HRH THE PRINCESS ROYAL CONCLUDES HER VISIT TO SRI LANKA

Her Royal Highness, The Princess Royal and her spouse Vice Admiral Timothy Laurence concluded a three-day official visit to Sri Lanka on Friday, 12 January 2024. The visit marked a momentous occasion celebrating the 75th Anniversary of bilateral relations between Sri Lanka and the United Kingdom and was characterized by a series of engagements that reinforced the deep ties between the two countries.

Upon their arrival on 10th January, a vibrant ceremony with a multi-cultural performance welcomed them, with Foreign Minister Ali Sabry extending warm greetings.

Visiting at the invitation of the Government of Sri Lanka, the official engagement kicked off with a welcome dinner hosted by President Ranil Wickremesinghe, reflecting the warm and cordial relations shared by the two countries during which Princess Royal delivered a message from His Majesty the King to the President and the people of Sri Lanka.
Addressing a gathering at the concluding reception hosted by the British High Commissioner, The Princess Royal remarked on the warm and friendly bilateral relations between the two countries and was committed to fostering cultural, economic and social connections. Foreign Minister Ali Sabry who delivered a short speech during this reception, remarked that the visit held profound significance and is a watershed moment in the 75 years of our bilateral relations with the United Kingdom. He also drew attention to the significant transformation Sri Lanka has undergone since The Princess Royal’s last visit in 1995. The Minister thanked the UK for its steadfast support for the pursuit of development and prosperity in Sri Lanka.

In Colombo, as the patron of the Save the Children Foundation, Her Royal Highness visited its office and unveiled a plaque commemorating the 50th Anniversary of ‘Save the Children’ working in Sri Lanka, and undertook a visit to the Lady Ridgeway Hospital for Children, showcasing the commitment to social causes.

Additionally, The Princess Royal toured the ‘MAS Holdings’ facility in Katunayake, a leading apparel tech company in South Asia as identified by the UK Fashion and Textile Association (UKFT), of which The Princess Royal is the President. During the tour she witnessed the state of the art technology and capabilities of the Sri Lankan apparel sector, reinforcing its role in Sri Lanka – UK trade relations.
The itinerary extended to Hatch Works, Colombo, an ICT innovation hub supporting start-ups, further highlighting the collaborative efforts in technological advancements and the promotion of entrepreneurial culture through facilitating access to essential infrastructure, knowledge, and capital. At the British Council, HRH was briefed on the ongoing work to build cultural and educational relationships between Sri Lanka and the UK and was privy to ‘The Arches of Awe exhibition’, featuring images of 21 arches built to welcome Queen Elizabeth II to Sri Lanka in 1954. As the President of the ‘Commonwealth War Graves Commission’ Princess Royal also visited the Commonwealth War Graves at Liverament Cemetery and laid a wreath to commemorate the dead in the aftermath of both World Wars I and II, symbolizing shared history and values.

Moving to Kandy, the royal guests were welcomed by the Central Province Governor Lalith U Gamage, and were escorted to the sacred temple of the ‘Tooth Relic’, where she paid her respects.

HRH The Princess Royal and Vice Admiral Timothy's visit to Jaffna marked a historic occasion, as the first-ever visit by members of the British Royal Family, where they were received by Northern Governor P. S. M. Charles. In Jaffna, the focus shifted to important aspects of post-conflict recovery visiting the Muhamalai Demining site and meeting communities resettled in mine–cleared areas in Muhamalai, signifying and reiterating the valuable contribution of donor partners, including the UK in creating a mine - free Sri Lanka. The Royals were also taken on a tour of the Jaffna Public Library recognized as a center for knowledge and cultural preservation, and met members of the local community.

During their visit, the Royal Guests also toured the Vajira Pillayar Kovil, and took part in a special pooja blessing conducted by the chief priest. Princes Royal visited the ‘Mission to Seafarers’ as the President of this movement and had an engaging conversation with its Colombo staff reiterating the importance of seafaring to Sri Lanka as a maritime nation.

