What is PPF -Public Provident Fund

Intro Public Provident Fund or commonly known as PPF is one of the best savings schemes offered by the Government of India. Every Indian citizen can open a PPF account either in a post office or any bank branch. One can invest from Rs.500 to Rs.1.5 lakh per year in his account with up to 12 deposits in a year. A PPF account comes with a 15 year lock-in period along with a partial withdrawal/premature closure facility after 6 and 5 years respectively. Loan against PPF is also available along with tax benefits under section 80C of the Income Tax Act. With interest rates as high as 8% per annum, one can expect to have guaranteed and good returns on the invested amount. 
What is PPF?
Stands for Public Provident Fund, PPF is a long-term investment scheme offered by the Government of India. It is available at an attractive interest rate hence one can expect to have good returns on the amount invested. Every Indian citizen can open a PPF account either in a post office or bank branch. An individual can start investing with Rs.500 and goes up to Rs.1.5 lakh in a financial year. And, a maximum number of 12 deposits are allowed in a year. However, a PPF account has a clause of 15 year lock-in period which means an individual is not supposed to withdraw the money before the said tenure. However, premature closure of the account is allowed after 5 years on medical & educational grounds. And, partial withdrawal is also allowed after 6 years with certain charges being levied. Eligibility For PPF
Any individual of age 18 or above and a resident of India can only open a PPF account. An individual can only open one PF Account under his/her name.Additionally, parents/guardians can also open PPF accounts for their minor children.NRIs and Hindu Undivided Families(HUFs) are not eligible to open PPF accounts.However, a resident Indian who has become an NRI after opening a PPF account can continue the account till maturity. Opening of joint accounts and multiple accounts are not allowed.

How to Open a PPF Account
You can open a PPF Account online as many banks provide the same provision. To open the account, you must follow the following steps:
PPF Login and Registration Process
Step 1: You must have an account with the bank you are going to open your PPF account with Step 2: Log in to the net banking Step 3: Click in the option that allows you to ‘Open a PPF Account’ Step 4: Choose the relevant option between a ‘self account’ and a ‘minor account’ Step 5: Enter the required information such as nominee details, bank details, etc. Step 6: Verify details like your Permanent Account Number (PAN), etc. that is shown on the screen Step 7: After verifying the details, enter the amount that you wish to deposit in your PPF account Step 8: You will be asked to set up standing instructions that enable the bank to deduct the amount at fixed intervals or in a lump sum Step 9: After you make your choice, you will receive an OTP on your registered mobile number Step 10: Once this verification is done, your PPF account gets opened. You are advised to save the account number that is displayed on the screen for future reference Step 11: Certain banks may even ask you to submit the hard copy of the details entered along with the reference number and submit it to the respective bank with your KYC details Note: Different banks have a different process for PPF Account opening. PPF Withdrawal
An individual can easily withdraw his money online. He can either choose to withdraw the amount after maturity or opt for partial withdrawal. However, one can also go for premature account closure and withdraw the accumulated amount.  Maturity: Individuals can close the PPF account only after the completion of the 15 years. Once the 15 years is completed, the account holder can withdraw the entire amount that has been saved in the account as well as the interest that has been generated. Partial Withdrawal: In the case of partial withdrawal, the fund is available after the completion of 6 years of opening the account.  An account holder can withdraw only 50% of the total money here.   Premature Withdrawal/Closure: After the completion of 5 years, an account can choose to pre close his account. He can withdraw the entire PPF money.    Note: However, an account holder is allowed to make withdrawals only once a year.
PPF Interest Rate
The current interest rate is 8% per annum. However, different banks offer different rates to individuals. Thus, it would be advisable to check and compare the rates before opening your PF account.   PPF Maturity Tenure PPF account’s maturity tenure is 15 years which means it comes with a lock-in period clause. However, an individual can opt for partial withdrawal and premature closure after 6 and 5 years respectively. Moreover, at maturity, one can also extend his PPF Account indefinitely in blocks of 5 years at a time.  
