HOW TO DIVIDE India into administrative units is a question that has vexed all its governments. For a time the main focus was to rationalise, as hundreds of feudal “princely” states were swept into the bigger provinces of the Indian republic. But since 1960 the number of states and territories has been rising, as different groups have successfully lobbied for their own unit, on the basis of language, ethnicity or administrative convenience. There were 20 in 1956; now there are 36.

Few areas have seen as much upheaval as the north-east, an ethnically mixed region of 50m people that was almost cut off from the rest of the country by the creation of East Pakistan (now Bangladesh) in 1947. It began as a single state, Assam, plus two principalities, Manipur and Tripura. It has since splintered into seven states, as Arunachal Pradesh, Meghalaya, Mizoram and Nagaland have been hived off Assam (see map). The region is still replete with disgruntled factions, however: it has spawned more than 125 insurgencies since the 1950s. Their varied struggles for statehood, independence or simply to clobber rival groups—many of these micro-conflicts have pitted “natives” against migrants—have left perhaps 40,000 dead.

Only recently have years of patient carrot-and-stick efforts by the central government, helped by better intelligence, tougher military tactics and stronger co-operation from neighbouring Bangladesh and Myanmar, begun to pay off. Casualties have declined steeply, from a high of almost 1,700 deaths in 2000 to just 17 last year. That has allowed the government to exempt some states from a controversial law that protects soldiers from prosecution for human-rights offences, and prompted the army to begin shifting resources away from internal security.

Underpinning all this has been a series of peace agreements with assorted rebel groups. Ongoing talks with insurgents in Nagaland have made significant progress, with at least one of the state’s main guerrilla factions agreeing to lay down arms. In Assam some 644 fighters from various groups recently surrendered their guns. And in January alone Mr Modi’s government inked two important deals. One, in Tripura, allows for the resettlement in the state of some 34,000 ethnic Bru refugees from neighbouring Mizoram. This should end a 23-year stand-off, as the destitute Brus had rejected efforts to send them back to areas from which they had been violently expelled.

Of bigger import is a deal signed on January 27th with several factions of the National Democratic Front of Bodoland. For Bodos, who speak a language related to Tibetan and Burmese and who number some 1.3m, the terms look generous. In exchange for some 1,500 rebels laying down arms, the Bodos will get a sweeping amnesty, an extra $225m in government funding, more schools, colleges and sports facilities, and a much fuller form of autonomy within their homeland in the western part of Assam, along India’s border with Bhutan. What is more, the boundaries of Bodoland will be redrawn, village by village, to ensure Bodos form a majority within it.

The deal is also good for Mr Modi. Government sources reckon the Bodo insurgency has left some 4,000 dead since 1987, including 88 killed in a series of bomb blasts in the state capital, Guwahati, in 2008. The violence also rendered tens of thousands of non-Bodos homeless as waves of refugees fled repeated massacres that targeted Bengali-speaking Muslim farmers in the floodplains of the Brahmaputra River and rival tribal groups in the hills. Aside from putting a stop to such mayhem, the deal will almost certainly prompt a large vote swing among the small but influential Bodo community towards Mr Modi’s Bharatiya Janata Party (BJP). Its hold in Assam has weakened in recent months due to protests against a controversial new citizenship law. With state elections looming in 2021, the BJP is resorting to “vote-bank” politics.

Of course, the Bodoland deal is clearly not so good for non-Bodos who, despite the insurgents’ efforts at ethnic cleansing, constitute up to two-thirds of the population of the Bodoland region as currently defined. Naba Kumar Sarania, who represents the region in the national parliament, told the Hindu newspaper: “We are not against the peace process, but this accord has ignored the interests of the other ethnic communities in the area.” ■

More local trains for essential services staff from today

Central Railway and Western Railway will run additional 150 and 148 local services, respectively, in Mumbai from 1 July, reports PTI. Only essential staff including those of Centre, IT, defense, Raj Bhavan will be allowed and no general passengers will be allowed yet, the news agency quotes Railways minister Piyush Goyal as saying.