The Princess Royal first visited Sri Lanka in 1995 and this year marked her second to the Island. Sri Lanka has received members of the Royal family on seven previous occasions since 1948, including , Her Late Majesty Queen Elizabeth II who visited the island just five months after her Coronation, and that of His Majesty the King, as the Prince of Wales on three occasions.

The Ministry of Foreign Affairs worked in close coordination with the British High Commission in Colombo, which played a pivotol role in the execution of the programme assisted by the Sri Lanka High Commission in London and all other local government agencies. This historic visit by HRH The Princess Royal led to a comprehensive exploration of the diverse facets of the relationship between Sri Lanka and the United Kingdom.

Pharma was forged a medic. When I say this, I mean that he was forged already with the tools necessary to be a medic rank. There was only one problem. He was also forged as a Military Jet. He found it hard to mingle with other medics, often wishing he had simply been an ambulance like most of them.
If he was meant to be a medic, so be it. But no one was banking on him making it very far. Instead of setting him up for success by placing him in a medical school, he was sent to a small rinkydink clinic in Kaon, initally as a records keeper.
The small clinic was constantly busy, always filled with patients for intensive care, as well as many overd.ose patients. Pharma was thrown into the middle of it, given that the clinic was often short staffed. He learned on the go. He absolutely had a knack for it, a very fast learner. One of Pharma's struggles was seeing how many patients were turned away out of lack of space for them in the small clinic. Pharma began sneaking these patients in hallways or even his office or habsuite, desperate to help as many as he could. That's what they're supposed to do, isnt it?
This behavior got in trouble in more than one occasion, but every time he was defended by the CMO of the clinic; an ambulance named Crutch. Crutch was an older, seasoned medic, and somewhat took Pharma under his wing, seeing his potential. Pharma during that time also tried to help out around the community. He offered services to add/icts of the area. Not just in an abstinence form. He knew there would always be add/icts, and figured the best option was to keep them safe, and be open to them if they want to recover. He would give out clean needles, as well as well as— ehhh... essentially a cybertronian equivalent of na.rcan.
The area he worked was unfortunately heavily plagued with drug use. Even the associates at the clinic often used it as a way to get through the hardships of so many losses per day. Pharma first got addicted at this facility, though throughout his life he would try (and ultimately fail) to quit.
Crutch, who was really Pharma's anchor during this time, repeatedly tried to keep Pharma off of those things, and helped him prepare and save to go to a good medical academy. However, shortly before Pharma finally left to be enrolled, he found Crutch dead at his desk. Despite Crutch always reminding him how dangerous the dr/ugs can be, it seemed even he wasnt immune— just very good at hiding his addiction.
Pharma grew angry towards him for a very long time, using substances to cope out of spite in a sense. But eventually he grew to forgive Crutch, knowing he only wanted the best for him. Crutch taught him many things, many important things as a medic. But he also inadvertently taught Pharma how to hide his bad habits away from public view, thus creating very quickly an image for himself as a Fantastic surgeon and someone above temptations, often boasting about how he doesn't drink.
But behind closed doors, he didnt need any high grade to get his fix.
In med school, he met Ratchet, who would he would become incredibly close to, considering him a best friend. Really the first companion he had had the chance to make.

12 January 2024: Crown Prince Hussein met in Singapore with leaders of major Singaporean companies and institutions.
They discussed opportunities for investment cooperation between Jordan and Singapore, to achieve synergy and prosperity in the two countries.

