Toska though a interesting and fun character, is kind of a deadbeat and very frustrating as a charcter. I do want to state beforehand he is not a "villian", no one in the Lost story is except for Marja and Igna's mother (she abanoned both of them, and Igna was Mika’s age at that like that woman was malicious). However, he made very questionable and selfish decisions rhat effects not just him but everyone close to him.
He left Marja, when she was pregnant to pretty much go soul searching. Given the fact she was already abandoned as a child and he most likely knew that makes it more harmful. During this time Marja raised their son, Mika all by herself with the mindset that Toska will return.
Now Toska did intend to come back, but he is genuinely dealing with techincal issues as there is a magical barrier preventing Toska from easily finding his way back. However, the real issue is that Toska chose to leave in the first place. It was driven from his fear of settling down and the responsibilities of fatherhood.
Honestly, even if Toska didn't leave he probably isn't someone who could transition well into fatherhood or stay around if it got too stressful. Not without serious effort to change from himself. He naively thought that he could leave Marja for a short time despite it being a streasful one for her to sort himself, and the return to take on a role of a father. However, his actions does reveal a fear of commitment, a which just seems to be trait that runs in his family. His tribe is notoriously known for being burdened with emotional baggage; for instance, his oldest sister is violent toward her mates and prone to killing those that upset her, and while his second oldest sister neglects her children to have fun. Nonetheless despite this, it doesn’t excuse Toska’s actions, but it does explain his mindset