Minimum and Maximum Contribution
The minimum annual contribution to a PPF Account is Rs.500 while the maximum is Rs.1.5 lakh. There can be a maximum of 12 contributions in a year. However, the maximum limit applies to contributions made by a person for himself and for a minor child, both.  
PPF Tax Benefits
Under Section 80C of the Income Tax Act, the interest earned during the PPF tenure is exempted from the tax liability. The PPF Deposit of up to Rs.1.5 lakh is liable to the exemption and the amount to be received on maturity is also tax-free. 
PPF Transfer
Both bank and post office PPF account holders can transfer their accounts from one bank to another, or from one post office branch to another or bank. Here is how you can do it.
Transferring within the same bank branch or post office
If you want to transfer within the same bank or post office, then the process is quite simple. You have to visit your existing branch and submit an application to change the branch.  Note: The process can take one to seven days depending on the bank or post office branch.
Transferring from post office to bank and vice versa
Step 1: Visit your existing bank/post office branch along with your PPF passbook. Step 2: You will be required to submit a transfer application request. On the application form, you will be required to mention the full address of the post office/bank's branch where you wish to transfer your PPF account. Step 3: Upon receiving your PPF transfer application request, the existing branch will start the process. Collect the receipt of the transfer request. The existing branch will send the following documents to the new branch: a) Certified copy of the account b) Original Account opening application form c) Nomination form d) Specimen of your signatures e) A cheque or demand draft of the outstanding balance f) Existing PPF passbook Step 4: Once the new bank /post office branch receives your documents from the old branch, the branch officials will intimate you about the receipt of your documents. Step 5:  At the new branch, you will be required to submit the fresh account opening form, change of nomination form, if any and original passbook. Step 6:  Carry your photographs, PAN card, address proof such as Aadhaar card, voter's ID as your bank might ask you to undergo the know-your-customer (KYC) process again. Note: The transfer process can take up to one month.
Loan Against PPF
Account-holders have the option of taking a personal loan against his/her investments made in the account at competitive interest rates. Loan against a Public Provident Fund account can be availed between the third and sixth financial year of opening the account.  An amount of only 25% of the investments made at the end of the second financial year preceding the year in which the loan was applied for can be availed. The interest on the loan is fixed at 2% more than the interest earned on the balance in the PPF account, implying that the changes in the interest on PPF account affect the interest on loan against PPF account as well. It must be noted that once the interest rate is set for a loan, there is no change in the interest rate till the duration of the loan ends. However, if the account holder fails to repay the loan within 36 months, the applicable interest rate will rise to 6% more than the interest earned. And, if the borrower manages to repay the principal amount within the loan tenure but fails to repay a part of the interest amount, then the remaining amount will be deducted from the Public Provident Fund Account balance of the individual. Also, a borrower cannot apply for a second loan unless and until he has not repaid his first loan entirely. 
How to Check PPF Account Balance Online
You can easily check your PPF account balance online. However, there are a few steps that you need to follow.  Step 1: Before you begin, ensure that your net banking with your bank account is active Step 2: Log in to your PPF account using your internet banking credentials Step 3: Once you log in, your current PPF account balance will be displayed on the screen Note: Logging in to your PPF account using internet banking allows you to transfer funds to your PPF account online.Set up standing instructions for your PPF account.Download your PPF account statementSubmit your PPF loan application, etc.
How to Know Your PPF Withdrawal Status
You can check the claim status of your PPF online via net banking. You just need to follow a few simple steps online. Step 1: Log into your account and begin the claim process. Step 2: It must be kept in mind that the claim status can only be checked on only once you’ve logged into your account and started the claim process. Step 3: Some banks only accept PPF deposits online, in this case, the PPF withdrawal claim can only be checked online. Step 4: If the PPF account has been created in a post office, the claim status can be checked by a simple process of inquiring from the same post office.

