UPDATE ON PANOT
📍 Lucena City, Quezon Province, Philippines
Panot is one of the Montevideo Dogs under the care of Sir Ken. As promised during the fundraising event from October 2024 to December 2024, even though Panot has not yet received direct benefits from the funds raised, we are pleased to announce that he will begin his medical treatment this year, 2025 💚
Currently, the foul odor that Panot had is gone, and next, we will bathe him using shampoos that we hope will help with his skin and coat. We will also take him to the vet clinic, and most importantly, he will undergo circumcision 💛

In August 2024, we noticed that your mother, Kande [a temporary name and one of the Montevideo Dogs], was pregnant. From that moment, we doubled our care for her and the other Montevideo Dogs to ensure that you would be born healthy and safe.
On September 13, 2024, to be exact, you were born along with your four siblings. From the first time I saw you, I already knew you were Webber's pup. That's why I decided to let you be adopted last, hoping we could manage the added responsibility and keep you as one of our Fur Babies.
But after more than two months of debating with myself, we ultimately chose to find you Responsible Fur Parents. Even though I wanted to keep you, I knew I couldn’t take on more responsibilities, especially since we are already committed to taking care of your mom, dad, and uncles [the Montevideo Dogs].
I want to take this opportunity to thank Cha, her partner, and especially Ma’am Victoria for adopting you💛
I love you so much, Junior, and even though I wish I could keep you, I know you’ll have a better life with them. Until we meet again, my Junior 😘

In recent days, we have received numerous messages from fur parents across Quezon Province expressing concern over the increasing number of impounded Aspins (Asong Pinoy) and Puspins (Pusang Pinoy). This issue, however, is not unique to Quezon Province but is a growing challenge worldwide;
Stray or Community Animals, including Aspins and Puspins, are often brought to impounding facilities. Unfortunately, if these animals are neither reclaimed nor adopted, they may face euthanasia (mercy killing);
While this is a painful reality to accept, it aligns with the provisions of laws such as the Animal Welfare Act of 1998 (Republic Act No. 8485) as amended by Republic Act No. 10631. These laws empower local government units (LGUs) to impound stray animals to maintain community cleanliness, order, and safety. The aim is to mitigate risks such as the spread of rabies and other diseases;
However, alongside the mandate to impound stray animals comes the LGUs’ responsibility to ensure humane treatment for these animals. This includes providing adequate food, water, and shelter. Despite these obligations, we must acknowledge that many animal shelters and individual rescuers face significant limitations, particularly financial ones. As much as they wish to rescue all impounded Aspins and Puspins, their capacity is often stretched to its limits.
We strongly urge all pet owners to practice responsible pet ownership. Owning a pet is a commitment that requires proper care, including ensuring their pets do not contribute to the stray population. Similarly, we appeal to the local government and their municipalities here in the Philippines, particularly those with impounding facilities:
If efforts to impound stray animals are vigorous, let us ensure that the same level of dedication is applied to initiatives aimed at preventing their proliferation.
Sustainable Solutions
Impounding animals should not be the sole solution to the growing stray population. Here are sustainable measures that can make a significant impact:
Spaying/Neutering (Kapon) This is a proven method to control the stray animal population effectively.
Mass Rabies Vaccination Programs These help prevent the spread of rabies and safeguard both animals and the community.
Education and Campaigns on Responsible Pet Ownership Raising awareness about the responsibilities of pet ownership is essential to curbing the issue at its root.
By working together—pet owners, local governments, and communities—we can create a more humane and sustainable environment for Aspins, Puspins, and all animals. Let us take action now to address this pressing concern.

On June 23, 2020, Sir Ken Talabis and Sir Jeric Cantillana established Cats of Quezon Province a Non Government Organization in Quezon Province in the Philippines out of a genuine concern for the number of lost and abandoned kittens that emerged after the COVID-19 Pandemic. They couldn’t bear to see these vulnerable animals struggling, so they started a small mission to help cats find their Fur Ever Homes. Now, four years later, they continue to do everything they can to support even more of these wonderful creatures.

KAPON ANG SOLUSYON PARA POPULASYON NG PUSPIN AY MAKONTROL - Raising awareness about the importance of spaying/neutering to help manage the pet population and reduce abandonment.
SPONSOR A KAPON AND SAVE PUSPIN LIVES - A program that helps community Puspins receive spay/neuter services for a healthier life.
BEING KIND TO STRAY ANIMALS IS FREE & FEED THOSE COMMUNITY (STRAY) CATS NEAR YOU - Initiatives designed to promote compassion and kindness towards stray cats in our communities.
Looking back, we are truly grateful to see the positive changes our efforts have brought—not only for Puspins but also for Aspins.

