Headless departments' list growing

The list of headless departments/organizations has been expanding of late. One may call it a usual sloppiness in filling the vacancies or a deliberate decision but it can not be given a discount on the pretext of COVId impact.

By any means, this sort of drift is never conducive to governance or fostering quality administration, much less for the image of the government.

The Public Enterprises Selection Board (PESB) has been headless for more than a month; National Company Law Appellate Tribunal (NCLAT) for over seven months; Central Information Commissioner (CIC) for a long time; and National Human Rights Commission (NHRC) for over a month.

The Doordarshan (DD) has been headless after Ms. Supriya Sahu (IAS:1991:TN) repatriated to her cadre state in early this year. The same is the fate of All India Radio, Prasar Bharti, and Satyajeet Ray Film Institute.

At least six ministries & departments are awaiting regular secretaries. National Security Guard (NSG) fell vacant a few days back whereas the Narcotics Control Bureau (NCB) is running headless for over a year. Dozens of Board level positions in various Central PSUs are lying vacant amid no signs of hope very soon. If some well-placed sources are to be believed over four hundred posts of the independent directors are lying vacant some of them do not have even a single Independent Director.

इंटरनेट पर अक्सर ऐसी कई वीडियोज ��मारी आंखों के सामने से गुजरती है, जो चीजों को देखने के हमारे नजरिए को ही बदल देती है। ऐसा ही एक वायलिन वादन का एक वीडियो इन दिनों इंटरनेट पर काफी वायरल हो रहा है। जिसे देख आप भी यह मान लेंगे कि अगर चाहो तो कुछ भी असंभव नहीं होता।

आईएएस अधिकारी सुप्रिया साहू ने ट्विटर पर एक वीडियो शेयर करते हुए लिखा- अदम्य मानवीय भावना, जब आप एक बार निर्णय कर लेते हैं और उसके प्रति काम करने लगते हैं, तो कुछ भी असंभव नहीं है। दरअसल, यह वीडियो पैरालंपिक मनामी इटो उर्फ मिरेकल वायलिनिस्ट का है। 1 मिनट के इस वीडियो को मनामी अपने दोनों कंधों को घुमाते हुए शुरु करती है, जिसके बाद वह अपने एक कंधे पर वायलिन रखती है और फिर अपने कृत्रिम बांह से बंधे वायलिन बो की से मदद से उसे बजाने लगती है।

  जापान की कृत्रिम बांह वाली पहली नर्स 

हालांकि मनामी की उपलब्धियों की सूची यहां समाप्त नहीं होती। एक दुर्घटना में अपनी बांह खोने के बाद भी उन्होंने हार नहीं मानी। हादसे का शिकार हुई मनामी उन दिनों नर्सिंग की पढ़ाई कर रही थी, लेकिन एक्सीडेंट होने के बाद भी उन्होंने अपनी पढ़ाई जारी रखी और एक नर्स बनी। वह जापान की कृत्रिम बांह वाली पहली नर्स होने के साथ ही एक जानी-मानी पैरालंपिक स्विमर भी है। 2008 बीजिंग पैरालंपिक में उन्होंने 100 मीटर ब्रेस्टस्ट्रोक में चौथा स्थान हासिल किया था। जबकि 2012 में आयोजित लंदन पैरालंपिक में वह 8 स्थान पर रही। ट्विटर पर मनामी का वीडियो शेयर होते ही तेजी से वायरल हो गया है। नेटिजन्स भी इस वीडियो की काफी सराहना करते हुए सकारात्मक प्रतिक्रिया दे रहे हैं।