College basketball transfers 2017-18: The best grad players available
Here’s an update on the latest buzz and who’s off the board.
It’s transfer season in college basketball. Players who will graduate this spring or summer with eligibility remaining are some the most valued recruits during this cycle. They will be eligible to play immediately, as long as the new school has a graduate program not available at their prior one.
College coaches themselves are torn on the idea of grad transfers, feeling they can be a detriment to mid-major programs. But while the rule is in place, here are all the currently available grad transfers:
Latest Buzz (Updated: 5/18/2017)
Cameron Johnson - Johnson’s made visits to Ohio State, UCLA, Oregon and Arizona since the last update, in addition to already visiting Kentucky. CBS Sports’ Jon Rothstein reports that UNC is also interested in Johnson, which could make things interesting. Early reports were that Johnson wouldn’t be allowed to transfer within the ACC, so it would probably take a waiver from Pitt for him to land in Chapel Hill. Akoy Agou - Agou will transfer from Georgetown this offseason and should have two years of eligibilty remaining. He averaged 4.5 points and 4.2 rebounds a night on 50% shooting, after missing his sophomore season with an ACL injury. He’s looking for his third home, after transferring from Louisville after his freshman year. Agou will provide a nice post presence wherever he lands, and he visited SMU last weekend, according to Rothstein.
Who’s off the board
Here are all the grad transfers that have already signed. Updated on May 18:
SG Cullen Neal - Neal is going through the grad transfer process for the second straight offseason. He played three seasons at New Mexico, eventually getting a medical redshirt for his sophomore season, before playing for Ole Miss last season as a grad transfer. He averaged 9.4 points a night, shooting about 41% from the field and from three. He still has one year of eligibility left, and will spend it at St. Mary’s. He first committed there in 2012, before deciding he’d play for his dad at New Mexico first.
SF Sam Hunt - Hunt will spend his final season at NC State, after originally committing to Pacific. SG Kassius Robertson - Robertson led Canisius with 16.1 points a game last season, while shooting a deadly 41 percent from deep while launching seven a game. Robertson redshirted his freshman year so, after four years in the middling in the Metro Atlantic Athletic Conference, he’ll graduate and be eligible to contribute immediately. He has his eyes on the Power 5, and will spend his final collegiate season at Missouri.
PF Jack Whitman - Whitman had a tremendous junior season at William & Mary, almost tripling his scoring from 3.3 points to 10.1 points a game. He didn’t do it at the cost of efficiency either, as he actually brought his field goal percentage up to 66% on more than twice the shots. He also doubled his rebounding, averaging 5.4 boards a night. He’s drawn some attention from coaches since he announced he’d transfer, and Goodman reported that he’ll spend his final season with the Kansas Jayhawks.
PG Casey Benson - After three years with Oregon, Benson’s graduating this spring and has found a new school. Benson will spend his last season at Grand Canyon under Dan Majerle, where his older brother is an assistant coach. After he averaged six points, 3.1 assists, and 2.3 rebounds in 28.7 minutes per night, starting every game in 2015-16, Benson’s averages only dropped his senior season. Benson ended the season averaging 4.9 points, 1.9 assists, and 1.7 rebounds in 20.9 minutes a game. Ducks coach Dana Altman primarily used Benson as a bench scorer, and Benson only started three games for the Ducks during the 2016-17 season.
SG Elijah Brown - Oregon’s losing a good amount of talent to the draft and transfer, but Altman will add one of the best scorers on the transfer market next season’s roster. Brown committed to the Ducks on April 30, after averaging 18.8 points, 5.2 rebounds, 3.1 assists, and 1.3 steals a night for New Mexico last season.
