How did the Friendship Games go? My local aethernet providers have been extremely tedious about watching foreign sports. The little I've seen has been interviews with athletes, former athletes, and other interviewers. Unless one of the surprise events was "standing around talking" I think I missed the competitions.

The Friendship Games went quite horribly, as you might have surmised from my previous post.  A few halfhearted games occurred before the stadium (in hindsight, seen to be very poorly-situated) was overrun by carnivorous plants which were then subsequently sucked into enormous gashes in space-time and relocated goodness-only-knows-where.  From these selfsame gashes also came bizarre and otherworldy trinkets from some sort of advanced (but presumably careless) civilization.  We were enjoined not to take any of them home, but who listens to that sort of thing anyway?

At any rate, when I banished myself from the Crystal Empire, I carted some of these trinkets with me.  At the very least, they make interesting conversation-starters here in Applewood, where I now reside.

Also I have relocated the IEGC main office to the Applewood satellite office.  I am afraid the Empire is a lost cause, at this point.

文化部首設電競替代役並開放申請！人數少體育役近 20 倍

台灣電競選手有福了！台灣文化部日前公布了「106 年文化獎項及電子競技專長類別替代役評選作業規定」，共釋出 10 名替代役名額給予擁有電子競技專長類別的役男。此外，目前已開放申請至 本（2）月 24 日止。

　　這也是自去年政府於立法會參與 「電子競技正名」 公聽會後首次為電競進行的相關政策。

文化部的電子競技專長類別替代役的評選條件如下：

民國70年次後出生尚未接獲徵集令之役男，具有下列資格之一者。

參加由奧林匹克理事會所認證之電競賽事，並獲得第3名（銅牌）以上成績者。

近5年（民國101年1月1日以後）參加國際電子競技聯盟（IeSF）舉辦或委辦之電子競技賽事，並獲得第3名（銅牌）以上成績者。

曾參加具規模職業電子競技賽事（每年度參加至少三分之一以上賽事者），並具有1年以上職業選手資歷者。

目前未有奧林匹克理事會認證的電競賽事

奧林匹克的認證被作為申請的最高標準是理所當然的事，只是目前並未有奧林匹克認證的電競賽事，但有在「申請中」的。英國去年成立的電競奧運委員會（IeGC）當時便在里約奧運時舉辦一個嘗試性的電競奧運會，但該委員會與我們所熟知的國際奧委會（IOC）並非同一組織，因此由 IeGC 舉辦的比賽並不能算是奧林匹克認證之電競賽事，這也代表著目前並沒人能以此條件申請電競替代役。

　　至於未來的可能性， IeGC 於去年積極與 IOC 申奧後，目前同樣在申請 2024 年奧運的洛杉磯組去年年底對電競釋出善意，該組織認為電競能讓青年與奧運聯繫起來，倘若洛杉磯申請成功，我們也許有機會在奧運看到電子競技項目的出現。

台灣為國際電子競技聯盟為會員國

早在 2008 年於韓國成立的國際電子競技聯盟（IeSF）是文化部的第二項標準認可，台灣當時為首批加入，現在則以 Chinese Taipei 之名作為會員。比賽每年都略有變化，《英雄聯盟》、《絕對武力：全球攻勢》、《爐石戰記》、《星海爭霸》系列、《鐵拳》為主力項目。

　　綜觀過去代表台灣參賽的選手，人皇 SoftBaLL 曾於 2011 年《星海爭霸 II》項目摘銅，《A.V.A. 戰地之王》戰隊異類（成員後大多加入 AHQ，現在轉型《鬥陣特攻》）則於 2012 年拿下銀牌，他們便是台灣目前唯一能申請電競替代役的選手。

　　然而去年並未有台灣選手參加 IeSF 賽事，上次須回溯到第七屆（2015年）IeSF，當時的《英雄聯盟》、《星海爭霸 II》、《爐石戰記》賽事均有台灣選手參賽，但並未取得銅牌以上成績。

台灣規模職業電子競技賽事數量較少

文化部在第三條條件「申請者還需曾參加具規模職業電子競技賽事（每年度參加至少三分之一以上賽事者），並具有1年以上職業選手資歷者」下補充了規模賽事之定義：

該賽事存續進行 2 年以上。

該賽事參賽隊伍數須有 4 隊（含）以上或個人賽事 8 人（含）以上。

該賽事每年度（可分為數個季度）需有 50 場以上賽事（不含熱身賽、資格賽及其他正規賽前之賽事）。

該賽事需有完整賽事規章、選手準則及賽事裁判團。

若不去計算亞洲區聯賽，台灣符合「規模賽事」條件且仍在運作的知名聯賽有《英雄聯盟》LMS 聯賽、《爐石戰記》TVK 菁英賽兩項賽事；至於從 2015 年 10 月開打的《SF2》職業聯賽則恐因存續時間未滿兩年無法算在內，但隊伍數、場次均符合標準。

《英雄聯盟》LMS 聯賽：2015年初開打 （若不算GPL），每年超過百場

《爐石戰記》TVK 菁英賽 ：2014 年開打，每年超過百場

《SF2》職業聯賽 ：2015 年底開打，每年近百場

值得注意的是，文化部並未定義清楚所謂的「1 年以上職業選手資歷者」，戰隊簽約、企業贊助，以及全職以賽事獎金過活的選手能否算在內，抑或需要得到某協會或單位的認證才算職業選手，這只能待申請者與文化部��調方能知曉。

根據台灣政府公開的替代役人數，去年（105 年）共有 35800 位替代役，文化服務役則近 700 人，相較電競替代役的 10 人差距為 70 倍，跟近 200 人的體育役相比也同樣有落差，但電競在今年首次納入役男類已是創舉，而且文化部並未表明一年僅徵選這一次。評選結果預定今年 3 月 31 日前公告。
