a deal that would otherwise raise competition concerns. Vodafone UK and Three UK’s claims are based on a number of assumptions about how they will combine and invest in their networks post-merger. The CMA considers these assumptions need more detailed assessment, particularly given the CMA’s concerns that the merger may reduce mobile operators’ overall incentives to invest in their networks. Julie Bon, Phase 1 decisionmaker for this case at the CMA, said: Millions of people in the UK depend on effective competition in the mobile market in order to access the best deals for them. Whilst Vodafone and Three have made a number of claims about how their deal is good for competition and investment, the CMA has not seen sufficient evidence to date to back these claims. Our initial assessment of this deal has identified concerns which could lead to higher prices for customers and lower investment in UK mobile networks. These warrant an in-depth investigation unless Vodafone and Three can come forward with solutions. Both Vodafone UK and Three UK have five working days to respond with meaningful solutions to the CMA, otherwise the deal will be referred to a more in-depth Phase 2 investigation.