C Ahmed Hamdy Mohammed - Mohammed is transferring from VCU to spend his final season at TCU, according to Rothstein. The 6’9 forward signed with Houston out of high school and retroactively redshirted his freshman season. Then he transferred to Lee College, a JUCO in Texas, and averaged a double-double, shooting almost 55% from the field. In two seasons at VCU, Mohammed averaged 5.6 points and 3.5 rebounds in 12.4 minutes a night.
PF Khris Lane - Lane will visited VCU over the weekend, and committed to the Rams Saturday. Lane is an instant-impact player. He led Longwood in points, rebounds, and blocks per game with averages of 17 points, 7.3 rebounds, and 1.2 blocks a night. He just about doubled his previous season’s scoring efforts, while bumping his field goal percentage up to 54 percent and 34 percent from three. Pitt and VCU were the last two teams in the running, but now consider his recruitment closed.
PG Kendall Smith - Smith originally had a visit scheduled with Colorado on April 19, but according to Borzello, he cancelled and moved his trip to Oklahoma State up. It appears that the visit was enough to convince him to spend his last season with the Cowboys. The 6’3 California-native transferred to Cal State Northridge after redshirting in 2013-14 and found his role, averaging 16.1 points, four assists, four rebounds and 1.3 steals in 33.8 minutes a night. Smith decided to go the grad transfer route after leading the Matadors in scoring for the second straight year, and the team was a 21-39 over that stretch.
G Jaaron Simmons - Transferred from: Ohio to Michigan, well sort of. Simmons has officially accepted the Wolverine’s only available scholarship, however he declared for the NBA Draft at the end of March. The NBA released the list of early entrants to the draft and Simmons name remains in the pool. He didn’t sign with an agent, so his fifth year of eligibility is in tact. However, he hasn’t yet decided whether or not he’ll return to school. He found his footing in Ohio and, last season and led the Bobcats in scoring and assists with 15.9 points and 6.5 assists a night. Simmons has until May 24 withdraw his name from the draft, or prepare for the big show.
C Sean Obi - Transferred from: Duke to Maryland. From SB Nation’s Testudo Times, “Without Damonte Dodd and L.G. Gill, Maryland needs a heck of a lot of help at center and power forward. Michal Cekovsky and Justin Jackson figure to start there, but the Terps have a lack of experience down low.” Obi averaged near a double-double his freshman year at Rice, before transferring to Duke and getting lost in the Blue Devils’ frontcourt depth and only playing 10 games since, in 2015-16. He’ll figure to have a larger role for a Maryland team that needed a big.
G Markel Crawford - Crawford was one of six players to transfer from Memphis following the season, and the Tigers may have even lost a 2017 target to a Division II school. Crawford will instead graduate and spend his final season at Ole Miss. The 6’4 guard averaged 12.8 points last season, shooting 48% from the field and 33% from beyond the arc. He brings versatility to the Rebels, as he can play and guard three positions, and also chipped in 4.4 rebounds, almost two assists, and 1.4 steals last season for Memphis.
PF Egor Koulechov - Koulechov was a top target, but now he’s picked his next destination. According to Daniels, Koulechov will spend his final year of eligibility at Florida. At 6’5, Koulechov had the highest rebounds per game and three-point shooting percentage of available grad transfers. He grabbed almost nine rebounds a game and shot the ball at a 47 percent clip from both the field and, more impressively, from three.
PF Kerem Kanter - Transferred from: Green Bay to Xavier. Enes Kanter’s younger brother averaged 11.3 points and 6.3 rebounds a night on 51 percent shooting, including shooting 35 percent from three. He declared for the NBA without hiring an agent, so he’ll have the same deadline as Simmons to decide whether he’ll leave for the league or spend a season with Xavier first.
PF TK Edogi - Transferred from: Tulsa to Iona. Averaged 4.2 points and 3.7 rebounds in 11.5 minutes per game, shooting 63 percent from the field. He’ll seek a bigger role on an Iona team that got bounced by Oregon in the opening round of the NCAA tournament.