Coronavirus LATEST Updates: The Railways will expand its suburban services in Mumbai from today and run 350 trains each in the Central and Western Railway Zones, Union Minister Piyush Goyal said. The trains will, however, only carry essential services personnel identified by the Maharashtra government. Mumbai recorded 903 new cases, pushing the total number of cases to rise to 77,197 on Tuesday.

As Unlock-2 begins from Wednesday, India's COVID-19 tally climbed to 5,66,840 with nearly 66 percent cases reported in June alone. The nationwide toll rose to 16,893 with 418 new fatalities being reported in 24 hours, according to the Union Health Ministry data.

On Tuesday, Tamil Nadu again surpassed Delhi to regain the second spot among the list of worst-hit states by the COVID-19 pandemic.

Meanwhile, Prime Minister Narendra Modi announced an extension of the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), a government scheme, which aims to provide free ration for 80 crore people, by five more months till the end of November.

In his televised address Tuesday, the prime minister also said it is a cause of worry that people are not adhering as strictly to rules and precautions during the 'unlock' phase as they did during the lockdown.

Modi announces extension of free ration scheme

Stating the cost to the exchequer in extending the PMGKAY scheme, the prime minister said that over Rs 90,000 crore will be spent on the scheme, and if the last three months' expenditure on account of the free ration scheme is added, then the total budget will be about Rs 1.5 lakh crore.

The scheme was rolled out for three months from April soon after the nationwide lockdown was announced to combat the COVID-19 pandemic.

Noting that July marks the beginning of the festive season when people's needs as well as expenditure increase, Modi said that the government has decided to extend the scheme till November end.

The prime minister also said in his 16-minute address that the Central Government is working on the "one nation, one ration card" initiative which, he added, will benefit people living outside their home for employment and other needs the most.

This was Modi's sixth address to the nation after the outbreak of the coronavirus pandemic

The prime minister said that each member of a family covered under the scheme will get five kilogrammes of wheat or rice, and every family will get one kilogramme whole gram per month as well.

Modi, however, lamented that there is an increasing "negligence" in personal and social behaviour during the easing of restrictions and urged people to be more vigilant.

"We have also seen that since 'Unlock-1', there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry," he said and urged the people to follow all necessary precautions.

He also emphasised on strict enforcement of rules, especially in containment zones.

"Those not following the rules will need to be stopped and cautioned," he said, stressing "be it a village pradhan or the prime minister, no one is above the law in India".

Maharashtra, Tamil Nadu record most cases

Maharashtra remained the highest contributor to the single day rise in cases, registering over 5,200 coronavirus infections, according to the Union Health Ministry.

Recording nearly 4,000 cases in the last 24 hours, Tamil Nadu has again surpassed Delhi to regain the second spot among the list of worst-hit states by the pandemic.

Karnataka also recorded more than 1,100 cases overtaking Haryana and Andhra Pradesh.

Delhi saw an increase of 2,084 cases in the past 24 hours. In June, the national capital added over 64,000 fresh cases to its tally, while over 47,357 patients recovered, were discharged or migrated.

The total number of COVID-19 cases has gone up to 15,394 in Telangana, 14,295 in Karnataka, 14,210 in Haryana, 13,891 in Andhra Pradesh, and 13,370 in Madhya Pradesh.

It has risen to 9,640 in Bihar, 7,752 in Assam, 7,237 in Jammu and Kashmir and 6,859 in Odisha. Punjab has reported 5,418 novel coronavirus infections so far, while Kerala has 4,189 cases.

A total of 2,831 people have been infected by the virus in Uttarakhand, 2,761 in Chhattisgarh, 2,426 in Jharkhand, 1,380 in Tripura, 1,227 in Manipur, 1,198 in Goa, 964 in Ladakh and 942 in Himachal Pradesh. Puducherry has recorded 619 COVID-19 cases, Chandigarh 435, Nagaland 434 and Dadra and Nagar Haveli and Daman and Diu together have reported 203 COVID-19 cases.

