Affordable Housing Gap Grows, And Available Resources Are Lacking

A new study from DePaul University’s Institute for Housing Studies shows a growing gap between the number of people in Chicago who need affordable housing, and the available supply. The report updates previous ones published by IHS, which city officials used to help develop Chicago’s current five-year housing plan. The findings highlight concerns over whether the city has the tools or political will to bridge the affordability gap, and as Chicago's population declines, creating new affordable housing may become even harder.  Courtesy of The Habitat Co. The Habitat Co.'s plan for Ogden Commons on Chicago's West Side Mayor-elect Lori Lightfoot rose to the office after making promises to refocus the attention of city government on areas that many voters felt Mayor Rahm Emanuel slighted in favor of downtown development. According to IHS, many sections of the city have lost affordable units, including North Side and Northwest Side neighborhoods that have seen influxes of higher-income renters. The data also raises the possibility that Chicago’s recent decline in population is at least partly due to lack of affordable housing, especially in economically stagnant, low-cost neighborhoods on the South and West Sides. “This is the continuation of a long-term trend, and it’s very concerning,” IHS Deputy Director Sarah Duda said. Data released by the U.S. Census Bureau last month shows the metro area population declined by more than 22,000 in 2018, the fourth year in a row the region saw a decrease. “This loss of population is significant, and the group most affected is the African American community,” said Charlton Hamer, senior vice president of The Habitat Co.’s affordable housing unit. “If you take a ride through the West Side or South Side, the losses are quite evident.” The new IHS report uses 2017 data, the most recent available from the American Community Survey, an ongoing effort by the U.S. Census Bureau. Although demand for affordable units in Chicago has declined by 8.9% since 2012, the supply of affordable homes fell by 15%, according to IHS. Duda said the falloff was likely due to the declining number of two- to-four-unit rental buildings. “We know that two- to four-unit buildings serve many of the lowest-income households, so that’s a critical part of our affordable housing stock,” she said. In 2007, buildings of this size represented 35.7% of the rental stock in Cook County, but in the 10 years following, that percentage declined to 29.5%, IHS data shows. Since 2012, the county lost 29,212 rental units in two- to four-unit buildings, a 9.8% reduction. The decline came about for a variety of reasons, Duda said. In weak markets, including ones on Chicago’s South and West Sides, homes fell into disrepair, vacancy and then demolition. In stronger markets, many buildings that once housed multiple families were converted into single-family homes. The very poorest residents in the region may not be the hardest hit. Since 2015, the number of households earning 30% to 50% of the area median income (between $20,521 and $34,201) that rent in Cook County dropped 28,832, an 18.2% decline. While a small number of the shrinking group may have bought homes or gotten higher-paying jobs, Duda said it is more likely they left the county. “It’s not just an issue of rising rents in higher-income neighborhoods, it’s also that low-cost areas have suffered from disinvestment, so it’s a dual challenge, and we need to present alternatives in areas where we see rising costs, and we need better strategies to invest in low-income communities,” Duda said. The biggest drops in affordable supply between 2012-2014 and 2015-2017 were in North and Northwest side communities, places where gentrification has become a hot-button issue. The share of such units declined 13.1 percentage points in the Portage Park/Jefferson Park neighborhood, 12 percentage points in Logan Square/Avondale, 10.9 percentage points in Irving Park/Albany Park and 10.7 percentage points in Lincoln Square/North Center. During the same period, the city of Chicago’s overall share of affordable rental stock declined by 4.9 percentage points. Affordable units can be lost either through rental increases, conversion to non-rental housing or demolition.  Reversing that decline or even just putting a stop to the bleeding will be a huge task. The federal government helps the city and state raise funds for the construction and preservation of affordable units by granting each tax credits, but those are given out on a per capita basis, and a declining population could further restrict their use, according to David Block, director of development at Evergreen Real Estate Group, an affordable housing developer and manager. Evergreen, in partnership with the Chicago Housing Authority, recently broke ground on Oso Apartments, a 48-unit affordable rental community at 3435 West Montrose Ave. in Chicago’s Albany Park. The partners plan to finish the building this year, and set 32 units aside for renters on CHA’s waiting list, with the remaining 16 reserved for households earning up to 60% of the area median income. It also just finished developing the Northtown Branch Library, at 6800 North Western Ave., and the Independence Branch Library at 4024 North Elston Ave., both collaborations with the CHA. Each will have 44 units of affordable housing for seniors opening later this year. Block said all the projects address real needs in neighborhoods with growing demands for affordable housing, but he does not necessarily consider them a model for solving the city’s affordable housing problem. The library projects, for example, have access to many different types of financing, including tax credits and funds from the CHA, that many affordable developments do not, and senior housing usually arouses far less opposition from community groups than typical affordable housing does. The total amount of funds earmarked for the creation of affordable housing is also insufficient. The city of Chicago supported 1,847 new, long-term affordable rental units in 2017, according to the Center for Tax and Budget Accountability, and the CHA created 684 new units of public housing in 2017. East Park SRO at 3300 West Maypole Ave. in East Garfield Park And even though federal, state and city subsidies sustain tens of thousands of existing affordable housing units in the region, IHS found that the gap between the supply and demand for affordable units in Cook County stood at about 180,000 in 2017, up from 176,000 in 2012. “Chicago is doing what it can with a limited set of resources, but there is never going to be enough money coming from the feds to address the affordable housing crisis,” Block said. Hamer’s firm is also deeply involved in the preservation of existing affordable housing and the development of new units. Habitat just completed its $16M acquisition and renovation of East Park SRO at 3300 West Maypole Ave. on the city’s West Side, a project that preserved all 152 units as affordable housing. Financing came from a wide variety of sources, including the city, Illinois Housing Development Authority and the Federal Home Loan Bank of Chicago. Along with its CHA partner, Habitat will soon break ground on Ogden Commons, a mixed-use project on eight West Side acres. Located near Douglas Park on the former site of a now-demolished CHA development, it will eventually have 332 units, with about 80% reserved for affordable housing. Hamer helped the city create its Five-Year Housing Plan, and agrees with Block that more needs to be done. He also believes the city has not done enough to support housing for working-class residents, as most of the existing subsidies and development programs target housing for the lowest-income groups.