OPTIONAL REFERENCES: LAW AND TECH IN SINGAPORE CHAPTERS 1-3
A. COURSE DESCRIPTION AND OBJECTIVE
New economies have emerged within the last two decades including digital models of transaction and disruptive innovation. Internet intermediaries generally are taking on a major role as facilitators of commercial and non-commercial transactions online. These include social networking platforms (e.g. Facebook, IG and Twitter), multimedia sharing platforms (e.g. YouTube, Apple Music and Spotify), search engines and news aggregators (e.g. Yahoo, Google), content hosts and storage facilities (e.g. Dropbox) and many others. Content generating platforms such as TikTok have also become popular even as cybersecurity concerns and other misgivings have emerged at the governmental level in some jurisdictions.
In the last few years, the use of Internet of Things (IoT) have become quite common in advanced economies, the latest being wearable devices for the 'Metaverse' and an even more immersive experience in the digital realm. Artificial Intelligence (AI) is also becoming more visible at the workplace and at home, leading to ethical concerns and a slate of guidelines globally to 'govern' its development and deployment. Most recently, interest in generative AI (GAI) emerged from the successful launch of chatGPT and other similar services.
Policies and laws have been adapted to deal with the roles and functions of Internet intermediaries, IoT and AI devices and services, and their potential effects and impact on society. Regulators in every jurisdiction are faced with the challenge to manage the new economy and players, and to balance the interest of multiple parties, in the context of areas of law including intellectual property, data protection, privacy, cloud technology and cyber-security. Different types of safe harbour laws and exceptions have emerged to protect these intermediaries and putting in place special obligations; while some forms of protections have been augmented to protect the interests of other parties including content providers and creators as well as society at large. Students taking this course will examine the legal issues and solutions arising from transactions through the creation and use of digital information, goods and services ('info') as well as the use of non-physical channels of communication and delivery ('comm').
The technological developments from Web 1.0 to 2.0 and the future of Web 3.0 with its impact on human interaction and B2B/B2C commerce as well as e-governance will be examined in the context of civil and criminal law, both in relation to the relevance of old laws and the enactment of new ones. In particular, this course examines the laws specifically arising from and relating to electronic transactions and interaction and their objectives and impact on the individual vis-à-vis other parties. Students will be taken through the policy considerations and general Singapore legislations and judicial decisions on the subject with comparisons and reference to foreign legislation where relevant.
In particular, electronic commerce and other forms of transactions will be studied with reference to the Electronic Transactions Act (2010) and the Singapore domain name framework supporting access to websites; personal data privacy and protection will be studied with reference to the Personal Data Protection Act of 2012 and the Spam Control Act; the challenges and changes to tort law to deal with online tortious conduct will be analysed (e.g. cyber-harassment under the Protection from Harassment Act (2014) and online defamation in the context of online communication); the rights and liabilities relating to personal uses of Internet content and user-generated content will be considered with reference to the Copyright Act (2021); computer security and crimes will be studied with reference to the Computer Misuse Act (2017) and the Cybersecurity Act (2018); and last, but not least, Internet regulation under the Broadcasting Act and its regulations as well as the Protection from Online Falsehoods and Manipulation Act (2019), the Foreign Interference (Countermeasures) Act (2021) and the Online Criminal Harms Bill (2021) will be critically evaluated.
You will note from the above paragraph that there have been an acceleration in the enactment of ICT laws and amendments in recent years, which shows the renewed focus of the government and policy-makers when it comes to the digital economy and society (as we move towards a SMART Nation). This is happening not online in Singapore, but abroad as well. In such an inter-connected work with porous jurisdiction when it comes to human interaction and commercial transactions, we have to be aware of global trends and, in some cases, the laws of other jurisdictions as well. When it is relevant, foreign laws will also be canvassed as a comparison or to contrast the approach to a specific problem. Projects are a good way to approach in greater depth.
B. CLASS PREPARATION FOR SESSION 1
In preparation for this session, use the online and library resources that you are familiar with to answer the following questions in the Singapore context (and for foreign/exchange students, in the context of your respective countries):
What are the relevant agencies and their policies on ICT?
What are the areas of law that are most impacted by ICT?
What is the government's position on Artificial Intelligence?
What are the latest legal developments on this field?
Also, critically consider the analysis and recommendations made in the report on Applying Ethical Principles for Artificial Intelligence in Regulatory Reform, SAL Law Reform Committee, July 2020. Evaluate it against the second version of the Model AI Governance Framework from the IMDA. Also, look at the Discussion Paper on GAI released on 6 June 2023. Take note of this even as we embark on the ‘tour’ of disparate ICT topics from Session 2 onwards, and the implications for each of those areas of law that will be covered in class.
C. ASSESSMENT METHOD AND GRADING DISTRIBUTION
Class Participation 10% (individually assessed)
Group Project 30% (group assessed)
Written Exam 60% (2 hour open book examination)
This course will be fully conducted in the classroom setting. Project groups will be formed by week 2, projects will be assigned from week 3, and presentations will begin from week 4 with written assignments to be due for submission a weeks after presentation. Further details and instructions will be given after the groups are formed, but before the first project assignment.
D. RECOMMENDED TEXTBOOK AND READINGS
The main textbook is: Warren B. Chik & Saw Cheng Lim, Information and Communications Technology Law in Singapore (Academy Publishing, Law Practice Series, July 2020). You can purchase the book (both physical and electronic copies) from the Singapore Academy of Law Publishing (ask for the student discount). If you prefer, there are copies available in the reserves section of the Law Library that you can use. The other useful reference will be: Chesterman, Goh & Phang, Law and Technology in Singapore (Academy Publishing, Law Practice Series, September 2021).
Due to the rapid pace of development in the law in some areas of analysis, students will also be given instructions and pre-assigned readings via this blog one week before each lesson. Students need only refer to the SMU eLearn website for administrative information such as the Project Schedule and the Grade Book as well as to share project papers and presentation materials. Students will be expected to analyse legislative provisions and/or cases that are indicated as required reading for each week.