Arunachal Pradesh reported 187 cases, Mizoram has 148 cases, Andaman and Nicobar Islands has 90, Sikkim has registered 88 infections so far, while Meghalaya has recorded 47 cases.

Delhi govt sets ball rolling for 'plasma bank'

The Delhi government has set the ball rolling to establish the first-of-its-kind "plasma bank" for treatment of COVID-19 at a facility in the National Capital and its modalities are being worked out, sources told PTI.

The bank is being set up at the Delhi government-run Institute of Liver and Biliary Sciences (ILBS) and doctors or hospitals will have to approach it if a plasma is required for treatment of a COVID-19 patient.

Addressing an online media briefing on Monday, Chief Minister Arvind Kejriwal had said the bank will be operational in the next two days.

The move comes as convalescent plasma therapy has shown "encouraging" results in city hospitals, he had said.

Sources said the facility where the plasma will be drawn from one person to donate to a COVID-19 patient, is being set up on the serving floor of the ILBS.

The plasma itself can be stored in the blood bank facility in a separate pack, a source said.

According to experts, plasma needs cryogenic storage at minus 80 degrees Celsius or less.

Bharat Biotech gets nod to conduct trials for vaccine

The Drug Controller General of India (DCGI) has granted permission to Bharat Biotech International Limited (BBIL) to conduct Phase I and II Human clinical trials to develop an indigenous vaccine for COVID-19 —  in the name COVAXIN.

For this, Indian Council of Medical Research (ICMR) and BBIL had partnered to develop a fully indigenous vaccine for COVID-19 using the virus strain isolated at ICMR's National Institute of Virology (NIV), Pune.

"The Central Drug Standard Control Organisation (CDSCO) — the office of DCGI has granted permission to initiate Phase I and II Human clinical trials after the company submitted results generated from preclinical studies, demonstrating safety and immune response. Human clinical trials are scheduled to start across India in July 2020," stated the spokesperson of Bharat Biotech.

"The strain was successfully transferred from NIV to Bharat Biotech International Ltd. (BBIL). Work on vaccine development has been initiated between the two partners. ICMR-NIV are providing continuous support to BBIL for vaccine development. ICMR and BBIL will seek fast-track approvals to expedite vaccine development, subsequent animal studies and clinical evaluation of the candidate vaccine," said ICMR official.

FIRST PLASMA THERAPY TO BEGIN IN KARNATAKA TODAYConvalescent Plasma Therapy:

In order to combat the COVID-19 pandemic, researchers and scientists are working tirelessly to develop a proper treatment for patients infected with the novel Coronavirus.

Amid testing the already existing antiviral drugs and new ones, the researchers have come across the Convalescent Plasma Therapy, which could be a potential treatment for the virus.

Several countries including China and the US have already started the clinical trials of the Convalescent Plasma Therapy due to the absence of a coronavirus-specific treatment to cure the infected patients.

The Convalescent plasma therapy was first used during the 1918 Spanish Influenza outbreak.

The approach was used recently during the outbreak of SARS, MERS and Ebola viruses.

What is Convalescent plasma therapy and how does it work to fight COVID-19?

Convalescent Plasma Therapy, also known as passive antibody therapy, provides a person with already developed antibodies to fight a virus.

Under the Plasma Therapy, the COVID-19 patients will be infused with an antibody-rich blood plasma of the people who have recovered from the novel Coronavirus.

The Convalescent Plasma Therapy is based on the antibodies and proteins developed by the immune system that protects the body from any potential harm.  

When any virus attacks the body, the immune system produces antibodies to attack the virus. These antibodies are produced by immune cells ‘B lymphocytes’, found in blood plasma.

The person who recovers from a virus has developed antibodies that stay in blood to fight the same virus, if it returns.