BITTERSWEET NEWS FOR GALA
📍 Lucena City, Quezon Province, Philippines
Gala is one of the Montevideo Dogs who was supposed to be a beneficiary of the fundraising campaign we held from October 2024 to December 30, 2024. This fundraising effort was intended to raise funds for the dog cages for Gala and Webber, as well as for their transportation from Quezon Province to Laguna.
We successfully brought Gala and Webber to Laguna; however, due to unexpected circumstances, Gala became extremely stressed by the change in environment. After nearly five days of observation, Sir Ken decided to return her to Lucena, where she could be properly cared for and protected.
⚠️ Why was she brought back to Lucena after being in Laguna?
Here are the reasons behind Sir Ken’s decision to bring Gala back to Lucena for her health and well-being:
Constant Noise: During her stay in Laguna, Gala continuously made noises that sounded like she was crying, from morning to night and even into the early hours of the morning. (This was not barking or howling, but more like a crying sound indicating fear.)
Escape Attempts: Sir Ken allowed Gala to roam freely within their yard, but he kept trying to escape. If he managed to escape, it could put her in danger as he might be shot or harmed by people who might be afraid of him.
Struggling with Restraints: They tried putting a collar on him and tethering him, but this made him more agitated and angry.
Cage Troubles: They attempted to leave him in a dog cage, but he became even more distressed, damaging the cage, and eventually injuring herself by scraping his face against the bars.
Physical Signs of Stress: At one point, Gala was trembling all over while making noise.
Expert Advice: After consulting with dog experts, the decision was made to return Gala to Lucena, as it was believed that continued stress could lead to further complications or health issues.
⚠️ Would it have been better to wait and let her adjust?
Sir Ken did everything he could to help Gala adjust to his new environment. However, according to the experts, his behaviors (constant crying, trying to escape, and self-harming) would likely only subside after more than four weeks, or even longer. Unfortunately, this was no longer a feasible option because the local barangay had already visited Sir Ken due to the noise disturbance causing issues with his neighbors. Additionally, Sir Ken needed to return to Lucena for other personal responsibilities.
For these reasons, despite how difficult it was, Sir Ken decided that bringing Gala back to Lucena would be the best option to prevent her from getting stressed further.
⚠️ What will happen to the cage made for Gala?
The cage that was made specifically for Gala will be stored at Sir Ken’s house for now, and it will be available for use in the future if needed.
We apologize for this bittersweet news about Gala. Rest assured, even though Sir Ken has not yet secured his own property, he is committed to doing everything he can to protect Gala, along with Kande and Panot, so that they will not come to any harm while in Lucena.
Once again, we sincerely apologize for the unfortunate news about Gala, and we would like to extend our heartfelt thanks to everyone who trusted and supported us in our efforts with Cats of Quezon Province. 💛

ASPIN TUNAY AT TAPAT

In December 2024, Sir Ken and Sir Jeric had the opportunity to visit the ASPIN Tunay at Tapat. They were warmly welcomed by Mam Mariz and during their visit, they checked on and interacted with over a hundred rescued Aspins and Puspins 💛
They were delighted to see the animals in good condition which was evident in the joy reflected on their faces 🩵 However, they also observed the need for further improvements to the facilities, especially during the rainy season. With this in mind, we humbly appeal to our fellow fur parents. Even a small contribution can go a long way in helping improve the facilities, particularly the Cat House for rescued Puspins. Together, we can ensure that their shelter becomes more comfortable and safer for them 🩵💛

Last December 2024, Sir Ken and Sir Jeric visited the home of ASPIN Tunay at Tapat to check on their family and spend time with their beloved rescued Aspins and Puspins 🥰
For those who may not be familiar with ASPIN Tunay at Tapat, it is a small yet dedicated group of animal welfare advocates led by Ma’am Mariz and Sir Jun. Over the years, they have rescued hundreds of dogs and cats, many of whom were at the brink of death. Thanks to their kindness and selflessness, these animals now enjoy a second chance at life, surrounded by love and care in the warmth of their home 🩵💛

The last time we had a Feeding Program for Community Cats was in June 2022. We would like to thank Aspin Academy Corp. and Ms. Aysha for welcoming us to participate in their feeding program last December 22, 2024, for the Community Aspins and Puspins in the town of Lucena City.
With that, I would like to invite all Fur Parents not only here in Lucena City but also from other areas to help feed the Community Aspins and Puspins near your location. We kindly ask that even if you cannot adopt them, you consider feeding them. By doing so, at least we can help them survive one day without hunger💛
What do you need to feed Community Aspins and Puspins?
For Puspins (Community Cats)
✅ Cat food or wet food 1️⃣ Boiled squash, chicken, or fish 2️⃣ Remove the bones, fish spines, and peel the squash 3️⃣ Do not mix in any preservative ingredients 4️⃣ After boiling, set aside the broth. Combine the boiled squash, chicken, and fish, smash them together, and use the broth as the sauce.
For Aspins (Community Dogs)
✅ Dog food or rice with wet food 1️⃣ Cook rice, as not all Community Aspins are used to eating dog food. 2️⃣ Remove the nails from the chicken feet. 3️⃣ Boil the chicken head and feet. 4️⃣ After boiling, set aside the chicken head and feet, and remove the beak from the chicken head. 5️⃣ Use the broth as the sauce, mix it with the rice, and ensure each serving includes chicken head or feet.
Additional needs
✅ Small paper plates to ensure the broth and food are not wasted. Feeding them directly on the ground or pavement can harm their teeth.