2. Namibia's proposed visa exemption for Chinese nationals is a bilateral agreement that would benefit both countries, according to China's ambassador to Namibia, Zhao Weiping.
Some Namibian politicians have objected to the proposal, with opposition leader McHenry Venaani claiming it is a "hoodwinking process" for Chinese prisoners to come to the country, and aspiring presidential candidate Job Amupanda alleging that it involves a deal between the ruling party and China to garner support for next year's elections.
The proposed agreement's main goal is to attract Chinese tourists and help Namibia become competitive again after the Covid-19 pandemic, according to Namibia's minister of home affairs, immigration, safety and security, Albert Kawana.
3. Angola and Zambia signed a memorandum of understanding to enhance cooperation in information technology, including digital transformation, AI, and space technology.
The agreement includes the establishment of direct cross-border optical fibre backbone connectivity between the two countries, scheduled to happen this month.
The collaboration is expected to help improve the regulation of the Angolan and Zambian telecom markets and lead to improved coverage and quality of ICT services provided in both countries.
4. Namibia is embarking on a journey of digital transformation to modernize various aspects of the country's life.
The Department of Home Affairs, Immigration and Security recently announced the successful implementation of an online passport application system, a major step towards delivering home affairs government services through digital channels. Namibia is partnering with Estonia to bring government services online and gradually prepare citizens for the transformation ahead. The Vice Minister of ICT recognizes the importance of foreign direct investment (FDI) for African technology spaces, but stresses the need for a clear roadmap or strategy to ensure that solutions developed in Africa fit the lifestyle on the continent.
5. Nigeria has 71 million people living in extreme poverty and 133 million people are classified as multidimensionally poor, according to 2023 data from the World Poverty Clock and the National Bureau of Statistics.
6. The Bank of Namibia increased the repo rate to safeguard the dollar-rand peg and contain inflationary pressures, but this will severely impact consumers who rely on debt to survive.
The governor expressed empathy for people losing their homes due to rising debt costs, and urged the nation to find better solutions to keep more Namibians in their homes while maintaining financial stability.
7. The fighting in Sudan has caused a surge in refugees fleeing to South Sudan, exacerbating an already dire humanitarian crisis.
The UN has called for $253 million in funding to respond to the crisis, but donations have been slow to come in.
The lack of resources and funding has led to inadequate food, water, and sanitation facilities in transit camps, resulting in malnutrition, disease, and preventable deaths.