SG Zach Lewis - Transferred from: UMass to Iona. Averaged 8.8 ppg, 1.6 rpg, 1.3 apg, and 1.0 spg while shooting 34 percent from the field and 29 percent from three. Will join Edogi on the Gaels.
G Duane Wilson - Transferred from: Marquette to Texas A&M. Wilson’s a former top-100 recruit, and averaged 11.8 points and 28 minutes per game during his first two seasons with Marquette after he took a medical redshirt his freshman year. Wilson’s production and minutes took a hit last season and he only averaged around five points and 16 minutes per game.
F Henry Caruso - Transferred from: Princeton to Santa Clara. Caruso led Princeton in scoring in 2015-16 before losing last season to injury, putting up 15 points per game shooting an efficient 52 percent from the field and a deadly 45 percent from distance. He also chipped in 6.2 rebounds, 1.7 assists, and 1.3 steals a night.
PF Greg McClinton - Transferred from: Wake Forest to Old Dominion. He didn’t play much last season, but did hit an 80-foot buzzer beater against Virginia Tech in the ACC tournament. It was his first career three-pointer.
G Nigel Johnson - Transferred from: Rutgers to Virginia. In 16-17: 11.3 ppg, 3.3 rpg, 2 apg, .377 FG, .350 3pt, 1.2 spg, 0.1 bpg.

The smartest ways to stash an emergency fund

Emergencies are, of course, unexpected and with spare cash stored away you can build some resilience against whatever life throws at you. Think about the short-term and longer-term problems you might face. For each one, plan how much money you will need, how quickly you will need access to it and therefore where you should keep it. The longer you can put money away for, the harder it will work for you in generating a profit. However, emergency money often has to be accessed quickly, so it won't make you as much as your longer-term savings. Therefore you don't want too little saved for emergencies, but you don't want too much either. I recommend three types of emergency fund:
1. The airport fund
Keep enough cash at home to get to the airport in an emergency, no matter how crazy the situation. Five Dh100 notes should be enough. Keep it with your passport in a place where you can grab it quickly.
2. The local emergency fund
This fund should cover three to six months of major expenses such as rent, car, credit card or loan payments, food, phone, utilities etc. The money will help you survive in case you lose your job and it will also cover unexpected hits like hospital bills. If you have a job that is so specialised or competitive that it would be hard to find another position in the UAE or elsewhere, save more than three months.
Keep at least a week's expenses in your current account or an instant access savings account. The rest must be accessible within one to three days. Ideal for this is a savings account that gives you a higher interest rate if you don't make withdrawals, but still allows you to access the money quickly if you have to - comparison sites such as Souqalmal.com have search functions to help you find the right account. Any account or investment where you can't get cash in less than a week should be avoided. Investing in stock or bond ETFs via an offshore brokerage would still just qualify, but you run the risk of the investment's value being down at the time of need.
3. The international emergency fund
Many expats still have a bank account in their home country. Make sure you have enough in there to survive a week at home in case your UAE cards don't work. If you don't have a home account, an offshore account outside the UAE is a must.

Since moving to the UAE in 2010, I have kept at least three months' salary aside to be used should I need it. Personally, my emergency pot is stored in an account in my home country, for which I have a debit card. However, other options include:
UAE savings account
Few accounts today, either in the UAE or elsewhere, offer interest values that will generate much of a return unless you're saving millions. Savings accounts, however, can be useful vehicles. They can be linked to your current account, in most currencies, and you can move your money from one account to another with ease. However, there is a risk it could be frozen if you lost your job.
Investment vehicles
I'm constantly contacted by wealth managers, so access to investment vehicles in the UAE is easy. My main issue is that the investments offered - which are normally pushed by wealth management firms - lock you (and your money) up for a period of five to 25 years with huge penalties should you wish to release your savings earlier than the fixed term. Recently I set up an account with Swissquote; this came with an offshore bank account and investment platform which doesn't have a mandatory term for your investment.