And if these antibodies are infused into other person infected with the same virus, they recognise the virus and attack it. However, these antibodies stay for short period in other person’s blood.

Some antibodies neutralize the virus and some work by mobilizing the immune cells to combat a disease.

Is the Convalescent Plasma Therapy a success in treating COVID-19 patients?

It is not yet clear that which mechanism will be followed by COVID-19 antibodies to fight off the disease.

However, it is expected that the infusion of blood plasma will boost the passive immunity until the patient develops his or her own targeted ability to combat the virus.

Results of Convalescent plasma therapy trials conducted in China:

As per the tests conducted on a few patients of Coronavirus in China, the therapy came out as a promising option for severe cases.

The tests were conducted in 10 patients who were given a single dose of blood plasma of recovered patients.

The results showed that the coronavirus disappeared from patients’ blood in 7 days; lung lesions improved within 7 days and clinical symptoms improved significantly within 3 days.

Why in News?

The first plasma therapy in Karnataka for COVID-19 patients will begin on Saturday, and will be carried out jointly by the Bangalore Medical College and Research Institute (BMCRI) and the HCG Hospital.

Jawaid Akthar, Additional Chief Secretary (Health and Family Welfare), said that many people who have recovered from the disease have come forward to donate their blood.

We will begin by collecting the samples of two or three people who have recovered.

Those who have other co-morbidities cannot participate in this process.

R. Jayanthi, Dean and Director of BMCRI, said that a mass appeal will be sent to patients who have recovered from COVID-19 to come forward and donate.

“Those who are discharged and are in the period of 14 to 28 days can come forward to donate.”

The trial will test the efficacy of plasma therapy which uses antibodies of cured patients to treat critically ill COVID-19 cases.

(b) Deficit Financing (I.e. Printing New Currency)

The government can also borrow funds from RBI against its securities to meet the fiscal deficit. Therefore, RBI issues new currency for this purpose.

What is the Finance Commission?

The Finance Commission was established by the President of India in 1951 under Article 280 of the Indian Constitution.

It was formed to define the financial relations between the central government of India and the individual state governments.

There have been fifteen commissions to date. The most recent was constituted in 2017 and is chaired by  K.Singh, a former member of the Planning Commission.

The recommendations made by the Finance Commission are only advisory in nature and hence, not binding on the government.

The 15th Finance commission makes recommendations for the period of 2020-2025 (5 years).

Importance of 15th Finance Commission:

The 15th FC has been set up in a time when huge reforms have been taken under the fiscal federalism:

Replacement of Planning Commission with NITI Aayog.

Implementation of GST reforms.

Abolition of the planned and non-planned expenditure.

Why in News?

Despite the strain on government finances due to the COVID-19 pandemic, there is no credible proposal to amend the legislation meant to control the fiscal deficit, Chairman of the 15th Finance Commission N.K. Singh said.

The government was currently looking to see how to ameliorate economic hardship while staying within the broad framework of the existing law.

While presenting the Union Budget in February, the Finance Minister had invoked the Fiscal Responsibility and Budget Management Act’s escape clause to relax the fiscal deficit target for 2020-21 by 0.5% percentage points to 3.5% of the GDP.

If the government wishes to increase spending further in light of the current crisis, as many economists have recommended, it may need to amend the Act.

The State governments have been demanding that their own 3% fiscal deficit targets be relaxed to 4% or even 5%, to give them elbow room in dealing with the impact of the lockdown.

Need for New Law:

Singh said that change would not be possible without fresh legislation being enacted by the States.

A more expeditious method would be for the States to first trigger their own escape clauses.

He also cautioned that the States need to weigh the cost of borrowing from the market, and whether there would be appetite for their bonds.

Economic Advisory Council members felt that options need to be considered for financing the additional deficit.

It is important to ensure that the State governments get access to adequate funds to undertake their fight against the pandemic, they said, adding that different States may come out of the pandemic’s impact in different stages.