The recent turnover in City Hall and City Council may present an opportunity to bring about the change needed to ensure the city can preserve affordable housing for a wider variety of residents, he said. “There was already acknowledgement of the need for more diversity, but there just wasn’t the political clout or grassroots effort necessary to shift resources. Lori Lightfoot has also acknowledged the need for more income diversity within the city, and I hope with a new administration coming in we will see not just acknowledgement but more resources to help solve the problem.” Block is similarly waiting to see what new political leadership will (or won’t) mean. “Many of the new alderman have expressed interest in affordable housing, and that’s great, but just because there is more interest doesn’t mean there will be more money,” he said. Manhattan’s Skyscrapers, Now Yours to Call Home

Harry Macklowe remembers his first trip to One Wall Street more than 50 years ago, for a meeting to discuss his account at the Irving Trust Company bank.
He recalls entering a double-height lobby bathed in a red tile mosaic by Hildreth Meière, a prominent muralist in her day, and being ushered up to an executive suite at the pinnacle of the building, with a towering glass window overlooking New York harbor. The ceiling was embellished with shells from the Philippines. “I was a much younger man and I was overwhelmed by it,” says Mr. Macklowe.
Mr. Macklowe, 80, is back, this time leading a group that is converting the nearly century-old office building into 566 luxury condominiums.
Mr. Macklowe isn’t alone in seeing value in the romance of landmark New York office buildings. He is one of a small collection of developers who are betting they can dazzle well-heeled buyers by serving them opulent residences with a slice of New York history.
Of particular interest are the nation’s first skyscrapers. Built from 1900 to 1930, a time when developers were fiercely competing to build taller and taller buildings, it was the Golden Era of skyscraper construction: the Chrysler Building, the Empire State Building and the Woolworth Building all became permanent markers on the Manhattan skyline.
One Wall Street was occupied by the offices of the Bank of New York Mellon before developer Harry Macklowe eyed it for residential conversion.