The Entertainment Industry Task Force
The building on Fuji Way in Marina del Rey, California, is as nondescript as they come — just another glass and concrete office tower like so many others hunkered in business parks across Los Angeles. But 20 years ago, just a few weeks after the 9/11 tragedy, a group of elite Hollywood figures and a handful of top U.S. Army brass met for a clandestine summit straight out of a Michael Crichton novel.
A lot of what transpired that night is still top secret, but this much we do know: One evening in October 2001, just weeks after al-Qaeda terrorists took down the Twin Towers in Manhattan and maimed the Pentagon, a group of about 30 of Hollywood’s top creatives — A-listers like Oliver Stone, “Law & Order” producer Dick Wolf, “Seven” director David Fincher, “NYPD Blue’s” David Milch and the late John Singleton, to name just a few — were quietly invited to mingle with high-level members of the U.S. military.
The group was officially, though secretly, named the Entertainment Industry Task Force and its mission, which everyone enthusiastically accepted, was to help America prevent another 9/11 by brainstorming terrorist scenarios so out-of-the-box crazy they could only happen in the movies. Unless, that is, al-Qaeda thought of them first. After all, until 2001 nobody had ever imagined — or prepared for the idea — that hijacked planes could be used as deadly missiles against landmark buildings like the World Trade Center and the Pentagon.
“The 9/11 attacks had just happened,” A. Michael Andrews II, the now-retired major general who came up with the idea for the meeting, told the The Wrap in an exclusive interview offering details about the group and its membership that have not previously been disclosed. “The Pentagon was in gear and rolling. We had a defense-science board and an Army-science board looking at all the standard actors. But nobody knew what to expect. So, I thought it would be worthwhile to look outside our usual way of thinking about terrorism. I asked if we could get some entertainment industry volunteers together and see if they could dream up plot lines that might expose a weakness in our real-life anti-terrorism network capabilities. It was an opportunity for us to learn and for Hollywood to help.”
To some degree, Hollywood had already been helping. The Institute for Creative Technology, launched in 1999 by the Army Research Lab in affiliation with USC, had been drawing on Hollywood talent for a couple of years as a super-high-tech war-modeling and virtual-reality training facility. Screenwriter John Milius, most famous for penning “Apocalypse Now” and the “Dirty Harry” movies, was said to be an early consultant.
So after 9/11, when the Army decided to corral a bunch of movie and TV execs for a terrorism bull session, it was only natural that they’d hold the confab at the ICT’s marina command center, which turned out to be much cooler-looking on the inside than its drab exterior would suggest. “It had this one door that seemed like it was out of SPECTRE headquarters,” James Korris, a former Universal TV producer who served as the ICT’s creative director during the early 2000s, told The Wrap, referring to James Bond’s nemesis. “It slid open electrically and we even added a sound effect, so it sounded like the doors on the Enterprise.”
The first meeting of the Entertainment Industry Task Force — the acronym EITK somehow never caught on — began at around 7 p.m. and didn’t break up until sometime before midnight. Attendees had so many horrifyingly destructive and diabolical ideas, they decided to meet again a few weeks later for a second session. All signed NDA’s swearing them to secrecy and while there were whispers in Hollywood newsrooms about some sort of hush-hush summit, nobody blabbed a word. In fact, to this day, those who attended have kept their lips sealed; every one of the task force creatives contacted by The Wrap was unavailable to share their memories of the event. One attendee confirmed those who attended, but declined to talk further.
But for the first time, Korris shared with TheWrap the full list of attendees. Some choices were logical, directors and producers behind crime dramas like “Hill Street Blues” and war epics like “Platoon.” Others seemed almost random, like Randal Kleiser, the director of…. “Grease” and “The Blue Lagoon.” Here’s the full roster, complete with noteworthy pre-2001 credits:

According to Korris, who attended both sessions, a large portion of the first meeting was devoted to dissecting and analyzing the mindset of a terrorist. “They spent a fair amount of time trying to figure out what Osama bin Laden was all about,” he says. “What his personality was like, what was driving him. At the time, Bin Laden was a blank slate that we were trying to fill in. So, it was basically character development.” But the group also did a lot of work on story arcs, pitching various potential terrorist plot lines. “I have a whole book full of them but I don’t want to say too much about the specifics,” Korris said. “I don’t want to give anyone ideas. But some of them were common sense and some of them were a little more obscure. It was a lot like being in a writers’ room. They just came up with ideas and I wrote them down and then I made a report.”
That report — which to this day remains unavailable to the public — was ultimately delivered to the highest levels of the George W. Bush administration, with Korris and Andrews flying to Washington, DC for a briefing with Wayne Downing, then the deputy national security adviser in charge of combating terrorism (who reported directly to then-National Security Advisor Condoleezza Rice and then-Assistant to the President for Homeland Security Tom Ridge). “Downing was obviously someone who didn’t suffer fools gladly, but he was very gracious and very polite,” Korris said. “I gave him the report but I have no idea what he ended up doing with it.”
Andrews has a similar recollection of the meeting. “I don’t think Downing asked a single question,” he says.
Of course, it’s possible that the report saved lives. Who knows what dastardly plots it might have predicted and helped to foil? Thanks to Oliver Stone and Dick Wolf and the others who devoted brain cells to the anti-terrorism cause, America is possibly a little bit more secure today than when they gathered in the marina. The ICT, which is still around, although no longer headquartered on Fuji Way, is certainly in better shape; its budget, funded primarily by the U.S. Army Research Lab, has ballooned from an initial $45 million in 1999 to close to $300 million today, according to an individual with knowledge of the operation.
And for Hollywood, there was an extra bonus: Some of the ideas cooked up by the Entertainment Industry Task Force came in handy once the attendees got back to their studio lots. “Oh, I think several of them ended up in films,” says Korris. “It wouldn’t shock me if some of the people in the meeting thought, ‘Hey, that’s a good idea.’”

The journey of Chittagong University of Engineering and Technology (CUET) in Bangladesh started as Chittagong Higher Engineering College in 1968 with just 120 students. Faculties
The university has major faculties that include civil and environmental, mechanical and manufacturing, electrical and computer engineering, architecture and planning, and science and technology. Under each major faculty, other different faculties are there.

Location and Infrastructure
The huge campus covers 188 acres of land. The surrounding hills and varieties of plants make the campus naturally beautiful. It houses academic and administration buildings, an auditorium, a huge library with 52,000 books, hundreds of journals and periodicals, a teacher-students center, an ICT business incubator, laboratories, separate male and female dormitories, teachers’ quarter, conference galleries, 3 canteens, and a mosque. It also includes a bank, a post office, and mini-mart shops. While there is a medical center for primary care, a hospital for serious issues is around 10 km away.
There are facilities for sports like football, cricket, hockey, basketball, volleyball, table tennis and other indoor games.
Chittagong University of Engineering and Technology Admission
The admission cycle includes the following:
Eligibility
Aspiring students need to have an HSC or equivalent examination passed with a minimum GPA requirement specified by the university in both SSC and HSC.  
Admission Test
There is an entrance examination for undergraduate programs called Combined Admission Test.
The exam includes subjects like Mathematics, Physics, Chemistry, and English following the HSC syllabus.
Application Process
The application is done online through the official website of CUET, soon after the HSC results are out. The admission form, duly filled in, is submitted along with the specified application fee. The admit card is issued.
The Test
The admission test is conducted physically at the designated examination centers, where the aspiring students appear with the admit card for the test.
The Result and Merit List
The results are published on the CUET website and a merit list is prepared based on the HSC results and the admission test score. Those meeting the cut-off marks are allowed to take admission.
Admission
Based on their ranks, the successful students are invited to join counseling sessions, choose their preferred subjects, complete the admission formalities, which include submitting the required documents and paying the tuition fees.
Orientation
The university arranges an orientation program for the students to familiarize themselves with the campus, faculty, and academic requirements.
