Current Affairs September 14th
1. Airtel, SK Telecom tie-up to build high speed network, 5G
Telecom operator Bharti Airtel announced strategic partnership with South Korean telecom operator SK Telecom, known for using latest technologies, to build the most advanced telecom network in India.
There has been a quest among Indian telecom operators for delivering high speed mobile broadband to consumers. As per data published by sector regulator Trai, Reliance Jio has been offering about double the speed delivered by its closest rival at around 18 megabit per second.
The two companies will also collaborate on an on-going basis to evolve standards for 5G and advanced technologies like network functions virtualisation (NFV), software-defined networking (SDN) and Internet of Things (IoT), Bharti Airte.
Under the partnership, both the companies will work across several areas including developing bespoke software to improve network experience, leveraging advanced digital tools including machine learning, big data and building customised tools to improve network planning based on every customer’s device experience.
About SK Telecom:-
SK Telecom is Korea’s largest telecommunications company with more than 29 million mobile subscribers, which accounts for around 50 per cent of the total market.
SK Telecom has led the development of the global mobile telecommunications industry by launching CDMA (2G), WCDMA (3G) and LTE-A (4G) for the first time in the world. The company has been offering up to 500 Mbps 4G speed using carrier aggregation technology.
In 2014, SK Telecom demonstrated 600 Mbps data transmission rates using a technology provided by Nokia Networks.
2. 1% dearness allowance hike for Central government staff
The Union Cabinet on Tuesday approved the release of an additional 1% of dearness allowance (DA) to Central government employees and dearness relief (DR) to pensioners.
This will be applicable retrospectively from July 1, 2017.
The release of the additional instalment of DA represents an increase of 1% over the existing rate of 4% of the basic pay/pension, to compensate for price rise.
Gratuity parity
The Cabinet also approved a proposed law amendment to double the maximum gratuity payout to private sector workers from ₹10 lakh to ₹20 lakh.
According to the government, the combined impact on the exchequer on account of both DA and DR increases will be ₹3,068.26 crore per annum and ₹ 2045.50 crore in the financial year 2017-18 (for the eight months from July 2017 to February 2018).
This will benefit about 49.26 lakh Central government employees and 61.17 lakh pensioners.
Gratuity hike
The Payment of Gratuity (Amendment) Bill, 2017, will be introduced in Parliament soon to bring parity between public and private sector workers.
The gratuity limit for Central government employees was raised from ₹10 lakh to ₹20 lakh as part of the Seventh Pay Commission’s recommendations approved by the Centre in July last year.
Therefore, considering the inflation and wage increase even in case of employees engaged in private sector, the government is of the view that the entitlement of gratuity should be revised for employees who are covered under the Payment of Gratuity Act, 1972.
Under the present law, workers who complete five years of continuous service are eligible to gratuity when they leave the organisation. The Payment of Gratuity Act, 1972, applies to establishments employing 10 or more persons.
The gratuity ceiling was last revised from ₹3.5 lakh to ₹10 lakh in 2010 after the Sixth Pay Commission raised the limit for Central government employees.
3. India, Belarus sign 10 pacts to expand cooperation
India and Belarus inked 10 pacts to expand cooperation in a range of areas and decided to explore joint development and manufacture of military platforms, giving a fresh momentum in bilateral ties.
Joint development and manufacturing in defence sector under the ‘Make in India’ programme.
The pacts inked provided for enhancing bilateral cooperation in a variety of areas, including oil and gas, education and sports.
4. Unmanned level crossings will go by next September : South Central Railway
The South Central Railway has announced that it will be eliminating all the unmanned level crossings by September next year (2018) by taking up construction of Limited Height Subways (LHS) / Road Over Bridges (ROBs) / manning of gates and so on.
In order to clear extra rush of passengers, 56 special trains will run between Visakhapatnam – Secunderabad, Visakhapatnam – Tirupati, Kacheguda – Kakinada Port and Kacheguda - Krishnarajapuram in October and November.
5. India Financial Year 2018 GDP growth likely at 7.1 pc: Nomura
India’s GDP growth is expected to be around 7.1 % this fiscal following a likely pick up in industrial production.