A support mechanism for cash-starved small enterprises needs to be a top priority, along with partial loan guarantees and other measures to protect non-banking financial companies.

National Board for Wildlife (NBWL):

The NBWL is constituted by the Central Government under Section 5 A of the Wildlife (Protection) Act, 1972 (WLPA).

It serves as an apex body to review all wildlife-related matters and approve projects in and around national parks and sanctuaries.

The board is advisory in nature and advises the Central Government on framing policies and measures for conservation of wildlife in the country.

It is chaired by India’s Prime Minister and its vice-chairman is Minister of Environment.

The NBWL has 47 members including the chairperson.

Among these, 19 members are ex-officio members.

Every new government constitutes a new board, based on the provisions of the WLPA, with the new PM as the chair.

Functions of NBWL:

The primary function of the NBWL is to promote the conservation and development of wildlife and forests.

It has the power to review all wildlife-related matters and approve projects in and around national parks and sanctuaries.

No alternation of boundaries in national parks and wildlife sanctuaries can be done without the approval of the NBWL.

North-Easter Coal Field (NECF):

North Eastern Coalfieldsis a unit of Coal India Limited, which has its headquarters in Margherita in Assam.

The unit came into existence in 1975 after nationalization of coal mines in India.

It took over the private mines operating in the Northeastern states of India and at present has mines operating in states of Assam, Meghalaya, Nagaland and Arunachal Pradesh.

At present there are five working mines – three underground and two opencast mines.

Why in News?

Amid the countrywide lockdown, the National Board for Wildlife (NBWL) has recommended coal mining in a part of an elephant reserve in Assam.

The NBWL’s Standing Committee had on April 7 discussed a proposal for use of 98.59 hectares of land from the Saleki proposed reserve forest land for a coal mining project by North-Easter Coal Field (NECF), a unit of Coal India Limited.

The NBWL is under the Ministry of Environment, Forest and Climate Change (MoEFCC).

Saleki is a part of the Dehing Patkai Elephant Reserve that includes the Dehing Patkai Wildlife Sanctuary covering 111.19 sq km of rainforest and several reserve forests in Sivasagar, Dibrugarh and Tinsukia districts.

Panel Set Up:

The NBWL had in July 2019 formed a committee comprising its member R. Sukumar, Assam’s Chief Wildlife Warden, and a representative of the local wildlife division for assessing the mining area.

In the April 7 meeting, Mr. Sukumar stated that 57.20 ha of hilly forestland had already been broken up by the user agency (NECF) and the remaining 41.39 ha was unbroken.

He recommended a “cautious approach” for preserving the “basic integrity of this forested hill slope” that is a part of the elephant reserve in Assam adjoining Arunachal Pradesh’s Deomali Elephant Reserve with “a sizeable population of elephants”.

After detailed discussions, the Standing Committee “recommended for approval” the proposal for mining in the broken-up area after the user agency submits a rectified site-specific mine reclamation plan in consultation with the Assam Forest Department.

IITD’S CORONAVIRUS DETECTION ASSAY GETS ICMR APPROVAL

IIT Delhi said it has got the approval from the Indian Council for Medical Research (ICMR) for a probe-free coronavirus detection assay developed by it.

The assay had been validated at ICMR with a sensitivity and specificity of 100%, making IIT-D the first academic institute to have obtained ICMR approval for a real-time polymerase chain reaction (PCR)-based diagnostic assay.

The assay was developed by researchers at IIT Delhi’s Kusuma School of Biological Sciences (KSBS).

Using comparative sequence analyses, the IIT Delhi team identified unique regions (short stretches of RNA sequences) in the COVID-19/SARS COV-2 genome.

These regions are not present in other human coronaviruses, providing an opportunity to specifically detect COVID-19.

It added that the method used primers targeting unique regions of COVID-19 that were designed and tested using real-time PCR.

These primers specifically bind to regions conserved in over 400 fully sequenced COVID-19 genomes.