Alchemy Properties’ conversion of the Woolworth Building is nearing completion: Its penthouse is seeking $110 million.
Some conversions have already been successful. When Walker Tower, a conversion of an Art Deco, 1920s-era office building formerly occupied by Verizon, first launched sales in 2012, it set record prices, and all 50 of its units sold in about 14 months, according to the developer. A conversion of a former office tower at 212 Fifth Avenue has also attracted many well-heeled buyers, including real-estate developer Charles Kushner and Texas billionaire Ed Bass, according to people with knowledge of the deals.
Another ambitious conversion under way is at the Crown Building. Just south of Central Park and near the Plaza Hotel, the Warren & Wetmore-designed building, built in 1921, is widely recognizable for its pyramid-shaped copper roof, elaborate setbacks and French Renaissance-style detailing. Last year, a group led by Russian real-estate billionaire Vladislav Doronin bought the top 20 floors of the building for close to $500 million with a view toward turning them into homes, Mr. Doronin’s spokesperson confirmed. Meanwhile, developer the Chetrit Group is converting the former New York headquarters of the Emigrant Industrial Savings Bank.

The trend is a reflection in part of dwindling opportunities for developers to acquire vacant land in desirable Manhattan locations and the fluctuating economics of the commercial and residential real-estate sectors.
Over the past several years, as housing prices have risen, developers have found that they can make more money by selling units as residences than by leasing them to commercial tenants. In 2014, the year Mr. Macklowe’s company purchased One Wall Street for $585 million, the median condo price in New York was $940,000 for instance, up nearly 10% in a year, according to data from brokerage Douglas Elliman.
While the prices at the very top of the luxury market have softened over the past few months, the balance of the market remains strong. In the third quarter, Manhattan sales were up by 23%, for apartments priced between $1 million and $4 million, according to a Wall Street Journal analysis.
In many cases, office towers from the early 1900s lend themselves well to residential conversion. Since many were created before the advent of air conditioning, they were built on narrower footprints to allow for light and air. Modern-day office buildings are often so deep that large amounts of unused floor area are left in the center of the building once units have been configured around the periphery. Modern office buildings also have more space designated for elevator bays, which eats into residential floor plans and can result in off-kilter apartment layouts.
Buildings from the 1920s also boast more architectural detailing and traditional windows. “It was before the advent of glass curtain wall towers, so the quality of the architecture is outstanding,” said Jeremy Singer of Woods Bagot, the architecture firm heading the conversion of the Emigrant building.

Developers can still run into problems. The lower floors of One Wall Street pose the greatest challenge for conversion because their footprint is deep, making it difficult to configure all the apartments with windows without leaving a huge vacant space in the core of the building. Mr. Macklowe says he and architect Robert A.M. Stern solved the problem by placing amenity spaces around the core of the building’s lower floors.
Mr. Macklowe says prices for the units will average between $2,500 and $3,000 a foot. The largest unit will be nearly 13,000 feet, which would pencil out to upward of $39 million—but it could be even pricier since it is the penthouse, he says.
The Emigrant Bank building was designed by Raymond F. Almirall and built between 1909 and 1912.

In the case of the Crown Building, Mr. Doronin plans for just 20 residential units, some with expansive terraces and private outdoor pools to capitalize on the setbacks, his spokesperson confirmed. The five-level penthouse will encompass nearly 13,700 square feet, with a master suite spanning an entire floor and two large private pools, according to a preliminary offering plan submitted to the New York State Attorney General’s office.
Mr. Singer says the conversion of the Beaux-Arts Emigrant building, designed by Raymond F. Almirall, was made easier by the 17-story building’s H-shaped structure, which allows better access to sunlight with triple exposures in some apartments. Until recently, the building, which was constructed between 1909 and 1912, housed various city agencies. It was built for the Irish Emigrant Society, a bank for Irish immigrants, and was owned by the city until 2013.
The units start at around $2 million, according to a spokesperson for the Chetrit Group. Sales launched last spring; the company declined to disclose how many units have sold. Homes feature calico hickory hardwood floors, curved and bay windows, and open kitchens. Residents will also have access to a gym and a rooftop park with a lawn and trellis seating. The project is currently in the construction phase and is slated for completion in 2018.
The Crown building is widely recognized for its French Renaissance detailing and elaborate setbacks.

Real-estate veterans warn only a few office buildings are worth the conversion effort. “It’s very hard to retrofit buildings,” says Donna Olshan, a luxury real-estate agent. “With few exceptions, and unless it’s a very special building, new product is always better.”
Mr. Macklowe said he was unimpressed by one such plan by the Chetrit Group to convert the Sony Building at 550 Madison Avenue, with its recognizable Chippendale top, into luxury condominiums in 2015. Mr. Macklowe competed with Chetrit to buy the building, but lost out in the final bidding.
The company has since abandoned the plans and sold the 1980s-era building to a Saudi conglomerate for approximately $1.4 billion last year, records show. The Chetrit Group declined to comment.
“I was totally committed to that as an office building,” Mr. Macklowe says. “When I saw the plans for the condominium, I thought that it was a very bad use of space. Some buildings just can’t change their suit of clothes.”