Reasons for Growth:-
Before the implementation of Goods and Services Tax (GST), destocking was triggered largely owing to a steep fall in demand from consumers as they delayed purchases.
Post GST implementation, restocking might pick up in anticipation of rising demand conditions.
The ongoing remonetisation will have a positive impact on the cash-intensive services sectors and this in turn will help to augur growth numbers.
The consequences:-
Overall, GDP growth of 7.1 % year-on- year and GVA growth of 6.7 % in 2017—18 (year ending March 2018) is expected.
According to Central Statistics Office (CSO) data, the index of industrial production (IIP) during July slipped to 1.2 % on account of poor manufacturing, while retail inflation rose to a 5—month high of 3.36 % in August due to costlier vegetables and fruits.
Regarding inflation data, it said that while demand-side price pressures remain contained, supply side and statistical factors like food prices, GST and HRA are driving inflation higher.
6. Goa to host the 36th National Games
The Indian Olympic Association (IOA) on 13 September 2017 formally awarded the rights to host the 36th National Games to Goa.
The announcement was made by the state sports minister Manohar Ajgaonkar.
About National Games
• The National Games of India comprises various disciplines in which sportsmen from the different states of India participate against each other.
• The National Games were formerly known as the Indian Olympic Games.
• In the early 1920s, the Indian chapter of the Olympic movement was born, and India participated in the 1920 Antwerp Olympics.
• A provisional Indian Olympic Association (IOA) came about by 1924, and the Indian Olympic Games were held in February 1924 in Delhi to select Indian competitors for the 1924 Antwerp Olympics.
• The games were then held every two years, and were renamed as National Games during the 9th Games in Bombay in 1940.
• The Indian Olympic Association, the sports organising body of the nation, mooted the concept of the National Games to promote the development of sports and of the Olympic movement in India, and was responsible for host city selection.
• The first Modern National Games on the lines of the Olympics were held in 1985 in New Delhi.
7. 14 September: National Hindi Diwas
National Hindi Divas (Hindi Day) was observed across India to promote Hindi as Matra Bhasha (mother tongue) of India and to propagate Hindi language and its cultural heritage and values. 
The day is marked by literary festivals, Hindi poetry sessions, Hindi essay writing competitions, Hindi speech contests and other events.
During Hindi Diwas celebrations, the Union Government announced the launch of ‘Lila App’ that uses Artificial Intelligence to teach Hindi in various languages.
Why 14 September is celebrated as Hindi Diwas?
The day marks the adaptation of Hindi language as the official language of India by the Constituent Assembly of India on 14 September 1949. 
The decision of using Hindi as official language was ratified by Indian Constitution via amendment 343 which stated that all government communications will be penned in Hindi (Devanagari Script). This amendment came into effect on 26 January 1950. 
Presently, there are 2 official languages- Hindi and English.
Hindi Language
• Hindi, written in Devanagari Script, is one of the main languages of India and is spoken by around 40 per cent of the Indian population. 
• Hindi language in India has a big history which belongs to the Indo-Aryan branch of the Indo-European language family. 
• It is used in many countries of the world including Mauritius, Pakistan, Surinam, Trinidad and some other countries. 
• It is known as the 4th largest language of the world.
8. Indian Railways permitted passengers to show m-Aadhaar
Indian Railways permitted passengers to show m-Aadhaar, digital version of the Aadhaar card, as proof of identity in any reserved class.
For the purpose of showing Identity proof, a passenger has to open the app and enter his/her password to show the card.
Passengers will be allowed to undertake the train journey in any reserved class only when they will show m-Aadhaar on their mobile after entering the password.
The m-Aadhaar is a mobile app launched by the Unique Identification Authority of India (UIDAI) on which a person can download his/her Aadhaar card. However, it can only be downloaded on the mobile number to which Aadhaar has been linked.
ABOUT ADHAR CARD:-
Aadhaar Card is issued to Indian citizens by the Union Government. It is issued and managed by the Unique Identification Authority of India (UIDAI), a statutory authority established under the provisions of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 on 12 July 2016 under the Ministry of Electronics and Information Technology (MeitY). It is a document for identification.