This highly sensitive assay was developed by extensive optimisation using synthetic DNA constructs followed by in-vitro generated RNA fragments.

The research team said the assay would be useful for specific and affordable high throughput testing.

This assay can be easily scaled up as it does not require fluorescent probes. The team is targeting large-scale deployment of the kit at affordable prices with suitable industrial partners as soon as possible.

SERUM INSTITUTE EYES COVID-19 VACCINE BY OCT

The city-based Serum Institute of India has said that it expects the vaccine for COVID-19 developed by the University of Oxford in the market by October or November provided the safety and efficacy of the product is established during trials.

The institute has partnered with the Oxford vaccine project as one of the seven global institutions that will manufacture the vaccine.

In around two weeks, we can produce five million doses a month and scale that up to 10 million after six months while typically producing a vaccine takes a long time.

Observing that there were a lot of people who thought that they would have a vaccine in a few months, Mr. Poonawalla said there was, however, a strong caveat.

Trial Process:

If the vaccine works in the U.K. trial and we do another trial in India, which we are hoping to start shortly, in safety and efficacy, only then will it be available by October or November and that is only if we start producing at our personal cost in risk by the end of this month.

Further, he said the institute would be using one of the existing facilities for manufacturing the COVID-19 vaccine.

However, it will take over two years to set up new manufacturing facility for COVID-19 vaccine.

Typically vaccines take many years but with the regulatory approvals in India that have been very carefully changed for this product development, we are very pleased to announce that we will be able to do it by the end of this year.

SII is currently looking at 4-5 million doses monthly and would start manufacturing early to save time in the hope that the trial would be successful.

we hope to build up 20-40 million doses by September-October in the hope that if the trial works, then we will have this product.

SII would be partnering with ICMR for the clinical trials and that he was in touch with the Department of Biotechnology.

Nationality:

 The applicant for admittance should be a Resident / Non Resident Indian National.

 Foreign Candidates studied/studying abroad can apply directly through foreign category only. A separate application form is made available. Kindly check our website for details.

 Qualifying Examination:

Candidates appearing for the VITEEE-2019 should have either completed or shall be appearing in 2019, in any one of the following qualifying examinations:

The final examination of the 10+2 system of Higher Secondary Examination conducted by the State Board; Central Board of Secondary Education (CBSE, New Delhi), The Council for Indian School Certificate Examination (ISCE), New Delhi.

 Intermediate or Two-year Pre-University Examination conducted by a recognized Board/ University.

 High School Certificate Examination of the Cambridge University or International Baccalaureate Diploma of the International Baccalaureate Office, Geneva.

 Candidates who have appeared for the +2 exam through different boards in the same academic year are not eligible to appear for VITEEE-2019.

 Eligibility Criteria in the Qualifying Examination:

 The average marks obtained in the subjects Physics, Chemistry and Mathematics or Biology (PCM / PCB) in +2 (or its equivalent) put together should be 50% for the following categories:

 Candidates hailing from Jammu and Kashmir and the North Eastern states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. CERTIFICATE TO PROVE NATIVITY should be produced at the time of counselling, failing which they will not be considered for admittance.  Candidates who have studied Physics, Chemistry and Mathematics are eligible for all the B.Tech. Programmes.

 Candidates who have studied Physics, Chemistry and Biology are eligible for B.Tech. Bio-Engg and B.Tech. Biotechnology programmes. They are also eligible for B.Tech. Computer Science and Engg (Spl. in Bioinformatics) and Electronics and Communication with spl. In Biomedical Engg but after joining, registering Mathematics as bridge course is mandatory. 

Age Limit:

Candidates whose date of birth falls on or after 1st July 1997 are eligible to apply for VITEEE-2019. The date of birth as recorded in the High School / SSC / X Certificate will be considered authentic. Candidates should produce this certificate in original as a proof of their age at the time of counselling, failing for which they will be disqualified.