#Job: Union Square Partnership seeks Director of Economic Development
The Union Square Partnership (USP) is a 501(c)(3), non-profit organization comprised of a local development corporation and Manhattan’s first business improvement district. The Partnership was founded more than four decades ago to promote the economic, residential and cultural vitality of the Union Square-14th Street area. We provide sanitation, public safety, economic development and marketing services, a wide-range of community events, and invest in the beautification of Union Square Park as well as the surrounding district and public plazas. The organization is overseen by our Board of Directors comprised of Union Square’s leading civic leaders from its corporate sector, academic institutions, cultural, and residential community. It has an administrative staff of six reporting to the Executive Director, and an annual operating budget of $3.4 million.
The Director of Economic Development will create and manage programs to enhance the district’s streetscape, promote retail and commercial activity, and develop tracking measures to determine the neighborhood’s overall economic growth. The Director will facilitate connections between Union Square’s businesses and other area resources, and be responsible for internal operational leadership related to contracts and maintenance agreements. The position reports directly to the Executive Director with a high-level of interaction with the Board of Directors.
The Director of Economic Development’s responsibilities include, but are not limited to:
  Identify and initiate business development, transportation and neighborhood/streetscape enhancement programs that will encourage district foot traffic. Possible initiatives include storefront, signage and street furniture upgrades, and collaborative marketing and promotional activities (e.g., Visitor Map & Guide, District Deals Coupon Booklet, and Holiday Promotions).
  Analyze retail and commercial conditions using primary and secondary data sources and recommend future administrative and programmatic tasks, policies and programs.
  Develop new business materials, foster business to business opportunities, and expand awareness about the marketing power of USP and the collective neighborhood (e.g., Welcome Packets, Union Square Sweat Fest).
  Conduct outreach alongside business development associations and government agencies to inform property owners and local businesses of neighborhood projects and new government initiatives. Areas of interest include closure of the “L” Line and development of the City’s Union Square Tech Hub.
  Coordinate networking opportunities and build relationships with real estate brokers, developers and property owners to foster the area’s economic development and growth.
  Collect and share relevant economic trends and data, demographics, pedestrian counts and other local statistics through electronic and print publications (e.g., Biz & Broker newsletter, Commercial Market Report, Pedestrian Activity Report).

 Aid in attracting new tenants and businesses to the area through retail outreach, conference participation, networking, on-site tours, etc. Develop promotional materials, and packets for distribution to brokers and developers to assist with the marketing of the Union Square neighborhood and its retail sites.
Special Projects include, but are not limited to:
  Prepare, distribute and analyze the Annual Community Opinion Survey in order to assist with policy development.
  Work with USP Marketing staff to develop content for USP’s varied marketing tools, including monthly e-newsletter, website, blog and social media outlets.
  Track and analyze data on quality-of-life issues, ground floor retail and retail vacancies, and tree health and maintenance.
  Oversee design consultants and government review of new wayfinding and signage for Union Square Park.
  Track use and capital replacement needs of USP-maintained street furnishings, including bistro tables and chairs, umbrellas, granite blocks, barricades, and planters.
  Craft and/or review Requests for Proposals (RFP’s), write specifications for contracts and work with staff internally to supervise all contractors. Ensure that written specifications are fulfilled and manage some contracts directly as needed.
  Minimum 5-7 years of experience working in economic and business development.
  Bachelors Degree required; Graduate degree (Urban Planning, Economic Development, or
related field) and knowledge of NYC government and local landscape preferred.
  Must exhibit a high degree of professionalism, be detail-oriented, organized, efficient and flexible, and possess the ability to coordinate multiple priorities simultaneously. Must be a team-player who is capable of working independently with minimal oversight. A strong customer orientation with the ability to communicate effectively with a diverse array of stakeholders.
  Exceptional written and oral skills with a high-level of computer literacy (Illustrator, Photoshop, InDesign, WordPress, MailChimp) a plus and a strong aptitude for mastering new applications is a must. Working knowledge of ArcGis is also a plus.
Commensurate with experience.
