Was hoping for a more interesting definition of problematic beyond "things I like are fine, and things I don't like are not fine!" I guess I was being too optimistic about OP having sense.

You know, I've never been that big a fan of overhaul, but I think he was pretty decently written compared to the other mha villains, with one small issue.
He motivation is all over the place. Does he wan't to get rid of quirks? Profit off of his fancy new drug? His whole "QuIRks ArE a DisEase" thing males absolutely no sense based on how he completely relies on his quirk.
So here's my version of overhaul. He doesn't want to get rid of quirks, he merely wants to become a powerful druglord, plain and simple. The Q.D.D. don't permanently destroy qhirls, they just are temporary because overhaul kind of needs quirks for his business to prosper, because no more quirks=no more demand for his drugs.
He's meant to be a more "realistic" villain if you will. He's not a cartoonish megalomaniac like afo, or a cariacature of 90's antiheroes like stain. He's a druglord who's willing to take advantage of anybody to get what he wants.
Sometimes else I added to make him feel more dangerous is he has some police and pro heroes on his payroll, specifically slid n' go, bladesmith(my version of yoroi musha) and uwabami. This also serves as a way to futher show the corruption in hero society, because when herepton intervenes and stop le-moron from handing over eri and takes her away to seek refuge at ghoulian's "haunted house"(see her bio in my posts for more info on her)
The heroes are quick to twist the story that herpeton kidnapped eri and now the heroes are after him (see alleyway battle for a sample of what happens)

To me, Overhaul works in his hypocrisy/irony, specifically because of how ignorant he is to it. He relies on his quirk heavily, but he wants to get rid of quirks as a whole. He wants to create a pure world by getting rid of his quirk, but we never know if he's grouping his quirk with that, or if he's intentionally going to exclude his quirk.
He doesn't want a profit, he wants his vision of the world. He's only getting that profit to put more research into his drugs.
IMO, Overhaul, (and Nine), is one of, if not the best villain Horikoshi has written... That doesn't say much when I'm comparing him to All for One, (post-Kamino), Tomura, and every other villain, (barring Nine), but the point still stands.
That being said, this doesn't invalidate your version, or even make it worse in comparison.
Most of the villains in MHA want something grand, but your Overhaul sounds more grounded, and would serve as a great stepping stone for both Izuku and Herpeton. Plus, realism is great for the shaking the audience and making them realise that fiction isn't so far from reality - the people like Overhaul exist in real life.
Having the heroes being bribed by Overhaul absolutely works to show how deep corruption works in hero society, and to show how many heroes are only in it for the money and that money is power according to many.
Making the Herpeton be seen as the bad guy while the victims know otherwise would be very interesting to see. Maybe Eri trying to convince everyone that Herpeton is her hero, and Overhaul is the villain. But the heroes either don't believe the little, traumatised child, or they've been bribed and actively undermine her to make sure they get their paycheck.
Anyway. In conclusion, while I disagree with your opinion of Overhaul, I do really like your idea of him, and it would be cool to see

I think it's even more basic than that, you don't have to have any respect for someone to use the right pronouns - if these people genuinely believed that "Bad People" (as stupid as that concept actually is) should be misgendered, why don't they misgender a cisgender "Bad Person", why is Hitler a he, but a trans guy who's committed a much lesser crime is a she? because what you just cannot avoid when you realise that is how it means either that it couldn't be possible for a trans person to be "Bad" and thus they aren't really trans, or that you don't really think anyone is trans it simply is something you say out of politeness, or you think that insulting somebody you don't like by weaponising bigotry is just perfectly okay once they've pissed you off enough, you're not as against bigotry as you claim to be if the target sucks enough, an actual principled stance against bigotry is a smokescreen. that's really what it boils down to - what do you actually believe? when everything gets messy and you drop your beliefs at the slightest shove from complexity, you don't really believe them. it's not the "baseline human respect", it's understandable that when you are pissed off enough you forget how to feel that- it's the hypocrisy. you're not seeing "this guy is a criminal", but rather "this trans is deserving of whatever I can weaponise", and treating them very differently to how you'd treat somebody you saw as a guy, and it implies some level of inconsistent views of even "Good Transes".
hey full offense but the ‘use the right pronouns even if the person is horrible!’ statements arent made to coddle horrible ppl, its saying ‘dont view correct pronouns as a fucking privilege that can be taken away once people decide you’ve fucked up enough’, misgendering someone on purpose is transphobic no matter what bc it equates transphobia as a ‘punishment’ for bad people, pronouns are a part of baseline human respect, its that simple
