SMRT Corporation and Prasarana Malaysia Sign a Deal to Work on the RTS Link Project
SMRT Corporation, the leading public transport operator in Singapore, and Prasarana Malaysia, the government-owned public transportation company in Malaysia, have signed an agreement to work as an operator of the Johor Bahru–Singapore Rapid Transit System (RTS Link). The actual construction work for this cross-border project that was first announced in 2010 will commence in January 2021 and operations will begin at the end of 2026.
On Thursday, 30th July 2020, the RTS Link signing ceremony was completed and witnessed by Singapore's transport Minister, Ong Ye Kung, and Malaysia's transport minister, Wee Ka Sion. This ceremony was held at the Malaysia-Singapore border on the Causeway. After the completion of this 4-km light rail transit system, it will help to connect Woodlands, Singapore and Johor Bahru, Johor, Malaysia, crossing the Straits of Johor.
The two transportation organizations – SMRT and Prasarana Malaysia – have formed a joint venture operating company to operate the RTS Link in their respective regions. They will set the fares for RTS passengers. The fare amount will be decided when the project nears completion. The operators will have a concession period of 30 years. Singapore's Land Transport Authority and Malaysia's Malaysia Rapid Transit System Sdn Bhd will build, manage, fund, maintain, and renew this rail infrastructure including trains, tracks, and systems.
When SMRT and Prasarana first signed the Memorandum of Understanding (MOU) for the RTS Link rail system, Mr. Seah Moon Ming said:
“The RTS link will provide better connectivity to forge close people and trade links between our two countries.”
While Prasarana president and group CEO Azmi Abdul Aziz commented:
“The RTS Link will further strengthen the bilateral relationship between Malaysia and Singapore, in addition to further enhancing our connectivity, and benefitting thousands who commute regularly between Johor Bahru and Singapore.”
Features of the RTS Link
• The RTS Link will use the Light Rail Transit (LRT) System instead of the Mass Rapid Transit (MRT) System. • It can carry up to 10,000 passengers per hour in one direction. • The project will cost $1.21 billion, which includes costs for land acquisition and relocation of a maintenance and operation depot to Wadi Hana, Johor Bahru, Malaysia. • The RTS Link system will be integrated with local transport networks. Singapore's RTS terminus will be at Woodlands North station, while Malaysia's RTS link station will be at Bukit Chagar.
The RTS Link system is cheaper and faster to build and operate. After it goes operational, this rail system will ease traffic congestion and improve connectivity in Malaysia and Singapore. By resuming the long-pending RTS Link project, it shows that the two neighbouring nations want to generate shared economic benefits and enable better people connection.

PAM and MRT Corp Launches Façade Design Ideas Competition for RTS Link Bukit Chagar Station
KUALA LUMPUR, November 2020 – A sum of RM 250,000 awaits the first prize winner of the RTS Link Station Façade Design Ideas Competition whose façade design may be adopted for the future Bukit Chagar RTS Link Station of the Rapid Transit System Link (RTS Link) between Johor Bahru and Singapore.
The other prizes of the competition, launched today, are RM65,000 for the Second Prize, RM35,000 for the Third Prize, and a total of RM30,000 for Honorary Mentions. The winners will be announced in February next year.
The launch of the competition by Mass Rapid Transit Corporation Sdn Bhd (MRT Corp) and Pertubuhan Akitek Malaysia (PAM) took place a day after the groundbreaking ceremony for the RTS Link project at the site for the future station in Bukit Chagar, Johor Bahru.
Over 200 participants joined the event virtually from various locations in Johor Bahru, Putrajaya, Kuala Lumpur and other parts of Malaysia via video teleconferencing.
The Bukit Chagar station will be where passengers headed to Singapore board RTS Link trains for a five-minute train ride to Woodlands North Station in Singapore. Construction of the project is expected to be completed in 2026.
The launch signals the opening for registration to those who are interested to take part. This can be done through the competition website www.PAM-RTS.com.
The competition, which is open to all PAM architects registered with Lembaga Arkitek Malaysia, will involve developing a concept façade design for the new 3-storey elevated station structure.
The station is set to be a new landmark icon in Johor Bahru with a capacity of 10,000 passengers per hour and an estimated ridership of about 150,000 passengers per day. The link will also be integrated with public transport systems at both the Bukit Chagar and Woodland North stations.
MRT Corporation’s CEO Datuk Mohd Zarif Hashim said, “We are delighted to collaborate with PAM on this competition as we want to tap into the pool of talented architects for this exciting new station that we will be building for the RTS Link project.”
“The competition is the brainchild of Duli Yang Maha Mulia Sultan Ibrahim Ibni Almarhum Sultan Iskandar and I am very grateful that His Majesty The Sultan of Johor has also consented to be the Patron and Jury Chair for the competition,” he said.
As the station will become a new gateway into Johor Bahru and Malaysia, Zarif said the station should have an iconic design to reflect the modern and confident outlook of Johor Bahru but at the same time, incorporate the essence and characteristics of the heritage of Johor Darul Ta’zim.
