Digital India & Cyber Crime
Digital India may have become a soft target for criminals as the country recorded a huge increase of 63.5 per cent in cybercrime cases in the year 2019, showed the National Crime Record Bureau data. The NCRB's data stated that 4,4546 cases of cybercrimes were registered in 2019 as compared to 28,248 in 2018.
According to Lucknow Newspaper Data from the National Crime Records Bureau (NCRB) has revealed that Uttar Pradesh accounted for the maximum number of economic offences in 2018. While the state recorded 22,822 cases of economic offences, Rajasthan was a close second with 21,309 such cases. The data showed in 60.4 per cent of cases, registered fraud was the motive followed by sexual exploitation (5.1%) and causing disrepute (4.2%).
The data comes at a time when India’s probe agencies – the Enforcement Directorate and the Central Bureau of Investigation – are investigating some crucial cases pertaining to economic offences, including the Rs14,356 crore Punjab National Bank scam, the INX Media case, as well as the ICICI Bank-Videocon Industries case.

The Information Technology Act- 2000, lays down the provisions regarding cybercrimes and the penalties there off. An amendment was made in 2008, with a special focus on Information Security. However, not all cybercrimes are covered under IT Act, with crimes related to forgery, threat, misappropriation etc have provisions under the Indian Penal Code (IPC).
Despite the tall claims by the Yogi Adityanath government in Uttar Pradesh on the improving law and order situation, the new age crime - ransomware - seems to be growing in the state. By Latest Today News in NCRB report, out of 1,218 cyberattacks involving ransomware, 1,136 took place in Uttar Pradesh. Notably, there is a 400% rise in such cases across the country as compared to the 2017 numbers. In 2017, there were just 300 such cases countrywide, though UP had still the highest 245 cases involving ransomware then. Ransomware is a type of malicious software designed to block access to a computer system until a sum of money is paid.
Even the states considered to be information technology hubs, like Karnataka and Andhra Pradesh, are nowhere close to UP. While Andhra Pradesh has zero such cases registered in 2018, Karnataka has seven. The only state that comes next to UP is Jharkhand with mere 51 cases. Nevertheless, Karnataka still tops the charts when it comes to non-ransomware cyberattacks.
According to Up News Live by a senior police officer in UP's cybercrime cell, "Computer illiteracy combined with negligence is the primary cause of ransomware attacks."
Good anti-virus software and not falling prey to attractive but unauthentic lucrative baits in the form of cash rewards are some of the safeguards. Besides, there are times when small firms or individuals attach their backup data to the internet by plugging devices into their systems. Such data is always vulnerable to ransomware. But considering the size of the state and its population, 1,136 is still a minuscule figure when compared to the way people throw caution to wind."

Digital Service and rural development in India
Today, apart from lack of internet access in the country especially in parts of Uttar Pradesh, people are not able to use online services such as Latest Lucknow News. However, in order to make the scheme a success, the Telecom Ministry formed a company called Bharat Broadband Network (BBNL) in 2012. The job of this company was to manage, establish, and operate the BharatNet plan. At that time the goal of this scheme was to connect more than 2.5 lakh gram panchayats across the country. Now the government wants to empower the villagers by expanding this scheme.
Addressing the nation on August 15, Prime Minister Narendra Modi had talked about connecting six lakh villages with an optical fiber network within a thousand days. This means that broadband access will be provided in rural areas through optical fiber during this period. Under this, each gram panchayat will be provided with a bandwidth of at least one hundred megabytes per second.

The second phase was planned based on the report of the NOFN panel in 2015, Which will be embodied by the government, private sector, and public sector undertakings. In this, people like optical fiber, radio, and satellite should be used to connect people to the Internet. Apart from this, Wi-Fi technology will be resorted to ensure the reach of the last phase, so that the convenience of the internet can be found smoothly everywhere at home and office.
There is no doubt that the realization of the NOFN scheme will increase the demand for data. This will also help in the development of agro-based industries in the rural area, as it will facilitate connectivity between farmers and industrial owners. According to one estimate, there may be a big jump in data consumption in the next two-three years. Data consumption in rural areas of India has more than doubled during the Corona epidemic. This round of growth is going to continue. India's total data consumption is projected to double by the year 2025 and monthly consumption per consumer of data is estimated to reach 25 GB.

Digital India and New Transparent taxation platform
To increase the trust of taxpayers towards the central government, Prime Minister Narendra Modi has made a new announcement for honest taxpayers. The Central Board of Direct Taxes has recently taken a number of steps to improve the functioning of the Income Tax Department and bring transparency.
On 13 August 2020, PM Modi launched the Transparent Taxation Program (Transparent Taxation System - Honoring the Faithful) which comes under his Digital India vision. According to E NEWS PAPER this, 3 facilities have been introduced, which are Faceless Assessment, Faceless Appeal, and Taxpayers Charter. The Faceless Assessment and Taxpayers Charter has already come into force, while the Faceless Appeal will come into effect from September 25. Efforts are being made to strengthen honest taxpayers through this new system.

Understand Faceless Assessment?
Faceless should not mean anything about who is the taxpayer and who is the income tax officer. Earlier, the income tax department of the city used to investigate, but now an officer of any state or city can investigate anywhere. All this will also be decided by computer, who will do it in tax assessments. Even the officer who came out of the assessment will go to anyone, it will not be known. The biggest advantage of this will be that there will not be any manipulation to create identity and pressure from the Income Tax authorities.This will also prevent unnecessary litigation. PM Modi has also talked about introducing faceless appeal facility under the transparent tax system, which will come into effect from 25 September 2020.