PAM President Datuk Ar. Ezumi Harzani Ismail said the competition is an excellent opportunity for Malaysian architects to showcase their talent and creativity, to drive innovation and to be involved in national projects.
“Our architect members have a wealth of experience in a variety of projects which include townships, housing, heritage conservation, green buildings and more. They play an important role in contributing not just to the urban design of this country but also in designing innovative solutions to transform our way of life, including improving our transportation hubs and their experience.”
“PAM is delighted to be given this opportunity to organise the competition in collaboration with MRT Corp. We hope the winning design concept will leave a lasting legacy on the skyline of Johor Bahru,” he said.
Competition convenor, Ar. Ang Chee Cheong said the PAM + MRT Corp Façade Design Ideas Competition is a great platform and challenge for architects to contribute to nation building.
“Design competitions are the most ideal and internationally accepted way to generate the best ideas and solutions for the city, providing an impetus to drive our talent base to new levels towards adding value to our cities and society. The current Covid-19 pandemic shows us that more than ever, we need new solutions, new imagination and new answers,” he added.
Interested participants should register for the competition by 11 December 2020. Submissions for the competition will close on 25 January 2021.
About Pertubuhan Akitek Malaysia (PAM)
Pertubuhan Akitek Malaysia (PAM) – Malaysian Institute of Architects, is the main national professional institute representing architects in Malaysia. PAM’s principal mission statement is to promote the advancement of Architecture and the architectural profession for the betterment of society.
Founded in 1920 as the Institute of Architects Malaya, its name was changed in 1948 to the Federation of Malaya Society of Architects (FMSA), then allied to the Royal Institute of British Architects (RIBA). In 2017, MRT Corp successfully delivered the country’s first MRT line, the 51km MRT Kajang Line. The company is currently moving full speed to complete the MRT Putrajaya Line, with Phase One targeted to commence operation in mid-2021. The entire MRT Putrajaya Line will be operational in January 2023.
MRT Corp has also been appointed as the Malaysian infrastructure company (InfraCo) for the Rapid Transit System Link (RTS Link) Project between Johor Bahru and Singapore. Singapore LTA Awards a Civil Work Contract for the Johor Bahru–Singapore Rapid Transit System
The Johor Bahru–Singapore Rapid Transit System (RTS Link) is a planned high-capacity rapid transit system that would connect Woodlands North in Singapore with Bukit Chagar station in Johor Bahru, Malaysia. It can carry up to 10,000 passengers per hour in each direction. Singapore Prime Minister Lee Hsien Loong and Malaysia Prime Minister Muhyiddin Yassin attended the signing ceremony for the RTS Link project on 30th July 2020. The construction of RTS is slated to begin in January 2021 and is expected to be operational by 2026.
SMRT and Prasarana Malaysia Will Be Johor Bahru–Singapore RTS Link Operators Singapore’s SMRT Corporation and Malaysia’s Prasarana Malaysia are appointed as operators of the Johor Bahru–Singapore RTS Link. SMRT and Prasarana will form a Joint Venture (JV) company — the Johor Bahru-Singapore Rapid Transit System (RTS) Link operating company — RTS Operations Pte Ltd. The operating company will overlook designing, construction, and financing details for the RTS Link infrastructure. The JV agreement was signed by Encik Muhammad Nizam Alias (President and Group CEO of Prasarana), Mr. Neo Kian Hong (SMRT CEO), and Yang Berbahagia Datuk Syed Mohamed bin Syed Ibrahim (Chairman of RTS Operations Pte Ltd.)
SMRT CEO, Mr. Neo Kian Hong said: “We are excited to work with Prasarana to provide a service on the third land link between Singapore and Malaysia, which will improve the commute of people who work and live on the two sides of the Causeway. We look forward to forging a close working relationship between our two rail companies.”
LTA Awards a Civil Work Contract The Land Transit Authority (LTA) of Singapore has started its mission to complete this project with its first civil work contract. Japanese contractor Penta-Ocean Construction has been awarded a US$676m civil engineering package by LTA in which Penta will be responsible for building RTS Link Woodlands North station, tunnels and the Customs, Immigration, and Quarantine (CIQ) buildings. Malaysia will build the same buildings on its side.
Details About Penta-Ocean Construction Penta-Ocean is a Japanese construction firm specializing in marine technology, architectural technology, environmental construction systems, and land reclamation. The company was founded in April 1896 by Jinjiro Mizuno and is headquartered in Tokyo, Japan. Currently, Penta-Ocean is constructing two stations on the Thomson-East Coast Line (TEL) — Bright Hill and Orchard. Previously, it worked on two stations — Woodlands North station and the Downtown Line’s Bendemeer station.
When asked about why LTA gave the civil work contract to Penta-Ocean, LTA said, “Penta-Ocean Construction has a wide-ranging experience in infrastructure and building projects in Singapore.”
Conclusion The RTS Link project aims to improve the relationship and business links between Malaysia and Singapore. The rail shuttle service will ease congestion and enable easier border crossing for commuters. The road traffic congestion on the Johor–Singapore Causeway will reduce once the RTS Link project commences passenger services. Commuters can save a lot of time and money using this rail shuttle service as compared to their private vehicles.
